Studying lunar dust is vital to the exploration of the Moon and other airless planetary bodies. The Ultraviolet and Visible Spectrometer (UVS) on board the Lunar Atmosphere and Dust Environment Explorer (LADEE) spacecraft conducted a series of Almost Limb activities to look for dust near the dawn terminator region. During these activities the instrument stared at a fixed point in the zodiacal background off the Moon's limb while the spacecraft moved in retrograde orbit from the sunlit to the unlit side of the Moon. The spectra obtained from these activities probe altitudes within a few kilometers of the Moon's surface, a region whose dust populations were not well constrained by previous remote-sensing observations from orbiting spacecraft. Filtering these spectra to remove a varying instrumental signal enables constraints to be placed on potential signals from a dust atmosphere. These filtered spectra are compared with those predicted for dust atmospheres with various exponential scale heights and particle size distributions to yield upper limits on the dust number density for these potential populations. For a differential size distribution proportional to $s^{-3}$ (where $s$ is the particle size) and a scale height of 1 km, we obtain an upper limit on the number density of dust particles at the Moon's surface of 142 $m^{-3}$., Comment: Accepted for publication in JGR: Planets

Wind is the process that connects Mars' climate system. Measurements of Mars atmospheric winds from orbit would dramatically advance our understanding of Mars and help prepare for human exploration of the Red Planet. Multiple instrument candidates are in development and will be ready for flight in the next decade. Since the Apollo program or earlier it has been widely believed that the lunar regolith was compacted through vibrations including nearby impact events, thermal stress release in the regolith, deep moon quakes, and shallow moon quakes. Experiments have shown that vibrations both compact and re-loosen regolith as a function of depth in the lunar soil column and amplitude of the vibrational acceleration. Experiments have also identified another process that is extremely effective at compacting regolith: the expansion and contraction of individual regolith grains due to thermal cycling in the upper part of the regolith where the diurnal thermal wave exists. Remote sensing data sets from the Moon suggest that the soil is less compacted in regions where there is less thermal cycling, including infrared emissions measured by the Diviner radiometer on the Lunar Reconnaissance Orbiter (LRO). Here, we performed additional experiments in thermal cycling simulated lunar regolith and confirm that it is an effective compaction mechanism and may explain the remote sensing data. This creates a consistent picture that the soil really is looser in the upper layers in polar regions, which may be a challenge for rovers that must drive in the looser soil., Comment: 9 pages. We present a concept for using a polarization sensitive multispectral lidar to map the seasonal distribution and exchange of volatiles among the reservoirs of the Martian surface and atmosphere. The LIDAR instrument will be a multi-wavelength, altitude-resolved, active near-infrared (NIR, with 10 bands around 1.6 microns) instrument to measure the reflected intensity and polarization of backscattered radiation from planetary surfaces and atmospheres. The proposed instrument would be ideally suited for a mission to Mars to comprehensively investigate the nature and seasonal distributions of volatiles and aerosols. The investigation would include the abundance of atmospheric dust and condensed volatiles, surface and cloud/aerosol grain sizes and shapes, ice and dust particle microphysics and also variations in atmospheric chemistry during multiple overflight local times throughout polar night and day. Such an instrument would be ideal for mapping and detection of recently detected CO2 frost phenomena and H2O and CO2 precipitation events in the polar regions of Mars. The Hera Saturn entry probe mission is proposed as an M--class mission led by ESA with a contribution from NASA. It consists of one atmospheric probe to be sent into the atmosphere of Saturn, and a Carrier-Relay spacecraft. In this concept, the Hera probe is composed of ESA and NASA elements, and the Carrier-Relay Spacecraft is delivered by ESA. The probe is powered by batteries, and the Carrier-Relay Spacecraft is powered by solar panels and batteries. We anticipate two major subsystems to be supplied by the United States, either by direct procurement by ESA or by contribution from NASA: the solar electric power system (including solar arrays and the power management and distribution system), and the probe entry system (including the thermal protection shield and aeroshell). Hera is designed to perform in situ measurements of the chemical and isotopic compositions as well as the dynamics of Saturn's atmosphere using a single probe, with the goal of improving our understanding of the origin, formation, and evolution of Saturn, the giant planets and their satellite systems, with extrapolation to extrasolar planets. Hera's aim is to probe well into the cloud-forming region of the troposphere, below the region accessible to remote sensing, to the locations where certain cosmogenically abundant species are expected to be well mixed. By leading to an improved understanding of the processes by which giant planets formed, including the composition and properties of the local solar nebula at the time and location of giant planet formation, Hera will extend the legacy of the Galileo and Cassini missions by further addressing the creation, formation, and chemical, dynamical, and thermal evolution of the giant planets, the entire solar system including Earth and the other terrestrial planets, and formation of other planetary systems., Comment: Accepted for publication in Planetary and Space Science

