We examine how legislative representation and issue activism change as parties polarize on an issue by examining immigration politics in the U.S. House. Using an original data set of the policy positions in immigration bills from 1983 to 2014, an original coding of email newsletters from 2010 to 2020, and existing speech data, we show that increased partisan disagreement on immigration and the sorting of immigrants into the Democratic Party changed the way lawmakers represent their districts on that issue. Larger foreign‐born populations consistently have representatives who take pro‐immigration positions, but the effect has changed from a direct effect to one mediated by partisanship. Issue attention also became asymmetrical, with Democratic lawmakers who represent more immigrants being more active on immigration policy, but no such relationship for Republicans. This suggests that for Democrats, immigration is a distributive issue driven by geographically concentrated “policy demanders” but for Republicans, it is a partisan issue that is less connected to geography. We examine policymakers' nuanced strategies of digital agenda setting during times of lawmaker uncertainty versus anticipated policy communication. Whereas existing agenda‐setting studies tend to focus on how policymakers allocate attention to preferred policies, we explain how policymakers react to an issue in a digital media climate where the expectation is engagement. We explore the dynamics of digital agenda setting with U.S. senators' Twitter activity in response to the unexpected document leak overturning Roe v. Wade and the anticipated, subsequent Supreme Court decision. Policymakers across the political spectrum quickly reacted to both events, capturing shared policy attention, yet did so with variable response times and differing frames for the issue. We argue that when the agenda rapidly contracts and issues become salient on Twitter, the uncertainty, time, and tenor of lawmakers' response tell us about their policy‐making priorities. Punctuated attention cycles churn fast in a digital climate, but even amid these quick, attention‐grabbing news cycles, the nuance of those moments and policy uncertainty suggest that rhetorical agendas differ when galvanizing events are anticipated. How policymakers convey their agenda when the media environment incentivizes lawmakers to respond regardless of issue prioritization is fundamental to understanding policy attention by lawmakers operating a digital media environment. Lawmakers who can supply themself with information to manage complex problems are at an advantage, but equally important is the filtering and contextualizing of applicable information. Members of Congress manage a deluge of policy and political information, and this short paper examines one strategy members of Congress use to mitigate that burden—by investing in reference material and news media to filter and summarize the policymaking environment. Using congressional disbursement data from the 116th and 117th Congress, I explain how institutional experience is associated with an office's choice to invest in more information filtering. Freshman members of the House are more likely to turn to news media or publications to provide insight into the congressional agenda, offer political context, and prioritize issues of importance. Reference investment is not tied to partisanship, ideology, lawmaking capacity, or previous office, but those junior offices who need to get up to lawmaking speed invest in external information filtering. These results illuminate how central institutional knowledge is to lawmaking in Congress, and how much an office is willing to invest to mitigate that weakness. [ABSTRACT FROM AUTHOR]

The article argues that presidents exchange fiscal transfers for political support from governors. One aspect of that exchange, legislative support, is explored. It is argued that governors pressure national legislators from their province to vote for the president's agenda in exchange for discretionary transfers. Using roll-call votes, the effect that discretionary transfers have on the vote of Argentine national legislators on the president's legislative agenda is estimate. A positive correlation is found between transfers and the vote for the president's legislative agenda, although the effect is different in deputies and senators. [ABSTRACT FROM AUTHOR]

