Changes in physical activity levels and increases in screen time across different cohorts may affect young children's motor skill development (MSD). This study examined cohort differences in MSD in China. Four-year-olds living in Shanghai and in Guizhou province were assessed, in individual sessions, in 2013 (n = 230) and in 2017 (n = 446). Controlling for age, parental education, gender, height, weight, and overall development, children's MSD scores were significantly lower in 2017 than in 2013 in both Shanghai and Guizhou. Parental education moderated these differences. Declines in MSD scores may be due to increased screen time, higher levels of air pollution, and decreased access to safe, outdoor spaces. The overall decline in motor skills across both regions suggests that appropriate and timely interventions are needed to support young Chinese children's MSD.

Sustainable Development Goal Target 4.2.1 is monitored by determining the proportion of children aged 24 to 59 months who are developmentally on track in the domains of health, learning, and psychosocial well-being. UNICEF has developed a caregiver report measure, the Early Childhood Development Index 2030 (ECDI2030), to measure progress towards this target. This paper examines whether a newly developed tool, the Early Childhood Development Assessment Scale--Direct Assessment (ECDAS-DA) can add value to the measurement of Target Indicator 4.2.1 by complementing UNICEF's ECDI2030, and explores the psychometric properties of the ECDAS-DA. A total of 956 children (476 girls) aged 3 to 5 years from Bangladesh, China, India and Myanmar were administered the ECDAS-DA in individual sessions. Caregivers provided responses to a survey based on UNICEF's ECDI2030. Confirmatory Factor Analyses indicated that learning, health, and psychosocial well-being domains of the ECDAS-DA were three component parts of one underlying construct of early child development. Significant correlations between the ECDAS-DA and the caregiver-reported ECDI2030 survey were found in the learning and health domains but findings were mixed for the psychosocial well-being domain. Multiple measures of early development could be important in measuring SDG Target 4.2.1 and the ECDAS-DA has the potential to complement UNICEF's ECDI2030.

Positive associations have been found between executive function (EF) and language skills in young children. However, the relations between specific components of EF and language are unclear. This study examined these relations among young children in three Asian countries. A series of EF and language tasks was administered to 700 children (350 girls) aged from 3 to 6 years from urban and rural areas in Bangladesh (n = 232), China (n = 233), and India (n = 235). Overall EF was positively associated with oral language and literacy after controlling for age, socio-demographic variables, and country. Hierarchical linear regression analyses examined the associations of three EF components (working memory, shifting, and inhibitory control) with oral language and literacy. In all three contexts, inhibitory control was significantly associated with oral language; and working memory was significantly associated with literacy. Specific patterns of relations between EF components and language were observed across contexts. Future research may consider whether these findings can be generalized to different language systems.

Assessment of progress toward UN Sustainable Development Goal 4 requires measurement of the proportion of children aged 24 to 59 months developmentally on track in health, learning, and psychosocial well-being (Indicator 4.2.1). UNICEF's methodological work culminated with the development of the Early Childhood Development Index 2030 (ECDI2030) to measure on track status. To compare direct assessment and caregiver report of early child development, a measure aligned to ECDI2030 -- the Early Childhood Development Assessment Scale-Direct Assessment (ECDAS-DA) -- was developed and administered to 510 preschoolers aged 36- to 59-months from Bangladesh, China, India, and Myanmar. Their caregivers completed the Early Childhood Development Assessment Scale-Caregiver Survey (ECDAS-CS) containing items based on the ECDI2030. Research Findings: The two measures correlated with each other and were associated with child age, maternal education, and family wealth. ECDAS-DA showed more variability by child age and provided more fine-grained analyses of emerging developmental competencies than ECDAS-CS. Practice or Policy: Given the dearth of pan-culturally appropriate tools, ECDAS-DA can be deployed in longitudinal studies and impact evaluations in low- and middle-income countries.

Previous research findings indicate that young children from East Asia outperform their counterparts from Europe and North America on executive function (EF) tasks. However, very few cross-national studies have focused on EF development during middle childhood. The current study assessed the EF performance of 170 children in grades 2 and 4 from Hong Kong (n = 80) and Germany (n = 90) in a cross-sectional design. Children completed tasks assessing the main components of EF, namely inhibition (child-friendly Stroop task), updating (Object Span task), and shifting (Contingency Naming task). Results of multilevel models showed that all three EF measures differentiated well between younger and older children across the full sample. However, contrary to our hypothesis and previous research, we did not find any significant differences in EF performance between children from Hong Kong and Germany at primary school age. Our findings highlight the possibility that issues related to the measurement of EF and features specific to Hong Kong and Germany underlie our results.

