The historical focus of renewable energy policy in the UK, as in most nations, has been on supporting deployment in renewable energy sources of electricity. The adoption of ambitious EU wide targets for renewable energy has forced greater consideration of renewable energy sources of heat (RES-H). The UK pushed ahead rapidly in considering different policy options and legislating a new instrument, the Renewable Heat Incentive (RHI) to support RES-H, a form of tariff mechanism designed with the specifics of RES-H in mind, though translation into application has been slow. The evolutionary process which led to the current policy instrument is considered, along with the need to consider other elements to work with it. This represents a new and novel application of policy to an area where there are few examples of large-scale policies which go beyond direct capital subsidy. [ABSTRACT FROM AUTHOR]

The UK has adopted legal obligations concerning climate change which will place increased stresses on the current ‘traditional’ model of centralised generation. This will include the stimulation of large volumes of intermittent generation, more distributed generation and larger and more variable loads at grid extremities, potentially including large volumes of electric vehicles and heat pumps. Smarter grids have been mooted as a major potential contributor to the decarbonisation of electricity, through facilitation of reduced losses, greater system efficiency, enhanced flexibility to allow the system to deal with intermittent sources and a number of other benefits. This article considers the different policy elements of what will be required for energy delivery in the UK to become smarter, the challenges this presents, the extent to which these are currently under consideration and some of the changes that might be needed in the future. The paper addresses both historical and current UK policy relating to renewable energy. It discusses the stated aims of policy, and discusses to what extent policy has addressed these aims, and the level of success enjoyed with respect to each goal. The paper also addresses the context in which UK policy has developed, and the effects this has had on both the creation and employment of that policy. The withdrawal of the Feed-in Tariff (FiT) by the UK Government at the end of March 2019, which rewarded low carbon electricity generators with subsidy payments, has led to doubts over the future of small-scale generation in the country's energy system. This study contributes to navigating this post-subsidy uncertainty by identifying the factors associated with the uptake of a domestic-scale technology, solar photovoltaics (PV), in England and Wales, and exploring its spatial distribution. It uses FiT installation data from Ofgem, available at a fine-grained spatial resolution for the period April 2010–September 2019, to test the effect of social, housing, political, energy and environmental factors. It is shown that population demographics, housing density, size, type and tenure, and energy consumption practices are important factors influencing the uptake of domestic PV at the local level. The South West and East of England are identified as regions of unexpectedly high uptake, controlling for the other factors. This is, at the time of writing, the first attempt to model PV uptake at a fine-grained spatial level across England and Wales. • Residential solar uptake is higher amongst older age groups and on detached houses. • High housing density is negatively associated with residential solar uptake. • Spatial effects on solar uptake are present at LSOA and Local Authority levels. • Regional clusters of high adoption are found in the South West and East of England. Making electricity grids smarter is a challenging, long-term, and ambitious process. It consists of many possible transitions and involves many actors relevant to existing and potential functions of the grid. We applied a two round Policy Delphi process with a range of sectoral experts who discussed important drivers, barriers, benefits, risks and expected functions of smarter grids, to inform the development of smarter grids. Our analysis of these expert views indicates broad consensus of the necessity for smarter grids, particularly for economic and environmental reasons; yet stakeholders also associated a range of risks and barriers such as lack of investment, disengaged consumers, complexity and data privacy with measures to make the grid smarter. Different methods for implementing smarter grid functions were considered, all thought to be more likely in urban settings. Implications for policy and future research are considered.