Introduction: The sharing of research findings through communications at congresses and publications is essential for the dissemination of scientific knowledge. The aim was to determine the percentage of communications presented the biennial meetings of the Sociedad Española de Neonatología (SENeo, Spanish Society of Neonatology) eventually published as full-text articles in indexed peer-reviewed journals and their bibliometric characteristics. Material and methods: We conducted a cross-sectional study by reviewing the abstracts from the oral communications (OCs) in the 2017, 2019 and 2021 SENeo congresses. Then we searched for the authors in the MEDLINE and Scopus databases. We collected data on the authors, type of OC and bibliometric characteristics. Results: The sample included 525 OCs, and we found a publication rate of 40.38% corresponding to 212 publications, 78.8% of them in international journals. The most frequent journal of publication was Anales de Pediatría. The median and interquartile range values for the impact factor, quartile and number of citations were 2.86 (1.96–3.98), 2 (1−3) and 3 (0−7), respectively, with a remarkable increase in the impact factor for the most recent congresses. The median time elapsed to publication was 10 months (IQR, 1–23). The proportion published was higher for multicentre studies and those with a respiratory topic. Conclusions: The frequency of publication for OCs submitted to SENeo congresses was similar to the frequency of publication for other paediatric congresses, with an impact factor that was above the mean of the congresses under study. The proportion of publication was higher for studies with a multicentre design or a respiratory topic. Resumen: Introducción: La divulgación de una investigación, mediante comunicaciones en congresos y publicaciones en revistas científicas resulta fundamental para la transmisión del conocimiento adquirido. El objetivo del estudio fue determinar el porcentaje de comunicaciones de los congresos de la Sociedad Española de Neonatología (SENeo) que son publicados en revistas indexadas y sus características bibliométricas. Material y métodos: Se diseñó un estudio transversal, obteniendo datos de las comunicaciones orales (CO) presentadas en los congresos de la SENeo de 2017, 2019 y 2021. Se realizó búsqueda por autor en Medline y Scopus. Se recogieron datos sobre los autores, tipo de CO y características bibliométricas. Resultados: Fueron recopiladas 525 CO con una tasa de publicación de 40,38% (212 publicaciones), correspondiendo un 78,8% a una revista internacional. Anales de Pediatría fue la revista más utilizada. Las medianas y rangos intercuartílicos del factor de impacto, cuartil y número de citaciones fueron de de 2,86 (1,96−3,98); 2 (1−3) y 3 (0−7), respectivamente, con un progresivo aumento del factor de impacto en los últimos congresos. El lapso hasta la publicación tuvo una mediana de 10 meses (RI: 1–23). La tasa de publicación fue mayor en caso de temática respiratoria y estudios multicéntricos. Conclusiones: Las CO enviadas a los congresos de la SENeo tuvieron una tasa de publicación similar a otros congresos pediátricos, obteniendo un impacto en la literatura superior a la media de los congresos estudiados. Los estudios multicéntricos y aquellos sobre temática respiratoria obtuvieron mayor tasa de publicación.

Policy makers often struggle to adapt and respond to the uncertainties and ambiguities associated with new and emerging technologies. In such situations decision makers often widen their search for information and acquire more expertise in order to better define complex problems and to understand the potential consequences of proposed alternatives. I argue that acquiring information also carries social and symbolic value: having reports and other kinds of information provided to you signals that you are a policy maker important and influential enough to keep informed. The Office of Technology Assessment (OTA) provided the US Congress with nonpartisan reports on technology‐related issues from 1972 until 1995 when its funding was zeroed out. Using data on all OTA reports published from 1974 to 1995, I find evidence that, while almost every committee requested at least one report, the reports largely were concentrated among a few committees in each chamber. The committees more likely to request reports also tended to be lower in prestige among members; acquiring OTA reports thus helped raise the committee leaders' profile on science and technology‐related issues but was not directly related to the surrounding issue environment or immediate legislative efforts. OTA reports also were concentrated on a relatively small number of policy issues, which further suggests inequalities in the dynamics of expertise in policy making. [ABSTRACT FROM AUTHOR]

Several theories of policy change posit that the politics of defining and prioritizing problems differs from the politics of devising and selecting solutions. The former involves simplifying through heuristics like indicators and ideology while the latter incorporates policy analysis and expertise to a greater degree. By employing two large datasets of U.S. congressional hearings to analyze policymakers' behavior of sending political messages, which we call "grandstanding," we offer two findings. First, consistent with our hypotheses, grandstanding is more prevalent when committees are focused on new and emerging problems than when committees examine proposed alternatives or the implementation of existing policies. Second, the cognitive dynamics of problem solving and the incentives to grandstand vary depending on policy issues considered in hearings. Our analysis helps put dissatisfaction with contemporary U.S. policymaking in context: a rise in "messaging politics" derives at least in part from an increased focus on contesting the problem space in agenda‐setting venues. La prospectiva reconoce una larga tradición en Argentina iniciada por el Modelo Mundial Latinoamericano de la Fundación Bariloche, allá por la década del 70´. Desde entonces, la disciplina ha tenido avances y retrocesos a lo largo del tiempo, pero desde los años 2000 en adelante, se experimenta una recuperación y revalorización por la dimensión de futuro en la ecuación de toma de decisión. La comunidad argentina de prospectivista crece año a año, en cantidad y calidad de los estudios de prospectiva desarrollados e implementados, y los Congresos Prospecta se han transformado en un clásico encuentro entre los estudiosos y practicantes de dicha disciplina. El primer Congreso Nacional de Prospectiva – Prospecta Argentina fue realizado en el año 2012 en Mendoza organizado por el Centro de Estudios Prospectivos de la Universidad Nacional de Cuyo junto al Ministerio de Ciencia, Tecnología e Innovación de la Nación. Posteriormente, se realizaron las ediciones 2014, 2017, 2022 y hasta llegar a esta última edición del 2024 organizada por la Facultad de Agronomía de la Universidad Nacional de La Pampa. El acento de esta nota está puesto en compartir los debates centrales y acuerdos alcanzados en el último Congreso Nacional de Prospectiva – Prospecta Argentina 2024. Encuentro donde expertos, académicos, consultores y referentes analizaron desafíos y oportunidades que enfrenta la prospectiva y sus campos de aplicación en los próximos años. Se abordaron temas como la prospectiva agrícola y alimentaria, la prospectiva social y de la educación, la prospectiva territorial y ambiental, la gobernanza y política prospectiva, la prospectiva económica y desarrollo sostenible, la prospectiva en innovación y tecnología, y el Pensamiento Latinoamericano en Prospectiva. Los participantes destacaron la importancia del desarrollo de capacidades prospectivas para enfrentar los retos futuros y contribuir al desarrollo nacional y regional. La nota es una contribución al acervo de la disciplina en Argentina.

