Objective: Through interviews with older adults and professionals in Chongqing, China, this paper explores the challenges and opportunities faced by smart cities that undertake to better support ageing-in-place., Methods: We undertook a qualitative multi-methods approach, engaging 46 professional stakeholders and 64 older people to examine the role of smart cities in enabling older people to age-in-place in Chongqing, China., Results: With the development of smart cities, technology has the potential to facilitate ageing-in-place by creating opportunities for heathy and active ageing. This study identified specific priorities in delivering age-friendly smart cities, including the following: shaping smart environments around the everyday lives of older people, designing inclusive and equitable smart cities and ensuring strong forms of institutional governance, trust and relationship building with older people., Conclusions: The age-friendly city and communities movement (AFCC) and smart city policy instruments have potential for realising active ageing by supporting mobility, access to services and civic participation. However, there exists a disconnect between smart city policy and practice in delivering tangible well-being outcomes for older people. Addressing this requires greater cross-sectoral working, reconciling smart city policy priorities with AFCC domains and creating the institutional and governance framework to enable socially sustainable cities to support ageing-in-place., (© 2024 The Authors. Childhood and adolescence are crucial periods for mental and social development. Currently, mental illness among young people is a global epidemic, and rates of disorders such as depression and anxiety are rising. Urban living, compared with rural living, is linked with a higher risk of serious mental illness, which is important because the world is urbanizing faster than ever before. Urban environments and their landscapes, designs, and features influence mental health and well-being. However, no conceptual frameworks to date have detailed the effect of urban environments on young people's mental health, and few studies have considered the growing role of digital and social media in this relationship, leading to calls for the development of holistic approaches to describe this relationship. This article synthesizes existing knowledge on urban places (both built and natural environments) and mental health in the public health and urban planning literature and examines the emerging field of neurourbanism (a multidisciplinary study of the effect of urban environments on mental health and brain activity) to enhance current practice and research. We developed 2 novel conceptual frameworks (1 research-oriented, 1 practice-oriented), adapted from Bronfenbrenner's socioecological model, that focus on the relationship between urban environments and young people's mental health. We added a digital and social media contextual level to the socioecological model, and we applied a multilayer concept to highlight potential cross-field interactions and collaborations. The proposed frameworks can help to guide future practice and research in this area.

Wind-related disasters will bring more devastating consequences to cities in the future with a changing climate, but relevant studies have so far provided insufficient information to guide adaptation actions. This study aims to provide an in-depth elaboration of the contents discussed in open access literature regarding wind disaster adaptation in cities. We used the Latent Dirichlet Allocation (LDA) to refine topics and main contents based on 232 publications (1900 to 2019) extracted from Web of Science and Scopus. We conducted a full-text analysis to filter out focal cities along with their adaptation measures. The results show that wind disaster adaptation research in cities has formed a systematic framework in four aspects: 1) vulnerability and resilience of cities, 2) damage evaluation, 3) response and recovery, and 4) health impacts of wind disaster. Climate change is the background for many articles discussing vulnerability and adaptation in coastal areas. It is also embedded in damage evaluation since it has the potential to exacerbate disaster consequences. The literature is strongly inclined towards more developed cities such as New York City and New Orleans, among which New York City associated with Hurricane Sandy ranks first (38/232). Studies on New York City cover all the aspects, including the health impacts of wind disasters which are significantly less studied now. Distinct differences do exist in the number of measures regarding the adaptation categories and their subcategories. We also find that hard adaptation measures (i.e., structural and physical measures) are far more popular than soft adaptation measures (i.e., social and institutional measures). Our findings suggest that policymakers should pay more attention to cities that have experienced major wind disasters other than New York. They should embrace the up-to-date climate change study to defend short-term disasters and take precautions against long-term changes. They should also develop hard-soft hybrid adaptation measures, with special attention on the soft side, and enhance the health impact study of wind-related disasters., Competing Interests: The authors have declared that no competing interests exist.

Rapid urbanization requires health promotion practitioners to understand and engage with strategic city planning. This policy analysis research investigated how and why health was taken up into strategic land use planning in Sydney, Australia, between 2013 and 2018. This qualitative study develops two case studies of consecutive instances of strategic planning in Sydney. Data collection was done via in-depth stakeholder interviews (n = 11) and documentary analysis. Data collection and analysis revolved around core categories underpinning policy institutions (actors, structures, ideas, governance and power) to develop an explanatory narrative of the progress of 'health' in policy discourse over the study period. The two strategic planning efforts shifted in policy discourse. In the earlier plan, 'healthy built environments' was positioned as a strategic direction, but without a mandate for action the emphasis was lost in an economic growth agenda. The second effort shifted that agenda to ecological sustainability, a core aspect of which was 'Liveability', having greater potential for health promotion. However, 'health' remained underdeveloped as a core driver for city planning remaining without an institutional mandate. Instead, infrastructure coordination was the defining strategic city problem and this paradigm defaulted to emphasizing 'health precincts' rather than positioning health as core for the city. This research demonstrates the utility in institutional analysis to understanding positioning health promotion in city planning. Examining the distributional equity of urban tree canopy cover (UTCC) has increasingly become an important interdisciplinary focus of ecologists and social scientists working within the field of environmental justice. However, while UTCC may serve as a useful proxy for the benefits provided by the urban forest, it is ultimately not a direct measure. In this study, we quantified the monetary value of multiple ecosystem services (ESD) provisioned by urban forests across nine U.S. cities. Next, we examined the distributional equity of UTCC and ESD using a number of commonly investigated socioeconomic variables. Based on trends in the literature, we predicted that UTCC and ESD would be positively associated with the variables median income and percent with an undergraduate degree and negatively associated with the variables percent minority, percent poverty, percent without a high school degree, percent renters, median year home built, and population density. We also predicted that there would be differences in the relationships between each response variable (UTCC and ESD) and the suite of socioeconomic predictor variables examined because of differences in how each response variable is derived. We utilized methods promoted within the environmental justice literature, including a multi-city comparative analysis, the incorporation of high-resolution social and environmental datasets, and the use of spatially explicit models. Patterns between the socioeconomic variables and UTCC and ESD did not consistently support our predictions, highlighting that inequities are generally not universal but rather context dependent. Our results also illustrated that although the variables UTCC and ESD had largely similar relationships with the predictor variables, differences did occur between them. Future distributional equity research should move beyond the use of proxies for environmental amenities when possible while making sure to consider that the use of ecosystem service estimates may result in different patterns with socioeconomic variables of interest. Based on our findings, we conclude that understanding and remedying the challenges associated with inequities requires an understanding of the local social-ecological system if larger sustainability goals are to be achieved., Competing Interests: The authors have declared that no competing interests exist.

