Over the past decade, Colombia has advanced processes of cooperation and mutual interest that promote knowledge transfer and resource management to tackle the issue of multi-criminality, alongside various factors impacting citizen security in both local and global contexts. These efforts are grounded in the training and education of members of the Armed Forces (National Police, 2019). As a result, Colombia has emerged as a leader in fostering collaboration. This paper aims to explore the role of the National Police in international cooperation efforts and examine how the institution can be further strengthened by establishing collaborative links with other organizations globally. The methodological approach employed was qualitative, consisting of three phases involving the review and analysis of primary and secondary documentary sources related to national and institutional policies, plans, and strategies on international cooperation. As a result, the study offers a series of recommendations for the institution to enhance its capacity to leverage international cooperation opportunities. [ABSTRACT FROM AUTHOR]

Major geopolitical changes are a challenge for peace. Nuclear danger is an imminent risk. We live in an era of conflict where war and violence prevail. Today, wars, conflicts, disputes and disrespect for human rights prevail. The promotion of peace becomes a fundamental objective in this new cycle of the international system. All these threats demand global cooperation. The foreseeable scenarios will result in greater conflicts. Multilateralism is weakened. It is only possible to foresee unfavorable outcomes for peace and stability. We need to put peace, solidarity, compassion and humanity at the center. The article discusses the pressing global issue of water security, exacerbated by climate change and environmental degradation. It emphasizes the need for a networked approach leveraging international cooperation to address water security challenges. The "Water Beyond Europe" working group has made significant progress in advancing water diplomacy and security through strategic reports, organizing international events, aligning activities with global agendas, and facilitating major projects. The group's success is attributed to active engagement, alignment with international water agendas, and the publication of white papers that have become key references in achieving international cooperation on water. Challenges include coordinating diverse stakeholders and aligning network goals with working group objectives. Recommendations for future initiatives include maintaining strong connections with international partnerships and aligning activities with strategic directions. This article provides a detailed analysis of the impact of the legal and technical strategies implemented in Ecuador to prevent Grooming in online games, a growing problem that mainly affects children and adolescents. As online gaming becomes a huge form of entertainment, the risks associated with the safety of minors who may fall victim to sexual predators who use these platforms to gain their trust and take advantage of them also increase. Likewise, it examines Ecuador's legal framework, especially the provisions of the Comprehensive Organic Penal Code (COIP), which sanctions online sexual harassment, and analyzes its compatibility with international standards such as the Convention on the Rights of the Child. The critical role of international cooperation in combating these crimes is also discussed, given that many criminals operate abroad, requiring cooperation between multiple jurisdictions to extradite and prosecute criminals. Additionally, it addresses the use of advanced technologies, such as artificial intelligence and detection algorithms on gaming platforms such as Fortnite, Minecraft, and Roblox, to prevent harassment. These tools identify suspicious behavior and alert administrators and parents to risks. Opinions from parents, educators and cybersecurity experts are presented, showing that a combination of legislation and technology has reduced cases of sexual harassment by 15%. Currently, challenges persist in the digital education of minors and the need for platforms to comply with local regulations. En este artículo se identifican y examinan las principales novedades que aporta el recientemente aprobado Código Nacional de Procedimientos Civiles y Familiares de México para el abordaje de casos de derecho internacional privado, enfatizando su carácter unificador a nivel nacional. Se analizan disposiciones que introducen innovaciones tales como una audiencia preliminar para determinar la competencia internacional directa y el derecho sustantivo aplicable a casos con elementos de extranjería, normas de atribución de competencia internacional directa a las autoridades jurisdiccionales mexicanas, reglas en materia de restitución internacional de niñas, niños y adolescentes, además de disposiciones relativas al uso de herramientas tecnológicas en la cooperación internacional. Asimismo, se subraya la relevancia del Código para fortalecer el acceso transnacional a la justicia, en consonancia con el Objetivo de Desarrollo Sostenible 16. No obstante, también se reconoce la existencia de desafíos para su implementación efectiva.

