Abstract: International audience, This paper provides an overview of the AMPERE modeling comparison project with focus on the implications of near-term policies for the costs and attainability of long-term climate objectives. Nine modeling teams participated in the project to explore the consequences of global emissions following the proposed policy stringency of the national pledges from the Copenhagen Accord and Cancún Agreements to 2030. Specific features compared to earlier assessments are the explicit consideration of near-term 2030 emission targets as well as the systematic sensitivity analysis for the availability and potential of mitigation technologies. Our estimates show that a 2030 mitigation effort comparable to the pledges would result in a further "lock-in" of the energy system into fossil fuels and thus impede the required energy transformation to reach low greenhouse-gas stabilization levels (450 ppm CO2e). Major implications include significant increases in mitigation costs, increased risk that low stabilization targets become unattainable, and reduced chances of staying below the proposed temperature change target of 2 °C in case of overshoot. With respect to technologies, we find that following the pledge pathways to 2030 would narrow policy choices, and increases the risks that some currently optional technologies, such as carbon capture and storage (CCS) or the large-scale deployment of bioenergy, will become "a must" by 2030.

Abstract: International audience; Intellectual legacies are part of historians’ concerns, when they study the evolution of ideas. There are, however, no guidelines to help characterize the reception of intellectual legacies. This article provides preliminary tools to fill this gap, with a typology (faithful, formal, substantial legacies), and with two criteria to assess the conformity between the heir’s and her inspirer’s proposals. The objective is not to judge the legitimacy of this or that reception, but to facilitate its characterization, for a better understanding of the transmission of ideas. One case study from the history of economic thought, Nicholas Georgescu-Roegen’s bioeconomics and its legacies, is provided to illustrate the operability of the toolbox.

Abstract: Many studies have demonstrated the feasibility of fully renewable power systems. Yet the future costs of key technologies are highly uncertain and little is known about the robustness of a renewable power system to these uncertainties. To analyze it, we build 315 cost scenarios by varying the costs of key technologies and we model the optimal renewable power system for France, simultaneously optimizing investment and dispatch. We add to the literature by studying a consecutive 18-years weather period; by testing all combinations of technology costs rather than changing them one-at-a-time; and by calculating the regret from optimizing the energy mix on the basis of cost assumptions that do not materialize. Our results indicate that the cost of a 100% system is not that sensitive to uncertainty. Admittedly, the optimal energy mix is highly sensitive to cost assumptions: across our scenarios, the installed capacity in PV, onshore wind and power-to-gas varies by a factor of 5, batteries and offshore wind even more. However, in every scenario the total production and storage cost is similar to, or lower than the current cost. This indicates that renewable technologies will become by and large substitutable. Moreover, even if the energy mix is optimized based on cost assumptions which turn out to be wrong, the extra cost is low: 4% in average and less than 9% in 95% of the scenarios.

Abstract: International audience; Although a rapidly growing economy, India faces many challenges, including in meeting the Sustainable Development Goals of the United Nations. Moreover, post-2020 climate actions outlined in India’s Nationally Determined Contribution (NDC) under the Paris Agreement envision development along low-carbon emission pathways. With coal providing almost three-quarters of Indian electricity, achieving such targets will have wide-ranging implications for economic activity. Assessing such implications is the focus of our research. To do so, we use a hybrid modelling architecture that combines the strengths of the AIM/Enduse bottom-up model of energy systems and the IMACLIM top-down economy-wide model. This hybrid architecture rests upon an original dataset that brings together national accounting, energy balance and energy price data. We analyse four scenarios ranging to mid-century: business-as-usual (BAU), 2°C, sustainable 2°C and 1.5°C. Our 2°C pathway proves compatible with economic growth close to the 6% yearly rate of BAU from 2012 to 2050, at the cost of reduced household consumption but with significant positive impact on foreign debt accumulation. The latter impact stems from improvement of the trade balance, whose current large deficit is the primary cause of high fossil fuel imports. Further mitigation effort backing our 1.5°C scenario shows slightly higher annual GDP growth, thereby revealing potential synergies between deep environmental performance and economic growth. Structural change assumptions common to our scenarios significantly transform the activity shares of sectors. The envisioned transition will require appropriate policies, notably to manage the conflicting interests of entrenched players in traditional sectors like coal and oil, and the emerging players of the low-carbon economy.

Abstract: International audience; In the context of climate change mitigation and the Paris Agreement, it is critical to monitor and understand the dynamics of greenhouse gas emissions over different regions of the world. In this study, we quantify the contributions of different drivers behind the observed emission decrease in Europe between 2009 and 2014. To this end, we build a novel dataset of deflated input-output tables for each of the 28 EU countries. This dataset enables us to conduct the first Structural Decomposition Analysis of emissions in European countries since the economic crisis. Our results show that the largest drivers of emissions have been the improvement in carbon intensity (−394 MtCO 2 e), largely offset by the economic recovery (+285 MtCO 2 e). However, other less intuitive drivers also played a significant role in the emission decline: changes in the production system (−104 MtCO 2 e), mostly driven by an increase in imports; the evolution of final demand patterns (−101 MtCO 2 e); a decrease in emissions due to household heating (−83 MtCO 2 e) and private transport (−24 MtCO 2 e), with a small offset from population growth (+39 MtCO 2 e). However, these aggregate figures mask significant variations between EU countries which we also document. This study highlights the importance of including changes in consumption patterns, trade and temperature anomalies in tracking and fostering progress towards the Paris Agreement goals.

