Abstract

A proposal for converting property tax relief from an input subsidy into an output subsidy and using this subsidy to finance the Medicaid needs of the poor is presented. In this proposal, all hospitals would pay their property taxes but the government would award tax credits equal to the value of charity care each hospital provides. For this proposal to be effective, compliance with the eligibility criteria and use of Medicaid rates must be determined by auditing individual accounts.

A study was conducted to determine the effect of having a nonprofit hospital's staff and management on the hospital governing board withrespect to charitable services offered by the hospital. Results of the study revealed that no direct relationship existed between insider representation and the provision of charitable care and that their association may vary on factors that are related to hospital's viability.
