Accurate representation of the turbulent exchange of carbon, water, and heat between the land surface and the atmosphere is critical for modelling global energy, water, and carbon cycles in both future climate projections and weather forecasts. Evaluation of models' ability to do this is performed in a wide range of simulation environments, often without explicit consideration of the degree of observational constraint or uncertainty and typically without quantification of benchmark performance expectations. We describe a Model Intercomparison Project (MIP) that attempts to resolve these shortcomings, comparing the surface turbulent heat flux predictions of around 20 different land models provided with in situ meteorological forcing evaluated with measured surface fluxes using quality-controlled data from 170 eddy-covariance-based flux tower sites. Predictions from seven out-of-sample empirical models are used to quantify the information available to land models in their forcing data and so the potential for land model performance improvement. Sites with unusual behaviour, complicated processes, poor data quality, or uncommon flux magnitude are more difficult to predict for both mechanistic and empirical models, providing a means of fairer assessment of land model performance. When examining observational uncertainty, model performance does not appear to improve in low-turbulence periods or with energy-balance-corrected flux tower data, and indeed some results raise questions about whether the energy balance correction process itself is appropriate. In all cases the results are broadly consistent, with simple out-of-sample empirical models, including linear regression, comfortably outperforming mechanistic land models. In all but two cases, latent heat flux and net ecosystem exchange of CO2 are better predicted by land models than sensible heat flux, despite it seeming to have fewer physical controlling processes. Land models that are implemented in Earth system models also appear to perform notably better than stand-alone ecosystem (including demographic) models, at least in terms of the fluxes examined here. The approach we outline enables isolation of the locations and conditions under which model developers can know that a land model can improve, allowing information pathways and discrete parameterisations in models to be identified and targeted for future model development.

LDAS-Monde is a global offline land data assimilation system (LDAS) that jointly assimilates satellite-derived observations of surface soil moisture (SSM) and leaf area index (LAI) into the ISBA (Interaction between Soil Biosphere and Atmosphere) land surface model (LSM). This study demonstrates that LDAS-Monde is able to detect, monitor and forecast the impact of extreme weather on land surface states. Firstly, LDAS-Monde is run globally at 0.25∘ spatial resolution over 2010–2018. It is forced by the state-of-the-art ERA5 reanalysis (LDAS_ERA5) from the European Centre for Medium Range Weather Forecasts (ECMWF). The behaviour of the assimilation system is evaluated by comparing the analysis with the assimilated observations. Then the land surface variables (LSVs) are validated with independent satellite datasets of evapotranspiration, gross primary production, sun-induced fluorescence and snow cover. Furthermore, in situ measurements of SSM, evapotranspiration and river discharge are employed for the validation. Secondly, the global analysis is used to (i) detect regions exposed to extreme weather such as droughts and heatwave events and (ii) address specific monitoring and forecasting requirements of LSVs for those regions. This is performed by computing anomalies of the land surface states. They display strong negative values for LAI and SSM in 2018 for two regions: north-western Europe and the Murray–Darling basin in south-eastern Australia. For those regions, LDAS-Monde is forced with the ECMWF Integrated Forecasting System (IFS) high-resolution operational analysis (LDAS_HRES, 0.10∘ spatial resolution) over 2017–2018. Monitoring capacities are studied by comparing open-loop and analysis experiments, again against the assimilated observations. Forecasting abilities are assessed by initializing 4 and 8 d LDAS_HRES forecasts of the LSVs with the LDAS_HRES assimilation run compared to the open-loop experiment. The positive impact of initialization from an analysis in forecast mode is particularly visible for LAI that evolves at a slower pace than SSM and is more sensitive to initial conditions than to atmospheric forcing, even at an 8 d lead time. This highlights the impact of initial conditions on LSV forecasts and the value of jointly analysing soil moisture and vegetation states.