Abstract: International audience; Is climate change concerning because of its expected damages, or because of the risk that damages could be very high? Climate damages are uncertain, in particular they depend on whether the accumulation of greenhouse gas emissions will trigger a tipping point. In this article, we investigate how much risk contributes to the Social Cost of Carbon in the presence of a tipping point inducing a higher-damage regime. To do so, we decompose the eect of a tipping point as an increase in expected damages plus a zero-mean risk on damages. First, using a simple analytical model, we show that the SCC is primarily driven by expected damages, while the eect of pure risk is only of second order. Second, in a numerical experiment using a stochastic Integrated Assessment Model, we show that expected damages account for most of the SCC when the tipping point induces a productivity shock lower than 10%, the high end of the range commonly used in the literature. It takes both a large productivity shock and high risk aversion for pure risk to signicantly contribute to the SCC. Our analysis suggests that the risk aversion puzzle, which is the usual nding that risk aversion has a surprisingly little eect on the SCC, occurs since the SCC is well estimated using expected damages only. However, we show that the risk aversion puzzle does not hold for large productivity shocks, as pure risk greatly contributes to the SCC in these cases. Abstract: International audience; At the core of renewable energy project development is the work of turning things (roof, site) into productive assets (solar roof, wind power site) through the siting of material devices (turbines, PV panels). The resulting assets convert an untamed flow (sun, wind) into electricity dubbed ‘renewable’ and eligible to stable remuneration (‘feed-in’ tariff). They are valued (tradable projects/portfolios) and they produce value (marketable electricity). Assembling productive-enough assets implies engaging things in hybrid agencements by requalifying their pre-existing usages and/or users.Our contribution starts from two case studies of politically engaged project developments: a mutualised PV project carried out by farmers (Fermes de Figeac, Lot, France), and a wind farm repowering in a European migratory corridor involving bird watchers and a wind power developers (Narbonnaise, Languedoc-Roussillon, France). These cases allow us to describe the socio-technical and economic reconfigurations through which sunlit rooftops and a windy site are turned into assets, and made to generate revenue streams. We further look at what these reconfigurations produce, which allows us to discuss the forms of rentierships entailed and the way in which we define assets.As these processes take place at the junction with financial valuation, conveyed by developers business models (project/portfolio TRIs, relation with banks), they additionally make the case for discussing the relation between capitalisation (TRI requirements) and asset making.

Abstract: International audience; While crop yields in Sub-Saharan Africa are low compared to most other parts of the world, weather-index insurance is often presented as a promising tool, which could help resource-poor farmers in developing countries to invest and adopt yield-enhancing technologies. Here, we test this hypothesis on two contrasting areas (in terms of rainfall scarcity) of the Senegalese groundnut basin through the use of a bio-economic farm model, coupling the crop growth model CELSIUS with the economic model ANDERS, both specifically designed for this purpose. We introduce a weather-index insurance whose index is currently being used for pilot projects in Senegal and West Africa. Results show that insurance leads to a welfare gain only for those farmers located in the driest area. These farmers respond to insurance mostly by increasing the amount of cow fattening, which leads to higher crop yields thanks to the larger production of manure. We also find that subsidizing insurance is not the best possible use of public funds: for a given level of public funding, reducing credit rates, subsidizing fertilizers, or just transferring cash as a lump-sum generally brings a higher expected utility to farmers and leads to a higher increase in grain production levels.

Abstract: Diseases of fruit and foliage caused by fungi and oomycetes are generally controlled by the application of fungicides. The use of decision support systems (DSSs) may assist to optimize fungicide programs to enhance application on the basis of risk associated with disease outbreak. Case-by-case evaluations demonstrated the performance of DSSs for disease control, but an overall assessment of the efficacy of DSSs is lacking. A literature review was conducted to synthesize the results of 67 experiments assessing DSSs. Disease incidence data were obtained from published peer-reviewed field trials comparing untreated controls, calendar-based and DSS-based fungicide programs. Two meta-analysis generic models, a &ldquo, fixed-effects&rdquo, vs. a &ldquo, random-effects&rdquo, model within the framework of generalized linear models were evaluated to assess the efficacy of DSSs in reducing incidence. All models were fit using both frequentist and Bayesian estimation procedures and the results compared. Model including random effects showed better performance in terms of AIC or DIC and goodness of fit. In general, the frequentist and Bayesian approaches produced similar results. Odds ratio and incidence ratio values showed that calendar-based and DSS-based fungicide programs considerably reduced disease incidence compared to the untreated control. Moreover, calendar-based and DSS-based programs provided similar reductions in disease incidence, further supporting the efficacy of DSSs.