Communities adjacent to concentrated areas of industrial land use (CAILU) are exposed to elevated levels of pollutants during flood disasters. Many CAILU are also characterized by insufficient infrastructure, poor environmental quality, and socially vulnerable populations. Manchester, TX is a marginalized CAILU neighborhood proximate to several petrochemical industrial sites that is prone to frequent flooding. Pollutants from stormwater runoff discharge from industrial land uses into residential areas have created increased toxicant exposures. Working with local organizations, centers/institutes, stakeholders, and residents, public health researchers sampled air, water, indoor dust, and outdoor soil while researchers from landscape architecture and urban planning applied these findings to develop a community-scaled master plan. The plan utilizes land use and built environment changes to increase flood resiliency and decrease exposure to contaminants. Using a combination of models to assess the performance, costs, and benefits of green infrastructure and pollutant load impacts, the master plan is projected to capture 147,456 cubic feet of runoff, and create $331,400 of annual green benefits by reducing air pollution and energy use, providing pollution treatment, increase carbon dioxide sequestration, and improve groundwater replenishment. Simultaneously, there is a 41% decrease across all analyzed pollutants, reducing exposure to and transferal of toxic materials.

Urban planning can serve to minimise the effects of a tsunami and enhance community resilience. This study explores to what extent urban planning has addressed tsunami resilience in four villages on Chile's South Pacific coast, each of which was struck by tsunamis in 1960, 2010, and 2015. Through a detailed policy review and semi-structured interviews with residents, this paper analyses whether tsunami mitigation policies were incorporated into regional and local planning tools. It finds that although the government proposed relocation to tsunami-safe areas after the tsunami of 1960, urban development continued mainly in tsunami inundation zones-in the context of weak local planning frameworks and in the absence of community participation. In only one of the four case studies did participatory planning bring about the relocation of an entire village to a safe location. Both the World Health Organization (WHO) with its 2015 "Climate and Health Country Profile Project" and the Istituto Superiore di Sanità (ISS) with its 2018 "Health and Climate Change", agree on the emergency generated by the climate change and concerning health problems. The mitigation strategy suggested by the Intergovernmental Panel On Climate Change (IPCC) against greenhouse gas emissions and their effects on climate change, has not yet yielded the desired results. It is therefore necessary to focus on adaptation strategies, to immediately counter the effects of climate change (CC) on most vulnerable people and environments, by increasing their resilience through local interventions and targeted resilience actions. Coordinated resilience actions are necessary to combat the effects of CC especially in urban areas. Useful tools to manage and optimize resilience actions are artificial neural networks (ANN) in complex and dynamic domains as cities are. The case of ANN applied to a city is presented as an example to increase the climate resilience of health local systems. In the current state of knowledge, ANN prove to be the most advanced and global solution to coordinate and manage a set of resilience actions in urban areas.

Purpose of the Review: A compelling body of research demonstrates associations between urban design and health, but this research is often not reflected in urban policies. This article reviews the literature on the science and practice of translating health research into urban policy and planning. Two Australian case studies demonstrate how policy frameworks can help guide evidence-based planning for healthy urban environments., Recent Findings: To influence city planning, health researchers need to undertake policy-relevant research and understand policymaking processes. Policy frameworks can assist researchers to tailor research evidence and research translation strategies to the political and policymaking context. Strong links between urban policymakers and health researchers can help bridge the knowledge-policy divide. Policy frameworks can help researchers to identify and capitalise on windows of opportunity for evidence-based policy change. Doing so increases the likelihood of public health evidence informing urban policies that will create healthy liveable cities.