In order to analyze the scope and importance of the cooperation dynamics of Latin America's two largest economies, it is essential to observe their respective roles in the global scenario. To this end, it will be shown that under specific contexts there are nations that, despite their similarities, achieve a limited scope of cooperation. This paper will address the possible theoretical bases under the paradigms of realism, idealism and constructivism in order to understand the dynamics of the relationship between Mexico and Brazil, from its beginnings and consolidation as nations, analyze their convergences and contemporary challenges of trade balance and investments to end with the most relevant pending issues for both nations. Este artículo tiene como objetivo establecer los desafíos políticos que plantea la conquista del universo. Para esto, se realizó un análisis a través de la metodología cualitativa de los tratados internacionales que regulan las acciones que se llevan a cabo en el espacio exterior por parte de los países y del marco legal que regula a las empresas privadas en la exploración y explotación de los recursos del cosmos. Se plantean tres variables como base de este análisis: la propiedad del universo, la cooperación internacional y el uso pacífico del espacio ultraterrestre. Como resultado de este estudio, pudo identificarse que existen varios retos políticos, derivados de los vacíos en la regulación de la explotación y exploración del espacio ultraterrestre, tales como la apropiación de los recursos del cosmos, la militarización y el emplazamiento de armas en el espacio, lo que requerirá en las próximas décadas un debate serio por parte de las potencias mundiales que pueden poner en riesgo el uso pacífico del espacio ultraterrestre.

La cooperación como acción conjunta de trabajo, entre instituciones universitarias, desde lo local, lo regional y lo global, se orienta hacia objetivos que demuestran capacidad de trabajo a favor del fortalecimiento institucional y académico y la transformación social sobre la base de la eficiencia, el respeto, la solidaridad, el compromiso y responsabilidad compartidos. En la presente propuesta se expone el accionar para el establecimiento, la ejecución de relaciones entre universidades estadounidenses y cubanas y los principales resultados obtenidos a lo largo de 10 años de ininterrumpida cooperación, al ser la coordinación centralizada y la organización en pares para la investigación los procedimientos principales de trabajo. Se describe el origen de la cooperación, su evolución y resultados; se identifican elementos específicos y característicos regulados en un procedimiento. La cooperación internacional es cada vez más esencial para el desarrollo de las universidades, pues contribuye a elevar la calidad de la educación y apoya a las instituciones para satisfacer las demandas que la sociedad precisa, en un mundo cada vez más interconectado. La experiencia de administrar y ejecutar el programa de cooperación entre las instituciones destacadas en este artículo ha dado lugar a estrategias innovadoras, que pueden aplicarse eficazmente a otras colaboraciones internacionales.

Este artículo aborda el rol de los organismos internacionales en la definición de políticas públicas para la gestión de la información científica (IC) en Argentina a partir del estudio del Proyecto UNISIST de la UNESCO lanzado en 1971. El proyecto tenía como objetivo estimular la cooperación internacional en el intercambio de IC y buscaba fortalecer el acceso de los países en vías de desarrollo a dicha información, considerada como recurso estratégico para el desarrollo económico y social. Para esto fomentaba la creación y mejora de sistemas de información a nivel nacional, regional e internacional. Lo que indago específicamente es qué transformaciones produjeron en la Argentina a partir de la participación en el Proyecto UNSIST, en términos de: formación de recursos humanos, elaboración de sistemas de información, creación o reformulación de instituciones y marcos normativos, y adopción de normas técnicas. Para ello, analizamos diversas fuentes que incluyen documentos institucionales y publicaciones de la UNESCO referidas al proyecto UNISIST y documentos públicos argentinos –programas, leyes, resoluciones- para identificar medidas o políticas implementadas en organismos con funciones de coordinación nacional en materia de IC, que hayan sido movilizadas o inspiradas por la participación institucional o de miembros de esos organismos en el UNISIST.