Abstract: International audience; Greenhouse gas emission scenarios are key in analyses of human interference with the climate system. They are mainly produced by one category of computer models: Integrated Assessment Models (IAMs). We analyse how IAM research organised into a community around the production of socioeconomic scenarios during the preparation of the IPCC AR5 (2005-2014). We seek to describe the co-emergence of a research community, its instruments, and its domain of applicability. We highlight the role of the IPCC process in the making of the IAM community, showing how IAMs worked their way to an influent position. We then survey three elements of the repertoire that served to organise collective work on scenarios in interaction with the IPCC and the European Union, and which now frames the community and its epistemic practices. This repertoire needs to articulate epistemic practices with the pursuit of policy relevance, which shows how epistemic communities and patterns of co-production materialise in practical arrangements.

Abstract: International audience; Biodiversity offsetting (BO) is increasingly adopted as a conservation tool by many countries while it has received several critics among which its possible links to several forms of Nature economicization. We believe that some of these concerns rest on misunderstandings generated by the difficulty to interpret economic principles from ecological viewpoints and the lack of a common language between conservationists and economists. Because this issue is vivid and the concepts not yet stabilized, key aspects of the potential advances and limits of BO to conservation practice must be clarified. This short communication (1) addresses the links between the BO concept and the central sustainability principle and (2) clarifies key assumptions regarding three potential Nature economicization roles recurrently attributed to BO. We show that the BO principle reflects a move from welfare equivalency mostly inherited from mainstream economic approach based on weak sustainability criteria toward an ecological economic approach based on strong sustainability criteria and the quest for ecological equivalence. However, the way the countries implement BO influences the possibility to reach strong sustainability. Although we show that BO could be linked to a certain acceptance of “commodification”, we suggest that BO can neither be considered as a “marketization” and nor generally as a “privatization” of Nature. We therefore argue that these conceptual misunderstandings should not hamper conservation objectives and that BO must be framed within interdisciplinary approaches combining ecology, economy and socio-political aspects. We conclude that conservation science has a major role to play in defining the boundaries of BO.

Abstract: Although climate scientists explore the effects of climate change for 2100, it is a challenging time frame for urban modellers to foresee the future of cities. The question addressed in this paper is how to improve the existing methodologies in order to build scenarios to explore urban climate impacts in the long term and at a fine scale. This study provides a structural framework in six steps that combines narratives and model-based approaches. The results present seven scenarios of urban growth based on land use strategies and technological and socio-economic trends. These contrasted scenarios span the largest possible world of futures for the city under study. Urban maps for 2010, 2040 and 2100 were used to assess the impacts on the Urban Heat Island. The comparison of these scenarios and related outputs allowed some levers to be evaluated for their capacity to limit the increase of air temperature. Narrative scenarios of urban change are flexible and highly imaginative.Model-based scenarios of urban change allow for quantitative environmental assessment.A six-step method provides a framework for combining and benefiting from both approaches.Contrasting scenarios of urban change and their impacts on Urban Heat Island are simulated.The comparison of scenarios provides insights into key triggers to improve urban adaptation.

Abstract: Cet article est une présentation critique des débats qui ont traversé le colloque qui s’est tenu au Centre culturel international de Cerisy-la-Salle du 30 juin au 10 juillet 2015. Il s’intitulait « Quelles transitions écologiques ? ». Un système qui suppose une croissance illimitée ne peut s’accommoder d’une Terre aux ressources limitées. Il convient donc d’imaginer une société sans croissance, surtout si l’on prend en compte la nécessité de réduire drastiquement les émissions de gaz à effet de serre. Tel fut le consensus de départ. Mais comment interpréter l’évolution en cours ? S’agit-il d’une crise, d’une transition ou d’un processus catastrophique ? Prendre la mesure des menaces que les dynamiques économiques, technologiques, sociales et démographiques font peser sur l’habitabilité de la planète suppose-t-il un nouveau grand récit catastrophiste donnant sens à l’histoire ? Faut-il au contraire songer que nous sommes confrontés à une pluralité d’histoires possibles entre lesquelles il nous reste la liberté de choisir ? Ainsi la discussion ne porta pas uniquement sur les menaces écologiques, mais sur les enjeux politiques et sociaux : justice, égalité, démocratie.

Abstract: In many African countries, rural households typically sell their output immediately after harvest and then have to face the lean season in often dramatic conditions. This paper explores whether alleviating both credit and storage constraints through an inventory credit (or warrantage) program in Burkina Faso is associated with improvements in household food insecurity and dietary diversity. We partnered with a rural bank and a nation-wide organization of farmers to evaluate a warrantage system with seventeen villages in the western region of Burkina Faso. In randomly chosen treatment villages, the households were offered a loan in exchange for storing a portion of their harvest as a physical guarantee in one of the newly-built warehouses of the project. We show that, after three seasons, the warrantage program has extended users’ self-subsistence period by an average of seventeen days, increased the average size of the farmby one and a half hectares (one additional hectare of cotton and one additional half hectare of maize) and increased dietary diversity significantly, with more fish, fruit and oil consumed weekly.