The following essay outlines the intervention and presents a framework that will serve as a guide in the evaluation of the different effects of the Superblocks. Superblocks consist of amalgamations of blocks throughout the city, with the goal of improving the habitability of public spaces, advancing sustainable mobility, increasing urban green, and promoting residents' participation and coresponsibility, while ultimately influencing residents' health and health inequities. The evaluation framework considers the following aspects: the interventions implemented in the Superblock strategy, the changes that occur at neighbourhood and individual level and the population turnover as intermediate factors and finally the health outcomes. Introduction: Nature exposure is associated with many wellbeing benefits. However, the influence of green space on the physical activity and social behaviors of children is not completely understood. The purpose of the study was to complete a stepwise impact evaluation of a large-scale playground greening project at a Title 1 elementary school in Los Angeles, California., Methods: Physical activity and social interaction data were collected with direct observation and accelerometers pre-, immediately post-, and 4 months post-greening at control (students enrolled=393) and experimental (students enrolled=538) locations from 2016 to 2017. Effects of relevant variables on recess behavior were analyzed with linear mixed models in 2018., Results: Zone popularity and recess behaviors did not change for control students during the study (p>0.05). Areas replaced by green space became the most popular for experimental students who transitioned from traditional playground games/sports to tag/chasing, gymnastics, climbing/jumping, and creative play. The percentage of students observed as sedentary decreased by 10.0% (95% CI=4.9%, 15.0%) at 4 months, p=0.003. Vigorous activity participation increased pre to post at the individual (48.5%, 95% CI=29.1%, 67.9%, p<0.001) and population level (41.2%, 95% CI=27.3%, 55.1%, p=0.003) and remained higher than pre-greening at 4 months (p<0.05) for girls in the experimental group only. The moderate to vigorous physical activity differential between green space and hardscape was greater for fifth graders than all other grades, p=0.002. Student physical and verbal conflict rates decreased below pre-greening rates after 4 months for the experimental group, p<0.001., Conclusions: Results suggest that adding green space to asphalt-covered schoolyards helps expose children to nature, increases daily activity levels, and promotes social wellbeing in sex- and age-dependent ways., (Copyright © 2018 American Journal of Preventive Medicine. The aim of this study was to better identify the information generated by citizens and to explore the regional social phenomenon whereby higher quality urban services focused on understanding regional issues are promoted. Citizens voluntarily and continuously communicate with local government both online and offline. We wanted to determine how civic information can be applied to urban planning. We selected Shiheung City, Republic of Korea, as our study area, as the city is formed of various types of land use: industrial areas, agricultural land, and residential areas. This area is facing developmental pressure with released development-restricted areas, and has been environmentally damaged by industrial complexes. We conducted a semantic network analysis of the top 10% most commonly used nouns in civil complaints to determine the keywords. Each thematic map we created was based on geographical information to explain the temporary, continuous, and chronic issues. The chronic problems were discussed in relation to the regional development process. The process of identifying and analyzing local issues by analyzing information voluntarily provided by citizens plays an important role in government-led urban management planning and policy formation and can contribute to decision making in the development of future urban policies.

Purpose: The purpose of this study was to examine the association between the presence of supportive community planning documents in US municipalities with design standards and requirements supportive of active living., Design: Cross-sectional study using data from the 2014 National Survey of Community-Based Policy and Environmental Supports for Healthy Eating and Active Living., Setting: Nationally representative sample of US municipalities., Participants: Respondents are 2005 local officials., Measures: Assessed: (1) The presence of design standards and feature requirements and (2) the association between planning documents and design standards and feature requirements supportive of active living in policies for development., Analysis: Using logistic regression, significant trends were identified in the presence of design standards and feature requirements by plan and number of supportive objectives present., Results: Prevalence of design standards ranged from 19% (developer dedicated right-of-way for bicycle infrastructure development) to 50% (traffic-calming features in areas with high pedestrian and bicycle volume). Features required in policies for development ranged from 14% (short/medium pedestrian-scale block sizes) to 44% (minimum sidewalk widths of 5 feet) of municipalities. As the number of objectives in municipal plans increased, there was a significant and positive trend ( P < .05) in the prevalence of each design standard and requirement., Conclusions: Municipal planning documents containing objectives supportive of physical activity are associated with design standards and feature requirements supportive of activity-friendly communities.

