Commercial building HVAC systems experience many sensing, mechanical, and control-related faults that increase energy consumption and impact occupant comfort. Fault detection & diagnostics (FDD) software has been demonstrated to identify and help diagnose these types of faults. Several studies have demonstrated FDD energy savings potential, but there is limited empirical data characterizing the quantity and type of faults reported by FDD tools. This paper presents results of an FDD fault reporting study, employing multi-year monitoring data for over 60,000 pieces of HVAC equipment, covering over 90 fault types, and using new metrics that we developed to characterize fault prevalence. Study results offer an unprecedented accounting of the quantity of faults reported, the most commonly occurring faults, and fault persistence. We find that 21 air handling unit (AHU) faults were reported on 20% or more AHUs in our dataset, and 18 AHU faults persisted for more than 20% of the time period covered by the data. On any given day, 40% of AHUs and 30% of air terminal units saw a reported fault of some kind. Based on in-depth analysis of these results we provide recommendations for building operators, FDD software developers, and researchers to enable more efficient commercial building operation.

Decarbonization goals in the United States electricity sector are increasing the levels of renewable energy generation in the electricity supply system, and are driving increased attention to building electrification, which will increase the magnitude and shift the timing of the electricity system peak. These changes are motivating new approaches to coordinate building electricity demand with low-carbon renewable generation, elevating the importance of demand flexibility (DF) in buildings and the need to quantify the temporal impacts of DF. In this paper, we first characterize the hourly predictive accuracy of six commonly used baseline models in an application context of quantifying building-level load shift. Our analysis revealed insights such as hours of the day (afternoons), periods of the week (weekends), and seasons (summer) that were predicted with more accuracy than other time periods. In addition, the analysis showed tendencies toward overprediction or underprediction of load. Secondly, we provide the first published investigation of baseline erosion from repeated dispatch of building load shifting. We observed that as the baseline period is pushed back further from the prediction day, the distribution of errors across baseline model predictions increases, with notable inflection points near the three-week erosion point for two of the three models.

To achieve ambitious decarbonization goals it is critical that buildings operate to their full potential. Commercial HVAC systems, however, experience a wide range of operational faults, adversely affecting energy consumption, occupant comfort, and maintenance costs. Analytical tools such as fault detection & diagnostics (FDD) software identify and help diagnose these types of sensing, mechanical, or control-related faults.While significant energy savings has been documented for FDD, along with limited-scale studies on technical capabilities, there is a lack of empirical data on faults being reported by FDD tools. With FDD deployment accelerating significantly over the past decade there is an opportunity to gather and analyze data on commercial HVAC operational problems at an unprecedented scale. Such data could address many questions such as: [a] What faults are most commonly reported?; and [b] How does fault reporting vary by time of year and other possible drivers?A recent study into FDD fault reporting amassed the largest U.S. dataset of commercial HVAC air-side fault records, drawn from multi-year monitoring across over 60,000 pieces of HVAC equipment. The results of this study provide granular data on fault reporting for over 90 unique fault types. In this paper we provide an overview of the research process and highlight key findings and lessons learned. This study presents an extraordinary level of detail on FDD fault reporting characteristics across many climate zones and building types. Armed with these new insights, commercial building industry stakeholders can make better informed decisions when designing, configuring, and operating commercial HVAC systems.

Quantifying the annual energy impacts of efficient technologies in commercial buildings has been well established by the building science field. As we move toward enabling grid-interactive efficient buildings (GEB) targeting flexible building operation and carbon reduction, quantification methods to evaluate time-sensitive peak load and emissions impact are much less defined. A number of national laboratories are working to field validate four different GEB software solutions that provide the capability to control multiple building end-use systems in multiple load flexibility modes (i.e., energy efficiency, load shed, load shift, and possible load modulation at the second to sub-second level). To guide the laboratory leads in effective measurement and verification (M&V) practices, two of the laboratories collaborated to define metrics to quantify the impacts of flexible load control on building demand, utility costs, carbon emissions, facility management, and occupant comfort. This paper summarizes the proposed metrics to quantify peak load and emission impacts in the field, decision parameters, approaches to accurately conduct M&V, lessons learned, and outstanding needs and next steps.

