The Covenant of Mayors in Sub-Saharan Africa (CoM SSA) supports local authorities in Sub-Saharan Africa in the climate challenge and in their efforts in ensuring access to clean energy. It is one of the "Regional Covenant" of the Global Covenant of Mayors for Climate & Energy (GCoM). Under the CoM SSA local authorities are invited to make a voluntarily political commitment to implement climate and energy actions in their communities and agree on a long-term vision to tackle 3 pillars, namely access to energy, climate mitigation and climate adaptation. In order to translate the political commitment into practical measures, CoM SSA signatories commit to elaborate and implement a Sustainable Energy Access and Climate Action Plan (SEACAP). This document has been prepared to assist Sub-Saharan Africa local authorities in preparing a Climate Action Plan. It provides step-by-step guidance and examples of measures relevant for local authorities in Sub Saharan context. Despite being framed and definite, the process of developing a SEACAP allows flexibility. The choice and sequence of actions can vary according to the policies and measures already in place. This flexibility allows local governments to develop a SEACAP that is coherent with and effective for their local circumstances and objectives. The European Commission’s Science and Knowledge Service, the Joint Research Centre (JRC), decided to try working hand-in-hand with leading European science centres and museums. Behind this decision was the idea that the JRC could better support EU Institutions in engaging with the European public. The fact that European Union policies are firmly based on scientific evidence is a strong message which the JRC is uniquely able to illustrate. Such a collaboration would not only provide a platform to explain the benefits of EU policies to our daily lives but also provide an opportunity for European citizens to engage by taking a more active part in the EU policy making process for the future. A PILOT PROGRAMME To test the idea, the JRC launched an experimental programme to work with science museums: a perfect partner for three compelling reasons. Firstly, they attract a large and growing number of visitors. Leading science museums in Europe have typically 500 000 visitors per year. Furthermore, they are based in large European cities and attract local visitors as well as tourists from across Europe and beyond. The second reason for working with museums is that they have mastered the art of how to communicate key elements of sophisticated arguments across to the public and making complex topics of public interest readily accessible. That is a high-value added skill and a crucial part of the valorisation of public-funded research, never to be underestimated. Finally museums are, at present, undergoing something of a renaissance. Museums today are vibrant environments offering new techniques and technologies to both inform and entertain, and attract visitors of all demographics., JRC.H.2-Knowledge Management Methodologies, Communities and Dissemination

The Covenant of Mayors for Climate and Energy (CoM) is an ambitious initiative for local climate and energy actions. This document provides signatories with a set of methodological principle, procedures and best practices to develop their SECAP. People, planet, prosperity and peace are four priorities shared by Africa and Europe, and areas where opportunities for beneficial cooperation abound. Over the past three decades, the European Commission’s Joint Research Centre (JRC) has worked with many organisations and institutions across Africa. This report and its accompanying interactive online service ‘Africa StoryMaps’ present the key findings from this collaboration, and set out options the decision-making, research and education communities may consider. The report focuses on the African dimension of the partnership. It explores the opportunities and challenges arising from the fact that Africa has over twice the population of the European Union (EU), is the world’s most youthful continent, has an economy that is growing faster than that of the EU, is almost seven times larger geographically, yet is vulnerable to diverse internal and external stresses. The development of renewable energy sources (RES) is a priority for the EU. EU Member States are free to decide how they support RES, so long as they comply with the rules of the EU energy market. The most common support mechanisms for renewable electricity have been feed-in tariffs and feed-in premiums, but recently competitive auctions are becoming increasingly popular. The integration of increasing amounts of variable renewables, such as wind and solar, in electricity grids requires better balancing supply and demand, more grid interconnections and energy storage. The European Commission’s initiative Covenant of Mayors (CoM), one of the world’s largest urban climate and energy initiatives, involving more than seven thousand local and regional authorities, proves that climate change has moved to the forefront of urban priorities. Its integrated approach is in line with a number of EU priorities not only concerning mitigation and adaptation but also in terms of embracing a robust transparency framework for the implementation of the Paris agreement. The Covenant of Mayors in figures 8-year assessment report, based on the data collected in the CoM platform as of September 2016, aims at providing an overall picture of the achievement and projections made by the signatories in terms of greenhouse gas emissions and the related energy consumptions. Developing a sustainable energy and climate action plan that requires the establishment of a baseline emission inventory, target setting and the adoption of policy measures is already a tangible achievement for cities. This is the first step towards an effective, transparent system for tracking progress and concrete results.
