The terminology of "Chinese characteristics" (zhongguo tese) is ubiquitous in China's political language, but its precise definition remains elusive. This study focuses specifically on the mobilising of the idea of Chinese characteristics of China's science evaluation programme: the China Discipline Evaluation (CDE). Implemented as an instrument of the higher education reform since 1978, it still plays a vital role in China today. This paper is structured into three parts. It begins by laying out the broad landscape of the science evaluation systems across several countries including China, to distil the distinctiveness of the CDE. Then, it moves to focus on the CDE and locates it in its historical and social-political context. Finally, it investigates the origin and use of Chinese characteristics, suggesting that this terminology functions as a rhetoric modality which describes, labels, and legitimates seemingly self-contradictory phenomena exclusive to China. It also emphasises the idea of Chinese exceptionalism that is touted as irreducible to other cultural forms. Based on these considerations, it proposes three dimensions of the Chinese characteristics of the CDE: (i) the paradoxical status of the evaluation agency, (ii) the co-existence of contradictory values embedded in the objectives and criteria of the evaluation, and (iii) the promotion of the visibility of the idea of China at the international stage. Overall, it shows that while the CDE may appear to be a decentralisation instrument, it is in essence a "hegemonic project" and "hegemonic apparatus" to fulfil the party-state's ambition in securing domestic stability and pursuing international competitiveness. Although previous research has explored the impact of global and local forces on transnational higher education (TNHE) at a macro level, limited attention has been paid to students’ lived experiences navigating the mixed influences. To address the research gap, this study conducted semi-structured interviews with 35 Chinese undergraduates enrolled in two Sino-foreign cooperative universities (SFCUs). From the theoretical lens of paradox, this study revealed the inherent tensions in the dynamic and hybrid educational practices at SFCUs, arising from the internationalisation of higher education with Chinese characteristics. The overlapping values of cosmopolitanism, nationalism, neoliberalism, and authoritarianism have repercussions on the programme structure, academic discourse, and university management. The findings indicate that students negotiated the tensions in various manners, including following the prevailing discourse, challenging the global imagery, and recognising the complexity of situation. The presence of conflicting influences led some students to develop hierarchical binary thinking towards knowledge and elicit ambivalent emotions towards institutions, while others achieved a wholeness of self through self-reflection. A new corporate governance model for SOEs with Chinese characteristics was implemented in China in 2016, in which a 4 + 1 (Chinese Communist Party committee, shareholders' meeting, board of directors, board of supervisors + managers) corporate governance structure was formed by integrating the Party organization into the traditional Western 3 + 1 structure (shareholders' meeting, board of directors, board of supervisors + managers), and it was a major breakthrough of the modern enterprise system with Chinese characteristics. With this brand-new institutional arrangement as a quasi-nature experiment, the propensity score matching (PSM) and differences-in-differences (PSM-DID) methods have been used in this paper to empirically test the impact of the corporate governance model with Chinese characteristics on accounting information disclosure of state-owned enterprises (SOE). It has been found in the study that the corporate governance model with Chinese characteristics has improved the transparency of accounting information of SOEs in China, but no significant contribution to the quality of accounting information has been identified. Samples are subdivided in view of the influence of the hierarchy and internal governance of Chinese SOEs. In central government-owned enterprises or those with a low level of internal control, the new governance model plays a more prominent role in enhancing the transparency of accounting information. The study verifies the positive effect of the corporate governance model with Chinese characteristics in improving the level of accounting information disclosure. Modernization is the process of transformation and development from traditional agricultural society to modern industrial society and information society. A necessary path and inevitable choice for human society in its development to an advanced stage, modernization represents the direction of progress and driving force of development for human civilization. Cognitive communication research with Chinese characteristics is both the theoretical innovation and practical exploration in the interdisciplinary fields of communication and cognitive science. In recent years, under the context of interdisciplinary research, cognitive communication research in China is no longer limited to the discussion of its disciplinary boundary and its legitimacy. According to the former literature, researchers have discussed the three main topics of cognitive communication: the knowledge system of cognitive communication, the framework of cognitive neurocommunication and the applied research of cognitive communication. However, the discipline construction of cognitive communication in China is still in the stage of exploration. Both how to form an independent and original cognitive communication knowledge system and how to put the theoretical vision in the local context and respond to the social problems need to be explained and to be closely integrated with Chinese characteristics in the cognitive