La presencia de agrupaciones del crimen organizado transnacional junto a otros aspectos en el contexto penitenciario y las condiciones de infraestructura y de dotación de los centros de rehabilitación social que se conjugan con la sobrepoblación que ocasiona el hacinamiento, se ubican como las principales causas de la crisis del sector penitenciario que ha traído como consecuencia situaciones de extrema violencia. La investigación realizada se enmarca en el estudio de la crisis carcelaria como un problema global, y tiene como objetivo realizar un análisis de la crisis penitenciaria en el Ecuador y la intervención de la cooperación internacional como un mecanismo para coadyuvar en asuntos de seguridad interna, especialmente mediante el apoyo a la lucha contra el crimen transnacional organizado, el cual se ha infltrado en los centros de privación de la libertad. Mediante el empleo del método de análisis documental, se ha procurado el estudio de la situación carcelaria, la incidencia del crimen organizado y la necesidad de plantear soluciones en la esfera de la cooperación internacional; particularmente se describen los aspectos más relevantes del Programa de Asistencia contra el Crimen Transnacional Organizado Europa Latinoamérica procurando mostrar las posibles soluciones a la crisis descrita. Como conclusión, se muestra la relación existente entre distintos flagelos como la corrupción y la vulneración de los derechos humanos como aspectos que deberán ser atendidos.

El trabajo colaborativo internacional desde la formación docente se nutre mutuamente, pues la educación superior en estas últimas décadas plantea y propone cambios rápidos, desafiantes en las transformaciones que se van presentando a nivel mundial. Ahora, los procesos académicos se apoyan en esta implementación de esas modificaciones y es ahí donde las organizaciones Institucionales facilitan la flexibilización, que contempla un proceso integral, buscando esos aspectos de la vida académica que por supuesto incluye movilidad de gestión, movilidad docente y movilidad estudiantil. En efecto, El artículo de revisión del tema tiene como objetivo principal analizar la internacionalización en la educación superior, no como un fin en sí mismo, sino como un medio para fortalecer la formación continua del profesorado. El presente artículo aborda la creciente práctica del litigio climático como herramienta vital para enfrentar la crisis climática global, especialmente enfocada en la justicia climática y la intersección con los derechos humanos. A pesar de los esfuerzos internacionales, las emisiones de gases de efecto invernadero continúan aumentando, poniendo en riesgo los objetivos del Acuerdo de París. Este contexto ha llevado a una movilización legal, denominada litigio climático, que busca presionar a gobiernos y corporaciones para que adopten medidas más ambiciosas contra el cambio climático. Los casos emblemáticos en diversas jurisdicciones han comenzado a marcar precedentes importantes, evidenciando el papel de los tribunales en la promoción de políticas climáticas justas y efectivas. Además, el artículo destaca cómo el litigio climático, enmarcado en los derechos humanos, representa una estrategia emergente en el Sur Global, donde la paradoja de sufrir desproporcionadamente las consecuencias del cambio climático sin ser los principales emisores de GEI subraya la necesidad de una justicia climática genuina. La conclusión resalta la importancia de un enfoque colaborativo y basado en los derechos en la lucha contra el cambio climático, subrayando la necesidad de políticas onozcan las disparidades en la contribución y vulnerabilidad al cambio climático entre las naciones.

En el contexto de la gobernanza democrática y el derecho al desarrollo, este artículo aborda la relevancia de la participación ciudadana. Se ha explorado la interacción entre participación ciudadana, gobernanza democrática y derecho al desarrollo, un tema relevante, pero poco estudiado. El objetivo es identificar conceptos clave y relaciones mediante una revisión sistemática de literatura en bases de datos académicas indexadas, discerniendo buenas prácticas para fomentar la participación ciudadana. Utilizando el método PRISMA, se formularon preguntas de investigación y se buscaron artículos sobre la relación entre estos tres elementos. De los 45 documentos identificados inicialmente, se seleccionó un total de 21 artículos, los cuales presentaron incidencia directa con el tema de estudio. Los resultados muestran una relación compleja, destacando la importancia de la legitimidad, disposiciones constitucionales y condiciones contextuales. A su vez, se identifican hallazgos sobre dimensiones legales, económicas y sociales del derecho al desarrollo vinculadas a la participación ciudadana. La principal conclusión subraya la complejidad de esta relación, enfatizando la necesidad de enfoques adaptativos y contextuales para fortalecer la participación ciudadana como medio para una gobernanza democrática efectiva en el marco del derecho al desarrollo, por lo que este estudio ofrece una base para futuras investigaciones, políticas y prácticas que busquen profundizar la comprensión y promover un desarrollo integral y sostenible a través de la participación ciudadana.

