The accurate characterization of seasonal and inter-annual site-level wind energy variability is essential during wind project development. Understanding the features and probability of low-wind years is of particular interest to developers and financers. However, a dearth of long-term, hub-height wind observations makes these characterizations challenging, and thus techniques to improve these characterizations are of great value. To improve resource characterization, we explicitly link wind resource variability (at hub-height, and at specific sites) to regional and synoptic scale wind regimes. Our approach involves statistical clustering of high-resolution modeled wind data, and is applied to California for a period covering 1980–2015. With this approach, we investigate the unique meteorological patterns driving low and high wind years at five separate wind project sites. We also find wind regime changes over the 36-year period consistent with global warming: wind regimes associated with anomalously hot summer days increased at half a day per year and stagnant conditions increased at one-third days per year. Despite these changes, the average annual resource potential remained constant at all project sites. Additionally, we identify correlations between climate modes and wind regime frequency, a linkage valuable for resource characterization and forecasting. Our general approach can be applied in any location and may benefit many aspects of wind energy resource evaluation and forecasting.

The structure of Ni(3-amino-4,4′-bipyridine)[Ni(CN)
4 ] (or known as Ni-BpyNH2 ) in powder form was determined using synchrotron X-ray diffraction and refined using the Rietveld refinement technique (R = 8.8%). The orthorhombic (C mca) cell parameters were determined to be a = 14.7218(3) Å, b = 22.6615(3) Å, c = 12.3833(3) Å, V = 4131.29(9) Å3 , and Z = 8. Ni-BpyNH2 forms a 3-D network, with a 2-D Ni(CN)4 net connecting to each other via the BpyNH2 ligands. There are two independent Ni sites on the net. The 2-D nets are connected to each other via the bonding of the pyridine "N" atom to Ni2. The Ni2 site is of six-fold coordination to N with relatively long Ni2–N distances (average of 2.118 Å) as compared to the four-fold coordinated Ni1–C distances (average of 1.850 Å). The Ni(CN)4 net is arranged in a wave-like fashion. The functional group, –NH2 , is disordered and was found to be in the m -position relative to the N atom of the pyridine ring. Instead of having a unique position, N has ¼ site occupancy in each of the four m -positions. The powder reference diffraction pattern for Ni-BpyNH2 was prepared and submitted to the Powder Diffraction File (PDF) at the International Centre of Diffraction Data (ICDD). Using a Langmuir-Blodgett (LB) synthesis method, novel two-dimensional (2D) mixed-spin magnetic systems, in which each magnetic layer is both structurally and magnetically isolated, have been generated. Specifically, a 2D Fe-Ni cyanide-bridged network with a face-centered square grid structure has been magnetically and structurally characterized. - Abstract
Publications on citizenship, democracy, and disability tend to focus almost exclusively on the labor market, the political system, as well as assistance and support, and not on education. The same holds true in reverse. Democracy in relation to education and schooling is often discussed in a restricted manner. Disability is not treated with specific interest in this context. This chapter addresses this gap with a specific focus on John Dewey’s theoretical considerations. It first outline key aspects of Dewey’s theoretical framework before turning to the issue of disability and the specific risks it entails for democratic life in general and democratic participation in particular. It then explores the question of whether Dewey’s pragmatist approach can be used to make progress for disabled people’s education. It particularly discusses tensions and dilemmas that disability poses for democratic and inclusive education.

- Abstract
“Populism” is a much used but still rather vague term employed mostly in political but also in educational discourses. To understand what is meant by “populist challenges to democratic education” this chapter first analyzes the historical relations between liberal democracy and public education. I then refer to a discussion of “populism” using a social-political definition of the term that was coined by American sociologist Edward Shils. This is followed by a discussion of populist changes in public discourse and education created by new media. My main focus is on the populist challenges to systems education systems and the challenges of populist positions in education itself. Finally, I will suggest the perspectives that remain for democratic education.

- Abstract
In this chapter, Hannah Arendt is characterized as a “pedagogue of the public realm” and, at the same time, as an antipode to John Dewey and his ideas of democracy and education. Arendt’s understanding of the political sphere – the so-called “political” – is illuminated and questioned in its proximity to political thoughts of Jacques Rancière. The elementary political dimension of education is asserted in line with, or even despite, Arendt’s insights and skepticism.