Demand for second-language (L2) Chinese education for kindergarteners has grown rapidly, but little is known about these kindergarteners' L2 skills, with existing studies focusing on school-age populations and alphabetic languages. Accordingly, we developed a six-subtest Chinese character acquisition assessment to measure L2 kindergarteners' abilities to make associations among the forms, sounds, and meanings of 40 Chinese characters, and administered it to 173 five- and six-year-old L2 kindergarteners in Hong Kong. We found a high model-to-data fit using the two-parameter logistic item response theory model (MS[subscript infit] = 0.87 to 1.07, ps > 0.41). Of the 40 items, 36 exhibited a range of difficulty and good discrimination. Internal consistency reliability and inter-rater reliability were also high. The children scored highest in the category of meaning-sound associations, followed by mapping from meaning to form. The results demonstrate that the instrument is adequately valid and reliable for assessing L2 kindergarteners' character acquisition and imply that child L2 learners may develop abilities to map meanings and sounds prior to their development of form-related mapping. With minor modifications, the developed instrument can be used in various child Chinese L2 programs around the world.

Research Findings: This study evaluated the impact of Chinese literacy interventions on Chinese language learning of South Asian children and their mothers in Hong Kong. A total of 44 children and eight of their mothers participated in Chinese literacy interventions that consisted of two approaches -- Copying and Morphological Awareness Training (CMAT) and Integrative Perceptual Approach (IPA). Children in the intervention group who underwent four weeks of CMAT followed by four weeks of IPA were compared to a control group of 29 children who only attended regular Chinese classes in their preschools. After controlling for non-verbal intelligence, ANCOVA analyses revealed that the intervention group did significantly better than the control group at posttest in (i) morphological awareness, word reading and writing when taught using CMAT; and (ii) word reading when taught using IPA. Mothers made gains on most Chinese literacy measures and children whose mothers participated in the intervention had higher gains in mean scores relative to their pretest scores on most measures than those whose mothers did not, suggesting the effectiveness of combined child and parent interventions. Practice or Policy: Findings support the development of evidence-based interventions to cater to the language learning needs of SA children and parents.

The Learning study and the Educational Action Research approaches to educational research are compared, not from a third, neutral point of view, but from the perspective of the former. Hence, the comparison is carried out in terms of how the main point of departure of the Learning study (LS), the question of 'What is to be learned?', is addressed in the two approaches. Both represent critical stances to Educational objectives, the frequently taken-for-granted answer to the question. Educational objectives communicate, however, what the students are expected to become able to do, but not what they need to learn in order to get there. Hence, what is to be learned cannot be stated in advance, prior to the teacher learning what her students need to learn. The two approaches to educational research agree on the principle that what is to be learned has to be found in the interaction between students and teachers; however, there is an important difference between the two concerning the very point of departure. Educational objectives are too wide and imprecise according to LS, the teachers have to find the critical aspects (necessary to appropriate, but not appropriated as yet by the students) of the object of learning. According to Action research, as formulated by Lawrence Stenhouse, educational objectives are too narrow, too limited and limiting. We shall start looking for what is to be learned amongst inherent aspects of the content itself.

The Hong Kong Early Child Development Scale (HKECDS) is a tool for assessing holistic early child development in preschoolers aged from three to six years. The original version of the scale, HKECDS, was updated in 2019 (HKECDS-2) to reflect the contemporary context and local curricular expectations. Children (n = 144) from three kindergartens in Hong Kong completed the HKECDS-2 in individual sessions. Rasch model analysis and expert discussions resulted in a short version of the scale (HKECDS-3) with 50 items in nine domains. The domains are Personal and self-care (4 items), Language development (7 items), Pre-academic learning (10 items), Cognitive development (6 items), Gross motor (4 items), Fine motor (2 items), Health and safety (5 items), Moral development (6 items), and Society and environment (6 items). There were significant correlations between findings from the updated version of the tool, HKECDS-3 and the HKECDS-2 (long form), and older children had significantly higher scores than younger children. Digital storytelling, an innovative way of writing, has been introduced to young learners who are taught to construct stories with digital tools to convey their knowledge and ideas. In 2018 and 2019, 31 digital stories created by Hong Kong primary school students were published on a digital story writing platform and linked from an online gamified reading platform. Each book on average gained 4,000+ views from across the globe and received 3,000+ favorable comments in total. While the digital stories are popular in these platforms, their quality and education value are uncertain. A review of the literature shows there is a lack of robust tools for assessing digital stories by young authors. The research team for this paper thus constructed their own framework in evaluating digital stories. An assessment of the stories has been done by two capable assessors, who found that the stories overall were of good quality and suggested room for improvement. This paper made three contributions: (1) "invention" of a digital story assessment framework; (2) it shows that stories created by students (with support from educators) can be an enjoyable and useful educational resource for their peers; and (3) digital storytelling can help foster the development of young authors.
