With the advent of direct imaging spectroscopy, the number of spectra from brown dwarfs and extrasolar gas giants is growing rapidly. Many brown dwarfs and extrasolar gas giants exhibit spectroscopic and photometric variability, which is likely the result of weather patterns. However, for the foreseeable future, point-source observations will be the only viable method to extract brown dwarf and exoplanet spectra. Models have been able to reproduce the observed variability, but ground truth observations are required to verify their results. To that end, we provide visual and near-infrared spectra of Jupiter and Saturn obtained from the \emph{Cassini} VIMS instrument. We disk-integrate the VIMS spectral cubes to simulate the spectra of Jupiter and Saturn as if they were directly imaged exoplanets or brown dwarfs. We present six empirical disk-integrated spectra for both Jupiter and Saturn with phase coverage of $1.7^\circ$ to $133.5^\circ$ and $39.6^\circ$ to $110.2^\circ$, respectively. To understand the constituents of these disk-integrated spectra, we also provide end member (single feature) spectra for permutations of illumination and cloud density, as well as for Saturn's rings. In tandem, these disk-integrated and end member spectra provide the ground truth needed to analyze point source spectra from extrasolar gas giants and brown dwarfs. Lastly, we discuss the impact that icy rings, such as Saturn's, have on disk-integrated spectra and consider the feasibility of inferring the presence of rings from direct imaging spectra.

The Ra EDM experiment uses a pair of high voltage electrodes to search for the atomic electric dipole moment of $^{225}$Ra. We use identical, plane-parallel electrodes with a primary high gradient surface of 200 mm$^2$ to generate reversible DC electric fields. Our statistical sensitivity is linearly proportional to the electric field strength in the electrode gap. We adapted surface decontamination and processing techniques from accelerator physics literature to chemical polish and clean a suite of newly fabricated large-grain niobium and grade-2 titanium electrodes. Three pairs of niobium electrodes and one pair of titanium electrodes were discharge-conditioned with a custom high voltage test station at electric field strengths as high as $+52.5$ kV/mm and $-51.5$ kV/mm over electrode gap sizes ranging from 0.4 mm to 2.5 mm. One pair of large-grain niobium electrodes was discharge-conditioned and validated to operate at $\pm 20$ kV/mm with steady-state leakage current $\leq 25$ pA ($1\sigma$) and a polarity-averaged $98 \pm 19$ discharges per hour. These electrodes were installed in the Ra EDM experimental apparatus, replacing a copper electrode pair, and were revalidated to $\pm 20$ kV/mm. The niobium electrodes perform at an electric field strength 3.1 times larger than the legacy copper electrodes and are ultimately limited by the maximum output of our 30 kV bipolar power supply., Comment: 16 pages, 11 figures

The intermediate polar FO Aquarii (FO Aqr) experienced its first-reported low-accretion states in 2016, 2017, and 2018, and using newly available photographic plates, we identify pre-discovery low states in 1965, 1966, and 1974. The primary focus of our analysis, however, is an extensive set of time-series photometry obtained between 2002 and 2018, with particularly intensive coverage of the 2016-2018 low states. After computing an updated spin ephemeris for the white dwarf (WD), we show that its spin period began to increase in 2014 after having spent 27 years decreasing; no other intermediate polar has experienced a sign change of its period derivative, but FO Aqr has now done so twice. Our central finding is that the recent low states all occurred shortly after the WD began to spin down, even though no low states were reported in the preceding quarter-century, when it was spinning up. Additionally, the system's mode of accretion is extremely sensitive to the mass-transfer rate, with accretion being almost exclusively disk-fed when FO Aqr is brighter than V~14 and substantially stream-fed when it is not. Even in the low states, a grazing eclipse remains detectable, confirming the presence of a disk-like structure (but not necessarily a Keplerian accretion disk). We relate these various observations to theoretical predictions that during the low state, the system's accretion disk dissipates into a non-Keplerian ring of diamagnetic blobs. Finally, a new XMM-Newton observation from a high state in 2017 reveals an anomalously soft X-ray spectrum and diminished X-ray luminosity compared to pre-2016 observations., Comment: Accepted for publication in ApJ