En este artículo se tiene por objetivo acercarnos a lo que supuso el Congreso de Educación de febrero 2024 en el Auditorio de IFEMA en Madrid. Un Congreso que se vino trabajando con anterioridad desde los distintos paneles de experiencias, y que manifestó la pasión educativa de todos los ámbitos. La metodología concreta que se ha llevado a cabo se centra en una participación preparatoria, con una línea claramente transformadora y humanizadora que se dio en nuestra Diócesis; específicamente en una exposición fotográfica “al límite" en la Catedral de Coria. Es importante educar para la realidad, que pone ante nosotros personas reales en su hoy y ahora, con sus potencialidades, características y determinaciones. La ERE puede desempeñar un papel importante en el desarrollo de una conciencia ética y social. El Congreso supuso una reflexión educativa a nivel nacional, que marcó un momento álgido para mostrar que la participación de todas las dimensiones educativas de la fe es el camino, y que la Enseñanza Religiosa Escolar enriquece el currículo educativo. Tenemos la obligación de seguir construyendo juntos el post congreso, bajo el fundamento de una educación integral de inspiración cristiana.

La juventud ha sido protagonista de las distintas movilizaciones sociales en América Latina (Amador-Baquiro, Muñoz-Gonzales, 2020) , su participación en estos espacios de protesta ha rebatido la hipótesis sobre su apatía política y ha confirmado que la población joven se inclina hacía mecanismos informales de participación (Dunlop et. al, 2021; Cross y Young, 2008), según esto los jóvenes prefieren vincularse a partidos y organizaciones con la idea de “new politics” y no afiliarse a instituciones políticas tradicionales. No obstante, su adscripción a partidos políticos sigue siendo relevante para la supervivencia de las mismas estructuras partidistas, que necesitan presentar rostros nuevos para que los jóvenes se sientan identificados y, porque su visión en espacios de representación es necesaria. El objetivo de capítulo es analizar las afiliaciones partidistas de los jóvenes en las elecciones al Congreso en Colombia en 2022, a partir de la división de los grupos etarios de los y las candidatas a elecciones y constatar si la hipótesis de frente a las preferencias de afiliación de candidatos jóvenes en partidos nuevos pequeños y de tendencia ideológica de izquierda (Belschner, 2022), así como, indagar si persiste la desigualdad de género en los candidatos y candidatas en este grupo etario.