Commercial buildings in the U.S. consume as much as 30% excess energy compared tobuildings that operate fault free and efficiently. Fault detection and diagnostic (FDD) platformshelp to continually identify operational inefficiencies and maintain low-carbon performance.However, the recommendations generated by FDD tools need to be implemented by technicians,resulting in delays or lost savings opportunities. Recent research advances showed fault AUTOcorrectionintegrating with commercial FDD offerings filled this gap. Seven innovative AUTOcorrectionalgorithms were integrated into two FDD platforms and deployed across fourbuildings. The enhanced tools successfully correct faults focusing on incorrectly programmedschedules, override not released, control hunting, rogue zone, and suboptimal setpoints.Although its technical efficacy has been proven in the field, fault AUTO-correction is still earlyin the deployment cycle and opportunities and barriers need to be understood to reach its fullpotential in market transformation.This paper broadly introduces the new technology that automatically corrects HVACfaults. The authors describe in detail technology potential, market barriers, and enablers forscalability based on field testing results and interviews with the FDD providers and facilitymanagers. The interviewees agreed that AUTO-correction can reduce the extent to which savingsare dependent upon human intervention, scale building operators’ ability to act on FDD findings(especially for facilities with small operation teams), and achieve significant savings. To enablescalable deployment, future efforts are needed to overcome the barriers such as cybersecurity andaccountability concerns from building operators and standardization of control parameters usedin building automation systems.

Buildings are becoming more data-rich. Building analytics tools, including energy information systems (EIS) and fault detection and diagnostic (FDD) tools, have emerged to enable building operators to translate large amounts of time-series data into actionable findings to achieve energy and non-energy benefits. To expedite data analytics adoption and facilitate technology innovation, building owners, technology developers, and researchers need reliable cost–benefit data and evidence-based guidance on deployment practices. This paper fulfills these needs with the energy use and survey data from a wide-ranging research and industry partnership program that covers thousands of buildings installed with analytics tools. The paper indicates that after two years of implementation, organizations using FDD tools and EIS tools achieved 9% and 3% median annual energy savings, respectively. The median base cost and annual recurring cost for FDD are USD 0.65 per square meter (m2) (USD 0.06 per square foot [ft2]) and USD 0.22 per m2 (USD 0.02 per ft2), and are USD 0.11 per m2 (USD 0.01 per ft2) and USD 0.11 per m2 (USD 0.01 per ft2) for EIS. The common metrics and analyses that are used in the tools to support the discovery of energy efficiency measures are summarized in detail. Two best practice examples identified to maximize the benefits of tool implementation are also presented. Opportunities to advance the state of technology include simplified data integration and management, and more efficient processes for acting on analytics outputs. Compared with previous efforts in the literature, the findings presented in this paper demonstrate the effectiveness of building analytics tools with the largest known dataset.

Advanced measurement & verification (M&V), or M&V 2.0, is an energy data analysis method using advanced metering infrastructure (AMI) data in combination with analytics to quantify energy efficiency project savings. Advanced M&V is viewed as an enabler for underutilized behavioral, retrocommissioning, and holistic multi-measure efficiency efforts, as quantifying savings for these programs with existing methods has typically been very challenging. Despite its promise, there are still several unanswered questions about the use of advanced M&V such as: How accurately can these tools quantify energy savings? How can advanced M&V satisfy regulatory requirements for rigorous savings estimates? Where and how does advanced M&V intersect with traditional impact evaluation and the principles of ‘embedded’ evaluation, measurement & verification (EM&V)? Pilots are being pursued in various regions and program contexts to address these research questions. However, results from these pilots are rarely made public, meaning that lessons may not be widely shared and the scope of analyses varies widely. The paper presents encouraging results from a recent advanced M&V pilot and discusses key process-related aspects such as managing AMI data and refining analysis methodologies. An approach to reviewing and classifying projects based on savings characteristics and magnitude is demonstrated, as a potential risk management tool. The authors also demonstrate how advanced M&V can identify underperforming projects and non-routine events in a timely manner. The paper also outlines lessons learned from this and other recent pilot activity and barriers to be overcome in moving toward the goal of widespread adoption of holistic meter-based programs.