Abstract: International audience; We analyse the mid-term macroeconomic challenge to Saudi Arabia of a global low-carbon transition reducing oil revenues, versus the opportunity of national energy reforms. We calibrate a compact, dynamic recursive model of Saudi Arabia on original energy-economy data to explore scenarios. We first assess the consequences of oil prices declining from their levels in the New Policies Scenario (NPS) of the IEA, to their levels in its Sustainable Development Scenario (SDS). By 2030, the Saudi economy loses 1.4 GDP points, 1.6 employment points and USD 504 billion trade surplus accumulation. Its cumulated public deficit rises to 92.8% of GDP. National reforms gradually aligning Saudi energy prices on international prices and inducing structural change of Saudi activity away from energy-intensive industries mitigate these costs if a share of the public income from energy-price deregulation is directed to investment. However, they reduce the cumulated trade surplus and fail to control public deficit accumulation. Sensitivity analysis confirms the capacity of national energy reforms to mitigate the activity cost of global mitigation action, but aggravates the threat of an escalating public deficit. These results underline the importance of broader economic and fiscal reforms as part of the ambitious Vision 2030 Saudi initiative.

Abstract: International audience; This paper investigates how and to what extent changes in user behavior may mitigate the environmental benefits of urban ridesharing, a phenomenon commonly referred to as “rebound effect”. Ridesharing reduces both the individual cost of car travel (through cost splitting) and road travel times (by decreasing congestion). This may trigger a number of behavioral changes among transportation users, including: making less detours to avoid congestion (route choice effect), switching from public transit and active modes to the car (modal shift effect), travelling longer distances (distance effect), and relocating further from the urban center (relocation effect). Taking Paris region as a case study, this research applies an integrated transportation/land-use model to evaluate several ridesharing scenarios and quantify the four rebound effects. The overall rebound effect is found to be substantial, cancelling out from 68 to 77% of CO2 emission reductions and from 52 to 73% of aggregated social benefits (including congestion, air quality, CO2 emissions, noise) expected from ridesharing. This is primarily the result of the modal shift effect, supplemented as ridesharing develops by the distance effect. Although the simplified representation of ridesharing in the baseline model calls for caution regarding these estimates, a sensitivity analysis corroborates the main findings and the prevalence of substantial rebound effects. The paper also investigates to what extent three complementary policies - improving public transit, reducing road capacity or increasing the cost of car travel – might limit the overall rebound effect and thereby maximize the benefits of urban ridesharing.

Abstract: International audience This chapter presents a new formulation which not only covers the fully non-cooperative behavior and the fully cooperative behavior, but also the fully altruistic behaviour. To do so, we make use of the evolutionary game theory which we extend to cover this kind of behavior. The major focus of this work is to study how the level of cooperation impacts the profile of population as well as the global performance of the system. equilibrium of the system through the notion of Evolutionary Stable Strategies and study the effect of transmission cost and cooperation level. We define and characterize the equilibrium (called Evolutionary Stable Strategy) for these games and establish the optimal level of cooperation that maximizes the probability of successful transmission. Our theoretical results unveil some behaviors. More specifically, we show that when all users increase their level of cooperation, then the performance of the system is not necessary improved. In fact, for some scenarios, the performance of groups may lead to an improvement by adopting selfishness instead of altruism. This happened when the density of agents is high. For low density, the degree of cooperation may indeed improve the performance of all groups. According to the structure of the ESS, we try to evaluate the performance of the global system in order to derive the optimal degree of cooperation. In this chapter, we explore our finding to study multiple access games with a large population of mobiles decomposed into several groups. Abstract: This paper studies the distributional effects of France's recently introduced carbon tax. Using a microsimulation model built on a representative sample of the French population from 2012, it simulates the taxes levied on each household's consumption of energy for housing and transport. Without revenue recycling, the carbon tax is regressive and increases fuel poverty. From a policy perspective, this finding indicates that the question of fuel poverty cannot be ignored in the quest for a fair ecological transition. It proposes that some of the revenues from the carbon tax should be redistributed to households. Different designs of cash transfer to support households are then compared. The results show that the inequities of the carbon tax could be offset at reasonable cost relative to total carbon tax revenues. However, adjusting the design of cash transfers to criteria other than income level does not diminish the cost of compensating households. The benefits of finely adjusting cash transfers may therefore be somewhat limited. Most notably, the results show that targeting revenue recycling at low-income households would help to reduce fuel poverty substantially. This study therefore indicates that carbon taxation actually provides an opportunity to finance ambitious policies to fight fuel poverty.

