1. Prediction of healthcare costs on consumer direct health plan in the Brazilian context

Abstract

The rise in healthcare costs has led to the adoption of cost-sharing devices in health plans. This article explores this discussion by simulating Health Savings Accounts (HSAs) to cover medical and hospital expenses, supported by catastrophic insurance. Simulating 10 million lives, we evaluate the utilization of catastrophic insurance and the balances of HSAs at the end of working life. To estimate annual expenditures, a Markov Chains approach - distinct from the usual ones - was used based on recent past expenditures, age range, and gender. The results suggest that HSAs do not create inequalities, offering a viable method to sustain private healthcare financing for the elderly.

Abstract

This article presents an overview of future truly personal communications, ranging from networking inside the human body to the exchange of data with external wireless devices in the surrounding environment. At the nano- and micro-scales, communications can be realized with the aid of molecular mechanisms, Forster resonance energy transfer phenomenon, electromagnetic or ultrasound waves. At a larger scale, in the domain of Body Area Networks, a wide range of communication mechanisms is available, including smart-textiles, inductive- and body-couplings, ultrasounds, optical and wireless radio transmissions, a number of mature technologies existing already. The main goal of this article is to identify the potential mechanisms that can be exploited to provide interfaces in between nano- and micro-scale systems and Body Area Networks. These interfaces have to bridge the existing gap between the two worlds, in order to allow for truly personal communication systems to become a reality. The extraordinary applications of such systems are also discussed, as they are strong drivers of the research in this area.

32. Unemployment estimation: Spatial point referenced methods and models

Abstract

Portuguese Labor force survey, from 4th quarter of 2014 onwards, started geo-referencing the sampling units, namely the dwellings in which the surveys are carried. This opens new possibilities in analysing and estimating unemployment and its spatial distribution across any region. The labor force survey choose, according to an preestablished sampling criteria, a certain number of dwellings across the nation and survey the number of unemployed in these dwellings. Based on this survey, the National Statistical Institute of Portugal presently uses direct estimation methods to estimate the national unemployment figures. Recently, there has been increased interest in estimating these figures in smaller areas. Direct estimation methods, due to reduced sampling sizes in small areas, tend to produce fairly large sampling variations therefore model based methods, which tend to "borrow strength" from area to area by making use of the areal dependence, should be favored. These model based methods tend use areal counting processes as models and typically introduce spatial dependence through the model parameters by a latent random effect. In this paper, we suggest modeling the spatial distribution of residential buildings across Portugal by a Log Gaussian Cox process and the number of unemployed per residential unit as a mark attached to these random points. Thus the main focus of the study is to model the spatial intensity function of this marked point process. Number of unemployed in any region can then be estimated using a proper functional of this marked point process. The principal objective of this point referenced method for unemployment estimation is to get reliable estimates at higher spatial resolutions and at the same time incorporate in the model the auxiliary information available at residential units such as average income or education level of individuals surveyed in these units.

33. Spatio-temporal analysis of regional unemployment rates: A comparison of model based approaches

Abstract

This study aims to analyze the methodologies that can be used to estimate the total number of unemployed, as well as the unemployment rates for 28 regions of Portugal, designated as NUTS III regions, using model based approaches as compared to the direct estimation methods currently employed by INE (National Statistical Institute of Portugal). Model based methods, often known as small area estimation methods (Rao, 2003), "borrow strength" from neighbouring regions and in doing so, aim to compensate for the small sample sizes often observed in these areas. Consequently, it is generally accepted that model based methods tend to produce estimates which have lesser variation. Other benefit in employing model based methods is the possibility of including auxiliary information in the form of variables of interest and latent random structures. This study focuses on the application of Bayesian hierarchical models to the Portuguese Labor Force Survey data from the 1st quarter of 2011 to the 4th quarter of 2013. Three different data modeling strategies are considered and compared: Modeling of the total unemployed through Poisson, Binomial and Negative Binomial models; modeling of rates using a Beta model; and modeling of the three states of the labor market (employed, unemployed and inactive) by a Multinomial model. The implementation of these models is based on the \textit{Integrated Nested Laplace Approximation} (INLA) approach, except for the Multinomial model which is implemented based on the method of Monte Carlo Markov Chain (MCMC). Finally, a comparison of the performance of these models, as well as the comparison of the results with those obtained by direct estimation methods at NUTS III level are given.

Abstract

Hybrid fiber-reinforced polymer (FRP) composites, combining different types of fibers within a polymeric matrix, have piqued the research community's interest due to their enhanced mechanical properties and functional performance. These materials offer optimized fiber usage, tailored failure responses, and potential for pseudoductile behavior. Furthermore, hybridization avoids catastrophic tensile failure despite the composites being composed entirely of brittle materials. Empirical evidence from previous research conducted on hybrid FRP composites for civil engineering applications suggests their potential as a promising asset to the field. This review paper collates extensive research and development work on hybrid FRP composites for civil engineering applications, providing a comprehensive summary since their inception. It covers areas including the development of reinforcing bars for reinforced concrete (RC) structures, externally bonded strengthening systems for RC structures, pultruded profiles for novel structures, and cables for long-span bridges. The paper begins with a concise overview of the influential developments that paved the way for hybrid FRP composites, followed by an in-depth discussion of their utilization in the construction sector. Abstract

This chapter presents SMuGA, an integration of symbiogenesis with the Multiset Genetic Algorithm (MuGA). The symbiogenetic approach used here is based on the host-parasite model with the novelty of varying the length of parasites along the evolutionary process. Additionally, it models collaborations between multiple parasites and a single host. To improve efficiency, we introduced proxy evaluation of parasites, which saves fitness function calls and exponentially reduces the symbiotic collaborations produced. Another novel feature consists of breaking the evolutionary cycle into two phases: a symbiotic phase and a phase of independent evolution of both hosts and parasites. SMuGA was tested in optimization of a variety of deceptive functions, with results one order of magnitude better than state of the art symbiotic algorithms. This allowed to optimize deceptive problems with large sizes, and showed a linear scaling in the number of iterations to attain the optimum.
