Criminologists typically test rational choice theory by examining the relationship between one aspect of decision making—the perceived costs and benefits of crime—and the likelihood of crime, primarily using (experimental) surveys that lack consideration of the neighborhood context. Building on decades of research in the risk and decision sciences, the current study utilizes broader models of decision making to qualitatively examine how youth living in concentrated disadvantage make decisions during incidents of violence. Our thematic analysis of 22 in-depth interviews with youth in a midsize midwestern city indicates that the decision process regarding violence is much more complex than previously theorized. Violent crime tends to be concentrated in economically disadvantaged, racially minoritized communities, particularly among youth. Emerging research suggests that the COVID-19 pandemic may have exacerbated the drivers of violence in these communities but provides limited insight into its effects in a single locale, especially small to mid-size cities, and on those on the frontlines of youth violence (i.e., youth service workers). In the current study, we provide an in-depth, qualitative examination of these dynamics in vulnerable neighborhoods in Lansing, Michigan, centering the voices of those instrumental to violence prevention and community resilience. Specifically, we explore youth service providers' perceptions of how COVID-19 changed youth violence and impacted families, communities, and organizations working to prevent and control youth violence. We use the socioecological model adopted by the public health field to explain and prevent violence to guide our work, as this framework recognizes the interlocking and interactive effects of systemic, community, and relational experiences on youth behavior. As such, it allows us to situate community-based organizations and youth service providers' perceptions within the broader contexts that shape violence. The repeat use of fatal force against unarmed people of color has driven global protests against police violence and fueled criticism of policing as a mechanism for public safety. In the US, calls to abolish, transform, or reform policing have reemerged with a primary focus on the elimination of structural racism. In this essay, we contend that a two-tier policing problem exists. The first is the continued use of policing to enforce racial dominance through policing practices labeled as "proactive". The second is contemporary "warrior-style" police training that normalizes the expectation of unquestioned compliance with police directives and authorizes police to use physical force in its absence. This dangerous combination results in over-policing the public generally and Black members of the public specifically. Select incidents are provided to support these claims. We conclude by expressing support for the call to reallocate portions of policing budgets toward other government and community-based structures that function to enhance the ability of people to survive and thrive rather than operate as mechanisms of pre-adjudication punishment and state-sanctioned coercion. Scholars have shown that age, race, and community context are consistent predictors of civilians’ perceptions of police and feelings of safety. Less is known about how young people residing in high-crime disadvantaged neighborhoods perceive police. Using in-depth interviews with 37 youth and adult service providers in Lansing, Michigan, this study examines whether and why young people feel the police increase or decrease their safety within their neighborhood and how these beliefs may differ from those of adults in the community. This study found nearly all of these youth indicated that the police decreased their feelings of safety; however, they did not hold more negative feelings toward the police than adults. Consistent with prior literature, respondents’ feelings were shaped by personal and indirect contact with police, especially adverse incidents. [ABSTRACT FROM AUTHOR]
