4. Policemen and Their Moustaches: (Self-)Fashioning Professional Identity in Nineteenth Century Newcastle-Upon-Tyne

Abstract

In April 1861, a local newspaper commented favourably on permission being granted to allow the policemen of Newcastle upon Tyne to wear moustaches, and on the moustaches they subsequently grew. The article demonstrates that these moustaches had an important role to play in the visual construction and performance of social, collective, and professional identities for individual members of the police force in Newcastle in 1861. It suggests that in requesting permission, acting upon it, and in the type of facial hair that they grew, the policemen revealed how they saw themselves, and how they wanted to be seen. This offers an opportunity to hear a voice often excluded from historical narratives, that of the ‘ordinary’ policemen in the provinces, exercising an agency that might be unexpected in the mid-nineteenth century. The article argues that their moustaches enabled Newcastle’s policemen to express a sense of belonging to their local force and their awareness of being part of a larger, nationwide phenomenon, evidence of the development of a police culture with a positive and specifically fashioned self-image. As such, it contributes an unusual perspective on police professionalisation and identity in an important period of change.

5. Joseph Bouet in the Durham criminal court (c.1825–1856): picturing nineteenth century courtroom actors. Part 2 three case studies

Abstract

Between c.1825–1856, a French-born artist, Joseph Bouet, made approximately sixty pencil sketches in the criminal courtroom at Durham, of legal actors including judges, lawyers, and defendants. Our research is the first detailed analysis of these images by legal scholars. It is presented in two parts, which can be read as separate and independent pieces, but each gain from being read in conjunction with the other. In Part 1 of this series of two articles we discussed potential theoretical approaches to analysis of the images and their importance to socio-legal and legal historical scholarship (cross ref). In this Part 2, we explore Bouet’s courtroom sketches of legal actors as the rare and unusual starting point for a microhistorical analysis examining individual interaction(s) with the criminal justice process in the mid-nineteenth century. This article demonstrates that with detailed research these previously overlooked images can offer a unique window into aspects of nineteenth century legal history, with much to tell us about legal institutions, the people who worked within them and the ‘objects/subjects’ of the law. This study makes an important contribution to the growing body of scholarship on the interface between history, law and the visual.

Abstract

Between c.1825–1856, a French-born artist, Joseph Bouet, made approximately sixty pencil sketches of legal actors in the courtroom at Durham; including images of judges, lawyers, and defendants. Legal imagery from this period in North East England is rare and our research (presented in two parts) is the first detailed analysis of these sketches by legal scholars. This article introduces our preliminary analysis of Bouet’s sketches. We explore potential theoretical approaches and demonstrate that the images show the law in practice in a specific nineteenth century context. The value of our analysis is in revealing what the images tell us about legal institutions, the people who worked within them and the ‘objects/subjects’ of the law. The study makes an important contribution to socio-legal scholarship in demonstrating the value of such images as an underused source in legal historical research. The sketches are also the subject of a second article, Part 2 which presents three detailed case studies. The articles can be read as separate and independent pieces, but each benefit from being read in conjunction with the other.

Abstract

Purpose: It is not known whether the risk of breast cancer among BRCA1 and BRCA2 mutation carriers after age 60 is high enough to justify intensive screening or prophylactic surgery. Thus, we conducted a prospective analysis of breast cancer risk in BRCA1 and BRCA2 mutation carriers from age 60 until age 80. Methods: Subjects had no history of cancer and both breasts intact at age 60 (n = 699). Women were followed until a breast cancer diagnosis, prophylactic bilateral mastectomy or death. We calculated the annual cancer rate and cumulative incidence of breast cancer (invasive and in situ) from age 60 to age 80. We assessed the associations between hormone replacement therapy, family history of breast cancer and bilateral oophorectomy and breast cancer risk. Results: Over a mean follow-up of 7.9 years, 61 invasive and 20 in situ breast cancers were diagnosed in the cohort. The mean annual rate of invasive breast cancer was 1.8% for BRCA1 mutation carriers and 1.7% for BRCA2 mutation carriers. The cumulative risk of invasive breast cancer from age 60 to 80 was 20.1% for women with a BRCA1 mutation and was 17.3% for women with a BRCA2 mutation. Hormone replacement therapy, family history and oophorectomy were not associated with breast cancer risk. Conclusions: Findings from this large prospective study indicate that the risk of developing breast cancer remains high after age 60 in both BRCA1 and BRCA2 mutation carriers. These findings warrant further evaluation of the role of breast cancer screening in older mutation carriers.