This article consists of an analysis of the opening lectures delivered by two female educators at the First International Feminist Congress held in Buenos Aires in 1910. The first speech, of liberal character, was given by Argentine Ernestina López, and the second, with anarcho-socialist elements, by Chilean María Espíndola de Muñoz. With a gender-focused approach to the research of the history of education, a critical analysis of said speeches has been conducted from a Laclausian perspective, identifying topics in which the relevance of women's education on their emancipation prevails. Within this epochal mood, the emerging social movement sheds light internationally on criticism of the patriarchal model from a perspective of rights in which meanings of education in women's construction as social, political, and cultural beings are configured. 2023 was a very particular and significant year in Peru. It was the year of Dina Boluarte's government, who, as vice president, succeeded the ousted Pedro Castillo at the end of 2022 to complete the 2021-2026 presidential term. Remarkably, given the experience of Castillo's government, the circumstances of his impeachment by Congress, and the characteristics of Peruvian political dynamics post-2016, the expected scenario was the continuation of a dynamic of polarization and political and social confrontation. Unexpectedly, we witnessed the formation at the heights of institutional politics of a majority that crosses right-wing and left-wing groups, centered around conservative and populist values opposed to various institutional reform initiatives implemented in recent years, accompanied by relative citizen demobilization. Although this seriously delegitimized the government and Congress, the absence of viable short-term alternatives generated relative stability. The problematic aspect is that Peru's fragile democracy seems to be captured "from below" by various local leaders and particularistic interests, a consequence of the extreme weakness of political parties, constituting a peculiar and dangerous path of democratic deterioration. en el presente artículo se explora el alcance que tuvieron tanto la fundación de la Ciudad de Nuestra Señora de Guadalupe y la provincia de Tecpan en el movimiento insurgente encabezado por José María Morelos entre 1811 y 1813. Así, la pregunta central del texto es el porqué del uso de estas instituciones de Antiguo Régimen durante el proceso independentista. Ambos sucesos se dieron en un momento en el que la insurgencia se encontraba en una fase de institucionalizar el movimiento rebelde, cuyo propósito no era otro que controlar la dirección de la fuerza militar. Para tal efecto, revisamos el fondo Operaciones de Guerra del Archivo General de la Nación de México, al igual que varias compilaciones documentales sobre la Independencia en la Nueva España, que en su mayoría tratan sobre la actividad militar, política y administrativa de Morelos. Los resultados de la investigación permitieron colegir que el proceso de institucionalización de un espacio gracias a la ciudad y la provincia permitió no solo afianzar un gobierno insurgente dentro de ese territorio, sino también, instaurar el Congreso en Chilpancingo.

Este artículo presenta los principales resultados del IV Congreso Centroamericano de Filosofía y el XIII Congreso Centroamericano de Filosofía, el cual se realizó del 15 al 17 de noviembre de 2023, en la Escuela de Estudios Generales, la Universidad de Costa Rica. El congreso llevó como lema Filosofía: crisis y perspectivas. El proyecto fue inscrito en la Vicerrectoría de Acción Social para el número de proyecto ED-3628. Los resultados se presentan con base en el proyecto aprobado, así que se hace un recuento del cumplimiento de objetivos y metas. Además, se complementa su evaluación mediante un cuestionario realizado a los participantes del congreso y se ofrecen aquí sus resultados.

Un avance hacia la internacionalización de SCELE.

La narrativa en contra de las autoridades electorales hace que surja el interés en demostrar si está acompañada de acciones que pongan en riesgo la autonomía institucional. Se argumentará que la reforma político-electoral de 2014 generó un efecto indeseado consistente en el uso del presupuesto como herramienta de control por parte de los poderes locales, así como de los medios de impugnación por parte de los organismos públicos locales electorales (OPLE) para defenderse. Además, se establecerá que las reducciones presupuestales van al alza y que existe una relación entre este fenómeno y el partido del cual emanan los poderes locales. Por último, se determina que el Tribunal Electoral del Poder Judicial de la Federación (TEPJF) ha contribuido a validar situaciones de subordinación.

A pesar de las críticas frecuentes en la prensa y en los debates públicos hacia la legitimidad electoral de los parlamentarios argentinos o hacia su desempeño legislativo, una serie de actores identificaron en el Congreso una institución central en el juego político que podía ser susceptible de atender las demandas de sectores de la sociedad civil a finales del siglo XIX. Este trabajo explora las imágenes del funcionamiento del Congreso en tres momentos de la vida política argentina entendidos como vías de entrada a los debates sobre el “prestigio” parlamentario, el desempeño de los legisladores y el rol de la propia institución: la Revolución del Parque, el denominado “golpe de estado” de 1908 y las sesiones parlamentarias dedicadas a la reforma electoral a lo largo de 1911. Este artículo dirige también su atención hacia las relaciones que se construyeron entre estos sectores diversos y el Congreso en estas coyunturas particulares.

We examine the strategic use of contract and in‐house lobbyists by interest groups in response to shifting policy agendas. The role that lobbyists play in the policy process changes based on the policy agenda. Most of the time, subsystems manage small changes to public policy, rewarding actors with long‐term relationships. Organizations with a deep interest in the issue area maintain permanent lobbying presences, earning some degree of privilege over policymaking. However, when the broader macropolitical agenda lurches toward the issue, new participants become involved. New participants often lack the lobbying expertise of the in‐house lobbyists of established actors. Contract lobbyists play a critical role in providing spare capacity on‐demand, allowing participants not normally involved in subsystems to lobby. They also allow the best‐resourced actors, who may employ a long‐term lobbying presence, to further expand it when necessary. We test this theory using a new dataset of the lobbying content of 1,370,396 bill mentions in U.S. lobbying disclosure reports by 11,842 organizations from 2006 to 2016. We compare their policy agenda to that of the U.S. Congress. We find strong evidence that organizations hire contract lobbyists to respond to brief moments of agenda setting while permanent in‐house lobbyists have a more stable agenda. [ABSTRACT FROM AUTHOR]