- Abstract
River ecosystems receive and process vast quantities of terrestrial organic carbon, the fate of which depends strongly on microbial activity. Variation in and controls of processing rates, however, are poorly characterized at the global scale. In response, we used a peer-sourced research network and a highly standardized carbon processing assay to conduct a global-scale field experiment in greater than 1000 river and riparian sites. We found that Earth’s biomes have distinct carbon processing signatures. Slow processing is evident across latitudes, whereas rapid rates are restricted to lower latitudes. Both the mean rate and variability decline with latitude, suggesting temperature constraints toward the poles and greater roles for other environmental drivers (e.g., nutrient loading) toward the equator. These results and data set the stage for unprecedented “next-generation biomonitoring” by establishing baselines to help quantify environmental impacts to the functioning of ecosystems at a global scale.

Background GLORIA-AF (Global Registry on Long-Term Oral Antithrombotic Treatment in Patients with Atrial Fibrillation) is a prospective, global registry program describing antithrombotic treatment patterns in patients with newly diagnosed nonvalvular atrial fibrillation at risk of stroke. Phase 2 began when dabigatran, the first non–vitamin K antagonist oral anticoagulant (NOAC), became available. Objectives This study sought to describe phase 2 baseline data and compare these with the pre-NOAC era collected during phase 1. Methods During phase 2, 15,641 consenting patients were enrolled (November 2011 to December 2014); 15,092 were eligible. This pre-specified cross-sectional analysis describes eligible patients’ baseline characteristics. Atrial fibrillation disease characteristics, medical outcomes, and concomitant diseases and medications were collected. Data were analyzed using descriptive statistics. Results Of the total patients, 45.5% were female; median age was 71 (interquartile range: 64, 78) years. Patients were from Europe (47.1%), North America (22.5%), Asia (20.3%), Latin America (6.0%), and the Middle East/Africa (4.0%). Most had high stroke risk (CHA2DS2-VASc [Congestive heart failure, Hypertension, Age ≥75 years, Diabetes mellitus, previous Stroke, Vascular disease, Age 65 to 74 years, Sex category] score ≥2; 86.1%); 13.9% had moderate risk (CHA2DS2-VASc = 1). Overall, 79.9% received oral anticoagulants, of whom 47.6% received NOAC and 32.3% vitamin K antagonists (VKA); 12.1% received antiplatelet agents; 7.8% received no antithrombotic treatment. For comparison, the proportion of phase 1 patients (of N = 1,063 all eligible) prescribed VKA was 32.8%, acetylsalicylic acid 41.7%, and no therapy 20.2%. In Europe in phase 2, treatment with NOAC was more common than VKA (52.3% and 37.8%, respectively); 6.0% of patients received antiplatelet treatment; and 3.8% received no antithrombotic treatment. In North America, 52.1%, 26.2%, and 14.0% of patients received NOAC, VKA, and antiplatelet drugs, respectively; 7.5% received no antithrombotic treatment. NOAC use was less common in Asia (27.7%), where 27.5% of patients received VKA, 25.0% antiplatelet drugs, and 19.8% no antithrombotic treatment. Conclusions The baseline data from GLORIA-AF phase 2 demonstrate that in newly diagnosed nonvalvular atrial fibrillation patients, NOAC have been highly adopted into practice, becoming more frequently prescribed than VKA in Europe and North America. Worldwide, however, a large proportion of patients remain undertreated, particularly in Asia and North America. - Abstract
Background GLORIA-AF (Global Registry on Long-Term Oral Antithrombotic Treatment in Patients with Atrial Fibrillation) is a prospective, global registry program describing antithrombotic treatment patterns in patients with newly diagnosed nonvalvular atrial fibrillation at risk of stroke. Phase 2 began when dabigatran, the first non–vitamin K antagonist oral anticoagulant (NOAC), became available. Objectives This study sought to describe phase 2 baseline data and compare these with the pre-NOAC era collected during phase 1. Methods During phase 2, 15,641 consenting patients were enrolled (November 2011 to December 2014); 15,092 were eligible. This pre-specified cross-sectional analysis describes eligible patients’ baseline characteristics. Atrial fibrillation disease characteristics, medical outcomes, and concomitant diseases and medications were collected. Data were analyzed using descriptive statistics. Results Of the total patients, 45.5% were female; median age was 71 (interquartile range: 64, 78) years. Patients were from Europe (47.1%), North America (22.5%), Asia (20.3%), Latin America (6.0%), and the Middle East/Africa (4.0%). Most had high stroke risk (CHA2DS2-VASc [Congestive heart failure, Hypertension, Age ≥75 years, Diabetes mellitus, previous Stroke, Vascular disease, Age 65 to 74 years, Sex category] score ≥2; 86.1%); 13.9% had moderate risk (CHA2DS2-VASc = 1). Overall, 79.9% received oral anticoagulants, of whom 47.6% received NOAC and 32.3% vitamin K antagonists (VKA); 12.1% received antiplatelet agents; 7.8% received no antithrombotic treatment. For comparison, the proportion of phase 1 patients (of N = 1,063 all eligible) prescribed VKA was 32.8%, acetylsalicylic acid 41.7%, and no therapy 20.2%. In Europe in phase 2, treatment with NOAC was more common than VKA (52.3% and 37.8%, respectively); 6.0% of patients received antiplatelet treatment; and 3.8% received no antithrombotic treatment. Successful production of functional proteins is more than an immunoreactive band on a Western blot. Availability of multiple expression vectors make accessible a variety of expression systems and parallel expression approaches can speed results and increase chance of success. The next hurdle is isolation of the protein target in sufficient amounts and with sufficient purity to support subsequent experimental work. Occasionally, protein refolding is the only method available to achieve the desired protein. Finally, sufficient characterization of the purified protein is required to verify that the protein is in the biologically relevant state. Often, the protein is heterogeneous with post-translational modifications and may be aggregated or in multiple oligomeric complexes.