In 2016 May, the intermediate polar FO~Aqr was detected in a low state for the first time in its observational history. We report time-resolved photometry of the system during its initial recovery from this faint state. Our data, which includes high-speed photometry with cadences of just 2 sec, shows the existence of very strong periodicities at 22.5 min and 11.26 min, equivalent to the spin-orbit beat frequency and twice its value, respectively. A pulse at the spin frequency is also present but at a much lower amplitude than is normally observed in the bright state. By comparing our power spectra with theoretical models, we infer that a substantial amount of accretion was stream-fed during our observations, in contrast to the disk-fed accretion that dominates the bright state. In addition, we find that FO~Aqr's rate of recovery has been unusually slow in comparison to rates of recovery seen in other magnetic cataclysmic variables, with an $e$-folding time of 115$\pm7$ days. The recovery also shows irregular variations in the median brightness of as much as 0.2~mag over a 10-day span. Finally, we show that the arrival times of the spin pulses are dependent upon the system's overall brightness., Comment: Accepted for publication at ApJ. Controlling the ferroelectricity and magnetism in multiferroic materials has been an important research topic. We report the formation of a highly polarized state in multiferroic DyMnO3 single crystals which develops well above the magnetic transition temperatures, and we attribute it the thermally stimulated depolarization current effect of excess holes forming Mn4+ ions in the system. We also show that this high temperature polarized state intimately correlates with the lower temperature ferroelectric state that is induced by the incommensurate spiral magnetic order of Mn spins. This study demonstrate an efficient approach to tune the multiferroicity in the manganite system.

In this paper we describe the key features of the SIRTF Telescope Test Facility developed at the Jet Propulsion Laboratory. Information on the cryogenic performance including details of the test cycle time and cryogen hold time will be included.

Report discusses use of scanning tunneling microscopy and atomic force microscopy to measure roughnesses of optical surfaces. These techniques offer greater spatial resolution than other techniques. Report notes scanning tunneling microscopes and atomic force microscopes resolve down to 1 nm.

Absorption and emission spectra of 4-amino-4-prime-nitrodiphenyl sulfide in polar and nonpolar solvents were used to characterize and assign the low-energy excited states of the molecule. Fluorescence-excitation anisotropy spectra and fluorescence quantum yields were also used to characterize the photophysics of these states. The lowest-energy fluorescent singlet state was determined to be an intramolecular charge transfer (ICT) state involving transfer of a full electron charge from the amino to the nitro group yielding a dipole moment of about 50 D. A low-energy, intense absorption band is assigned as a transition to a different ICT state involving a partial electron charge transfer from sulfur to the nitro group.

The temperature-dependent steady-state emission spectra and fluorescence kinetics of copolymer films of styrene and 2,3,4,5,6-pentafluorostyrene are reported. The polystyrene excimer emission is efficiently quenched in the presence of relatively small amounts of the pentafluorophenyl quencher in spite of the fact that direct energy transfer from the excimer to the quencher chromophores is not possible. The quenching of the polystyrene excimer emission at room temperature and of the polystyrene monomer emission at 13 K is attributed to the interception of the migrating monomer excitation by the quencher. The data suggest that this quenching mechanism is independent of temperature.

Quenching of the emission of both the polystyrene monomer and the excimer for a series of varying composition copolymer films of styrene and 2-(2'-hydroxy-5'-vinylphenyl)-2H-benzotriazole is reported. The preponderance of quenching for both the monomer and excimer emissions is due to interception of the migrating excitation at the quencher site, although additional quenching results via long-range dipole-dipole energy transfer from the monomer and excimer traps to the quencher trap. The quenching of the monomer fluorescence and phosphorescence and that of the excimer fluorescence were found to be temperature independent over the ranges 14-58 and 191-296 K, respectively. Most significantly, it is concluded that the energy migration process is temperature independent over the range 14-296 K.

The Multi-angle Imaging SpectroRadiometer (MISR) plans to use deployable diffuse reflectance panels to provide periodic radiometric calibrations of its nine cameras while in-flight. Near-Lambertian reflectance characteristics are desirable to facilitate flat-field camera intercomparisons. Also required is panel spatial and spectral uniformity, and stability with time. Spectralon, a commercially available polytetrafluoroethylene (PTFE) compound, has been baselined in the MISR design. To assess the suitability of this material, a series of degradation tests were planned and implemented. These included UV vacuum exposure and proton bombardment tests which simulated the exposure levels to be encountered during the mission life. Proton levels are now considered too low to be of concern, but UV vacuum tests demonstrate sensitivity to material contamination. Material investigations have concluded that hydrocarbons are present in the bulk of the material, and that plastic packaging materials can introduce additional surface-layer contamination. It is found however, that these unwanted elements can be eliminated through vacuum pumping at elevated temperatures. Exposure to a UV source, while in vacuum, is again planned for a set of targets which have been vacuum baked. This will assess the stability of the pure PTFE form.

NASA is studying a number of advanced optical systems concepts to achieve a variety of science mission goals. Most of these concepts require significant advancements in optics technology. An overview of the Optics Technology base R&T program is presented in outline form. The program structure contains six major program elements: optical materials and coatings, optics modeling, advanced optics fabrication, optical testing, wavefront sensing and control, and sensor optics technology.