Abstract: In January 2013, we collected data from 653 farmers in Burkina Faso, who were asked hypothetical questions about risk aversion and time discounting. Ten months later, these farmers were offered the opportunity to participate in an inventory credit system, also called warrantage, in which they receive a loan in exchange for storing a portion of their harvest as a physical guarantee in one of the newly‐built warehouses of the program. We found that a significant number of farmers chose to store grain in the warehouse without taking the maximum amount allowed for a loan in return, and that farmers who exhibit a stronger present bias were significantly more likely to participate in the warrantage system than other, otherwise similar, farmers. We interpret these results as evidence that farmers use warrantage as a means to commit to saving a portion of their crop until the lean season. These results are in line with the main predictions of our theoretical model, which explicitly takes the hyperbolic nature of farmers' time preferences into account.

The exact wording, however, raises several scientific questions.How to distinguish between anthropogenic emissions and removals subject to the agreement, and the natural flows of these same gases? Which gases should be included in the agreement, and how to compare gases with different physical properties? How to ensure the compatibility of net zero emissions with the other objectives of the Paris Agreement? This article discusses possible choices and their implications, in order to provide useful recommendations for clarifying and operationalizing the global objectives of the Paris Agreement. francaisL'Accord de Paris inclut l'objectif d'atteindre le « zero emissions nettes » de gaz a effet de serre dans la seconde moitie du siecle. La formulation exacte de cet objectif souleve cependant plusieurs questions d'ordre scientifique. Abstract: Resume Objectif Proposer une mise a jour des recommandations de la prise en charge des cancers du rein. Methodes Une revue systematique de la litterature a ete faite sur la periode allant de 2015 a 2018. Les articles juges les plus pertinents concernant le diagnostic, la classification, le traitement chirurgical, le traitement medical et le suivi du cancer du rein ont ete selectionnes et incorpores aux recommandations. Les recommandations ont ainsi ete actualisees en specifiant le niveau de preuve. Resultats L’examen de reference pour faire le diagnostic et le bilan d’extension des cancers du rein est le scanner thoraco-abdominal injecte. L’IRM et l’echographie de contraste sont indiquees dans certains cas particuliers. La biopsie percutanee est recommandee dans les situations ou ses resultats influenceront la decision therapeutique. Les tumeurs du rein doivent etre classees selon la classification pTNM 2017 et le grade nucleolaire de l’ISUP. Les cancers du rein metastatiques doivent etre classes selon les criteres de l’IMDC. La nephrectomie partielle est le traitement de references des tumeurs T1a et peut etre faite par voie ouverte, laparoscopique ou robotique. Les therapies ablatives et la surveillance active sont des options chez les patients âges avec des comorbidites. Les tumeurs T1b doivent etre traitees par nephrectomie partielle ou totale en fonction de la complexite tumorale. La nephrectomie totale est le traitement de premiere intention des cancers localement avances localises. Chez les patients metastatiques : la nephrectomie est recommandee en cas de bon pronostic ; le traitement medical doit etre propose en premiere intention en cas de pronostic mauvais ou intermediaire. Le traitement chirurgical ou local des metastases peut etre propose en cas de lesion unique ou d’oligo-metastases. Les molecules recommandees en premiere ligne chez les patients metastatiques sont le sunitinib, le pazopanib et l’association nivolumab/ipililumab. Le cabozantinib peut etre propose en option chez les patients de risque intermediaire et mauvais. Les tumeurs kystiques doivent etre classees selon la classification de Bosniak. L’exerese chirurgicale doit etre proposee en priorite aux lesions Bosniak III et IV. Il est recommande de suivre les patients sur les plans cliniques et radiologiques en adaptant les modalites a l’agressivite tumorale. Conclusion L’actualisation des recommandations doit permettre aux praticiens francais et francophones d’encadrer au mieux leur prise en charge des cancers du rein.

Abstract: International audience; The issues of power and equity are gaining attention in research on ecosystem services (ESs). Stakeholders benefiting from ESs are not necessarily able or authorized to participate in ES management. Thus, we have proposed an analytical framework to identify and qualify stakeholders' roles in relation to ES flows. Building on existing frameworks in the ES literature, we aimed to unravel the different direct and indirect management contributions to ES flows and link them to ES benefits. Direct management targets the functioning of ecosystems, the flows of services, and the benefits received by society, whereas indirect management facilitates, controls, or restricts the activities of direct managers. We applied this framework to the Mariño watershed (Peru) to describe stakeholders' roles using a set of 8 ESs. We have discussed the implications of our findings in terms of equity and power distribution. We conducted face-to-face semistructured interviews with representatives of 52 watershed stakeholders to understand how they managed and benefited from ESs. We used statistical analysis (permutation tests) to detect significant differences in the number of received and managed ESs among stakeholder sectors, i.e., civil society, nongovernmental organizations (NGOs), business, and the public sector, and scales, from local to national levels. Indirect forms of ES management were more frequent than direct ones for all ESs. Water quantity, water quality, and agricultural production were managed by the largest number of stakeholder types. The differences in the number of stakeholder types benefiting from and managing ESs could result from intentional choices, e.g., preferences for local benefits. We also found clear differences in the identity of stakeholders who managed or benefited from ESs. Local stakeholders and the business sector benefited from a higher number of ESs, and public organizations and NGOs were most involved in ES management. More equitable governance of ESs should aim to integrate more diverse stakeholders into decision making. Further empirical research could use our framework to explore the factors determining stakeholders' roles and power distribution. There is a particular need to understand how rights, endowments, and entitlements, as well as spatial configuration, underpin inequities in different social and cultural contexts.