En 2024, la Conferencia Episcopal Española organizó un congreso titulado "La Iglesia en la educación. Presencia y compromiso", reflejando las recientes iniciativas educativas de la Iglesia universal, tales como la emergencia educativa de Benedicto XVI, el pacto educativo global de Francisco, y el documento de la Congregación de la Educación Católica sobre la identidad de las escuelas católicas y la cultura del diálogo. Este artículo presenta una crónica del congreso, el cual reunió a 1.200 participantes que compartieron buenas prácticas y reflexiones sobre la tarea educativa de la Iglesia. El artículo aborda el contexto eclesial global, analiza la acogida del congreso de 2024, presenta las ponencias y explora los ámbitos de presencia y compromiso trabajados en el mismo. This study analyzes the Peruvian party system between 2001 and 2016 and its effects on the functioning of the Congress of the Republic through different indicators of legislative activity, such as normative production, revision of decrees, and control of the executive and partisan conformation of the legislature and its governing bodies, among others. As a result, different stages in executive-legislative relations are evidenced, with a marked distancing and final isolation of the ruling party, which tends to increase instability and difficulty in deploying its government agenda. Congress had a high degree of instability, volatility, and growing difficulties in articulating majorities that would allow it to carry out its functions as a legislative power. The low institutionalization of the party system and the precarious structuring of these organizations explain, at least partially, the limiting effects on the functioning of the executive and legislative branches and their progressive distancing. Para seguir dando soluciones a los grandes retos de presente y futuro de la sanidad y a las necesidades cambiantes de los pacientes, debemos tener una atención primaria reforzada y coordinada, que cuente con el apoyo decidido de la Administración, y que abrace los avances tecnológicos y digitales sin renunciar a la presencialidad. Ahora más que nunca, la farmacia comunitaria debe reivindicar su compromiso con los pacientes y su vocación de fortalecer la atención primaria, apostando por su valor clínico. Son estos precisamente los dos puntos sobre lo que descansa el lema del XI Congreso Nacional de Farmacéuticos Comunitarios y IV Reunión Internacional de Farmacéuticos Comunitarios, que SEFAC celebra del 16 al 18 de mayo en Las Palmas con la colaboración del Colegio Oficial de Farmacéuticos de Las Palmas; tres intensas jornadas científico-profesionales en las que ponentes de primer nivel nacional e internacional impartirán contenidos basados en la evidencia científica, la práctica profesional y la actualidad sanitaria de la farmacia comunitaria.

El presente artículo se basa en una investigación dirigida a servir como insumo de ilustración al Proyecto de Ley 219/23C-309/23S “Por medio del cual se prohíben en todo el territorio nacional, el desarrollo de las actividades de corridas de toros, rejoneo, novilladas, becerradas y tientas, encierros y suelta de vaquillas, así como los procedimientos utilizados en estos espectáculos, tanto en el ámbito público como en el privado” (Cámara de Representantes, s. f.), generando cifras sobre el número de corridas o novilladas lidiadas por toreros o novilleros entre el 1 de enero de 2012 y el 20 de noviembre de 2023. La motivación de la investigación se da en el marco de las discusiones del citado proyecto de ley en el Senado, así como en proyectos anteriores sobre la misma materia, en los cuales se ha venido presentando un continuo debate y dudas sobre el artículo del proyecto de ley, que trata sobre la reconversión económica de las personas que demuestren que sus ingresos y sustento económico principal se deriva de las actividades sujetas de prohibición.

Recently, the Biden administration banned federal agencies from using the phrase "illegal alien," replacing it with a less dehumanizing expression (e.g., noncitizen, undocumented immigrant, etc.). This article delves into the origins of the alien reference by surveying the case of the DREAMers—a small subset of immigrants brought to the United States as children. Designated as aliens in the broader immigration context, the DREAMers epitomize a problematic narrative depicting the overall "otherness" as deep‐seated in America. I impose Agamben's image of the homo sacer onto the conceptualization of otherness to frame the DREAMers as alienated (exempted from the limits of the political state), waiting to enter society through formal legislation. Critically examining the narratives of policy makers in Congress, I study how political elites use language to reinforce existing power structures. Como cada año, el Congreso Internacional de la Academia Mexicana de Investigación Turística (AMIT) congrega a especialistas de turismo del país y del extranjero. Este evento reúne a investigadoras(es) y estudiantes interesados en el campo del turismo y afines, quienes asisten cada año para presentar los avances de sus investigaciones e intercambiar ideas para enriquecer el conocimiento. Después de dos años de realizar el Congreso de manera virtual, era necesario restablecer el contacto humano, de ahí que esta decimosexta edición significó un reinicio y un emotivo reencuentro después del vendaval que ocasionó la pandemia del COVID-19.