Objective: To advance the interpretation of the 'safety in numbers' effect by addressing the following three questions. How should the safety of pedestrians be measured, as the safety of individual pedestrians or as the overall safety of road facilities for pedestrians? Would intersections with large numbers of pedestrians exhibit a favourable safety performance? Would encouraging people to walk be a sound safety countermeasure?, Methods: We selected 288 signalised intersections with 1003 pedestrian crashes in Hong Kong from 2010 to 2012. We developed a Bayesian Poisson-lognormal model to calculate two common indicators related to pedestrian safety: the expected crash rate per million crossing pedestrians and the expected excess crash frequency. The ranking results of these two indicators for the selected intersections were compared., Results: We confirmed a significant positive association between pedestrian volumes and pedestrian crashes, with an estimated coefficient of 0.21. Although people who crossed at intersections with higher pedestrian volumes experienced a relatively lower crash risk, these intersections may still have substantial potential for crash reduction., Conclusions: Conclusions on the safety in numbers effect based on a cross-sectional analysis should be reached with great caution. The safety of individual pedestrians can be measured based on the crash risk, whereas the safety of road facilities for pedestrians should be determined by the environmental hazards of walking. Intersections prevalent of pedestrians do not always exhibit favourable safety performance. Many communities have prioritized policy and built environment changes to promote active transportation (AT). However, limited information exists on the partnerships and processes necessary to develop and implement such policy and environmental changes, particularly among organizations in non-health sectors. Within the transportation sector, metropolitan planning organizations (MPOs) are increasingly recognized as organizations that can support AT policies. This study examined inter-organizational relationships among MPOs and their partners working to advance AT policies in six U.S. cities. In fall 2015, an average of 22 organizations in each city participated in an online survey about partnerships with MPOs and other organizations developing and implementing AT policies. Measures included organizational characteristics and relational attributes including: level of AT policy collaboration, information transmission, resource sharing, and perceived decisional power. Descriptive network analysis and exponential random graph modeling were used to examine organizational attributes and relational predictors associated with inter-organizational collaboration in each network. MPOs served as collaborative intermediaries, connecting other organizations around AT policies, in half of the cities examined. Organizations in each city were more likely to collaborate around AT policies when partners communicated at least quarterly. In half of the cities, the probability of AT policy collaboration was higher when two agencies exchanged resources and when organizations had perceived decisional authority. Network analysis helped identify factors likely to improve partnerships around AT policies. Results may contribute to best practices for collaboration among researchers, practitioners, policymakers, and advocates across diverse sectors seeking to promote population-level physical activity., (Copyright © 2018 Elsevier Inc. Environmental quality has a profound effect on health and the burden of disease. In the United States, the environment-related burden of disease is increasingly dominated by chronic diseases. At the local level, public health practitioners realize that many policy decisions affecting environmental quality and health transcend the authorities of traditional health department programs. Healthy decisions about the built environment, including housing, transportation, and energy, require broad collaborative efforts. Environmental health professionals have an opportunity to address the shift in public health burden toward chronic diseases and play an important role in the design of healthy communities by bringing data and tools to decision makers. This article provides a guide for community leaders to consider the public health effects of decisions about the built environment. We present a conceptual framework that represents a shift from compartmentalized solutions toward an inclusive systems approach that encourages partnership across disciplines and sectors. We discuss practical tools to assist with environmental decision making, such as Health Impact Assessments, environmental public health tracking, and cumulative risk assessment. We also identify priorities in research, practice, and education to advance the role of public health in decision making to improve health, such as the Health Impact Assessment, as a core competency for environmental health practitioners. We encourage cross-disciplinary communication, research, and education that bring the fields of planning, transportation, and energy in closer collaboration with public health to jointly advance the systems approach to today's environmental challenges.

The World Health Organization has promoted age-friendly city (AFC) projects in response to the aging population. Taiwan has also promoted AFC policies. This study was conducted in Taitung County, where 15.37% of the population is older adults in Taiwan. The aim was to understand the perceptions of older adults and service providers with regard to the current status of AFC policies to influence future policies. The participants of this study were older adults and service providers in various regions of Taitung. Quantitative questionnaires were completed by older adults and qualitative interviews were held with focus groups. The older adults were the most satisfied with the AFC domains of "respect and social inclusion" and "community and health services", and the least satisfied with "transportation" and "civic participation and employment". Homogeneity existed between the older adults' satisfaction levels in different regions and the service providers' opinions; however, there were notable differences between them. Both economic development and the ethnicity of groups in different regions are influential factors that determine the success of government policies. In promoting AFC policies, local governments should consider their applicability based on local conditions and resources to meet the needs of the aging population in rural areas.

Many municipalities are setting ambitious tree canopy cover goals to increase the extent of their urban forests. A historical perspective on urban forest development can help cities strategize how to establish and achieve appropriate tree cover targets. To understand how long-term urban forest change occurs, we examined the history of trees on an urban college campus: the University of Pennsylvania in Philadelphia, PA. Using a mixed methods approach, including qualitative assessments of archival records (1870-2017), complemented by quantitative analysis of tree cover from aerial imagery (1970-2012), our analysis revealed drastic canopy cover increase in the late 20th and early 21st centuries along with the principle mechanisms of that change. We organized the historical narrative into periods reflecting campus planting actions and management approaches; these periods are also connected to broader urban greening and city planning movements, such as City Beautiful and urban sustainability. University faculty in botany, landscape architecture, and urban design contributed to the design of campus green spaces, developed comprehensive landscape plans, and advocated for campus trees. A 1977 Landscape Development Plan was particularly influential, setting forth design principles and planting recommendations that enabled the dramatic canopy cover gains we observed, and continue to guide landscape management today. Our results indicate that increasing urban tree cover requires generational time scales and systematic management coupled with a clear urban design vision and long-term commitments. With the campus as a microcosm of broader trends in urban forest development, we conclude with a discussion of implications for municipal tree cover planning.