Abstract: Using an energy-economy model that integrates behavioural and technological detail, we evaluate the impact of key policies-energy efficiency subsidies (tax credits, zero-interest loans, reduced VAT, white certificates), the carbon tax and building codes-on residential energy demand for space heating in France. We find that the carbon tax is the most effective, yet most regressive, instrument. Taking into account all possible interactions among instruments, we find that they imply on average a 10% variation in policy effectiveness. Subsidies save energy at a cost of 0.05-0.08 euro per lifetime discounted kilowatt-hour, with a leverage of 0.9 to 1.4 in 2015, decreasing over time as the potential for energy-saving opportunities is being exhausted. Targeting subsidies towards low-income households, who tend to live in energy inefficient dwellings, increases leverage, thus reconciling economic efficiency and equity. The public cost of subsidies-3 billion euros in 2013-is outweighed by carbon tax receipts from 2025 onwards. Meeting the long-term energy saving targets set by the French Government however requires increasing subsidy rates and maintaining them through 2050. In particular, an order-of-magnitude discrepancy between simulated and observed numbers of zero-interest loans points to cognitive or strategic barriers that need to be removed to increase policy effectiveness.

Abstract: Impacts of climate change are likely to be marked in areas with steep climatic transitions. Species turnover, spread of invasive species, altered productivity, and modified processes such as fire regimes can all spread rapidly along ecotones, which challenge the current paradigms of ecosystem management. We conducted a literature review at a continental-wide scale of South-Western European forests, where the drier and warmer conditions of the Mediterranean have been widely used as examples of what is expected in more temperate areas. Results from the literature point to: (a) an expansion of slow-growing evergreen hardwood trees; (b) increased dieback and mortality episodes in forests (both natural and planted) mostly related to competition and droughts, and mainly affecting conifers; and (c) an increase in emergent diseases and pests of keystone-trees used in agroforestry zones. There is no consensus in the literature that fire regimes are directly increasing due to climate change, but available satellite data of fire intensity in the last 17 years has been lower in zones where agroforestry practices are dominant compared to unmanaged forests. In contrast, there is agreement in the literature that the current spread of fire events is probably related to land abandonment patterns. The practice of agroforestry, common in all Mediterranean countries, emerges as a frequent recommendation in the literature to cope with drought, reduce fire risk, and maintain biodiverse landscapes and rural jobs. However, it is unknown the extent to which the open vegetation resulting from agroforestry is of interest to forest managers in temperate areas used to exploiting closed forest vegetation. Hence, many transitional areas surrounding the Mediterranean Basin may be left unmanaged with potentially higher climate-change risks, which require active monitoring in order to understand and help ongoing natural adaptation processes., This research was funded by a small network grant provided by the LabEx-BASC French research consortium granted to J.F.-M., S.D., and H.L. Abstract: This paper covers three policy-relevant aspects of the carbon content of electricity that are well established among integrated assessment models but under-discussed in the policy debate. First, climate stabilization at any level from 2?C to 3?C requires electricity to be almost carbon-free before the end of the century. As such, the question for policy makers is not whether to decarbonize electricity but when to do it. Second, decarbonization of electricity is still possible and required if some of the key zero-carbon technologies — such as nuclear power or carbon capture and storage — turn out to be unavailable. Third, progressive decarbonization of electricity is part of every country’s cost-effective means of contributing to climate stabilization. In addition, this paper provides cost-effective pathways of the carbon content of electricity — extracted from the results of AMPERE, a recent integrated assessment model comparison study, and the IPCC AR5 database. These pathways can be used to benchmark existing decarbonization targets, such as those set by the European Energy Roadmap or the Clean Power Plan in the United States, or inform new policies in other countries. These pathways can also be used to assess the desirable uptake rates of electric and plug-in hybrid vehicles, electric stoves and heat pumps, industrial electric furnaces, or other electrification technologies