This article analyzes the impact of partisanship under divided government on the approval process of the US-Colombia–Trade Agreement (FTA). Focusing on the case of the FTA between the United States and Colombia, this study examines how partisan and ideological dimensions in the executive and legislative branches shape trade policy decision making. Drawing on existing literature, this study explores the determinants of FTA approval under divided governments using individual and district-level characteristics. In this case, the findings indicate that party affiliation significantly influences members of Congress’ voting behavior on FTAs, with Democrats generally being more skeptical and Republicans more supportive. The article also explores how changes in government positions and the presence of a divided government affected President Barack Obama’s stance on the FTA, highlighting the importance of republican support in Congress. Overall, this research contributes to the understanding of the relationship between divided government and FTA approval, shedding light on the role of partisanship and ideology in shaping US trade policy. Este editorial presenta la agenda y los resultados del 2º Congreso internacional de la innovación y la tecnología en Educación, celebrado en la Universidad Andina Simón Bolívar, sede Ecuador, que llevo por título Hacia los nuevos escenarios en la Educación. El congreso se articuló en torno a conferencias magistrales, ocho mesas de ponencias sobre (1) Tecnología educativa, (2) Innovación curricular y didáctica, (3) Metodologías innovadoras y ambientes de aprendizaje, (4) Formación del profesorado y desarrollo profesional docente, (5) Filosofía, sociedad y Educación, (6) Educación intercultural e inclusiva, (7) Educación no formal, continua y profesional, y (8) Perspectivas innovadoras de didáctica de la Lengua, y talleres. En total, se desarrollaron once conferencias magistrales de colegas de nueve universidades nacionales e internacionales, se presentaron 40 ponencias y se realizaron seis talleres .

Since 2016, Peru has had seven presidents and has experienced two irregular dissolutions of Congress. How to explain this high political instability? This essay identifies the weakness of the Peruvian party system as the root cause of this political instability. This essay argues that the attack on political institutions in Peruvian politics was latent and with a high probability of breaking into the political scene given the significant weakness of Peruvian parties. Another factor that kept the assault on political institutions latent is the accentuated rivalry among Peruvian political parties. The weakness of the party system, which manifests itself with high volatility, contributed to the emergence of a wide imbalance of power among them. One of these parties (Popular Force) took advantage of this power imbalance for its own benefit to vacate a president and opened the opportunity for a relatively unknown politician to come to power (former President Martín Vizcarra). Vizcarra, a politician with legal issues, found the assault on political institutions effective to weaken his critics and gain popularity. Once the institutional deterioration intensified, as a result of these attacks, political instability amplified and led to more conflict and instability. [ABSTRACT FROM AUTHOR]

Entre el 23 y el 27 de enero de 2023 se celebrará en la Faculdade de Letras de la Universidade do Porto (Portugal) el VI Congreso Iberoamericano de Filosofía, promovido por la Red Iberoamericana de Filosofía (RIF), la Sociedade Portuguesa de Filosofia (SPF) y el Instituto de Filosofia da Universidade do Porto (IF-UP). Bajo el título Verdad, justicia, libertad. Pespectivas plurales de la filosofía (Verdade, Justiça, Liberdade. Perspetivas plurais da Filosofia) el VI Congreso Iberoamericano de Filosofía quiere ofrecer un punto de encuentro a toda la red de comunidades filosóficas de los países de Iberoamérica, justo en un momento en que a nivel mundial la filosofía está cobrando gran protagonismo.

This article contains the project for the organization of the IV National Philosophy Congress, a proposal of the Costa Rica Philosophy Association , with the support of the Cartago Circle and the Costa Rica Academy of Philosophy. It will take place simultaneously with the XIII Central American Congress of Philosophy, organized by the Central American Philosophy Association. This project was presented to the Philosophy Section of the School of General Studies (University of Costa Rica) , and was approved by the School, which is the one that convenes the conference. The event is organized by the University of Costa Rica , together with the abovementioned associations, and will take place November 15-17, 2023. Other public universities and institutions will participate in the event.