communication research. In order to systematically illustrate the Chinese characteristics of cognitive communication research, this paper focuses on four basic questions: what to construct, why to construct, how to construct and what to do. Then, this paper constructs a four-dimensional framework which includes the value system, the dynamic system, the knowledge production system and the application system. This paper (1) discusses the theoretical construction with Chinese characteristics in the value system. (2) integrates the background of disciplinary development and the trend of technological development into the dynamic system of cognitive communication research. (3) focuses on the theoretical innovation based on practice in the knowledge production system. (4) then explores the implement of cognitive communication with Chinese characteristics in overall strategic needs of the country. This study suggests that, under the construction of philosophy and social sciences with Chinese characteristics, cognitive communication with Chinese characteristics needs to ascertain the value orientation, characteristic and research objective. Under the impetus of practice power, discipline development power and tool power, cognitive communication continues to have Chinese characteristics. Cognitive communication with Chinese characteristics needs to be completed in terms of establishing the guiding position of Marxism, integrating multi-theory and solving important problems, which can reflect Chinese characteristics in academic research, theoretical construction and problem-orientation. Finally, in the insight of cognitive pattern, exploration of cognitive mechanism and innovation of cognitive tools, the research result of cognitive communication can be used in practical applications. Compared to previous research, this paper has made extensions in the following aspects: Firstly, this paper has constructed the interactive and complex four-dimensional framework for the study of cognitive communication with Chinese characteristics, which suggests the essential requirements of Chinese characteristics in cognitive communication. At the same time, it explores the approach to the local study of cognitive communication, hoping to establish a subject status in constructing original theories, to keep up with local practice and respond to real problems. Secondly, this paper, closely related to the practice of socialist construction with Chinese characteristics, explores the possible practical aspects of cognitive communication, aiming at exploring and solving real problems. The four-dimensional framework helps to explicit the essence, the development motivation, the implementation approach and the application of the study of cognitive communication with Chinese characteristics, which helps to form the Chinese style of cognitive communication, to expand the Chinese research team of cognitive communication, and to infuse Chinese style into the international academic exchange of cognitive communication, which makes the future cognitive communication research move towards the construction direction of "Chinese characteristics" and finally, the cognitive communication discipline with Chinese characteristics will be constructed. High-level apprenticeship with Chinese characteristics is becoming increasingly important in the modern vocational education system, and its development is affected by many factors. SWOT analysis provides an effective tool for exploring and optimizing this training model. The research methods include literature review, fuzzy comprehensive evaluation and linear regression analysis. The results show that internal strengths include establishing theoretical and practical foundations and the implementation of regional pilots. In contrast, internal weaknesses are mainly reflected in the misunderstanding of high-level apprenticeship and the lack of professionalization standards. External opportunities include industrial transformation and policy support, while external threats involve social recognition of vocational education and enterprise participation. By analyzing the data from 643 questionnaires, the R-square value of the model was found to be 0.73, indicating that the selected factors explained 73.8% of the changes in talent cultivation. Developing a high-level apprenticeship system with Chinese characteristics should consider the comprehensive influence of internal and external factors and develop corresponding optimization strategies.

Drawing on Carol Bacchi's post-structural analytical approach, this study examines the nature of recent policy reforms in China in relation to vocational education (VE). The article reveals key problem representations that characterise the Implementation Plan of National Vocational Education Reform (IPNVER) issued by the State Council of the People's Republic of China (PRC) in 2019, and how these have arisen in light of previous reforms. These previous reforms relate to China's policies, laws and regulations with respect to the higher vocational education system since the 'opening up' in 1978. The study reveals that the VE policy in China is strongly governed by 'economic logics' in the context of neoliberal globalisation, even as it exhibits various 'Chinese characteristics', and that developing VE is seen as a solution to promoting Chinese economic and social development. However, at the same time, important issues are also 'silenced' as a result of the dominance of more economic logics in national VE policy. The article suggests policymakers need to pay more attention to developments in regional education, the social welfare issues of poorer working urban and rural peoples, and the mental health of citizens, while developing the national economy. The year 2023 marks the 10th anniversary of the Chinese government's announcement of the strategy to build 'new-type think tanks with Chinese characteristics'. As thousands of new think