We consider an emerging challenge in special education that involves the interplay between an emphasis on evidence-based practices (EBPs) and the need to provide individualized intensive interventions for students with significant emotional and behavioral problems. With the use of Multi-Tiered Systems of Support (MTSS), teachers are expected to implement standardized EBPs with fidelity. Yet, students with significant difficulties tend to have problems that reflect a complex set of changing factors that require carefully tailored and coordinated interventions that are adapted to students' ongoing dynamic needs. To address this issue, we discuss the concept of practice elements (PEs) as a foundation for identifying intervention strategies, and we consider how the concepts of adaptive expertise (AE) can help guide the selection of PEs and implementation and modification of multistrategy approaches to increase responsiveness to students with emotional and behavioral problems. Implications for service delivery and future research are considered.

Perceptions of the ecology and middle school transition are examined in relation to interpersonal competence patterns (ICPs) of approximately 3,000 sixth graders (46.2% boys) including 415 students with disabilities from 26 metropolitan schools. Teacher ratings of students' academic competence, externalizing and internalizing behavior, popularity, physical attractiveness/athletic ability, and friendliness are used to determine students' ICPs. Using latent profile analyses, distinct ICPs are identified, including Model (high adaptive), Average, Tough (popular-aggressive), Passive (shy, withdrawn), and Troubled (low adaptive) for boys and girls, respectively. Although students with disabilities are overrepresented in Passive and Troubled ICPs and underrepresented in the Model ICP, 804 students without disabilities (367 boys) were identified in risk ICPs (i.e., Passive, Tough, Troubled) compared with 197 students with disabilities (128 boys). Risk ICPs are differentially associated with students' perceptions of the school ecology and the transition experience of students with disabilities. Implications for Multitiered Systems of Support and the tailoring of interventions are considered.

Young English learners (ELs) whose home language is Spanish continue to lag behind in several school readiness areas including language and literacy skills in spite of their strong social skills, which are positively related to language and literacy. The purpose of this article is to identify challenges that preschool Spanish speaking ELs face, explore theoretical underpinnings of context-based instructional models, and discuss implications for research, practice, and policy making. Based on sociocultural theory and social transactional theory, we propose a conceptual framework that consists of embedding a teacher-scaffolded instruction within reciprocal peer mediated interactions to promote preschool Spanish speaking ELs' English language and literacy skills for kindergarten readiness. Given the transactional nature of peer tutoring, we hypothesize that children receiving the scaffolded reciprocal peer tutoring will have increased social interaction. Additionally, we expect a mediating effect of children's social interaction on their language and literacy development.

Low birth weight (LBW) and prematurity have been identified as health risks associated with adverse developmental and educational outcomes. This study examined whether such risks affected children's receiving special education services. Using a nationally representative sample from the Pre-Elementary Educational Longitudinal Study, we investigated how LBW and prematurity affected the time when children's health and developmental concerns were raised and when children received special education services, respectively, using survival analysis. We also estimated the timing of special education services after identification of health and development concerns. Findings indicated that LBW and prematurity did not affect the time when children's developmental concerns were raised. However, they significantly predicted children's receiving earlier special education services. Specifically, after children's health and developmental concerns being initiated, those born prematurely appeared to receive services earlier at any given point of time. Implications of early detection and intervention services for these children are discussed.

Studies showing that early language skills are important predictors of later academic success and social outcomes have prompted efforts to promote early language development among children at risk. Good social skills, a competence identified in many children who are English Language Learners (ELLs), have been posited in the general literature as facilitators of language development. Yet to date, a comprehensive review on the nature and impact of social interaction on language development among children who are ELLs has not been conducted. Using PRISMA procedures, a systematic review was conducted and 10 eligible studies published between 2008 and 2019 were identified. Findings revealed that despite their limited language capabilities, children who are ELLs can engage in complex speech during peer interaction. However, the nature and frequency of interactions, as well as the unique skill sets of communication partners may affect their development of relevant language skills. These findings have implications for policy and intervention development for preschool settings in the United States.