Abstract: Accurate estimations of ammonia (NH 3) emissions due to nitrogen (N) fertilization are required to identify efficient mitigation techniques and improve agricultural practices. Process-based models such as Volt'Air can be used for this purpose because they incorporate the effects of several key factors influencing NH 3 volatilization at fine spatio-temporal resolutions. However, these models require a large number of input variables and their implementation on a large scale requires long computation times that may restrict their use by public en- vironmental agencies. In this study, we assess the capabilities of various types of meta-models to emulate the complex process-based Volt'Air for estimating NH3 emission rates from N fertilizer and manure applications. Meta-models were developed for three types of fertilizer (N solution, cattle farmyard manure, and pig slurry) for four major agricultural French regions (Bretagne, Champagne-Ardenne, Ile-de-France, and Rhône-Alpes) and at the national (France) scale. The meta-models were developed from 106,092 NH3 emissions simulated by Volt'Air in France. Their performances were evaluated by cross-validation, and the meta-models providing the best approximation of the original model were selected. The results showed that random forest and ordinary linear regression models were more accurate than generalized additive models, partial least squares regressions, and least absolute shrinkage and selection operator regressions. Better approximations of Volt'Air simulations were obtained for cattle farmyard manure (3% < relative root mean square error of prediction (RRMSEP) < 8%) than for pig slurry (17% < RRMSEP < 19%) and N solution (21% < RRMSEP < 40%). The selected meta- models included between 6 and 15 input variables related to weather conditions, soil properties and cultural practices. Because of their simplicity and their short computation time, our meta-models offer a promising alternative to process-based models for NH3 emission inventories at both regional and national scales. Our approach could be implemented to emulate other process-based models in other countries.

Abstract: © 2018 The Author(s). Published by IOP Publishing Ltd. Emission inventories are widely used by the climate community, but their uncertainties are rarely accounted for. In this study, we evaluate the uncertainty in projected climate change induced by uncertainties in fossil-fuel emissions, accounting for non-CO2 species co-emitted with the combustion of fossil-fuels and their use in industrial processes. Using consistent historical reconstructions and three contrasted future projections of fossil-fuel extraction from Mohr et al we calculate CO2 emissions and their uncertainties stemming from estimates of fuel carbon content, net calorific value and oxidation fraction. Our historical reconstructions of fossil-fuel CO2 emissions are consistent with other inventories in terms of average and range. The uncertainties sum up to a ±15% relative uncertainty in cumulative CO2 emissions by 2300. Uncertainties in the emissions of non-CO2 species associated with the use of fossil fuels are estimated using co-emission ratios varying with time. Using these inputs, we use the compact Earth system model OSCAR v2.2 and a Monte Carlo setup, in order to attribute the uncertainty in projected global surface temperature change (T) to three sources of uncertainty, namely on the Earth system's response, on fossil-fuel CO2 emission and on non-CO2 co-emissions. Under the three future fuel extraction scenarios, we simulate the median T to be 1.9, 2.7 or 4.0 °C in 2300, with an associated 90% confidence interval of about 65%, 52% and 42%. We show that virtually all of the total uncertainty is attributable to the uncertainty in the future Earth system's response to the anthropogenic perturbation. We conclude that the uncertainty in emission estimates can be neglected for global temperature projections in the face of the large uncertainty in the Earth system response to the forcing of emissions. We show that this result does not hold for all variables of the climate system, such as the atmospheric partial pressure of CO2 and the radiative forcing of tropospheric ozone, that have an emissions-induced uncertainty representing more than 40% of the uncertainty in the Earth system's response.

Abstract: International audience; This paper investigates whether Burkinabe maize farmers’ fertiliser-use decisions are correlated with their risk and time preferences. We conducted a survey and a series of hypothetical experiments on a sample of 1500 farmers. We find that more patient farmers do use more fertiliser, but it is only because they plant more maize (a fertiliser-intensive crop) rather than because they use more fertiliser per hectare of maize planted. Conversely, we find no statistically significant link between risk aversion and fertiliser use. We use a simple two-period model, which suggests that risk aversion may indeed have an ambiguous effect on fertiliser use.

Abstract: International audience; This book retraces the history of feed-in tariffs in relations with the European Union renewable energy policy from a sociological perspective. Feed-in tariffs are one of the most widespread instruments for promotion renewable electricity. By following their trajectory since their emergence in the late 1970s, the book explores evolving conceptions of renewable energy policy in the European Union at the intersection between environmental objectives, technological change and the ambition to liberalise the internal electricity market. The book is structured according to a chronology punctuated by key EU directives relevant to renewable energy policy. From this account, conclusions are drawn on the relationships between markets and policy-making as it is instituted in the European Union, as well as on the interplay between the implementation of a European vision on energy and national politics.

Abstract: International audience; This chapter explores the role of spatiality and how it is constructed in energy transition processes. Space is part of different operations for channelling, assessing and controlling material flows to turn them into energy resources and ensure a predictable production. The chapter proposes the idea of a ‘politics of volumes’ to describe how an energy volume is calculated, delineated and controlled, how sharing it and living together within it is made possible, and how it is (re-)configured when being connected to a pre-existing large sociotechnical assemblage (such as an electrical grid). These explorations offer new insights about the strategic combinations of energy and non-energy volumes, the influence of social and spatial heritage in the making of energy volumes, and the power relationships at work.