Abstract

Across Europe, many formerly shrinking cities have started to grow again. Regrowth not only relates to population numbers but also to economic performance and is being mirrored in the increased attractiveness of those cities as places to live and work. Set against this background, the chapter analyses the factors driving regrowth in formerly shrinking cities across Europe. Based on an overview how regrowth after shrinkage as a phenomenon has developed during the last decades and giving some empirical examples as an illustration, it discusses the role and relevance of these driving factors, their interplay, and the impact of (local and supra-local) context. As part of a handbook of shrinking cities, the chapter systematically elaborates why some cities turned from population decline towards new growth while others did not. As a result, we also discuss what can be learned from our analysis for the wider urbanisation debate and the future of European urbanisation, particularly in light of the impacts of the COVID-19 pandemic.

Abstract

We present panchromatic observations and modeling of calcium-strong supernovae (SNe) 2021gno in the star-forming host-galaxy NGC 4165 and 2021inl in the outskirts of elliptical galaxy NGC 4923, both monitored through the Young Supernova Experiment transient survey. The light curves of both, SNe show two peaks, the former peak being derived from shock cooling emission (SCE) and/or shock interaction with circumstellar material (CSM). The primary peak in SN 2021gno is coincident with luminous, rapidly decaying X-ray emission (L-x = 5 x 10(41) erg s(-1)) detected by Swift-XRT at delta t = 1 day after explosion, this observation being the second-ever detection of X-rays from a calcium-strong transient. We interpret the X-ray emission in the context of shock interaction with CSM that extends to r < 3 x 10(14) cm. Based on X-ray modeling, we calculate a CSM mass M-CSM = (0.3-1.6) x 10(-3) M-circle dot and density n = (1-4) x 10(10) cm(-3). Radio nondetections indicate a low-density environment at larger radii (r > 10(16) cm) and mass-loss rate of M < 10(-4) M-circle dot yr(-1). SCE modeling of both primary light-curve peaks indicates an extended-progenitor envelope mass M-e = 0.02-0.05 M-circle dot and radius R-e = 30-230 R-circle dot. The explosion properties suggest progenitor systems containing either a low-mass massive star or a white dwarf (WD), the former being unlikely given the lack of local star formation. Furthermore, the environments of both SNe are consistent with low-mass hybrid He/C/O WD + C/O WD mergers.

Abstract

The United Nations' Sustainable Development Goal (SDG) 17 calls for “strong global partnerships and cooperation” to support the other SDGs. The collections-based science community offers many examples of conservation of plant and fungal biodiversity, sharing, repatriation and aggregation of data, access to new technologies, supply of plant and fungal material, strengthening capacity of practitioners, and benefit sharing with the providers of biodiversity and genetic resources. Collaboration framed by workable multilateral treaties will increase our understanding of plant and fungal diversity, help halt biodiversity loss, and accelerate our sustainable use of plants and fungi and the exploration of their useful traits. Summary: Collections-based institutes are at the forefront of generating knowledge and understanding of plant and fungal biodiversity. Through the analysis of occurrence data, the use of modern technologies to better understand the evolutionary relationships between species and documentation of their useful properties, the work of collections-based institutes provides good models for conservation; addressing species loss and improving sustainable use of plants and fungi. Nevertheless, the pressure on the planet's plant and fungal diversity is relentless. We argue that a massive increase in the accessibility of preserved and living collections of plants and fungi is required. An increased scale of responsible exploration to both conserve and unlock the useful properties of plants and fungi is needed to deliver solutions to the many global challenges facing humanity and the planet. This article explores the role of collaborations between collections-based institutes and their partners in preventing biodiversity loss and delivering sustainable development. Abstract

This paper undertakes a comparison of two regrowing and two shrinking European cities in order to identify the factors driving demographic regrowth and economic recovery of cities and how and why those factors are at work in some cities that turned from population decline towards new growth while others did not. Our objectives are to systematically elaborate the factors that are influencing urban regrowth, explain how these factors interact and are mutually dependent and to discuss how these factors relate to contextual conditions at different scales. For our contrasting analysis, we selected Liverpool and Leipzig, two cities that have seen regrowth after shrinkage and Lódz and Ostrava, two cities that continue to shrink. As a result of this comparison, we identify general local and contextual factors driving regrowth and discuss their interaction and what we learn from this for the wider urbanisation debate.