Este trabajo analizó el impacto para la disciplina del XIII Congreso Panamericano de Educación Física, realizado en Colombia en 1991. Se adoptó una perspectiva sociohistórica con énfasis en la historia social del conocimiento y de los expertos. La investigación se centró en los conocimientos transmitidos, el papel de los expertos y el papel de las instituciones en el congreso. Se identificaron tres tipos de discursos. Uno compuesto de ideas provenientes de las ciencias de la educación; otro, conformado por saberes y enunciados provenientes del universo biomédico, y un tercero integrado por ideas sociopolíticas relacionadas con la teoría crítica social contemporánea. En la circulación de estos discursos, los expertos y las instituciones internacionales tuvieron un papel fundamental.

La previsión constitucional para afrontar situaciones de emergencia contenida en el art. 116 de la Constitución requiere del acompañamiento de la Ley Orgánica 4/1981, de 1 de junio, integrante del bloque de constitucionalidad, y que ha descrito de forma desglosada las diferentes causas que habilitan para la declaración de cada uno de los estados previstos en la norma constitucional. Sin embargo, el Tribunal Constitucional ha propiciado que los fundamentos para la adopción de dichos estados sean no tanto las situaciones causales, cuanto los mecanismos para su adopción y control, así como sus efectos. Con ello, el “nuevo” derecho constitucional de emergencia se ordena en torno a la intensidad de las medidas que hay que adoptar, en la función de control del Congreso sobre el Gobierno e, indirectamente, en la pérdida de poder de las comunidades autónomas, que ven diluidas sus competencias ordinarias en los casos de emergencia.

La Facultad de Educación de Cuenca (Universidad de Castilla-La Mancha) acogió el viernes 11, sábado 12 y domingo 13 de noviembre de 2022 la tercera/undécima edición del Encuentro Internacional de Docentes de Música/Jornadas de Didáctica de la Música y Musicología. Se inscribe en el festival internacional de música y arte Estival Cuenca, más en concreto en su apartado Estival Científico. En primer lugar, cabe destacar el hecho de que las 120 inscripciones puestas a disposición de los interesados se agotaron un mes antes de la celebración de este congreso. La matrícula era gratuita para alumnos y docentes de la UCLM y tuvo un precio simbólico de diez euros para el resto de asistentes. Organizado por Estival Cuenca y la Universidad de Castilla-La Mancha, actuaron como patrocinadores el Consorcio Ciudad de Cuenca, el Departamento de Didáctica de la Educación Física, Artística y Música de la UCLM, la sede de Cuenca de la Universidad Internacional Menéndez Pelayo (UIMP) y la Facultad de Educación de Cuenca. También colaboraron en el mismo el Pub Los Clásicos, La Edad de Oro, el Restaurante El Coto de san Juan Plaza Mayor, la empresa de catering La era verdadera, Solventuri y el Hotel Torremangana. El diseño del cartel recayó en el CIDI (UCLM).

In Peru, the Constitutional Court has jurisdiction to resolve unconstitutionality and conflicts processes in a single instance, and must do so through the interpretation of constitutional norms, as it is the highest body of control and interpretation of the Constitution. This research analyzes the position assumed by the Court in the face of conflicts between Congress and the Executive Power during the unstable political period 2016-2021. In the control of the laws and the modifications to the Rules of Congress approved by the parliamentary majorities elected in 2016 and 2020, the dissolution of Congress decreed on September 30, 2019 by the Executive and the vote of confidence, established important guidelines of constitutional interpretation; however, this did not occur in matters such as the control of the presidential vacancy due to permanent moral incapacity, the extraordinary emergency decrees issued by the Government while the dissolution of Congress lasted and the rules incorporated in the New Constitutional Procedural Code on votes in the Court for the resolution of constitutional processes. La presente investigación analiza la producción legislativa llevada a cabo durante el segundo mandato de Alan García desde un punto de vista cuantitativo. Para ello, se exponen las principales potestades del ejecutivo y congreso así como el sistema partidario peruano en el quinquenio 2006- 2011 y su evolución. Posteriormente se analizan las tasas de éxito de los proyectos de ley presentados en dicho período. Aparentemente, la elevada y creciente fragmentación partidaria dificultó la aprobación de proyectos de ley tanto los provenientes del oficialismo como de la oposición. Asimismo, el ejecutivo tendió al empleo elevado del decreto, práctica no obstante frecuente en el Perú. Todo ello, enmarcado en un sistema partidario altamente fragmentado y con escasa institucionalización, lo que estaría propiciando un rol secundario para las organizaciones partidarias en el sistema político respecto al papel que quizá debieran desempeñar en otras circunstancias.