Substantial reductions in dissolved oxygen concentration in freshwaters can negatively affect aquatic biota. Thus, existing regulatory criteria are designed to avoid environmental conditions that cause acute lethality, thereby reducing the likelihood of biological impairment. In North America, dissolved oxygen (DO) guidelines for protecting aquatic life assume that pore water and water column DO are correlated, with pore water values expected to be on average ≤3 mg/L below water column values. Our study assessed the validity of this assumption during the winter period of ice cover in a large, northern river ecosystem (Wapiti River, Alberta, Canada). We investigated the relationship between water column and pore water DO concentrations and examined whether this relationship was affected by industrial and municipal effluents. Water column DO fell from near saturation during open water periods to 80-84% under winter ice cover. DO concentrations in the pore water were significantly lower than in the water column at reference and effluent-exposed sampling sites. Pore water DO values ranged widely from 0.27 to 13.28 mg/L. In contrast, water column DO concentrations (10.25-13.60 mg/L) were more narrowly distributed over the same period. Indeed, differences between winter pore water and water column DO were often as large as 9-12 mg/L and, notably, were significantly greater than the 3 mg/L difference upon which North American guidelines are based. Consequently, under-ice DO concentrations of river pore water could not be accurately predicted from water column DO alone. Risk factors that may increase the potential for pore water DO to be more than 3 mg/L lower than water column values include the input of oxygen poor groundwater, infilling of the streambed with small inorganic and organic particles, water exchange rates between the water column and the streambed and effluent discharges that raise nutrient concentrations and biochemical oxygen demand. Given that low pore water DO was evident even in undeveloped reference sites, future work must establish the ecological relevance of chronic exposure to low, pore water DO and its impact on river biota. © 2016 Environment and Climate Change Canada. Since 2011 the Joint Oil Sands Monitoring (JOSM) program has been conducted in the lower Athabasca River by the Governments of Canada and Alberta to assess the freshwater health in areas associated with oil sands development. The majority of the benthic invertebrate assemblage of the Athabasca River and its tributaries are Chironomidae larvae. Assessments of such benthic assemblages are made difficult because the identification of Chironomidae larvae is costly and time consuming. To facilitate this identification process, we aimed to develop a simple taxonomic key for Chironomidae larvae of this region. This taxonomic reference and identification key makes use of the known taxonomic details on these Chironomidae species. Moreover, we provide details on their geographical distribution, ecology, habitats, environmental tolerance values for species, and traitbased morphological characters. Our main goal was to make this information readily available to both non-specialists and specialists so that biomonitoring programs can more readily utilize these organisms in biomonitoring. Chironomidae larvae constituted the largest proportion of benthic invertebrates collected from 99 rivers stretching from northern Labrador (latitude 58°N) to northern parts of Ellesmere Island (82°N). We describe 92 species of Chironomidae (mainly larval forms) providing new descriptions, a revision for the adult female of Parametriocnemus boreoalpinus Gowin et Thienemann, a possible new genus (larval form only), and 9 larval forms that may represent a new species. In addition, new geographical distribution records are specified for 1 Nearctic species, 6 species in Canada, 10 for Labrador, and 17 for Nunavut.