We present the scientific case to build a multiple-wavelength, active, near-infrared (NIR) instrument to measure the reflected intensity and polarization characteristics of backscattered radiation from planetary surfaces and atmospheres. The Lunar CRater Observations and Sensing Satellite (LCROSS) mission impacted a spent Centaur rocket stage into a permanently shadowed region near the lunar south pole. The Sheperding Spacecraft (SSC) separated \sim9 hours before impact and performed a small braking maneuver in order to observe the Centaur impact plume, looking for evidence of water and other volatiles, before impacting itself. This paper describes the registration of imagery of the LCROSS impact region from the mid- and near-infrared cameras onboard the SSC, as well as from the Goldstone radar. We compare the Centaur impact features, positively identified in the first two, and with a consistent feature in the third, which are interpreted as a 20 m diameter crater surrounded by a 160 m diameter ejecta region. The images are registered to Lunar Reconnaisance Orbiter (LRO) topographical data which allows determination of the impact location. This location is compared with the impact location derived from ground-based tracking and propagation of the spacecraft's trajectory and with locations derived from two hybrid imagery/trajectory methods. The four methods give a weighted average Centaur impact location of -84.6796\circ, -48.7093\circ, with a 1{\sigma} un- certainty of 115 m along latitude, and 44 m along longitude, just 146 m from the target impact site. Meanwhile, the trajectory-derived SSC impact location is -84.719\circ, -49.61\circ, with a 1{\sigma} uncertainty of 3 m along the Earth vector and 75 m orthogonal to that, 766 m from the target location and 2.803 km south-west of the Centaur impact. We also detail the Centaur impact angle and SSC instrument pointing errors. Six high-level LCROSS mission requirements are shown to be met by wide margins. The Volatiles Investigation Polar Exploration Rover (VIPER) mission is a lunar polar volatiles prospecting mission developed through NASA’s Science Mission Directorate (SMD) Planetary Science Division with launch in late 2023. VIPER’s mission goals are to (1) characterize the distribution and physical state of lunar polar water and other volatiles in lunar cold traps and regolith and (2)provide the data necessary for NASA to evaluate potential return of In-Situ Resource Utilization (ISRU) from lunar polar regions. VIPER will be optimized for lunar regions that receive prolonged periods of sunlight (short lunar nights). The mission duration will be more than 90 Earth days and result in a traverse distance of up to 20 km. The mission includes a rover-borne payload that can locate surface and near-subsurface volatiles, excavate, and analyze samples of the volatile-bearing regolith, and demonstrate the form, extractability, and usefulness of the materials.

VIPER is a lunar volatiles detection and measurement mission that will be launched as a payload on the CLPS (Commercial Lunar Payload Services) provided Astrobotic's Griffin lander to the lunar south polar region. VIPER includes a suite of rover-mounted instruments that will conduct science and map volatiles (especially hydrogen-bearing volatiles). The VIPER rover is also designed to excavate volatiles such as hydrogen, oxygen, and water from the Moon. After landing the VIPER rover will travel to investigate a range of Ice Stability Regions (ISRs) across scales from 100s of meters to kilometers and conduct surface and subsurface assessment of lunar water and other volatiles. The VIPER science mission team will use the instrument data to characterize the nature of the volatiles in the area and to extrapolate these data to create global lunar water resource maps. The expected lunar surface mission duration is up to four lunar days, with active surface operations during the periods when both Sun exposure and direct to Earth (DTE) communication conditions overlap. When comm and Sun are not both available, VIPER will go into ‘Safe Haven operations’ and maintain survival temperatures until Sun and comm return. The rover is controlled in near-real time and science decisions are made both tactically (short-term) and strategically (longer-term) to achieve the mission science success criteria and objectives.