En el Perú, el Tribunal Constitucional tiene competencia para conocer y resolver procesos de inconstitucionalidad y de conflicto competencial en única instancia, y debe hacerlo a través de la interpretación de las normas constitucionales, en tanto es el máximo órgano de control e interpretación de la Constitución. En la presente investigación se analiza la posición asumida por el Tribunal ante los conflictos entre el Congreso y el Poder Ejecutivo durante el inestable periodo político 2016-2021. En el ámbito del control de las leyes y las modificaciones al Reglamento del Congreso aprobadas por las mayorías parlamentarias elegidas en 2016 y 2020, la disolución del Congreso decretada el 30 de septiembre de 2019 por el Ejecutivo y las cuestiones de confianza, estableció importantes lineamientos de interpretación constitucional; sin embargo, ello no ocurrió en temas como el control de la vacancia presidencial por permanente incapacidad moral, los decretos de urgencia extraordinarios dictados por el Gobierno mientras duró la disolución del Congreso y las reglas incorporadas en el Nuevo Código Procesal Constitucional sobre las votaciones en el Tribunal para la resolución de procesos constitucionales.

El siguiente artículo analiza, a partir de una historia social, política y cultural de la educación, el Cuarto Congreso Panamericano de Educación Física realizado en Colombia en 1965. Focaliza la indagación en los saberes transmitidos, las propuestas pedagógicas seleccionadas y las críticas realizadas a ciertas tradiciones disciplinares en dicho espacio académico. Asimismo, el trabajo explora quienes fueron los participantes, sus trayectorias institucionales y los modos en que fueron utilizados y habitados los espacios físicos en dicho congreso. Nuestra hipótesis sugiere que el evento académico —el primero de su tipo en Colombia— no solo se convirtió en un lugar de intercambio y circulación de saberes, propuestas pedagógicas y expertos, sino que fundamentalmente fue un terreno de legitimación de la especialidad y de validación de sus intervenciones y acciones dentro y fuera del Estado.

The 1st World Telehealth Congress took place in Torre del Mar (Malaga) in 2022. It was organised by the Spanish Association of Health Communication and brought together participants from 43 countries. The congress included round tables on topics such as Tele-Pharmacy, Cybersecurity in Health, Tele-Nursing, Tele-Physiotherapy, Tele-Occupational Therapy and Tele-Psychology. The conclusions highlighted key aspects. In Tele-Pharmacy, the need to improve the use of the pharmaceutical network and the implementation of the E-prescription was pointed out. In Tele-Occupational Therapy, the importance of ICTs to get closer to people's health needs and to promote empowerment and training was highlighted. In Tele-Medicine, it was emphasised that care must be human, and the risks and benefits of new technologies were addressed. In Tele-Nursing, the usefulness of ICTs as a complementary tool was mentioned, but the digital divide and data protection were cautioned against. In Tele-Physiotherapy, the benefit of ICTs in patient assessment and treatment was highlighted. In Tele-Psychology, the advantages and disadvantages of remote psychological care were discussed. Overall, the congress highlighted the potential of new technologies in healthcare, but also pointed out challenges and areas for improvement. [ABSTRACT FROM AUTHOR]

En noviembre de 2020, el Congreso de la República del Perú tomó la decisión de vacar a Martín Vizcarra. Como resultado de ello, Manuel Merino de Lama, presidente del Congreso en ese momento, tomó el poder a falta de un vicepresidente. Ante este suceso, gran parte de la población peruana, en distintos puntos del territorio nacional, manifestó su descontento protestando en las calles y saliendo a marchar; situación que remeció la política del país, de tal manera que los medios de comunicación peruanos y extranjeros informaron minuto a minuto y en tiempo real los acontecimientos. En las plataformas web de los diarios se pudo observar cómo los medios informativos tenían una lectura distinta de lo que sucedía. Por tanto, esta investigación plantea como objetivo: analizar y comparar el sentido de la cobertura mediática durante las marchas en contra de la presidencia de Manuel Merino, en la web de los diarios El Comercio y La República, entre el 9/11/20 al 15/11/20. El nivel de la investigación es descriptivo-comparativo y el diseño es no experimental. La técnica que se utiliza es análisis de contenido y el instrumento es la matriz de análisis. La población son 295 notas informativas web del diario El Comercio y 274 del diario La República. La muestra queda conformada por tres notas de cada diario.