This study examined whether teachers perceived difference between youth with divergent self- and peer-reports of victimization who exhibit varying patterns of adjustment. Using an ethnically diverse sample of 1360 students from 5th grade classrooms (M[subscript age] = 12.01) in rural schools across the USA, we examined teachers' perceptions of four different victim groups identified using latent profile analysis: "convergent victims" (high self- and peer-reports of victimization), "self-identified victims" (high self-, low peer-reports), "peer-identified victims" (high peer-, low self-reports), and "nonvictims" (low self- and peer-reports). We found that teachers perceived meaningful differences between victim groups on academic (e.g., problems paying attention), social (e.g., popularity, liked by peers), behavioral (e.g., aggression), and psychological (i.e., internalizing) indices as well as students' involvement in bullying. Key findings include that convergent victims had more problems academically (i.e., paying attention in class) and were more frequently bullied compared to all other victim groups according to teachers. Teachers also viewed self-identified victims as having more psychological problems and as being more frequently bullied than nonvictims, although they perceived no differences between self-identified victims and nonvictims on indices of social functioning such as popularity, whether they were liked by peers, or whether they were a class leader. Implications for our understanding of different types of victims and suggestions for how teachers and school personnel may support them are discussed.

Youth who receive services from public mental health, child welfare and delinquency, and homeless systems are often exposed to a number of overlapping child, family, school, and community risk factors. Minimal research, however, has focused on the extent to which single- or multiple-system involvement influences school dropout. Relying on an integrated data set, the associations between single- and multiple-system utilization and risk for dropping out, or actually dropping out of school, among youth in Grades 7 through 9 were examined. Results showed dropout rates more than doubled among public youth system users compared with those in the overall sample. With a few exceptions, use of combinations of services systems translated into somewhat higher likelihoods of dropping out of school when compared with single-system use. Future research is warranted to identify the underlying processes by which single- and multiple-system involvement influences school dropout rates.

The purposes of this study were to develop a theoretical-based, comprehension process assessment and to measurechildren’s reading comprehension processes. This assessment was based on Hannon & Daneman’s (2001) paradigm and Han-non & Frias’ (2012) component processes tasks, including the memory measure, the inference measure, knowledge access andintegration measure, and modified to two parts in order to assess 4th to 6th graders’ reading comprehension processes. Wereduced the difficulties and complexity of this comprehension measure for younger children. Four-hundred-and-fifty partic-ipants (at 4th to 6th grade level) were recruited from four elementary schools in Chia-Yi, Taiwan. The results show that theCronbach’s alpha coefficients were .75 to .87 and the citerion-reference validity was around .70 to .75 with the Chinese ReadingComprehension Test. There were good item discriminations and difficulties, analysed by the Rash model.

Using an integrated administrative data set, out-of-home residential placements (i.e., child welfare, juvenile justice, mental health) were examined in a sample of early adolescents in a large urban school district. Out-of-home placements were tracked across Grades 7 to 9 in a population of 58,000 youth. This included 10,911 students identified for special education (7,028 with learning disabilities, 1,247 with serious emotional disturbance, 1,245 with intellectual disabilities, 804 with speech and language impairments, and 587 with other disabilities). Students who received special education were twice as likely to experience out-of-home placements. The rates and types of out-of-home placements were differentially related to specific special education classifications. In particular, youth with serious emotional disturbance were more likely to experience out-of-home placements and to be involved in multiple sectors. Findings are discussed in relation to the development of intensive emotional and behavioral interventions for early adolescents who receive special education services.

This describes the "scouting report" as an approach that social and behavior intervention specialists can use to help middle-level teachers create social contexts that support productive social roles and relationships of students with disabilities. Building from research on early adolescent social dynamics and context-based interventions to support students' adjustment in middle-level classrooms, this manuscript describes the scouting report approach as an information collection process that can be used to (a) guide the selection and tailoring of evidence-based interventions to address the social difficulties and support needs of students with disabilities and (b) manage general social dynamics in ways that promote a positive peer culture across the classroom. A step-by-step description of the scouting report process is presented along with sample scenarios to help guide intervention specialists as they provide consultation support to middle-level general education teachers who serve students with disabilities in their classes.