NASA’s Artemis program aims to achieve a sustainable lunar presence by 2028. To carry out sustained crewed surface operations, In-Situ Resource Utilization (ISRU), which would use lunar resources (e.g., water) to produce mission consumables, will be critical. Water-bearing materials have been identified at both lunar poles, butthe nature and extent of this resource is not well understood. Identification of the presence of water alone is not adequate for ISRU architecture planning and engineering design. The Lunar Water ISRU Measurement Study (LWIMS) assessed and defined the type, amount, and fidelity of the information and measurements needed to select mining locations for lunar water ISRU and to define requirements for ISRU hardware and architecture development. Current ISRU requirements were used to define a water ‘reserve’ in this context. A measurement plan to achieve these goals includes three key elements; a predictive ‘water favorability’ model to identify and map potential deposits, continued assessment of orbital data, and three types of landed missions to make direct ground measurements. Corresponding mission scenarios and instrument suites will depend on risk posture and timelines for ISRU implementation.

NASA initiated the Commercial Lunar Payload Services (CLPS) program for flights to the lunar surface. Astrobotic was awarded a NASA contract to accommodate NASA payloads onto their Peregrine lander Astrobotic Mission One (ABM-1). ABM-1 is scheduled to land near Lacus Mortis, 44°N 25°E, in 2021. The Near-InfraRed Volatile Spectrometer System (NIRVSS) has evolved over time and was chosen as a NASA payload for ABM-1 and the flight model is scheduled to be delivered to Astrobotic at the end of March 2020.

A critical goal to both science and exploration is to understand the form and location of lunar polar volatiles. The lateral and vertical distributions of these volatiles inform us of the processes that control the emplacement and retention of these volatiles, as well as helping to formulate in-situ resource utilization (ISRU) architectures. While significant progress has been made from orbital observations, measurements at a range of scales from centimeters to kilometers across the lunar surface are needed to generate adequate "volatile mineral models" for use in evaluating the resource potential of volatiles at the Moon. VIPER is a solar and battery powered rover mission designed to operate over multiple lunar days, traversing several kilometers as it continuously monitors for subsurface hydrogen and other surface volatiles. In specific thermal terrain types, including permanently shadowed terrain and locales that permit near-surface ice stability, subsurface samples will be examined for volatile content using a one-meter drill. This talk will provide an overview of the VIPER mission which is scheduled for flight to the Lunar South Pole in December 2022.

The paper presents an overview of the ground rules, assumptions, methodology, operations model, element designs, base site plan, and quantitative findings. These findings include the performance of various regolith and ice resource utilization schemes as a function of base location and lunar surface parameters. The paper closes with short lists of the highest priority experiments and demonstrations needed on the lunar surface to retire key planning unknowns.

The FINESSE (Field Investigations to Enable Solar System Science and Exploration) project is an Ames-led research program administered by NASA’s SSERVI (Solar System Exploration Research Virtual Institute). FINESSE is in its fifth and final year of operations and here we provide an overview of the science and exploration research conducted to date.

Small satellites aren't anything particularly new. Earth orbiting small satellites go back 30 years or more. What is new is the proliferation and access to small satellite technologies and flight opportunities. This has been in large part due to the advent of the "cubesat" model, initially a means to develop student's engineering skills, but has since evolved into an industry and accepted method within government space agencies. Until very recently these smallsats were limited to Earth orbiting missions, but with the successful flight of the MarCO spacecraft and the upcoming launch of EM-1 cubesats, the Moon, Mars and beyond are now within reach. While all this is good news, we still have a ways to go before smallsats become true planetary science tools. One could argue that Deep Space 2 was the first planetary smallsat, launched in 1999 and having a mass of 2.3 kg (each probe) it hoped to demonstrate that "real" science could be done with a small (and less expensive) package. The DS2 failure shelved the idea of smallsats (even chilling some to "Class D" planetary missions in general) for nearly two decades. NASA has slowly come back around to smallsats for planetary missions, going so far as to support a range of mission studies (the Planetary Science Deep Space SmallSat Studies, or PSDS3, Program) and the creation of a new Program (SIMPLEx) to developed such missions for opportunistic flights. The MarCO success was hugely important in maintaining (and building) this forward momentum. However, we still have yet to demonstrate "real" science from a planetary smallsat and there are some fundamental disconnects between expectation and reality. This talk will discuss some of the opportunities and challenges that reside with planetary smallsats, focusing on two examples: LunaH-Map (the first SIMPLEx cubesat) and Aeolus (a Mars PSDS3 smallsat concept).