In a rapidly evolving energy industry, utilities are dealing with new challenges like integrating distributed energy resources and market saturation for advanced lighting retrofits. Demand-side management programs require new approaches to meet aggressive carbon reduction goals. Advanced measurement & verification (M&V) is an energy data analysis method using smart meter data in combination with analytics to quantify energy efficiency project savings. Advanced M&V shows great promise for supporting next generation commercial programs including retro commissioning, multi-measure retrofits, and behavior change programs.Advanced M&V captures real project impacts at the meter, but sometimes non-project events can also impact consumption (so-called “non-routine events” [NREs]). Accurately detecting and accounting for NREs is important for reducing uncertainty of savings estimates and helps manage investment risk for different stakeholders (e.g., utilities, building owners, ESCOs). Recent research has shown promise in establishing data-driven techniques to identify and adjust for NREs, but fundamental questions still remain, such as: how can you distinguish NREs from acceptable noise in energy consumption profiles? What is the frequency and magnitude of NREs? Can their detection and adjustment be automated and streamlined?This paper documents the state of the art in NRE quantification and analysis. The results of research to quantify the frequency, nature and direction of NREs, and methods and metrics for determining a trigger threshold for taking action on NREs are presented. The paper also documents the latest technical guidance on application of NRE detection and adjustment methods.

Faults occurring in heating, ventilation and air-conditioning (HVAC) systems have significantly negative impacts on building energy consumption, occupant comfort, and indoor air quality. In the past thirty years, extensive research has been conducted on fault detection and diagnostics (FDD) methods, and there are now dozens of commercially available FDD software tools. Growing adoption of FDD tools has the potential to generate a massive and useful data set on fault characteristics. However, the lack of a unifying taxonomy is a significant barrier to efficient analysis and evaluation of FDD outputs. Therefore, there is a strong need to develop a robust taxonomy which can better represent and interpret FDD output data.This paper documents the development of a unifying taxonomy for HVAC system faults in commercial buildings, with initial focus on air handling units, variable air volume terminal units, and roof top unit systems. The developed fault taxonomy employs both a physical hierarchy of HVAC equipment and a cause-effect relationship model as tools to better understand and support root cause analysis for HVAC faults. A variable air volume terminal unit is used as an example to demonstrate the application of the developed fault taxonomy. The taxonomy has short-term application in a major U.S. study on fault prevalence, and promises longer term benefits to FDD software developers and building operators by creating a foundation for improved approaches to identifying and resolving HVAC faults.

As decarbonization goals drive increasing levels of renewable generation, there is a need to understand the time- and location-based savings benefits of demand-side management (DSM) programs. The challenges of the 'duck curve' are driving the utility industry to consider how programs can be optimized to match demand profiles with low carbon generation resources. From an infrastructure standpoint, time- and location-targeted DSM could serve as a ‘non-wires alternative’ (NWA) to defer equipment upgrades.Additional DSM value streams are motivating innovation in savings evaluation, providing more resolved insights beyond the total annual program impact. Methods grounded in the principles of billing analysis, leveraging hourly metering at the distribution grid, can provide new visibility into the spatial and temporal savings achieved through DSM. A large body of work has investigated related topics including interval meter-based savings analysis, the time- varying nature of efficiency measures, and NWA. A less studied topic concerns the impact of DSM on the grid, based on metered consumption.This paper presents an analysis of interval data across more than 25,000 customers and twelve substations, from the Sacramento Municipal Utility District. The results show for different locations on the grid: achieved savings and the impact on grid consumption; hourly savings shapes for DSM program participants and non-participants, and how those shapes vary with season; and the impact of the programs on peak demand. These findings show the current impact of DSM, with implications for future, more intentional targeting as the utility continues to pursue aggressive electrification, efficiency, load flexibility, and reliable NWA.

As digital controls and smart meters become commonplace in commercial buildings, facilities teams have access to overwhelming amounts of data. This data does not typically lead to insights and corrective actions unless it is analyzed and prioritized in automated ways. Analytic software has been commercially available for over 20 years, but only recently have these tools seen increased adoption. This monitoring infrastructure helps uncover hidden operational opportunities, which is enticing for decision makers looking for short paybacks. Rather than single project savings, monitoring-based commissioning (MBCx) provides tools and processes to implement persistent, continuous improvement. What was formerly a data onslaught is now becoming a controlled resource for improved energy management. In 2016, a Research and Industry Partnership program was launched to support the use of analytics and diagnostics technologies and MBCx practices. This program couples technical assistance to owners to help increase adoption with a data collection effort to inform industry. It includes the most comprehensive data available nationally on analytics installation and use. The first-year results are in, with data from 46 organizations representing over 185 million square feet and 2,300 buildings. These organizations have achieved a median year-over-year energy savings of $0.20/sq ft with a median first year technology implementation cost of $0.12/sq ft. The paper summarizes attributes of successful analytics and MBCx installations, and cost-effectiveness results. The research provides insight for utilities considering adopting analytics technologies into incentive programs, for analytics developers to improve the performance of their solutions, and for commercial building facility staff considering these technologies.

