5. Visibilising the climate in social policies in Barcelona: Connections in the urban context.

Abstract

The paper aims to identify whether the interdependencies between climate action and social policies in the urban context are visible and, if so, in what areas and through what framings. Using a content analysis approach, it compares framings of the news on social policies in Barcelona over the course of a year. The results show that climate action is constructed discursively as an isolated issue, with its own logics and complexities, and with few references to other social policy areas. It also reveals that references to climate change in other social policy areas do not operate as framings. The paper claims that discursive strategies that separate climate change policy from other social policy areas can invisibilise the connections that operate between these policies, links that are key for pursuing the UN's Sustainable Development Goals, especially in the urban context. 6. The leading role of cities in public and private discourses on urban climate governance

Abstract

The paper analyses how the discourse on climate governance is re-worked in the urban context. It does so in order to better understand the meaning and possible impact of a growing rhetoric that proclaims the leadership in terms of climate governance of cities that are transitioning towards sustainable futures. By using an approach that employs critical discourse analysis, it examines the institutional climate governance discourse issued by public and private actors in the city of Barcelona, and compares it with the locally-contextualised discourses issued by these same actors during the Car-Free Day campaigns in 2005, 2012 and 2015. The objective is to analyse if private and public discourses internalise and take on the city’s leadership discourse and transfer it to urban climate governance. The comparative examination of texts released by public and private actors points to the discursive strategies of climate governance at the city level taking on meanings that are more descriptive than normative. The paper claims that this has implications for expectations regarding the city’s leadership in transitions towards sustainable futures.

9. Cities and the governance framing of climate change.

Abstract

The article examines cross‐discourse of the EuropeanMobilityWeek (EMW) campaign launched at the European level and analyses how it is adapted in six European cities. The objective is to unveil a governance framing that unmasks how cities shape their climate leadership discourse according to their governance aspirations and capacity. By looking at the adaptations across cities' discourses, this research acknowledges the need to confront the limitations and challenges that cities encounter to effectively contribute to global climate governance. It suggests that a governance framing exposes these challenges by showing the different realities of cities when they highlight particular governance modes in their discourse. The methodology combines critical discourse analysis and corpus techniques to analyse a total of 18 campaigns in different temporal, geographical and political contexts. EMW's discourse issued at European level is used as the reference corpus to examine how cities reframe their discourse by weakening or strengthening two governance modes characterised as an action‐taking approach that focuses on the steering role of government, and a decision‐making approach that highlights the city's interdependencies in a societal context. Learning more about discourse as a vindicator of governance modes in urban climate governance can contribute to a better understanding of how climate transitions are actually put into practise. The research suggests that climate leadership attributed to cities is in fact a complex and dynamic reality that has to be cautiously examined in order to understand the challenges of climate transitions. L'activitat que s'ha dut a terme durant tots aquests anys s'ha diversificat de manera important, i això justifica fer aquest nou esforç. Les actuacions de Sant Tomàs, en si, ja s'orienten al benefici social i a la responsabilitat cap als diversos grups d'interès, però és el moment de buscar l'excel·lència en els sistemes de comunicació i relació amb aquests grups., NOTA PEDAGÒGICA: L'objectiu del cas és desenvolupar la capacitat de reformular un pla estratègic integrant-hi un model formal de responsabilitat social que segueixi les recomanacions acceptades en l'àmbit europeu. El cas també introdueix el concepte de territori socialment responsable. El cas s'ha preparat a partir d'una situació real en què ja s'està orientant l'estratègia de l'organització cap a la responsabilitat social, però no s'han formulat metodologies i accions, ni s'han definit indicadors específics per formalitzar aquesta estratègia i poder retre comptes als grups d'interès clau.

Abstract

Actualmente la Responsabilidad Social Corporativa está al alza, no sólo en las prácticas de responsabilidad social impulsadas por el mundo empresarial de las grandes compañías, sino también de las PYMES. No es únicamente una tendencia o moda, es una forma de gestión estratégica empresarial. La responsabilidad social es la integración voluntaria por parte de las empresas, sobre inquietudes sociales y medioambientales, en las actividades comerciales de las compañías y en las relaciones y diálogo de éstas con sus stakeholders. Las buenas prácticas de la responsabilidad corporativa de una empresa han de leerse en términos de reputación, competitividad, innovación y cohesión interna. Hemos de tener en cuenta las características propias de la empresa, el contexto y el sector dónde se ubican las compañías ya que hay muchas diferencias estratégicas de una compañía del sector turístico con otra de un sector distinto.