Abstract: Debut 2018, la Chine a mis en œuvre une nouvelle loi fiscale sur la protection de l'environnement, loi qu’elle presente comme une etape clef de sa transition ecologique. Le premier pollueur mondial annonce ainsi en fanfare a la communaute internationale son virage environnemental et son ambition de devenir un champion de l’ecologie. Apres des decennies de croissance effrenee ou les considerations environnementales etaient soit ignorees soit deliberement bafouees, l’Etat central semble avoir ete contraint de reagir face a la crise environnementale inedite que connait le pays. Comprendre la diversite, l’intensite et les causes des problemes environnementaux auxquels la Chine est actuellement confrontee est un prealable indispensable pour apprecier la capacite du pays a adopter un modele de developpement plus durable. Le cocktail toxique d’une croissance economique rapide, axee sur l’industrie lourde et alimentee par le charbon, n’a jusqu’a tres recemment pas ete remis en cause. L’analyse de la structure de production chinoise et de la consommation energetique du pays s’inscrit en faux contre la representation d’une Chine pleinement engagee dans une transition ecologique. Au contraire, les politiques de relance menees par le gouvernement depuis le milieu des annees 2000 ont amplifie les consequences negatives de la forte croissance economique en donnant plus de poids a l’industrie lourde, tres energivore et polluante. L’inflexion des politiques environnementales chinoises, dont semble temoigner la nouvelle loi fiscale de 2018, est ainsi tellement recente que tous les scenarios sont encore ouverts, les plus optimistes comme les plus pessimistes. Les auteures passent en revue les evolutions politiques et societales porteuses d’ameliorations a venir, mais soulignent egalement l’ampleur des resistances et des difficultes pratiques qui existent encore. Faire primer la protection de l’environnement aupres d’une population qui touche a peine du doigt l’acces aux modes de consommation occidentaux reste un defi a relever. Autant d’elements avec lesquels la Chine devra composer pour que le «?virage vert?» entrepris par l’empire du Milieu ne tienne pas du mirage.

Abstract: International audience; This paper follows the sinuous trajectory of the joint design of an electricity meter and the technical architecture of the smart home in France. The analysis points to the articulation between the mundane work of material and market design and the profound, pervasive, and political issue of ‘agencing’ consumption. Three figures of the consumer appeared along with the evolving design of the smart home and meter: a behavioural energy saver; a market offer chooser, and an attached consumer. The ‘unbundling’ doctrine, which states that competition must be sorted out from monopoly in order for the electricity market to function, was often invoked to justify changes in the smart meter and smart home designs. The role of the doctrine was, however, ambiguous. As a rather abstract perspective on the working of markets, unbundling seems to be exceeded by concrete and mundane marketing attempts at re-bundling choice. And yet consumer figures doctrinally compatible with classical/neoliberal economics, which considers the consumer to be an autonomous self, leave open the ground for an attached consumer to emerge, suggesting that the consumer is in fact always ‘attached’ rather than detached.

Abstract: International audience; This chapter offers a critical examination of the conduct of market-based energy transition. Drawing on four case studies from France - tree stumps as conventional fuelwood, non-residential PV production, the development of ‘smart home’ infrastructure, and the market valuation of residential load shedding – the chapter takes a market studies approach and offers fine-grained accounts of how markets work in practice. Unsurprisingly, the four cases presented here illustrate ways in which markets can lead to positive or negative outcomes in both energy change achievements and participation in steering these changes. They suggest that the potential of markets in relationship to the energy transition depend notably on what the state decides to make of them.

Abstract: International audience; Nationally Determined Contributions (NDCs), submitted by Parties to the United Nations Framework Convention on Climate Change (UNFCCC) before and after the 21st Conference of Parties (COP21), summarize domestic objectives for greenhouse gases (GHG) emissions reductions for the 2025-2030 time horizon. In the absence, for now, of detailed guidelines for NDCs format, ancillary data are needed to interpret some NDCs and project GHG emissions in 2030. Here, we provide an analysis of uncertainty sources and their impacts on 2030 global GHG emissions based on the sole and full achievement of the NDCs. We estimate that NDCs project into 56.8 to 66.5 Gt CO2eq yr-1 emissions in 2030 (90% confidence interval), which is higher than previous estimates, and with a larger uncertainty range. Despite these uncertainties, NDCs robustly shift GHG emissions towards emerging and developing countries and reduce international inequalities in per capita GHG emissions. Finally, we stress that current NDCs imply larger emissions reduction rates after 2030 than during the 2010-2030 period if long-term temperature goals are to be fulfilled. Our results highlight four requirements for the forthcoming "climate regime": a clearer framework regarding future NDCs' design, an increasing participation of emerging and developing countries in the global mitigation effort, an ambitious update mechanism in order to avoid hardly feasible decarbonization rates after 2030 and an anticipation of steep decreases in global emissions after 2030.