Detecting and diagnosing HVAC faults is critical for maintaining building operation performance, reducing energy waste, and ensuring indoor comfort. An increasing deployment of commercial fault detection and diagnostics (FDD) software tools in commercial buildings in the past decade has significantly increased buildings’ operational reliability and reduced energy consumption. A massive amount of data has been generated by the FDD software tools. However, efficiently utilizing FDD data for ‘big data’ analytics, algorithm improvement, and other data-driven applications is challenging because the format and naming conventions of those data are very customized, unstructured, and hard to interpret. This paper presents the development of a unified taxonomy for HVAC faults. A taxonomy is an orderly classification of HVAC faults according to their characteristics and causal relations. The taxonomy includes fault categorization, physical hierarchy, fault library, relation model, and naming/tagging scheme. The taxonomy employs both a physical hierarchy of HVAC equipment and a cause-effect relationship model to reveal the root causes of faults in HVAC systems. A structured and standardized vocabulary library is developed to increase data representability and interpretability. The developed fault taxonomy can be used for HVAC system ‘big data’ analytics such as HVAC system fault prevalence analysis or the development of an HVAC FDD software standard. A common type of HVAC equipment-packaged rooftop unit (RTU) is used as an example to demonstrate the application of the developed fault taxonomy. Two RTU FDD software tools are used to show that after mapping FDD data according to the taxonomy, the meta-analysis of the multiple FDD reports is possible and efficient.

Utility programs have successfully delivered energy efficiency for decades. Today, increasing emphasis is being placed on demand response (DR) programs that incentivize customers to reduce, or “shed” electric load during grid peak periods. The most common methods used to predict building peaks and quantify DR load reductions rely on simple averaging algorithms using hourly load and temperature data from the days preceding the DR event. In contrast, regression-based algorithms have been used for decades to quantify annual energy efficiency savings. The availability of smart meter data has enabled application of hourly regressions for more accurate energy savings estimation, often referred to as “advanced measurement and verification (M&V).” This project explored whether advanced M&V regression approaches offer improvements over simpler averaging approaches for peak load prediction in commercial buildings. We present evaluation results for eight algorithms (based on three baseline modeling approaches). The findings show that all algorithms underpredicted consumption across 453 meters and over 1,100 peak load days. Median bias values varied between 4.5 and 18.7 percent, indicating that the methods evaluated would tend to understate achieved load reductions in DR applications for these buildings. The regression methods did not offer a notable advantage over the commonly used averaging methods.

This study provides a review of the current state of knowledge, gaps, and potential value in research on the prevalence of faults in commercial buildings. Two separate efforts were made in this study: (1) we performed a literature review to determine the extent of currently available fault prevalence data for heating, ventilation, and air-conditioning (HVAC) systems, and (2) we conducted dozens of interviews with subject matter experts and stakeholders to determine the HVAC fault data that would be of greatest value. Through the literature review and interviews, we discovered unmet needs for empirical data on the prevalence of faults at the desired level of granularity, consistency, and scale; this lack of data leads us to recommend future work studying commercial buildings’ HVAC fault prevalence, with robust fault taxonomy and a variety of meaningful fault prevalence metrics.

Faults in commercial buildings can cause energy waste and other performance problems such as reduced occupant comfort, reduced equipment longevity, and increased noise. However, it is currently unknown how commonly faults occur in different equipment types. This paper describes a method to estimate the prevalence of faults in air handling units, air terminal units, and rooftop units and the use of three metrics for summarizing results. This method was developed by the authors as part of a study which includes data from several automated fault detection and diagnostics (AFDD) data providers, providing a large sample with a wide range of building types, geographical locations, and equipment types. This dataset includes fault diagnoses from thousands of buildings throughout the United States, as well as anonymized metadata describing the building and equipment characteristics. The number of fault records is on the order of 106. We describe here how the data from different data providers can be processed and unified using a common taxonomy, and illustrate three metrics that can provide insights using this type of data. The methods developed for this study are illustrated here with preliminary data. This work supports a multi-year, multi-institutional project that will provide insight into the drivers of fault prevalence; for example, whether prevalence is correlated with characteristics like building type, building size, and geographical location (including related factors like local climate and utility rates). We discuss some of the challenges of harmonizing disparate outputs from multiple AFDD providers, the usefulness of applying a unifying fault taxonomy, and provide preliminary figures that illustrate three fault prevalence metrics.