Per fer-ho, ens basem en una anàlisi qualitativa de les diverses definicions, construccions i posicions que fan i adopten els agents corporatius i els actors socials pel que fa a la RSC. Aquesta anàlisi emfasitza la dimensió relacional de la RSC en assentar-se en la comunicació i la governança com estructures de relació entre actors., El objetivo de la tesis es ordenar las percepciones y discursos sociales sobre responsabilidad corporativa como una forma de entender la distancia entre actores de la sostenibilidad y, al mismo tiempo, la estructura de relaciones que gobierna el cambio hacia la sostenibilidad en el ámbito corporativo. Para ello, la investigación se basa en un análisis cualitativo de las diversas definiciones, construcciones y posiciones que hacen y adoptan los agentes corporativos y los stakeholders sociales con respecto a la responsabilidad social corporativa (RSC). Este análisis enfatiza la dimensión relacional de la RSC al asentarse en la comunicación y la gobernanza como estructuras de relación entre actores., The objective of the thesis is to position the perceptions and social discourses about corporate responsibility as a means for the understanding of distances and conflicts between sustainability actors. This, at the same time, is intended to understand which structure of relationships is governing the change towards sustainability in business corporations. The work is based on qualitative analysis of the various definitions, constructions and positions adopted by corporate agents and social stakeholders regarding corporate social responsibility (CSR). This analysis emphasizes the relational dimension of CSR as it settles on communication and governance as structures of relationship between stakeholders.

Abstract

Aquest treball presenta una revisió sistemàtica de les publicacions actuals sobre les migracions degudes al canvi climàtic. L'objectiu és analitzar els nous desafiaments tècnics, econòmics, socials i polítics per als refugiats climàtics i els països d'acolliment, així com els principals debats conceptuals. El propòsit és destacar i donar continuïtat a les recerques prèvies sobre aquest tema. El text inclou un estat de la qüestió sobre els principals factors climàtics i socials que porten a les persones a emigrar per la força i contra la seva voluntat i discuteix la validesa del terme "refugiat ambiental" segons les concepcions legals i ètiques. S'aborda la importància de la perspectiva de gènere dels articles revisats i s'inclou una compilació de les diferents propostes de polítiques per a superar la crisi dels refugiats climàtics. Aquesta revisió sistemàtica és el punt de partida per a una recerca futura més exhaustiva. Este trabajo presenta una revisión sistemática de las publicaciones actuales sobre las migraciones relacionadas con el cambio climático. El objetivo es analizar los nuevos desafíos técnicos, económicos, sociales y políticos para los refugiados climáticos y para los países de acogida, así como los principales debates conceptuales. El propósito es destacar y dar continuidad a las investigaciones sobre este tema. El texto incluye un estado de la cuestión sobre los principales factores climáticos y sociales que llevan a las personas a migrar por la fuerza y contra su voluntad y discute la validez del término "refugiado ambiental" según las concepciones legales y éticas. Se aborda la importancia de la perspectiva de género de los artículos revisados y se incluye una compilación de las diferentes propuestas de políticas para superar la crisis de los refugiados climáticos. Esta revisión sistemática es el punto de partida para una investigación futura más exhaustiva. This work presents a systematic review of the current literature about migrations due to climate change. The main objective is to analyze the new technical, economic, social, and political challenges for the climate refugees and the host countries, as well as the main conceptual debates. The aim is to highlight and give continuity to previous research about this topic. The text includes a state of art about the main climatic and social factors that lead people to migrate by force and against their will and discusses the validity of the term "environmental refugee" according to legal and ethical conceptions. The importance of the gender perspective of the reviewed articles is addressed and a compilation of the different policy proposals to overcome the climate refugee crisis is included. This systematic review is the starting point for further in-depth research.