The temperature-dependent steady-state emission, emission polarization anisotropy, and fluorescence-kinetics of poly(2,3,4,5,6-pentafluoro styrene) film are reported. Two interconverting excited-state conformations of the chromophore have been identified. The fluorescence of the higher energy conformation results from excitation on the red edge of the polymer absorption band at temperatures below 180 K. The energy barrier for conversion of the high energy conformer to the lower energy conformer is estimated to be E/hc = 27 + or - 7/cm. Electronic energy migration is not evident in this polymer.

Several diphenylpolyyne compounds found to exhibit second-order nonlinear electric susceptibilities and chemical structures conducive to orientation in appropriate chemical environments. These features make new materials suitable for use in optical devices. Diphenylacetylene links give molecules rodlike characteristics making them amenable to orientation by suspension in liquid crystals. New molecules also have inherent liquid-crystalline properties enabling them to be oriented directly.

The microgravity environment presents some interesting possibilities for the study of polymer science. Properties of polymeric materials depend heavily on their processing history and environment. Thus, there seem to be some potentially interesting and useful new materials that could be developed. The requirements for studying polymeric materials are in general much less rigorous than those developed for studying metals, for example. Many of the techniques developed for working with other materials, including heat sources, thermal control hardware and noncontact temperature measurement schemes should meet the needs of the polymer scientist.

Optical limiting measurements have been made on solutions of several metal containing phthalocyanines and naphthalocyanines. Measurements at 532nm using nanosecond pulses from a Q-switched Nd:YAG laser show limiting throughputs of 1-10 millijoules with mild focussing in alcohol solutions with nominal transmissions of 30-70 percent. Measurements on chloro-aluminum-phthalocyanine solutions utilizing individual 30 psec pulses or trains (spanning about 100nsec) of modelocked pulses have shown even lower limiting throughputs. Thus, the dynamic range of the limiting behavior has been shown to cover at least three orders of magnitude. Prompt limiting is attributed to strong singlet-singlet (S1-Sn) absorption, whereas the longer time limiting behavior is postulated to result from strong triplet-triplet (T1-Tn) absorption. In addition to these studies, efforts have been underway to identify materials with reduced limiting throughput and improved optical transmission characteristics.

The requirements developed to guide the selection of current and future materials for precision segmented reflectors are presented along with a list of desirable properties. Some potential candidate materials including modified fiber reinforced organic matrix composites as well as carbon/carbon composites, graphite/glass composites, and metal matrix composites are identified. It is noted that in the near term, it is likely that modified fiber reinforced organic matrix composites have good applicability. In the longer term, materials such as carbon/carbon composites, graphite/glass composites and metal matrix composites may provide the best mix of properties.

Second- and third-order nonlinear optical properties of some newly synthesized organic molecules and polymers are reported. Powder second-harmonic-generation efficiencies of up to 200 times urea have been realized for asymmetric donor-acceptor acetylenes. Third harmonic generation chi(3)s have been determined for a series of small conjugated molecules in solution. THG chi(3)s have also been determined for a series of soluble conjugated copolymers prepared using ring-opening metathesis polymerization. The results are discussed in terms of relevant molecular and/or macroscopic structural features of these conjugated organic materials.

Energetic pulsed atomic oxygen beams were generated by laser-driven evaporation of cryogenically frozen ozone/oxygen films and thin films of indium-tin oxide (ITO). Mass and energy characterization of beams from the ozone/oxygen films were carried out by mass spectrometry. The peak flux, found to occur at 10 eV, is estimated from this data to be 3 x 10(20) m(-2) s(-1). Analysis of the time-of-flight data indicates a number of processes contribute to the formation of the atomic oxygen beam. The absence of metastable states such as the 2p(3) 3s(1) (5S) level of atomic oxygen blown off from ITO films is supported by the failure to observe emission at 777.3 nm from the 2p(3) 3p(1) (5P sub J) levels. Reactive scattering experiments with polymer film targets for atomic oxygen bombardment are planned using a universal crossed molecular beam apparatus.

The low Earth orbit environment is described and the critical issues relating to oxygen atom degradation are discussed. Some analytic techniques for studying the problem and preliminary results on the underlying degradation mechanisms are presented.

Analysis of the time-of-flight data suggests that several processes contribute to the formation of the oxygen beam. Results show the absence of metastable states such as the 2p(3)3s(1)(5S) level of atomic oxygen blown-off from the ITO films. The present process has application to the study of the oxygen degradation problem of LEO materials.