This study examined subtypes and stability/change in peer victimization involvement among students with exceptionalities. Data were collected over spring of fifth grade and fall/spring of sixth grade with 1,861 students in 36 rural schools as part of a cluster randomized trial of a context-based intervention (Supporting Early Adolescent Learning and Social Success [SEALS]) designed to support students' transition to early adolescence. More than 74% of students with disabilities were involved in peer victimization, and they were more likely to be nominated as victims and bully-victims than students without disabilities. Students with disabilities, but not academically gifted students, had more stable involvement in peer victimization over time. Being socially marginalized in the network differentiated peer victimization stability. Although there were no differences between intervention and control schools in students with exceptionalities' peer victimization involvement, students with exceptionalities in intervention schools were less likely to perceive classmates encouraging bullying. Implications of interventions to reduce the risk for peer victimization are discussed.

This study examined the unique and combined associations of homelessness and school mobility with educational well-being indicators, as well as the mediating effect of absenteeism, for an entire cohort of third-grade students in Philadelphia. Using integrated archival administrative data from the public school district and the municipal Office of Supportive Housing, multilevel linear models were estimated to test these associations while adjusting for nesting of students within schools. Findings demonstrated that homelessness had a unique association with problems in classroom engagement, school mobility was uniquely related to both academic achievement and problems in classroom engagement, and experiencing both homelessness and school mobility was the most detrimental for both forms of educational well-being. Absenteeism was found to partially mediate the relations between homelessness, school mobility, and problems in task engagement. Results provide support for the McKinney-Vento Homeless Assistance Act and the need for educational policies for mobile children. (Contains 5 tables.)

This prospective longitudinal study investigated the association between childhood factors (individual, family, and school characteristics) and later antisocial behavior (official juvenile delinquency and adult crime) for students identified with high-incidence disabilities (i.e., learning disabilities, emotional disturbance). The sample consisted of 1,370 economically disadvantaged, predominantly minority students living in a large urban area. Findings indicated that students with high-incidence disabilities had higher rates of juvenile delinquency and adult crime. Individual (classroom adjustment), family (parent participation in school and child abuse/neglect), and school factors (preschool program participation, school quality, and school mobility) were differentially associated with juvenile delinquency and adult crime while controlling for demographics and early child and family risks. Implications for intervention, policy, and future research to address the needs of students with high-incidence disabilities are discussed. (Contains 4 tables.)

Research Findings: In early childhood education, the social ecology of the child is considered critical for healthy behavioral development. There is, however, relatively little information based on directly observing what children do that describes the moment-by-moment (i.e., sequential) relation between physical aggression and peer rejection acts in early childhood contexts. Such information could be useful for policy and practice because it may inform specific intervention targets. In this descriptive study, a real-time direct observation protocol was used to measure the frequency of physically aggressive acts and peer rejection acts. The sequential association between directly observed physical aggression and peer rejection acts was examined for 5 high-risk preschool children (Child Behavior Checklist/Teacher Report Form clinical scores) at the beginning (Time 1 [T1]) and end (Time 2 [T2]) of their preschool year. Descriptive analyses showed that both aggression and peer rejection acts increased over the course of the preschool year. Sequential analyses showed that there was a significant (p less than 0.05) increase in the likelihood of physical aggression followed by peer rejection acts from T1 to T2 as indexed by Yule's Q (a transformed odds ratio that controls for differences in the frequencies of children's target behavior). Similarly, there was a significant (p less than 0.05) increase in the likelihood of peer rejection acts followed by physical aggression from T1 to T2. Practice or Policy: Considering the long-term adversity that aggression and related early conduct problems can introduce into the education and social service system, additional studies using direct observation to study early social dynamics between peer rejection acts and physical aggression in at-risk children seem warranted to improve experts' ability to disrupt this developmental trajectory and improve peer relationships.