tanks launched across the country, has the Chinese government attained its strategic goals including advancing the scientific and democratic decision-making and the modernization of the national governance system and capacity? What key questions concerning think tanks remain unsolved? And what prospects on new think tanks could be expected? To answer these questions, this essay reviews five books written by representative Chinese think tank scholars and practitioners. It argues that while China has made progress in terms of quality, quantity, and institution building of new think tanks, as the books under review demonstrate, some major challenges remain. Among them, the most severe is that China has yet to develop a competitive idea market and cultivate an open think tank culture. Nowadays, people, states and international organizations feel more threatened and insecure, more than in the past, and this has contributed to an increase in need for security and the establishment of a new order and rules through which the world's problems will be successfully solved. One of the leading countries is the People's Republic of China, which is taking an increasing share on the global stage and is striving to reduce the dominance and role of the United States and European countries. The rise of China as an economic, security-military and information-technological power has contributed to the shift of the centre of gravity and power from the West to the East, and a lot of opportunities have been created for other Asian countries to find their place and role and be an important subject in the new international structure. With the inclusion of new actors on the international stage, the balance of power changes and new rules of the game are imposed, contrary to the Western countries. The "new managers" are expected to have greater responsibility and influence in reforming the existing international institutions, as well as reducing the factors that cause instability and lead to an anarchic world order. However, due to the different values, interests and goals promoted by the PRC, a number of security implications of an international nature, intensification of geopolitical and geo-economics rivalries, polarization, emergence of new risks and dangers, and increased tension between great powers are expected. This paper introduces the four stages of the construction of China’s social credit system. In combination with the characteristics of the institutional system, this paper describes the specific practices adopted by the Chinese government to promote the construction of the social credit system from six aspects, namely, governing government integrity, business and social ethics and judicial integrity, building the credit information platform, developing third-party credit service institutions and credit service markets, and constructing the social credit system demonstration cities. It argues that the construction of China’s credit system has the problems of insufficient rule of law, imperfect credit platform construction, and difficult credit repair. These problems will be gradually solved in the new phase of the social credit system’s construction starting from 2021, and China will continue to develop and improve its social credit system in the process of solving problems.

Purpose – The core of the micro–macro paradigm of mainstream Western economics is the assumption that a rational economic man with complete freedom of economic behaviors living in a fully competitive, free-market economy pursues maximum personal benefits. The purpose of this paper is to show the reasons for failure of mainstream Western economics explaining the “mystery of China’s economic growth” and the necessity of understanding the mystery from the paradigm of realm economics. Design/methodology/approach – The system of socialism with Chinese characteristics led by the Communist Party of China (CPC) and the local governments that play a crucial role in the reform and opening-up has the realm attribute. It is necessary to develop a new paradigm for realm economic analysis and promote the creation of new economic globalization and international political and economic order. Findings – According to the fourth plenary session of the 19th CPC Central Committee, “Since the New China was founded 70 years ago, our Party has led our people to create the rarely-seen miracle of rapid economic development and miracle of long-term social stability”. The authors find that it is effective and necessary to explain the miracle of China’s economic growth from the paradigm of realm economics. Originality/value – As proven by practice, the system of socialism with Chinese characteristics and the governance system of China are guided by Marxism, rooted in China with a deep Chinese cultural foundation, and sincerely supported by the people.

In recent years, urban resettlement as a specific form of urbanisation has gained its momentum in planning practices to accommodate newcomers of cities, in line with the macro policy reforms of urban-rural integration. This paper synthesises literature related to the proposed term ‘urban resettlement with Chinese characteristics’ to shed light on the distinctive and unparalleled socio-economic and spatial transformation entailed by the ongoing urban resettlement in China. Mindful of China’s socialist ideology and authoritarian regime, we argue that urban resettlement has become a potent tool for the Chinese government to fuel economic development and urbanisation. The longstanding issues such as involuntary resettlement have been alleviated with the gradualist institutional changes, but emerging predicaments concerning social mismatch, space mismatch, and spatial mismatch still linger. This paper calls for researchers to draw lessons and implications from the discourse of ‘urban resettlement with Chinese characteristics’ to expand the knowledge of sustainable urban-rural development.

