Abstract Catchment floods are more challenging due to intensive urbanization and climate change. Enlightened by the Low Impact Development (LID), China initiated the Sponge City Program (SCP) to transform Urban Flood Management (UFM) to be more environmentally friendly in 2013. The China National Government (CNG) has subsidized municipal SCP facilities to enhance urban flood resilience while delivering multiple co‐benefits for urban ecosystems and social well‐being. Recent floods at Schleiden (Germany), Arizona State (USA), and Zhengzhou (China) in 2021 reflected the necessity of Catchment Flood Management (CFM) to cover the whole catchment scale. The SCP, designed to handle small‐scale urban pluvial floods, has brought concerns when facing larger‐scale fluvial floods after the Zhengzhou 2021 flood. Indeed, catchment‐scale Natural Flood Management (NFM) can manage fluvial floods while improving flood adaptations sustainably from upstream to downstream reaches. This research develops a new framework named the Sponge Catchment Management Plan (SCMP), including structural and Nonstructural elements. On the structural side, the SCMP framework integrates NFM with the SCP and Grey Engineering (GE) for reducing the fluvial flood discharge peaks in the whole‐catchment scale. On the nonstructural side, the SCMP encourages collaborative governance, revising technical standards, and improving “bottom‐up” participation. This research used Semi‐Structured Interviews (SSIs) and a Focus Group Approach (FGA) to explore 62 professional and Nonprofessional stakeholders’ perspectives on the SCMP framework. Some professional respondents did not know much about the NFM and were worried about the effectiveness of this practice. But most interviewees supported the SCMP pilot work and shared the co‐benefits from the NFM. This case study at the SW China, Guiyang, could be a lesson to encourage other Chinese cities further implement SCP to improve catchment‐scale flood resilience.

Achieving urban flood resilience at local, regional and national levels requires a transformative change in planning, design and implementation of urban water systems. Flood risk, wastewater and stormwater management should be re-envisaged and transformed to: ensure satisfactory service delivery under flood, normal and drought conditions, and enhance and extend the useful lives of ageing grey assets by supplementing them with multi-functional Blue-Green infrastructure. The aim of the multidisciplinary Urban Flood Resilience (UFR) research project, which launched in 2016 and comprises academics from nine UK institutions, is to investigate how transformative change may be possible through a whole systems approach. UFR research outputs to date are summarised under three themes. Theme 1 investigates how Blue-Green and Grey (BG + G) systems can be co-optimised to offer maximum flood risk reduction, continuous service delivery and multiple co-benefits. Theme 2 investigates the resource capacity of urban stormwater and evaluates the potential for interoperability. Theme 3 focuses on the interfaces between planners, developers, engineers and beneficiary communities and investigates citizens’ interactions with BG + G infrastructure. Focussing on retrofit and new build case studies, UFR research demonstrates how urban flood resilience may be achieved through changes in planning practice and policy to enable widespread uptake of BG + G infrastructure.

River-wetland corridors form where a high degree of connectivity between the surface (rheic) and subsurface (hyporheic) components of streamflow creates an interconnected system of channels, wetlands, ponds, and lakes. River-wetland corridors occur where the valley floor is sufficiently wide to accommodate a laterally unconfined river planform that may feature morphologically complex, multi-threaded channels with vegetated bars, islands, and floodplains. River-wetland corridors can develop anywhere there is valley expansion along a drainage network, from the headwaters to estuaries or deltas, and they are found across all latitudes and within all biomes and hydroclimates. River-wetland corridors may be longitudinally continuous but are commonly interspersed with single-thread reaches in narrower portions of the valley. The development and persistence of river-wetland corridors is driven by combinations of geologic, biotic, and geomorphic processes that create a river environment that is diverse, heterogeneous, patchy, and dynamically stable, and within which patterns of flow, sediment features, and habitats shift continually. Hence, we describe these polydimensional river corridors as “kaleidoscope rivers.” Historically, river-wetland corridors were pervasive in wide, alluvial valley reaches, but their presence has been so diminished worldwide (due to a diverse range of anthropogenic activities and impacts) that the general public and even most river managers are unaware of their former pervasiveness. Here, we define river-wetland corridors as a river type; review paleoenvironmental and historical records to establish their past ubiquity; describe the geologic, biotic, and geomorphic processes responsible for their formation and persistence; and provide examples of river-wetland corridor remnants that still survive. We close by highlighting the significance of the diverse river functions supported by river-wetland corridors, the consequences of diminution and neglect of this river type, and the implications for river restoration.