Abstract

We study the performance of the kanban, minimal blocking, basestock, CONWIP, and hybrid kanban-CONWIP control policies in a four-machine tandem production line making parts for an automobile assembly line. Cases with both constant and changing demand rates are studied. The main performance measures are the service level and the amount of work-in-progress. We also consider other performance measures such as variability amplification along the line. The results are obtained by extensive simulations. We find that the best parameter choices for the hybrid policy decrease inventories by 10% to 20% over the best kanban policy while maintaining the same service levels. The inventory difference grows as the demands on service level increase. The performance of basestock and CONWIP policies falls between those of the kanban and hybrid policies. The CONWIP and hybrid policies also give significantly better response to changes in the demand rate. [ABSTRACT FROM AUTHOR]

Arthur Francis George Kerr’s life is reviewed and related to a previously published account. Kerr’s collecting activity is analysed using an expanded version of the Thai Biogeography Group’s database of collections. 8,666 of the total 48,970 collections are Kerr’s and 3,178 are those of his colleagues and friends. Therefore, the total number of collections made by Kerr and his acquaintances is likely to be larger and more diverse than previously believed. Mapping of these data using GIS show that Kerr’s collecting activities focussed on particular regions of Thailand at particular times. Also large areas of the country remained unexplored by Kerr and his acquaintances: a pattern that, to some extent, persists to this day. The large, but dispersed, archive of Kerr’s photographs, maps, living collections and correspondence indicate that he was a skilled photographer (taking at least 3,000 images), cartographer (producing many hand-drawn maps) and exceptionally acute, accurate and detailed observer (filling numerous notebooks and leaving other records). It is clear that digitising these collections to form an on-line dedicated website is highly desirable to further progress on the flora of Thailand and surrounding countries and would form an unique record of the social history of early 20thC Thailand.

Abstract

The SENTINEL study showed that the addition of natalizumab improved outcomes for patients with relapsing multiple sclerosis (MS) who had experienced disease activity while receiving interferon beta-1a (IFNbeta-1a) alone. Previously unreported secondary and tertiary magnetic resonance imaging (MRI) measures are presented here. Patients received natalizumab 300 mg (n=589) or placebo (n=582) intravenously every 4 weeks plus IFNbeta-1a 30 microg intramuscularly once weekly. Annual MRI scans allowed comparison of a range of MRI end points versus baseline. Over 2 years, 67% of patients receiving natalizumab plus IFNbeta-1a remained free of new or enlarging T2-lesions compared with 30% of patients receiving IFNbeta-1a alone. The mean change from baseline in T2 lesion volume over 2 years decreased in patients receiving natalizumab plus IFNbeta-1a and increased in those receiving IFNbeta-1a alone (-277.5mm(3) versus 525.6mm(3); p0.001). Compared with IFNbeta-1a alone, add-on natalizumab therapy resulted in a smaller increase in mean T1-hypointense lesion volume after 2 years (1821.3mm(3) versus 2210.5mm(3); p0.001), a smaller mean number of new T1-hypointense lesions over 2 years (2.3 versus 4.1; p0.001), and a slower rate of brain atrophy during the second year of therapy (-0.31% versus -0.40%; p=0.020). Natalizumab add-on therapy reduced gadolinium-enhancing, T1-hypointense, and T2 MRI lesion activity and slowed brain atrophy progression in patients with relapsing MS who experienced disease activity despite treatment with IFNbeta-1a alone.

Abstract

This paper presents results of an international comparative research project ‘Smart governance of shrinking cities in a European context’. In recent years, many European cities have experienced urban shrinkage (population decline). Whereas there has been a wealth of research into the governance of growing cities, little consideration has been given to the governance of and policy responses to shrinking cities, particularly in relation to the declining cities of post-socialist Central and Eastern Europe. The aim of this paper is to compare the governance responses to shrinkage in different national contexts and assess the policy responses applied. This is done through the comparison of case studies examining the governance of shrinkage in Leipzig (Germany), Bytom (Poland), Ostrava (Czechia) and Timisoara (Romania). Two different strategies have been identified. First, Leipzig – due to its inclusion in the (former Western) German welfare state – followed a reasonably holistic strategy implemented by strong public actors focused not only on economic growth, but also on tackling issues of falling housing demand and the need to strengthen the attractivity of city centre. Second, in Ostrava, Bytom and Timisoara strategies have been inspired by neoliberal thinking, denying the important role of public sector city planning and ignoring the fact of shrinkage. In these cities, the main reply to shrinkage has been to seek economic development through the attraction of private investment (especially FDI) into the cities and using pragmatically any EU structural funding.