Significant global health challenges are being confronted in the 21st century, prompting calls to rethink approaches to disease prevention. A key part of the solution is city planning that reduces non-communicable diseases and road trauma while also managing rapid urbanisation. This Series of papers considers the health impacts of city planning through transport mode choices. In this, the first paper, we identify eight integrated regional and local interventions that, when combined, encourage walking, cycling, and public transport use, while reducing private motor vehicle use. These interventions are destination accessibility, equitable distribution of employment across cities, managing demand by reducing the availability and increasing the cost of parking, designing pedestrian-friendly and cycling-friendly movement networks, achieving optimum levels of residential density, reducing distance to public transport, and enhancing the desirability of active travel modes (eg, creating safe attractive neighbourhoods and safe, affordable, and convenient public transport). Together, these interventions will create healthier and more sustainable compact cities that reduce the environmental, social, and behavioural risk factors that affect lifestyle choices, levels of traffic, environmental pollution, noise, and crime. The health sector, including health ministers, must lead in advocating for integrated multisector city planning that prioritises health, sustainability, and liveability outcomes, particularly in rapidly changing low-income and middle-income countries. Land-use and transport policies contribute to worldwide epidemics of injuries and non-communicable diseases through traffic exposure, noise, air pollution, social isolation, low physical activity, and sedentary behaviours. Motorised transport is a major cause of the greenhouse gas emissions that are threatening human health. Urban and transport planning and urban design policies in many cities do not reflect the accumulating evidence that, if policies would take health effects into account, they could benefit a wide range of common health problems. Enhanced research translation to increase the influence of health research on urban and transport planning decisions could address many global health problems. This paper illustrates the potential for such change by presenting conceptual models and case studies of research translation applied to urban and transport planning and urban design. The primary recommendation of this paper is for cities to actively pursue compact and mixed-use urban designs that encourage a transport modal shift away from private motor vehicles towards walking, cycling, and public transport. This Series concludes by urging a systematic approach to city design to enhance health and sustainability through active transport and a move towards new urban mobility. Aim: Christchurch, New Zealand has a unique opportunity to potentially rebuild as a dementia-friendly city in the wake of the 2010 and 2011 earthquakes. The present study gathered insights from people with dementia about what would make it possible for them to live better in Christchurch., Methods: Twenty-six older people living with dementia were interviewed using a semi-structured questionnaire. Interviews were transcribed for thematic analysis., Results: Participants talked about the importance of being connected and engaged; of accommodation from service providers and others in the community and raising awareness of dementia, and attributes of the physical environment requiring consideration in the rebuild., Conclusion: The themes that emerged about what people with dementia seek from dementia-friendly communities reinforce previous research, but with an overlay of the difficulties of living in an earthquake-damaged city., (© 2016 AJA Inc.)

Spatial differences in urban environmental conditions contribute to health inequalities within cities. The purpose of the paper is to map environmental inequalities relevant for health in the City of Dortmund, Germany, in order to identify needs for planning interventions. We develop suitable indicators for mapping socioeconomically-driven environmental inequalities at the neighborhood level based on published scientific evidence and inputs from local stakeholders. Relationships between socioeconomic and environmental indicators at the level of 170 neighborhoods were analyzed continuously with Spearman rank correlation coefficients and categorically applying chi-squared tests. Reclassified socioeconomic and environmental indicators were then mapped at the neighborhood level in order to determine multiple environmental burdens and hotspots of environmental inequalities related to health. Results show that the majority of environmental indicators correlate significantly, leading to multiple environmental burdens in specific neighborhoods. Some of these neighborhoods also have significantly larger proportions of inhabitants of a lower socioeconomic position indicating hotspots of environmental inequalities. Suitable planning interventions mainly comprise transport planning and green space management. In the conclusions, we discuss how the analysis can be used to improve state of the art planning instruments, such as clean air action planning or noise reduction planning towards the consideration of the vulnerability of the population.

Spaces that encourage better health are increasingly seen as key to reducing the burden of chronic disease: many larger Canadian public health departments now include built environment (BE) teams, which work with municipalities and land use planners to promote and/or require the development of health-encouraging spaces. In many public health agencies, it is environmental health practitioners who have assumed the new healthy BE role, but at what cost to existing mandates? We argue that reinventing roles to increase BE capacities within environmental health practice would reinforce health protection mandates while building capacity in chronic disease prevention. Significant expansion into the design of healthier built environments may require some reallocation of resources. However, we anticipate that healthier built environments will reduce threats to health and so lessen the need for conventional health protection, while encouraging activities and behaviours that lead to greater population wellness.

Cities are increasingly engaging in sustainability efforts and investment in green infrastructure, including large-scale urban tree planting campaigns. In this context, researchers and practitioners are working jointly to develop applicable knowledge for planning and managing the urban forest. This paper presents three case studies of knowledge co-production in the field of urban forestry in the United States. These cases were selected to span a range of geographic scales and topical scopes; all three are examples of urban researcher-practitioner networks in which the authors are situated to comment on reflexively. The three cases resemble institutional structures described in the knowledge co-production literature, including participatory research, a hybrid organization of scientists and managers, and a community of practice. We find that trust, embeddedness, new approaches by both practitioners and researchers, and blending of roles all serve to recognize multiple forms of capability, expertise, and ways of knowing. We discuss the impacts of knowledge co-production and the ways in which hybrid institutional forms can enable its occurrence.

Baltimore's unique combination of shocks and stresses cuts across social, economic and environmental factors. Like many other post-industrial cities, over the past several decades, Baltimore has experienced a decline in its population -- resulting in a lower tax base. These trends have had deleterious effects on the city's ability to attend to much needed infrastructure improvements and human and social services. In addition to considerable social and economic issues, the city has begun to experience negative impacts due to climate change. The compounding nature of these trends has put Baltimore, like other post-industrial cities, in the position of having to do more with fewer available resources. Rather than wait for disaster to strike, Baltimore took a proactive approach to planning for shocks and stresses by determining unique ways to pre-emptively plan for and adapt to effects from climate change and incorporating these into the City's All Hazard Mitigation Plan. Since adopting the plan in 2013, Baltimore has been moving forward with various projects aimed at improving systems, enhancing adaptive capacity and building a more resilient and sustainable city. This paper describes the basis for the city's approach and offers a portrait of its efforts in order to broaden foundational knowledge of the emerging ways that cities are recasting the role of planning in light of unprecedented circumstances that demand complex solutions that draw on few resources.