Esta investigación tiene como objetivo identificar un modelo de cooperación policial internacional aplicable a las diferentes manifestaciones de las amenazas cibernéticas en Colombia: robo por medios informáticos, a través de la industria Business Email Compromise (BEC). Se ha seguido un enfoque interpretativo, que permite entender el panorama cibernético desde la perspectiva de especialistas académicos, considerando sus creencias y actitudes. Además, se adoptó una metodología mixta que integra enfoques cualitativos y cuantitativos, lo que facilita la triangulación de datos provenientes tanto del trabajo de campo, como de análisis teóricos y descriptivos. Los hallazgos clave sugieren que un patrón BEC internacional está relacionado con facturas falsas, bienes raíces y fraude de directores ejecutivos, así como compromisos de correo electrónico doméstico. Los actores más afectados son los organismos multilaterales, las empresas privadas y públicas, respectivamente; se ha relacionado con el tráfico de armas, la trata de personas, la explotación sexual, el tráfico de drogas y el tráfico de órganos.

El Golfo de Fonseca es conocido como uno de los pocos territorios en los que existe un condominio internacional. El aparente éxito de esta fórmula contrasta con las intermitentes tensiones entre sus Estados, con el consiguiente deterioro de sus relaciones de vecindad. Las Repúblicas de El Salvador, Nicaragua y Honduras se ven obligados (de forma asimétrica) por los fallos de diferentes tribunales internacionales, emitidos en el marco de contenciosos territoriales en momentos históricos distintos. Tres décadas después último fallo de la Corte Internacional de Justicia, y lejos de existir un consenso en la región, aún persisten posiciones encontradas entre los Estados del Golfo de Fonseca en relación a la interpretación de las sentencias y su aplicación. El objeto de nuestro trabajo analizar del statu quo actual, del Golfo, así como las razones que explican la potencialidad conflictual de la zona.

Como premisa básica del presente artículo, se advierte que el concepto de Sur Global no puede analizarse únicamente a partir de consideraciones economicistas. Por el contrario, representa una categoría amplia, que interpela factores políticos, económicos, históricos, identitarios y epistémicos. Por lo tanto, el propósito general que persigue esta investigación consiste en ofrecer una propuesta de abordaje concreta y multidimensional, que permita identificar y reconocer, a través de tres ejes (políticos, económicos y el rol cooperativo) a los actores del Sur Global, teniendo en consideración el dinamismo inherente del término y destacando su relevancia heurística como herramienta válida y pertinente para comprender la configuración de poder actual.