This paper introduces an ensemble square root filter (EnSRF) in the context of jointly assimilating observations of surface soil moisture (SSM) and the leaf area index (LAI) in the Land Data Assimilation System LDAS-Monde. By ingesting those satellite-derived products, LDAS-Monde constrains the Interaction between Soil, Biosphere and Atmosphere (ISBA) land surface model (LSM), coupled with the CNRM (Centre National de Recherches Météorologiques) version of the Total Runoff Integrating Pathways (CTRIP) model to improve the reanalysis of land surface variables (LSVs). To evaluate its ability to produce improved LSVs reanalyses, the EnSRF is compared with the simplified extended Kalman filter (SEKF), which has been well studied within the LDAS-Monde framework. The comparison is carried out over the Euro-Mediterranean region at a 0.25∘ spatial resolution between 2008 and 2017. Both data assimilation approaches provide a positive impact on SSM and LAI estimates with respect to the model alone, putting them closer to assimilated observations. The SEKF and the EnSRF have a similar behaviour for LAI showing performance levels that are influenced by the vegetation type. For SSM, EnSRF estimates tend to be closer to observations than SEKF values. The comparison between the two data assimilation approaches is also carried out on unobserved soil moisture in the other layers of soil. Unobserved control variables are updated in the EnSRF through covariances and correlations sampled from the ensemble linking them to observed control variables. In our context, a strong correlation between SSM and soil moisture in deeper soil layers is found, as expected, showing seasonal patterns that vary geographically. Moderate correlation and anti-correlations are also noticed between LAI and soil moisture, varying in space and time. Their absolute value, reaching their maximum in summer and their minimum in winter, tends to be larger for soil moisture in root-zone areas, showing that assimilating LAI can have an influence on soil moisture. Finally an independent evaluation of both assimilation approaches is conducted using satellite estimates of evapotranspiration (ET) and gross primary production (GPP) as well as measures of river discharges from gauging stations. The EnSRF shows a systematic albeit moderate improvement of root mean square differences (RMSDs) and correlations for ET and GPP products, but its main improvement is observed on river discharges with a high positive impact on Nash–Sutcliffe efficiency scores. Compared to the EnSRF, the SEKF displays a more contrasting performance.

Understanding the spatial connectivity of urban infrastructure networks that connect assets to buildings is important for the fine-scale spatial analysis and modelling of the resource flows within cities. However, rarely are spatially explicit representations of infrastructure networks available for such analysis. Further, an appropriate database system is the core of development of an infrastructure assets information and management platform, capable of handling the wide range of data for infrastructure system modelling and analysis. In this paper, we develop a geospatial simulation and analysis framework, which is capable of generating fine-scale urban infrastructure networks and storing the network instances in a hybrid database system for further modelling and analysis needs. We demonstrate the use of this platform by simulating the entire-city electricity distribution network for the city of Newcastle upon Tyne. Validation of the resulting network is performed using the network layout diagram from the local power company. The heuristically derived network was found to have a 91 % spatial accuracy.

Physically consistent descriptions of land surface hydrology are crucial for planning human activities that involve freshwater resources, especially in light of the expected climate change scenarios. We assess how atmospheric forcing data uncertainties affect land surface model (LSM) simulations by means of an extensive evaluation exercise using a number of state-of-the-art remote sensing and station-based datasets. For this purpose, we use the CO2-responsive ISBA-A-gs LSM coupled with the CNRM version of the Total Runoff Integrated Pathways (CTRIP) river routing model. We perform multi-forcing simulations over the Euro-Mediterranean area (25–75.5° N, 11.5° W–62.5° E, at 0.5° resolution) from 1979 to 2012. The model is forced using four atmospheric datasets. Three of them are based on the ERA-Interim reanalysis (ERA-I). The fourth dataset is independent from ERA-Interim: PGF, developed at Princeton University. The hydrological impacts of atmospheric forcing uncertainties are assessed by comparing simulated surface soil moisture (SSM), leaf area index (LAI) and river discharge against observation-based datasets: SSM from the European Space Agency's Water Cycle Multi-mission Observation Strategy and Climate Change Initiative projects (ESA-CCI), LAI of the Global Inventory Modeling and Mapping Studies (GIMMS), and Global Runoff Data Centre (GRDC) river discharge. The atmospheric forcing data are also compared to reference datasets. Precipitation is the most uncertain forcing variable across datasets, while the most consistent are air temperature and SW and LW radiation. At the monthly timescale, SSM and LAI simulations are relatively insensitive to forcing uncertainties. Some discrepancies with ESA-CCI appear to be forcing-independent and may be due to different assumptions underlying the LSM and the remote sensing retrieval algorithm. All simulations overestimate average summer and early-autumn LAI. Forcing uncertainty impacts on simulated river discharge are larger on mean values and standard deviations than on correlations with GRDC data. Anomaly correlation coefficients are not inferior to those computed from raw monthly discharge time series, indicating that the model reproduces inter-annual variability fairly well. However, simulated river discharge time series generally feature larger variability compared to measurements. They also tend to overestimate winter–spring high flows and underestimate summer–autumn low flows. Considering that several differences emerge between simulations and reference data, which may not be completely explained by forcing uncertainty, we suggest several research directions. These range from further investigating the discrepancies between LSMs and remote sensing retrievals to developing new model components to represent physical and anthropogenic processes.