It is the consensus that the rapid increase of the ageing population has become a global phenomenon. In 2007, the World Health Organization (WHO) advanced a handbook called Global Age-friendly Cities: A Guide The core concept of the age-friendly cities (AFC) movement is 'active ageing'. Taiwan became one of the few Asian countries that initially responded to the WHO AFC movement in 2010. Following the guidance set by the WHO, Taiwan began its promotion at a national level, and with local authorities. However, during the advocacy process, the fundamental differences between Eastern and Western cultures in terms of family values and deep-rooted respect for the elderly have raised an awareness of the need for an oriental paradigm. This paper identifies three key elements for AFC promotion in East Asian countries based on an analysis of Taiwan's experience: during needs assessment take collectivism into consideration, during action plans at the community level community leaders' views will be more important (particularism), and when promoting AFC at the institutional level a top-down approach will be more acceptable (high power distance concept)., (© The Author(s) 2016.)

Climate change will have significant impacts on human health, and urban populations are expected to be highly sensitive. The health risks from climate change in cities are compounded by rapid urbanization, high population density, and climate-sensitive built environments. Local governments are positioned to protect populations from climate health risks, but it is unclear whether municipalities are producing climate-adaptive policies. In this article, we develop and apply systematic methods to assess the state of public health adaptation in 401 urban areas globally with more than 1 million people, creating the first global baseline for urban public health adaptation. We find that only 10% of the sampled urban areas report any public health adaptation initiatives. The initiatives identified most frequently address risks posed by extreme weather events and involve direct changes in management or behavior rather than capacity building, research, or long-term investments in infrastructure. Based on our characterization of the current urban health adaptation landscape, we identify several gaps: limited evidence of reporting of institutional adaptation at the municipal level in urban areas in the Global South; lack of information-based adaptation initiatives; limited focus on initiatives addressing infectious disease risks; and absence of monitoring, reporting, and evaluation., (© The Author(s) 2015.)

Following the recommendations of the Commission on Social Determinants of Health (2008), the World Health Organization (WHO) developed the Urban Health Equity Assessment and Response Tool (HEART) to support local stakeholders in identifying and planning action on health inequities. The objective of this report is to analyze the experiences of cities in implementing Urban HEART in order to inform how the future development of the tool could support local stakeholders better in addressing health inequities. The study method is documentary analysis from independent evaluations and city implementation reports submitted to WHO. Independent evaluations were conducted in 2011-12 on Urban HEART piloting in 15 cities from seven countries in Asia and Africa: Indonesia, Iran, Kenya, Mongolia, Philippines, Sri Lanka, and Vietnam. Local or national health departments led Urban HEART piloting in 12 of the 15 cities. Other stakeholders commonly engaged included the city council, budget and planning departments, education sector, urban planning department, and the Mayor's office. Ten of the 12 core indicators recommended in Urban HEART were collected by at least 10 of the 15 cities. Improving access to safe water and sanitation was a priority equity-oriented intervention in 12 of the 15 cities, while unemployment was addressed in seven cities. Cities who piloted Urban HEART displayed confidence in its potential by sustaining or scaling up its use within their countries. Engagement of a wider group of stakeholders was more likely to lead to actions for improving health equity. Indicators that were collected were more likely to be acted upon. Quality of data for neighbourhoods within cities was one of the major issues. As local governments and stakeholders around the world gain greater control of decisions regarding their health, Urban HEART could prove to be a valuable tool in helping them pursue the goal of health equity., (Copyright © 2015. Introduction: Realist methods are increasingly being used to investigate complex public health problems. Despite the extensive evidence base clarifying the built environment as a determinant of health, there is limited knowledge about how and why land-use planning systems take on health concerns. Further, the body of research related to the wider determinants of health suffers from not using political science knowledge to understand how to influence health policy development and systems. This 4-year funded programme of research investigates how the land-use planning system in New South Wales, Australia, incorporates health and health equity at multiple levels., Methods and Analysis: The programme uses multiple qualitative methods to develop up to 15 case studies of different activities of the New South Wales land-use planning system. Comparison cases from other jurisdictions will be included where possible and useful. Data collection includes publicly available documentation and purposively sampled stakeholder interviews and focus groups of up to 100 participants across the cases. The units of analysis in each case are institutional structures (rules and mandates constraining and enabling actors), actors (the stakeholders, organisations and networks involved, including health-focused agencies), and ideas (policy content, information, and framing). Data analysis will focus on and develop propositions concerning the mechanisms and conditions within and across each case leading to inclusion or non-inclusion of health. Data will be refined using additional political science and sociological theory. Qualitative comparative analysis will compare cases to develop policy-relevant propositions about the necessary and sufficient conditions needed to include health issues., Ethics and Dissemination: Ethics has been approved by Sydney University Human Research Ethics Committee (2014/802 and 2015/178). There is a tradition of planning cities and their infrastructure to successfully tackle communicable disease arising from urban development. Non-communicable disease follows a different course. Development brings in its wake a basket of adverse health and health equity outcomes that are proving difficult to tackle. In response, within Phase V of the European Healthy Cities Network, municipalities have implemented a range of policy and physical interventions using a settings approach. Owing to the time lag between physical interventions and health outcomes, this research interrogates city activity itself to develop better understanding. Self-reported city case studies and questionnaire data were analysed to reveal patterns using an inductive approach. Findings indicate that some categories of intervention, such as whole city planning and transport, have a systemic impact across the wider determinants of health. Addressing transferability and stakeholder understanding helped cities create conditions for successful outcomes. Cities had varying urban development approaches for tackling climate change. Improvements to current practice are discussed, including; a distinction between supply side and demand side in healthy urban planning; valuing co-benefits and developing integrative approaches to the evidence-base. This evaluative article is important for cities wanting to learn how to maximize benefits to public health through urban development and for researchers exploring, with a systemic approach, the experiences of European cities acting at the interface of urban development and public health. With an increasing percentage of the global population living in cities and the concurrent decrease in physical activity in daily life, public health issues for urban development have arisen. This study responds to that trend by presenting an approach to measure city-wide physical activity levels. Comparing of city indices for active sports and the active transportation shows differences between subject cities and activity level of age groups in sports as well as walking and cycling. Therefore, our study lends itself to implications for urban development towards creating a healthier city.

