This paper examines the impact of coalitions on the economic costs of the 2012 Iran and 2014 Russia sanctions. By estimating and simulating a quantitative general equilibrium trade model under different coalition set-ups, we (i) dissect welfare losses for sanction-senders and target; (ii) compare prospective coalition partners and; (iii) provide bounds for the sanctions potential - the maximum welfare change attainable - when sanctions are scaled vertically, i.e. across sectors up to an embargo, or horizontally, i.e. across countries up to a global regime. To gauge the significance of simulation outcomes, we implement a Bayesian bootstrap procedure that generates confidence bands. We find that the implemented measures against Iran and Russia inflicted considerable economic harm, yielding 32 - 37% of the vertical sanctions potential. Our key finding is that coalitions lower the average welfare loss incurred from sanctions relative to unilateral implementation. They also increase the welfare loss imposed on Iran and Russia. Adding China to the coalition further amplifies the welfare loss by 79% for Iran and 22% for Russia. Finally, we quantify transfers that would equalize losses across coalition members. These hypothetical transfers can be seen as a sanctions-equivalent of NATO spending goals and provide a measure of the relative burden borne by coalition countries.

How do firms of different sizes react to trade liberalization? Leading theories suggest that, amongst continuing exporters, lower trade costs should boost exports of smaller firms by the same or a greater rate than those of larger firms. However, studying the entry into force of the ambitious EU-South Korea Free Trade Agreement (EUKFTA) with French customs data, we find robust evidence to the contrary. Applying a triple-difference framework, we report that the FTA increased sales in the top quartile of continuous exporters by 71 percentage points more than in the bottom quartile. More than 90 percent of that growth premium is driven by a stronger effective reduction in broadly defined non-tariff barriers (NTBs); the remainder by a higher sensitivity to trade costs. These findings have implications for both heterogeneous firm trade models and for the capacity of FTAs to magnify inequality. In contrast, on the entry margins, our results are in line with the literature with the FTA selecting intermediate-sized firms into exporting to South Korea. This version: July 2021

Das Wirtschafts- und Handelsabkommen (ETA) zwischen den USA und China trat am 14. Februar 2020 in Kraft und eröffnete eine neue Phase in der schon langandauenden handels- und geopolitischen Rivalität zwischen beiden Ländern. Das ETA enthält spezifische Ziele für die Erhöhung der chinesischen Importe von US-Gütern und -Dienstleistungen in Höhe von 200 Mrd. US-Dollar für die Jahre 2020 und 2021. Die Autoren zeigen, dass diese Abnahmeverpflichtungen erhebliche Handelsumlenkungseffekte und Marktanteilsverschiebungen für Chinas wichtigste Handelspartner zur Folge haben können. Im Verarbeitenden Gewerbe dürfte Deutschland von den größten Handelsumlenkungseffekten in einer Reihe von Branchen wie Fahrzeuge (-1,28 Mrd. US-Dollar), Flugzeuge (-1,59 Mrd. US-Dollar) und Industriemaschinen (-0,72 Mrd. US-Dollar) betroffen sein. Ebenso werden Entwicklungsländer die Auswirkungen des ETA spüren, wenn China seine Importe auf US-Lieferanten umleitet. The US-China Economic and Trade Agreement (ETA) entered into force on 14th February 2020, marking a new phase in their protracted trade and geopolitical rivalry. The ETA includes specific targets for increased Chinese imports of US goods and services, amounting to 200 bn USD over 2020 and 2021. The authors show that these purchase commitments can generate substantial trade diversion effects and market share shifts for China's top trading partners. In manufacturing, Germany is likely to experience the greatest trade diversion effects in a number of industries such as vehicles (-1.28 bn USD), aircraft (-1.59 bn USD) and industrial machinery (-0.72 bn USD). Moreover, developing countries will be hit if China re-directs its imports towards US suppliers. E.g. Brazil could experience a reduction of 4.95 bn USD in soybeans exports to China in 2021 as a result of the ETA.