In this study, a global land data assimilation system (LDAS-Monde) is applied over Europe and the Mediterranean basin to increase monitoring accuracy for land surface variables. LDAS-Monde is able to ingest information from satellite-derived surface soil moisture (SSM) and leaf area index (LAI) observations to constrain the interactions between soil–biosphere–atmosphere (ISBA, Interactions between Soil, Biosphere and Atmosphere) land surface model (LSM) coupled with the CNRM (Centre National de Recherches Météorologiques) version of the Total Runoff Integrating Pathways (ISBA-CTRIP) continental hydrological system. It makes use of the CO2-responsive version of ISBA which models leaf-scale physiological processes and plant growth. Transfer of water and heat in the soil rely on a multilayer diffusion scheme. SSM and LAI observations are assimilated using a simplified extended Kalman filter (SEKF), which uses finite differences from perturbed simulations to generate flow dependence between the observations and the model control variables. The latter include LAI and seven layers of soil (from 1 to 100 cm depth). A sensitivity test of the Jacobians over 2000–2012 exhibits effects related to both depth and season. It also suggests that observations of both LAI and SSM have an impact on the different control variables. From the assimilation of SSM, the LDAS is more effective in modifying soil moisture (SM) from the top layers of soil, as model sensitivity to SSM decreases with depth and has almost no impact from 60 cm downwards. From the assimilation of LAI, a strong impact on LAI itself is found. The LAI assimilation impact is more pronounced in SM layers that contain the highest fraction of roots (from 10 to 60 cm). The assimilation is more efficient in summer and autumn than in winter and spring. Results shows that the LDAS works well constraining the model to the observations and that stronger corrections are applied to LAI than to SM. A comprehensive evaluation of the assimilation impact is conducted using (i) agricultural statistics over France, (ii) river discharge observations, (iii) satellite-derived estimates of land evapotranspiration from the Global Land Evaporation Amsterdam Model (GLEAM) project and (iv) spatially gridded observation-based estimates of upscaled gross primary production and evapotranspiration from the FLUXNET network. Comparisons with those four datasets highlight neutral to highly positive improvement.

This study evaluates the impact of assimilating surface soil moisture (SSM) and leaf area index (LAI) observations into a land surface model using the SAFRAN–ISBA–MODCOU (SIM) hydrological suite. SIM consists of three stages: (1) an atmospheric reanalysis (SAFRAN) over France, which forces (2) the three-layer ISBA land surface model, which then provides drainage and runoff inputs to (3) the MODCOU hydro-geological model. The drainage and runoff outputs from ISBA are validated by comparing the simulated river discharge from MODCOU with over 500 river-gauge observations over France and with a subset of stations with low-anthropogenic influence, over several years. This study makes use of the A-gs version of ISBA that allows for physiological processes. The atmospheric forcing for the ISBA-A-gs model underestimates direct shortwave and long-wave radiation by approximately 5 % averaged over France. The ISBA-A-gs model also substantially underestimates the grassland LAI compared with satellite retrievals during winter dormancy. These differences result in an underestimation (overestimation) of evapotranspiration (drainage and runoff). The excess runoff flowing into the rivers and aquifers contributes to an overestimation of the SIM river discharge. Two experiments attempted to resolve these problems: (i) a correction of the minimum LAI model parameter for grasslands and (ii) a bias-correction of the model radiative forcing. Two data assimilation experiments were also performed, which are designed to correct random errors in the initial conditions: (iii) the assimilation of LAI observations and (iv) the assimilation of SSM and LAI observations. The data assimilation for (iii) and (iv) was done with a simplified extended Kalman filter (SEKF), which uses finite differences in the observation operator Jacobians to relate the observations to the model variables. Experiments (i) and (ii) improved the median SIM Nash scores by about 9 % and 18 % respectively. Experiment (iii) reduced the LAI phase errors in ISBA-A-gs but had little impact on the discharge Nash efficiency of SIM. In contrast, experiment (iv) resulted in spurious increases in drainage and runoff, which degraded the median discharge Nash efficiency by about 7 %. The poor performance of the SEKF originates from the observation operator Jacobians. These Jacobians are dampened when the soil is saturated and when the vegetation is dormant, which leads to positive biases in drainage and/or runoff and to insufficient corrections during winter, respectively. Possible ways to improve the model are discussed, including a new multi-layer diffusion model and a more realistic response of photosynthesis to temperature in mountainous regions. The data assimilation should be advanced by accounting for model and forcing uncertainties.