Resilience and sustainability will be two primary objectives of future cities. The violent consequences of extreme natural events and the environmental, social and economic burden of contemporary cities make the concepts of resilience and sustainability extremely relevant. In this paper we analyse the various definitions of resilience and sustainability applied to urban systems and propose a synthesis, based on similarities between the two concepts. According to the proposed approach, catastrophic events and the subsequent transformations occurring in urban systems represent a moment in the city life cycle to be seen in terms of the complex sustainability framework. Hence, resilience is seen as a requirement for urban system sustainability. In addition, resilience should be evaluated not only for single cities, with their physical and social systems, but also on a global scale, taking into account the complex and dynamic relationships connecting contemporary cities., (© 2014 The Author(s). As populations across the globe face an increasing health burden from rising rates of obesity, diabetes and other lifestyle-related diseases, health professionals are collaborating with urban planners to influence city design that supports healthy ways of living. This paper details the establishment and operation of an innovative, interdisciplinary collaboration that brings together urban planning and health. Situated in a built environment faculty at one of Australia's most prestigious universities, the Healthy Built Environments Program (HBEP) partners planning academics, a health non-government organisation, local councils and private planning consultants in a state government health department funded consortium. The HBEP focuses on three strategic areas: research, workforce development and education, and leadership and advocacy. Interdisciplinary research includes a comprehensive literature review that establishes Australian-based evidence to support the development, prioritisation and implementation of healthy built environment policies and practices. Another ongoing study examines the design features, social interventions and locational qualities that positively benefit human health. Formal courses, workshops, public lectures and e-learning develop professional capacity, as well as skills in interdisciplinary practice to support productive collaborations between health professionals and planners. The third area involves working with government and non-government agencies, and the private sector and the community, to advocate closer links between health and the built environment. Our paper presents an overview of the HBEP's major achievements. We conclude with a critical review of the challenges, revealing lessons in bringing health and planning closer together to create health-supportive cities for the 21st century.

Objective: The aim of the study is to present case studies and assess the impact of political, policy, consultative, and research processes used to implement Age Friendly Cities (AFC) initiatives in Australia., Method: A review and interpretation was conducted based on public documents, community consultations, survey analyses, and participant observation., Results: Governments in Australia have drawn on World Health Organization (WHO) concepts to establish AFC initiatives. In Melbourne, state political leadership established Positive Ageing plans that have reinforced local government actions. In Canberra, a baseline survey and an Older Persons Assembly were followed by modest positive ageing plans. In Sydney, a State Ageing Strategy developed a whole-of-government plan that has yet to be incorporated into budget processes., Discussion: AFC initiatives in Australia have had promising and varied starts with some aims to benefit disadvantaged older people. Notwithstanding the potential benefits, AFC influence on mainstream actions of government has been limited by uncertain political commitment and growing fiscal austerity., (© The Author(s) 2014.)

Objectives: This project involved development of a Health Background Study (HBS) Framework to support consideration of health impacts within municipalities' approval process for land use development., Participants: Peel Public Health and Toronto Public Health led the project with the participation of planners, urban designers, engineers, public health staff and development industry representatives., Setting: Historical growth in the Region of Peel and suburban Toronto has resulted in extensive low-density development, creating car-dependent communities with disconnected streets and segregated land uses., Intervention: The inclusion of an HBS in developers' applications to municipalities is one approach by which health-related expectations for the built environment can be established within the approval process. Development of the HBS Framework used the six core elements of the built environment with the strongest evidence for impact on health and was informed by analysis of the provincial and local policy contexts, practices of other municipalities and stakeholder interviews. The Framework's contents were refined according to feedback from multidisciplinary stakeholder workshops., Outcomes: The HBS Framework identifies minimum standards for built environment core elements that developers need to address in their applications. The Framework was created to be simple and instructive with applicability to a range of development locations and scales, and to various stages of the development approval process. Peel Public Health is leading several initiatives to support the use of the HBS as a part of the development application process., Conclusion: The HBS Framework is a tool that public health and planning can use to support the consideration of health impacts within municipalities' land use development processes.