Military interventions and economic sanctions are increasingly seen as strategic substitutes for achieving national and global security objectives, both impose economic costs. We quantify the lower bound of the costs of sanctions using a gravity model of international trade and a general equilibrium simulation model. We find that sanctions amount to a loss in GDP of about 34 billion USD in 2019/2020 for the sanctioning NATO countries collectively, but the costs of sanctions are very unevenly distributed. No other country contributes as much as Germany (8.1 billion USD), while the costs for the US amount to 2.6 billion USD. Accounting for sanctions, countries' contributions to global security as a share of GDP are closer to the 2% NATO target than a narrow focus on military expenditure alone would suggest. Hence, there is less free-riding than some observers suspect. Militärische Interventionen werden zunehmend durch Sanktionen ersetzt, um außenpolitische Ziele der globalen Sicherheit zu verfolgen. Bezieht man die Sanktionskosten mit ein, liegen die Beiträge der Länder zur globalen Sicherheit als Anteil am BIP näher am NATO-Ziel von 2%, als ein enger Fokus auf die Militärausgaben allein vermuten lässt. In Bezug auf Beiträge zur globalen Sicherheit gibt es daher weniger Trittbrettfahren als manche Beobachter vermuten.

Die Schifffahrtsindustrie zeigt deutlich geringere Aktivität um Europa, Asien und Amerika, was auf einen längeren Trend des Handelsrückgangs hinweist. Im ersten Quartal 2020 sank Chinas Handel deutlich mit den meisten Ländern - vor allem mit Kanada, Japan, Russland, Italien und Südafrika. Der Handelsrückgang beeinträchtigt Unternehmen unterschiedlich, trifft aber besonders kleine und mittlere Unternehmen, die in Lieferketten eingebunden sind.

Iran is one of the countries most affected by COVID-19 worldwide and is considered the epicenter of the outbreak in the Middle East. The growing number of cases in combination with the already ailing economy is putting increasing pressure on the Iranian healthcare system. The delayed reaction of the Iranian government to the outbreak of the pandemic and the low level of political confidence of the population in politics aggravate the crisis situation. In their contribution, the authors show that the far-reaching sanctions Iran has been subject to since the US withdrew from the nuclear agreement make it difficult for the health care system to react quickly to COVID-19. The authors recommend that the European Union, in its role as a responsible "global player", ensure the transfer of medical equipment for humanitarian purposes to Iran and strengthen cooperation efforts in the wake of the pandemic at the level of multilateral institutions. The EU should also play an active role in maintaining the dialogue between the USA and Iran. This policy brief examines the effects of the Covid19 pandemic on international trade. Major exporting economies have posted record year-over-year monthly declines in export volume ranging from -7.9% in Germany to -24.3% in South Korea. While logistical bottlenecks are being solved, low demand puts pressure on trade activity. The shipping industry has reduced its activity around Europe, Asia and America by up to -10% pointing to a prolonged reduction in trade. Over the first quarter of 2020, China's trade contracted severely with most economies - particularly Canada, Japan, Russia, Italy and South Africa.The trade collapse affects businesses differently and especially hits those firms that participate in low-value added stages of global value chains by assembling components.

The authors analyze the economic consequences of the Economic and Trade Agreement (ETA) between China and the USA, also referred to as the Phase-I Deal, which was signed on January 15, 2020. It is a highly asymmetric treaty which commits China to open its markets and to purchase large quantities of US products in order for the US to refrain from imposing additional punitive tariffs. It requires Chinese imports of certain US goods to increase by about 95 bn USD in 2021 relative to the 2017 baseline. The authors show that compared to a 2021 benchmark without a US-China trade war and without the ETA, the EU is likely to lose about 11 bn USD in exports to China. The largest negative effects for the EU are expected in aircraft, vehicles, industrial machinery, optical and medical machinery, pharmaceuticals, and agricultural goods. The country in the EU most strongly affected by the possible trade diversion effects is Germany. They conclude that the ETA is very unlikely to be compatible with WTO law, because it violates the most-favored-nations principle and fosters managed trade thus undermining the multilateral trading system. The authors analyze whether the US-Japan Trade Agreement is consistent with GATT Article XXIV that carves out an exception to the WTO's "Most-Favored Nation" (MFN) principle. They conclude that the agreement is unlikely to meet the "substantially all the trade" criterion of GATT Article XXIV since the scope of tariff liberalization is very narrow. The US and Japan have agreed to liberalize just 3.4% and 10% of tariff lines with positive MFN duties, respectively. Key sectors for US exports to Japan such as machinery and instruments are not liberalized under the agreement. Though the market access offered to specific US agri-food products is similar to Japan's commitments under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Japan has not "rolled over" the entire CPTPP schedule for the US. Tariff concessions are asymmetric and indicate the relative disadvantage with which Japan entered into bilateral negotiations with the US. Overall, the market access gained by Japan from this deal is highly circumscribed in comparison to the recently implemented EU-Japan Economic Partnership Agreement.