Abstract

Objective: To determine the incidence and clinical effects of antibodies that develop during treatment with natalizumab. Methods: In two randomized, double-blind, placebo-controlled studies (natalizumab safety and efficacy in relapsing remitting multiple sclerosis [MS, AFFIRM] and safety and efficacy of natalizumab in combination with interferon β-1a [INFβ1a] in patients with relapsing remitting MS [SENTINEL]) of patients with relapsing multiple sclerosis, blood samples were obtained at baseline and every 12 weeks to determine the presence of antibodies against natalizumab. Antibodies to natalizumab were measured using an ELISA. Patients were categorized as “transiently positive” if they had detectable antibodies (≥0.5 μg/mL) at a single time point or “persistently positive” if they had antibodies at two or more time points ≥6 weeks apart. Results: In the AFFIRM study, antibodies were detected in 57 of 625 (9%) of natalizumab-treated patients: Twenty (3%) were transiently positive and 37 (6%) were persistently positive. Persistently positive patients showed a loss of clinical efficacy as measured by disability progression ( p ≤ 0.05), relapse rate ( p = 0.009), and MRI ( p ≤ 0.05) compared with antibody-negative patients. In transiently positive patients, full efficacy was achieved after approximately 6 months of treatment, the time when patients were becoming antibody negative. The incidence of infusion-related adverse events was significantly higher in persistently positive patients. Results of SENTINEL were similar to AFFIRM, except with regard to sustained disability progression; differences between persistently positive and antibody-negative patients were not statistically significant. Conclusions: The incidence of persistent antibody positivity associated with natalizumab is 6%. Reduced clinical efficacy is apparent in persistently positive patients. Patients with a suboptimal clinical response or persistent infusion-related adverse events should be considered for antibody testing. Abstract

Objective To report the relationship between disease activity and health-related quality of life (HRQoL) in relapsing multiple sclerosis, and the impact of natalizumab. Methods HRQoL data were available from 2,113 multiple sclerosis patients in natalizumab clinical studies. In the Natalizumab Safety and Efficacy in Relapsing Remitting Multiple Sclerosis (AFFIRM) study, patients received natalizumab 300mg (n = 627) or placebo (n = 315); in the Safety and Efficacy of Natalizumab in Combination with Interferon Beta-1a in Patients with Relapsing Remitting Multiple Sclerosis (SENTINEL) study, patients received interferon beta-1a (IFN-β-1a) plus natalizumab 300mg (n = 589), or IFN-β-1a plus placebo (n = 582). The Short Form-36 (SF-36) and a subject global assessment visual analog scale were administered at baseline and weeks 24, 52, and 104. Prespecified analyses included changes from baseline to week 104 in SF-36 and visual analog scale scores. Odds ratios for clinically meaningful improvement or worsening on the SF-36 Physical Component Summary (PCS) and Mental Component Summary were calculated. Results Mean baseline SF-36 scores were significantly less than the general US population and correlated with Expanded Disability Status Scale scores, sustained disability progression, relapse number, and increased volume of brain magnetic resonance imaging lesions. Natalizumab significantly improved SF-36 PCS and Mental Component Summary scores at week 104 in AFFIRM. PCS changes were significantly improved by week 24 and at all subsequent time points. Natalizumab-treated patients in both studies were more likely to experience clinically important improvement and less likely to experience clinically important deterioration on the SF-36 PCS. The visual analog scale also showed significantly improved HRQoL with natalizumab. Interpretation HRQoL was impaired in relapsing multiple sclerosis patients, correlated with severity of disease as measured by neurological ratings or magnetic resonance imaging, and improved significantly with natalizumab. Abstract