Energy Efficiency has historically focused on delivering savings to offset growth in energy supply. Today’s growing emphasis on decarbonization of the energy supply is driving renewables adoption and increased interest in electrification. As a result, energy efficiency is being assessed not just in its ability to offset load growth, but also for its ability to alleviate location-specific constraints on transmission and distribution infrastructure. This work demonstrates that advanced measurement and verification modeling techniques can be used to estimate the spatio-temporal grid impact of a portfolio of energy efficiency programs. It extends measurement-based methods to an entire Demand Side Management portfolio and uses a single model to predict annual as well as seasonal building energy use with near-zero bias. In addition, new metrics are introduced to assess grid level impacts of energy efficiency. The results show that the efficiency program portfolio delivers savings of over 12% at the territory-wide proxy level, with substation and feeder level savings ranging from 0.4% to 26%, and −5%-42% respectively. These savings impacted 1.0%–1.4% of the energy used at these locations in the grid. This work provides a methodology with potential to connect efficiency with distribution planning, carrying implications for non-wires alternatives and targeted delivery of efficiency programs.

Building commissioning (Cx) is a process for assuring efficient building operations that can be applied to new construction and existing buildings, resulting in energy and non-energy benefits. Quantifying the benefits of commissioning is challenging, but a 2009 study of 643 commercial buildings provided a solid initial data set to which we added 839 additional buildings for a significantly expanded and updated meta-analysis representing 34.7 million square meters (373 million square feet) of floor area. Since 2009 the commissioning industry has continued to grow, driven by building codes, utility programs, and rising awareness of commissioning benefits. In parallel, building controls have become more sophisticated, and analytics software has emerged to assist with commissioning. We find that delivery mechanism and market segment are key determinants of outcomes, although significant and cost-effective savings are found across the spectrum. Median primary energy savings for Cx projects in existing buildings ranged from 5 percent for those conducted under utility programs, 9 percent for monitoring-based commissioning utility programs (i.e., augmented with submetering and diagnostics), and 14 percent for Cx projects outside of utility programs. Across all project types, median savings ranged from 3 percent for the lodging market segment to 16 percent for public order and safety facilities. Outcomes did not vary significantly by building size or by market segment. Energy savings are rarely estimated for new construction commissioning. We found that the median costs of Cx were lower for the 2018 sample than for the 2009 sample—$2.85 per square meter ($0.26 per square foot) for existing buildings (a 33 percent reduction) and $8.78 per square meter ($0.82 per square foot) for new construction (a reduction of almost 50 percent). The median simple payback time for existing buildings was 1.7 years, with a 25th–75th percentile range of 0.8–3.5 years. This article summarizes these and other key findings, and discusses how the 2018 data reflects shifts in commissioning practice and outcomes.

As building energy and system-level monitoring becomes more common, facility teams are faced with an overwhelming amount of data. This data does not typically lead to insights, corrective actions, and energy savings unless it is stored, organized, analyzed, and prioritized in automated ways. The Smart Energy Analytics Campaign is a public-private sector partnership program focused on supporting commercially available energy management and information systems (EMIS) technology use and monitoring-based commissioning (MBCx) practices. MBCx is an ongoing commissioning process with focus on analyzing large amounts of data on a continuous basis. EMIS tools are used in the MBCx process to organize, present, visualize, and analyze the data. With campaign data from over 400 million square feet (sq. ft.) of installed space, this paper presents the results achieved by owners that are implementing EMIS, along with associated technology costs. The study’s EMIS users that reported savings achieved the median cost savings of $0.19/sq. ft. and 7% annually, with savings shown to increase over time. For 35 portfolio owners, the median base cost to install an EMIS was $0.03/sq. ft., with an annual recurring software cost of $0.02/sq. ft. and an estimated annual labor cost of $0.03/sq. ft. Two types of EMIS systems—energy information systems and fault detection and diagnostic systems—are defined in the body of the paper. Of the two, we find that fault detection and diagnostic systems have both higher savings and higher costs. The paper offers a characterization of EMIS products, MBCx services, and trends in the industry.