The human-environment relationship has always been a research topic of sustainable development. In the past century, many theories about the human-environment relationship, such as environmental determinism, possibilism (probability theory), adaptation theory, cultural landscape theory, and human-environment harmony theory, have been put forward. In the past 30 years, few breakthroughs have occurred in the studies on the human-environment relationship until the 'Two Mountains' theory ('Clear waters and green mountains are as valuable as mountains of gold and silver', or 'lucid waters and lush mountains are invaluable assets') was put forward by President Xi Jinping. The 'Two Mountains' theory is a new theory of the human-environment relationship based on the general trend of world development and the difficult practice in the past 70 years since the founding of the People's Republic of China. It is a qualitative leap in the development of the human-environment relationship theory, and has resonated with the requirements of the times from human-environment separation, human-environment mutual respect to human-environment integration. Furthermore, it has provided Chinese wisdom for the development and innovation of the human-environment relationship theories in the world. From a scientific perspective, the 'Two Mountains' theory contains a rich philosophy about the evolution of the human-environment system, and has interpreted the methods and paths of achieving the intrinsic unity, mutual promotion and coordinated symbiosis between the human development and environment protection. It has inherited and carried forward the traditional Chinese thought of the 'unity of man and nature', and expanded and deepened the Marxist dialectical relationship between man and nature. Enriching and innovating the Xi Jinping Thought on Ecological Civilization in the new era, it has profoundly revealed the basic laws of economic and social development, and laid the theoretical foundation for the construction of a 'modernization characterized by harmonious coexistence between man and nature'. From the perspective of the value of the times, the theory meets the requirements of the national 'five in one' overall layout, and demonstrates the implications of the human-environment relationship from philosophical, economic, social, ecological, and cultural dimensions. It is an important guide for the construction of a beautiful China in the new era. Additionally, the 'Two Mountains' theory enriches and develops the theories of the human-environment relationship in geography and is worthy of in-depth exploration and promotion by scholars from multiple fields. After four decades of reform and opening up, the market economy cannot only develop healthily under the socialist system, but also it is more active in capitalist society. This paper compares the development of Chinese enterprises' innovation ability with neighboring countries, selects small and medium-sized manufacturing enterprises as a research sample of market economy, and summarizes the ecological road of enterprise innovation between China and neighboring countries, from imitation to innovation. Nowadays, many Chinese products have already competed in the global market in terms of cost, quality, and innovation. China's product innovation performance has been recognized worldwide. The purpose of this paper is to study the unique step of China's innovation, based on China's national conditions, and adhere to the socialist market economy with Chinese characteristics. Some industrial parks have even surpassed Japan and South Korea. This paper collects field survey data from small and medium-sized manufacturing enterprises (SMMEs) in Suzhou, China. The study shows that the innovation ecosystem with Chinese characteristics can be roughly divided into three steps, which are slightly different from Japan and South Korea. How to improve the skills and competitiveness of China's SMMEs in three unique steps will help the improvement of the SMMES innovative ecosystem and enhance the competitiveness of enterprises.

The article is devoted to the study of the features of Chinese academic discourse in the field of international relations. The relevance of the work is due to the high interest of Russian authors in China's foreign policy, its strategies, and the "big ideas" promoted by it. Official statements by Chinese leaders often become part of the agenda of the world media, but the opinions of Chinese scientists remain behind the scenes. In this case, it isinteresting how they interpret various aspects of the global rise of the PRC, what research traditions they adhere to, how they assess the state of the national school of international relations, and what global governance strategies they offer. The material for the article was the book "China Debates Its Global Role: Chinese Scholars on Chinese Scholarship", published in English in September 2021. Its content is the result of the accumulation of views of Chinese authors whose works, as a rule, are published in Chinese, and therefore are unknown to English- and Russian-speaking audiences. As a result of the analysisof the material, it was found that Chinese researchers are aware of and support the policy of the country's leaders to raise the prestige of national science. The creation of the Chinese School of International Relations is intended to reduce the dominance of Western theories. It is revealed that, according to the researchers, building up strategic capacity, institutional strength, and normative power should be the Chinese foreign policy priorities. At the same time, the most mentioned scenario of the world order is the idea of symbiotic existence. It can be argued that the majority of Chinese researchers support more active participation of the country in the formation of a new world order, but oppose explicit and open confrontation with the United States, Russia and other major states. Other features of the discourse are the postulated need in consideration of the national specifics both in the academic sphere and while reforming various institutions; as well as the idea of establishing justice in the situation of inequality of Western states and developing countries.

In recent years, urban resettlement as a specific form of urbanisation has gained its momentum in planning practices to accommodate newcomers of cities, in line with the macro policy reforms of urban-rural integration. This paper synthesises literature related to the proposed term 'urban resettlement with Chinese characteristics' to shed light on the distinctive and unparalleled socio-economic and spatial transformation entailed by the ongoing urban resettlement in China. Mindful of China's socialist ideology and authoritarian regime, we argue that urban resettlement has become a potent tool for the Chinese government to fuel economic development and urbanisation. The longstanding issues such as involuntary resettlement have been alleviated with the gradualist institutional changes, but emerging predicaments concerning social mismatch, space mismatch, and spatial mismatch still linger. This paper calls for researchers to draw lessons and implications from the discourse of 'urban resettlement with Chinese characteristics' to expand the knowledge of sustainable urban-rural development.