Background Interferon beta is used to modify the course of relapsing multiple sclerosis. Despite interferon beta therapy, many patients have relapses. Natalizumab, an α 4 integrin antagonist, appeared to be safe and effective alone and when added to interferon beta-1a in preliminary studies. Methods We randomly assigned 1171 patients who, despite interferon beta-1a therapy, had had at least one relapse during the 12-month period before randomization to receive continued interferon beta-1a in combination with 300 mg of natalizumab (589 patients) or placebo (582 patients) intravenously every 4 weeks for up to 116 weeks. The primary end points were the rate of clinical relapse at 1 year and the cumulative probability of disability progression sustained for 12 weeks, as measured by the Expanded Disability Status Scale, at 2 years. Results Combination therapy resulted in a 24 percent reduction in the relative risk of sustained disability progression (hazard ratio, 0.76; 95 percent confidence interval, 0.61 to 0.96; P = 0.02). Kaplan–Meier estimates of the cumulative probability of progression at two years were 23 percent with combination therapy and 29 percent with interferon beta-1a alone. Abstract

This article discusses the question of how urban shrinkage gets onto the agenda of public-policy agencies. It is based on a comparison of the agenda-setting histories of four European cities, Liverpool (UK), Leipzig (Germany), Genoa (Italy) and Bytom (Poland), which have all experienced severe population losses but show very different histories with respect to how local governments reacted to them. We use the political-science concepts of ‘systemic vs. institutional agendas’ and ‘policy windows’ as a conceptual frame to compare these experiences. The article demonstrates that shrinkage is hardly ever responded to in a comprehensive manner but rather that policies are only implemented in a piecemeal way in selected fields. Moreover, it is argued that variations in institutional contexts and political dynamics lead to considerable differences with regard to the chances of making shrinkage a matter of public intervention. Against this background, the article takes issue with the idea that urban shrinkage only needs to be ‘accepted’ by policymakers who would need to overcome their growth-oriented cultural perceptions, as has been suggested in a number of recent writings, and calls for a more differentiated, context-sensitive view.

Abstract

Many British cities faced decades of decline in the latter half of the 20th century. Despite the fact that most have subsequently experienced a period of re-urbanisation, many pockets of decline remain, and in many cities the drivers of regrowth remain fragile. In other parts of Europe (especially in the east) concerns about urban decline have only recently come onto the policy agenda, in the form of debates about 'shrinking cities'. Although the term may be relatively unfamiliar to British planners, the concept and its implications are highly relevant to the future of our cities, particularly in light of concerns about the economic North-South divide. The weakening of central government commitment to urban regeneration, and the relaxation in planning controls that might follow any 'presumption in favour of sustainable development'. Over the past three years, a multi-disciplinary consortium of planners and social scientists from across Europe has been exploring the trajectories of shrinking cities, the resulting challenges, and governance responses through a research project entitled 'Smart Shrinkage'. This article looks at some of the study's findings.

Abstract

Whereas many cities in Europe experience a continuous process of urban growth, a considerable number of others have experienced long periods of urban shrinkage over recent decades. In many such cities this process is ongoing. However, in between these two poles of growth or shrinkage, there are cities with less pronounced trajectories. One such type is cities that underwent a phase of shrinkage but have more recently seen a recovery in population numbers. This 'turnaround' from shrinkage towards a stabilization, or even re-growth, has been increasingly reflected in the literature in recent years. Set against this background, the paper discusses and analyses the urban development trajectories of two European cities - Leipzig in Germany and Liverpool in the UK - cities of a similar size that underwent a phase of long-term shrinkage from the 1930s until the late 1990s (Leipzig), and even the 2000s (Liverpool). Recently, while both cities have stabilized their populations, and have seen a modest growth of some thousand people per year, this success has been heavily dependent on external public investment and cannot be explained simply by the assertions of popular urban development models.Rink

48. Quality of care of Medicare patients with diabetes in a metropolitan fee-for-service primary care integrated delivery system.

Abstract

Diabetes care in the United States is suboptimal. Although closed-panel health maintenance organizations (HMOs) and the Department of Veterans Affairs (VA) report performance superior to national norms, fee-for-service performance is uncertain. To address this issue, 3 outcome and 5 process indicators were measured for 2010 Medicare diabetes patients across 22 sites in a large, fee-for-service primary care group practice. American Diabetes Association standards for glycemic control, low-density lipoprotein cholesterol, and blood pressure were met by 53%, 46%, and 19% of patients, respectively. Diabetes Quality Improvement Project/Alliance poor control markers for the same measures were exceeded by 9%, 20%, and 54% of patients. Chart abstraction demonstrated annual eye examination, foot examination, and nephropathy screening rates of 16%, 49%, and 38%, while Medicare claims showed an annual eye examination rate of 63%. Observed processes and outcomes in this fee-for-service setting were superior to reported national performance and similar to the best performance in staff-model HMOs and the VA.