Review of the report published by Unesco and the International Council of Scientific Unions in 1971, in which, based on a diagnosis of the state of international access to scientific information, proposals for improvement were formulated through national and international coordination of the actors involved. Under the leadership of both organizations, a rigorous process of study of the principles, technologies and standardization of the treatment of scientific information was carried out, which fuelled a process of consultation among experts, governments and organizations, aimed at assessing the feasibility of institutionalizing a world system of scientific information. The aim of such a system was to respond to the context of information growth at the time, as well as to the requirement for international cooperation demanded by an increasingly complex science that had to be open to developing countries. The review compares the process represented by Unisist during the last quarter of the 20th century with the current reality, and points to the need to advance in the coordination of the many and diverse initiatives currently underway to improve the management of scientific information. As part of a close cooperation in the area of German Studies, the German Language Department of the Universidad Nacional de Asunción participated in a project called FLinKUS, which integrates researchers, teachers and students from several partner universities. The project combines empirical research with university teacher training through active participation in school and didactic development processes in schools teaching German outside German-speaking countries. The article presents the FLinKUS model as it was originally conceived and as it has been implemented in our regional context in collaboration with a specific school in Asunción. The text will take stock of how the project was implemented, with which objectives and methods, with which actors, and to what extent the model and its application can contribute to sustainable, research-based teacher education. Preliminary results of FLinKUS in Paraguay show that: 1. A multiprofessional and international learning community was formed. 2. Students were placed as the main actors in the process, achieving the design and application of research tools in the local context. 3. Concrete data has been collected about the school, the teaching of German at the school and the language biography of the students. 4. Objective: to share the experience of two students (undergraduate and graduate student) from a Brazilian healthcare research group who participated in an international internship in different Ontario's research institutes, Canada. Method: experience report based on the experience of two students linked to a Brazilian Research Group. The conceptual map tool was used, and the experience analyzed from a political, social, analytical, singular and problematized perspective through the articulation of the narrative with its underlying theoretical framework. Results: despite the distinct levels of training, similarities were identified: relevance of the international mobilization experience, facilities related to individual factors, funding programs, the country and destination research institute and the support composition networks and some challenges that arise both before departure and during the stay In Canada. Conclusion: this report disseminates the internationalization potential of experiences through different Brazilian development agencies at contrasting times of academic career. This article examines the peacekeeping operations that the United Nations has deployed in Haiti between 1993 and 2019 to identify and evaluate their consequences and impacts in terms of crisis management in the Caribbean country. After a documentary review of primary sources (UN resolutions and reports) and secondary sources (press articles), it is concluded that the international assistance Haiti has received from the UN, has been essential for the management of its frequent crisis, but it has not been enough for its fully overcome nor to guarantee a stable and lasting solution for the country. This article brings together memories and reflections of a Brazilian sociologist in Guinea-Bissau in January 1976 in the context of the formation of the joint national state with Cape Verde. The objective was to respond to the request of the government of that country to develop an emergency teacher training project for secondary education. The article contains an account of experiences lived on site, the proposed project and the vicissitudes of the political process that separated the Republic of Guinea-Bissau from the Republic of Cape Verde, including in the educational field. El texto expone dos ideales de ciudadanía perseguidos por actividades de formación política y convivencia dirigidas a población adulta no escolarizada o en riesgo de abandonar la escuela, en el contexto de la entrada de la cooperación internacional en Colombia. Con su descripción, la autora busca dar cuenta de los rasgos de las prácticas emocionales/corporales que han nutrido el imaginario de la formación ciudadana a lo largo de tres décadas del cambio de siglo (1980-2010). Desde la mirada de la antropología pedagógica, este estudio cualitativo de proyectos de intervención social explora los fundamentos éticos y estético-políticos —de las relaciones consigo mismos y con otros— que sostienen el actual proceso de escolarización en el país.

La aplicación del derecho internacional en el ciberespacio es un tema cada vez más relevante, debido al avance tecnológico y la creciente dependencia de la sociedad del mundo digital. El presente artículo busca analizar cómo se aplica el derecho internacional en este ámbito y determinar sus principales implicaciones en la esfera digital. Los hallazgos muestran que este es un tema complejo, en constante evolución, en el cual existen diferentes enfoques y perspectivas. Algunos defienden la necesidad de adaptar y actualizar el derecho internacional existente a las particularidades del ciberespacio, mientras que otros abogan por la creación de un marco legal específico para regular las actividades en línea. Se concluye que el derecho internacional tiene un papel fundamental a desempeñar en la regulación y la aplicación de normas en el ciberespacio, lo cual requiere además de una mayor cooperación y coordinación a nivel internacional.

ProSAVANA was a technical cooperation program signed between the governments of Brazil, Japan, and Mozambique. Its aim was to promote agricultural development in the northern region of this African country. In this article, I give an ethnographic account of ProSAVANA's implementation and the different struggles that emerged in opposition to its undertakings. As I describe, the program promoters constantly mobilized three allegories evocative of connections and flow in their fieldwork, speeches, or documents: parallels, chains, and corridors. Although, at the territorial level, these were connected to effects of isolation and fixation of the local population and their agriculture. Based on this controversy, I suggest that ProSAVANA can be understood as those world design projects that perform what Anna Tsing called a "plantation ecology," that is, machines to produce the same, that operate to expand their scale while creating simplified, homogenized, and standardized models on diverse landscapes. Nevertheless, throughout the ProSAVANA implementation, their plantation designs were (re)composed both by technicians who aimed to promote its development model and by peasants and activists critical of the program, showing that these configurations alone cannot comprehensively circumscribe human agency.