As digital controls and smart meters become commonplace in commercial buildings, facilities teams have access to overwhelming amounts of data. This data does not typically lead to insights and corrective actions unless it is analyzed and prioritized in automated ways. Analytic software has been commercially available for over 20 years, but only recently have these tools seen increased adoption. This monitoring infrastructure helps uncover hidden operational opportunities, which is enticing for decision makers looking for short paybacks. Rather than single project savings, monitoring-based commissioning (MBCx) provides tools and processes to implement persistent, continuous improvement. What was formerly a data onslaught is now becoming a controlled resource for improved energy management. In 2016, a Research and Industry Partnership program was launched to support the use of analytics and diagnostics technologies and MBCx practices. This program couples technical assistance to owners to help increase adoption with a data collection effort to inform industry. It includes the most comprehensive data available nationally on analytics installation and use. The first-year results are in, with data from 46 organizations representing over 185 million square feet and 2,300 buildings. These organizations have achieved a median year-over-year energy savings of $0.20/sq ft with a median first year technology implementation cost of $0.12/sq ft. The paper summarizes attributes of successful analytics and MBCx installations, and cost-effectiveness results. The research provides insight for utilities considering adopting analytics technologies into incentive programs, for analytics developers to improve the performance of their solutions, and for commercial building facility staff considering these technologies.

The surge in interval meter data availability and associated activity in energy data analytics has inspired new interest in advanced methods for building efficiency savings estimation. Statistical and machine learning approaches are being explored to improve the energy baseline models used to measure and verify savings. One outstanding challenge is the ability to identify and account for operational changes that may confound savings estimates. In the measurement and verification (M&V) context, ‘non-routine events’ (NREs) cause changes in building energy use that are not attributable to installed efficiency measures, and not accounted for in the baseline model's independent variables. In the M&V process NREs must be accounted for as ‘adjustments’ to appropriately attribute the estimated energy savings to the specific efficiency interventions that were implemented. Currently this is a manual and custom process, conducted using professional judgment and engineering expertise. As such it remains a barrier in scaling and standardizing meter-based savings estimation. In this work, a data driven methodology was developed to (partially) automate, and therefore streamline the process of detecting NREs in the post-retrofit period and making associated savings adjustments. The proposed NRE detection algorithm is based on a statistical change point detection method and a dissimilarity metric. The dissimilarity metric measures the proximity between the actual time series of the post-retrofit energy consumption and the projected baseline, which is generated using a statistical baseline model. The suggested approach for NRE adjustment involves the NRE detection algorithm, the M&V practitioner, and a regression modeling algorithm. The performance of the detection and adjustment algorithm was evaluated using a simulation-generated test data set, and two benchmark algorithms. Advanced measurement & verification (M&V), or M&V 2.0, is an energy data analysis method using advanced metering infrastructure (AMI) data in combination with analytics to quantify energy efficiency project savings. Advanced M&V is viewed as an enabler for underutilized behavioral, retrocommissioning, and holistic multi-measure efficiency efforts, as quantifying savings for these programs with existing methods has typically been very challenging. Despite its promise, there are still several unanswered questions about the use of advanced M&V such as: How accurately can these tools quantify energy savings? How can advanced M&V satisfy regulatory requirements for rigorous savings estimates? Where and how does advanced M&V intersect with traditional impact evaluation and the principles of ‘embedded’ evaluation, measurement & verification (EM&V)? Pilots are being pursued in various regions and program contexts to address these research questions. However, results from these pilots are rarely made public, meaning that lessons may not be widely shared and the scope of analyses varies widely. The paper presents encouraging results from a recent advanced M&V pilot and discusses key process-related aspects such as managing AMI data and refining analysis methodologies. An approach to reviewing and classifying projects based on savings characteristics and magnitude is demonstrated, as a potential risk management tool. The authors also demonstrate how advanced M&V can identify underperforming projects and non-routine events in a timely manner. The paper also outlines lessons learned from this and other recent pilot activity and barriers to be overcome in moving toward the goal of widespread adoption of holistic meter-based programs.