As research examining the effect of the built environment on health accelerates, it is critical for health and planning researchers to conduct studies and make recommendations in the context of a robust theoretical framework. We propose a framework for built environment change (BEC) related to improving health. BEC consists of elements of the built environment, how people are exposed to and interact with them perceptually and functionally, and how this exposure may affect health-related behaviours. Integrated into this framework are the legal and regulatory mechanisms and instruments that are commonly used to effect change in the built environment. This framework would be applicable to medical research as well as to issues of policy and community planning.

Background: Regular physical activity can help prevent chronic diseases, yet only half of US adults meet national physical activity guidelines. One barrier to physical activity is a lack of safe places to be active, such as bike paths and sidewalks. Complete Streets, streets designed to enable safe access for all users, can help provide safe places for activity., Community Context: This community case study presents results from interviews with residents and policymakers of Topeka, Kansas, who played an integral role in the passage of a Complete Streets resolution in 2009. It describes community engagement processes used to include stakeholders, assess existing roads and sidewalks, and communicate with the public and decision-makers., Methods: Key informant interviews were conducted with city council members and members of Heartland Healthy Neighborhoods in Topeka to learn how they introduced a Complete Streets resolution and the steps they took to ensure its successful passage in the City Council. Interviews were recorded, transcribed, and analyzed by using focused-coding qualitative analysis., Outcome: Results included lessons learned from the process of passing the Complete Streets resolution and advice from participants for other communities interested in creating Complete Streets in their communities., Interpretation: Lessons learned can apply to other communities pursuing Complete Streets. Examples include clearly defining Complete Streets; educating the public, advocates, and decision-makers about Complete Streets and how this program enhances a community; building a strong and diverse network of supporters; and using stories and examples from other communities with Complete Streets to build a convincing case.

In the paper there are investigated and analyzed the new laws and regulations of sanitary and town planning legislation, introduced in 2011-2012 which concern issues of planning and building of settlements. It is established that the functions of the State for Sanitary and Epidemiological Oversight have been given up and the necessity of incorporation in the Law of Ukraine "On ensuring sanitary and epidemiological welfare of the population" alterations which touch upon the implementation of a new approach to the State Sanitary and Epidemiological Oversight of the objects, namely for the placement of objects with low and moderate epidemic risk accordingly to hygienic declarations, objects with high risk--using an approach directed to the risk assessment of the impact of such facilities on public health.

Developing environments responsive to the aspirations of older people has become a major concern for social and public policy. Policies and programs directed at achieving "age-friendly" communities are considered to require a wide range of interventions, including actions at the level of the social and physical environment. This article compares the age-friendly approaches of two European cities, Brussels and Manchester, with a particular focus on policies and initiatives that promote active aging in an urban context. The article examines, first, the demographic, social, and multicultural contexts of Brussels and Manchester; second, the way in which both cities became members of the World Health Organization Global Network of Age-Friendly Cities and Communities; third, similarities and differences in the age-friendly approaches and actions adopted by both cities; and fourth, opportunities and barriers to the implementation of age-friendly policies. The article concludes by discussing the key elements and resources needed to develop age-friendly cities.

A new body of work has emerged under the category of creating age-friendly communities. This article briefly reviews the current state of the work and discusses a potential framework for moving to scale. Based on an understanding that the majority of the local challenges to aging in community stem from state and national policies and practices, the article calls for a measure of "creative destruction" in local efforts. That is, dysfunctional state and national systems should be boldly marked for demolition. Local age-friendly community work must be conceived of and positioned to engage larger policy issues, identify problems, and be part of a process of reinventing larger federal, state, and local policies and practices.

The purpose of this paper is to evaluate the progress made by European cities in relation to Healthy Urban Planning (HUP) during Phase IV of the World Health Organization's Healthy Cities programme (2003-2008). The introduction sets out the general principle of HUP, identifying three levels or phases of health and planning integration. This leads on to a more specific analysis of the processes and substance of HUP, which provide criteria for assessment of progress. The assessment itself relies on two sources of data provided by the municipalities: the Annual Review Templates (ARTs) 2008 and the response to the Phase IV General Evaluation Questionnaire. The findings indicate that the evidence from different sources and questions in different sections are encouragingly consistent. The number of cities achieving a good level of understanding and activity in HUP has risen very substantially over the period. In particular, those achieving effective strategic integration of health and planning have increased. A key challenge for the future will be to develop planning frameworks which advance public health concerns in a spatial policy context driven often by market forces. A health in all policies approach could be valuable.

Local governments in Europe have a vital role in promoting physical activity in the daily life of citizens. However, explicit investment in active living has been limited. One of the four core themes for Phase IV (2003-2008) of the World Health Organization (WHO) European Healthy Cities Network (WHO-EHCN) was to encourage local governments and their partners to implement programs in favor of active living. This study analyzes the performance of network cities during this period. Responses to a general evaluation questionnaire are analyzed by content according to a checklist, and categorized into themes and dimensions. Most cities viewed "active living" as an important issue for urban planning; to improve visual appeal, enhance social cohesion, create a more sustainable transport system to promote walkability and cyclability and to reduce inequalities in public health. Almost all member cities reported on existing policies that support the promotion of active living. However, only eight (of the 59) responding cities mentioned an integrated framework specific for active living. Many efforts to promote active living are nested in programs to prevent obesity among adults or children. Future challenges include establishing integrated policies specifically for active living, introducing a larger range of actions, as well as increasing funding and capacity to make a difference at the population level.