Two data assimilation (DA) methods are compared for their ability to produce an accurate soil moisture analysis using the Météo-France land surface model: (i) SEKF, a simplified extended Kalman filter, which uses a climatological background-error covariance, and (ii) EnSRF, the ensemble square root filter, which uses an ensemble background-error covariance and approximates random rainfall errors stochastically. In situ soil moisture observations at 5 cm depth are assimilated into the surface layer and 30 cm deep observations are used to evaluate the root-zone analysis on 12 sites in south-western France (SMOSMANIA network). These sites differ in terms of climate and soil texture. The two methods perform similarly and improve on the open loop. Both methods suffer from incorrect linear assumptions which are particularly degrading to the analysis during water-stressed conditions: the EnSRF by a dry bias and the SEKF by an over-sensitivity of the model Jacobian between the surface and the root-zone layers. These problems are less severe for the sites with wetter climates. A simple bias correction technique is tested on the EnSRF. Although this reduces the bias, it modifies the soil moisture fluxes and suppresses the ensemble spread, which degrades the analysis performance. However, the EnSRF flow-dependent background-error covariance evidently captures seasonal variability in the soil moisture errors and should exploit planned improvements in the model physics. Synthetic twin experiments demonstrate that when there is only a random component in the precipitation forcing errors, the correct stochastic representation of these errors enables the EnSRF to perform better than the SEKF. It might therefore be possible for the EnSRF to perform better than the SEKF with real data, if the rainfall uncertainty was accurately captured. However, the simple rainfall error model is not advantageous in our real experiments. More realistic rainfall error models are suggested.

This paper addresses the issue of manpower planning in meeting the needs of national and international economies for trained geomatics professionals. Estimated statistics for the numbers of such personnel, and experience in assessing recruitment into the profession reveal considerable skills gaps, particularly in the mature economies of the developed world. In general, centralised manpower planning has little official role in western economies. However, informal surveys of shortfalls in supply of qualified graduates in many fields, including geomatics, are undertaken by professional organisations, educational establishments and consultancies. This paper examines examples of such manpower surveys and considers whether more effective manpower planning would ensure a more efficient geomatics industry in a nation, and what the nature of such an exercise should be.

This paper considers the nature of the ICA-organised International Map Year (IMY), an initiative supported through United Nations structures, including the United Nations initiative on Global Geographic Information Management (UN-GGIM). Preparatory work for this project has been undertaken by a Working Group of the International Cartographic Association, and details are presented of the way in which IMY will be organised and promoted. Particular activities mentioned in depth include "national map days", children’s activities, and a new book. The educational aspects of IMY are addressed, and the roles of the events and resources Are considered. It is concluded that IMY gives a significant opportunity to the world-wide cartographic community to promote its discipline through the medium of a series of activities which can be co-ordinated by ICA, but delivered at a national level.

Organisations like the International Cartographic Association champion programmes that develop and deliver education and training to cartographers and geospatial scientists, globally. This can be in the form of traditional university and training college programmes, short courses for professional and technical members of mapping agencies and as outreach initiatives to transfer knowledge about the discipline and its contemporary practices. Through its international community, the ICA undertakes the transfer of knowledge about cartography and GI Science by publishing books and special editions of journals and running workshops. Colleagues from the ICA community conduct these workshops on a volunteer basis, generally with the support of the national member organisation of ICA or the national mapping body. For example, the ICA promotes the generation of extensive publications, generally through its Commissions and Working Groups. The publications include books, journals and the ICA Newsletter. Outreach activities are especially pertinent to up skill colleagues from developing countries. Specialist programmes can be offered for professional and 'everyday' map users (from adults to children). The ICA can assist with its current programmes, designed to embrace professional and non-professional cartographers alike. This paper will address how education and outreach programmes can be supported by international associations, by offering programmes independently, or in partnership with sister associations and national and regional organisations and societies. As well, the paper will address the need to deliver education and outreach programmes not to just the professional international community, but also to map users and citizen map publishers.
