This report describes the process and activities carried out across the Waterproofing Data project to engage participants in the co-production of flood-related data (pollinators). It summarises the workflow, tools, needs and outputs of the entire process. It shows some of the outcomes of the research in the cities of Rio Branco (Acre) and Sao Paulo.&nbsp

A computação em nuvem tem adentrado os processos organizacionais das empresas e governos. Esta pesquisa tem como objetivo explicar como os aspectos organizacionais, institucionais e contextuais configuram a computação em nuvem no governo (CloudGov). A Teoria Institucional (TIS) foi utilizada para a explicação do fenômeno CloudGov por meio dos pilares organizacionais de Scott (2013). Complementarmente, esta pesquisa também se ancorou na Teoria da Difusão da Inovação (TDI) de Rogers (2010) utilizando tipos de organizações inovadoras, seguidoras e tradicionais. Foi utilizado nesta pesquisa a metodologia qualitativa selecionando (03) três casos para a construção de uma explicação. Foram realizadas entrevistas, utilizados documentos e dados secundários e emergiram categorias de análise voltadas para a explicação do fenômeno. Conclui-se que a computação em nuvem pode ser configurada em três tipos de organizações, sendo elas inovadoras, seguidoras ou tradicionais. Este estudo apresenta contribuições teóricas como o uso de duas teorias (TIS x TDI) para a explorar um fenômeno organizacional e a explicação da CloudGov no contexto governamental. Sugerem-se estudos futuros como a aplicação desta proposta em outros países, especialmente no Sul global, ou análise do fenômeno com outras vertentes teóricas &nbsp

A exemplo de uma cidade inteligente, um campus universitário possui dimensões que podem levar um estudante a querer permanecer ou não na instituição de ensino, dependendo das experiências que vivencia durante a sua graduação. Além do aspecto Educação, principal motivo de existência de um campus, existem aspectos relacionados diretamente com os alunos, como o aspecto Social, de Saúde e de Segurança, e aspectos que tornam os campi mais sustentáveis, como Edificações, Energia, Mobilidade e Recursos Naturais. O aspecto Gestão é fundamental para a promoção da permanência, além da Tecnologia, que integra todos os demais aspectos. A utilização de tecnologias emergentes como Analytics pelas instituições de ensino superior proporciona aos seus gestores condições favoráveis para o processo de tomada de decisão, a promoção da permanência e experiências institucionais integradoras à comunidade acadêmica. Este trabalho tem como objetivo explicar como o desenvolvimento das dimensões de um Smart Campus e o uso de Analytics podem contribuir para a redução da evasão e promoção da permanência dos estudantes no Ensino Superior. É fundamentado na Teoria da Integração do Estudante desenvolvido por Vincent Tinto, cujo modelo discute as configurações ideais de uma instituição de ensino superior para evitar a evasão. A presente pesquisa avança nesta questão, estendendo o modelo de Tinto para um contexto de Smart Campus, em que a análise de dados (Analytics) configura-se como uma poderosa ferramenta de apoio aos gestores para compreender o perfil de seus alunos, suas necessidades e na promoção da permanência. Like a smart city, a university campus has dimensions that can lead a student to want to stay in the educational institution, depending on the experiences they experience during their graduation. In addition to the Education aspect, the main reason for the existence of a campus, there are aspects directly related to students, such as the Social, Health and Safety aspects, and aspects that make campuses more sustainable, such as Buildings, Energy, Mobility and Natural Resources. The Management aspect is fundamental for the promotion of permanence, besides Technology, which integrates all other aspects. The use of emerging technologies such as Analytics by higher education institutions provides its managers with favorable conditions for the decision-making process, the promotion of permanence and institutional experiences that integrate the academic community. This work aims to explain how the development of a Smart Campus dimensions and the use of Analytics can contribute to the reduction of dropout and the promotion of student permanence in Higher Education. It’s based on the Student Integration Theory developed by Vincent Tinto, whose model discusses the ideal settings of a higher education institution to avoid dropout. The present research advances in this issue, extending the Tinto’s model to a Smart Campus context, in which the data analysis (Analytics) is configured as a powerful tool to support the managers to understand the profile of their students, their needs and the promotion of permanence.

The actual opening of government data is done by civil servants operating within their institutional environment. As such, the institutional environment and their behavior towards the opening of data is key to increase the quality and quantity of open data. However, few studies have analyzed the behavior of government professionals towards open data policy. The objective of this paper is to review the existing literature to find the factors that influences civil servants behaviors towards open data. To identify the drivers and barriers, a literature review was performed listing the most cited papers with "open government data"and "barriers"focusing specific at the behavioral related factors. Even with the increasing of research on the topic of open data, still most of the papers focus on user drivers and barriers rather than on provider challenges. Even less studies focus on the civil servants' individual level of factors influencing their support to the release of governmental data. Most barriers found in the literature are related to infrastructural or technical issues. Whereas some individual level behavioral barriers could be found, including culture, lack of individual incentives and misunderstanding the impact of opening data, broader discussions on social norms, lack of education and experience are still missing in the literature. This paper contributes to the need for deeper understanding of the behavioral factors that influences the civil servants to support the opening of data.
