7. Public Loss Private Gain: How School Voucher Tax Shelters Undermine Public Education

Abstract

This report examines current trends in state tuition tax credit (TTC) policies and how proposed federal TTC policy could harm school district finances across the country. The report is divided into five sections. Part I explains the concept of tuition tax credits, why they were created, how they operate, and why they prove to be more lucrative for wealthy taxpayers than other charitable giving incentives. Part II describes the variations in how TTCs are set up and supervised by states. Part III focuses on the proposed federal legislation, the Educational Opportunities Act, and its various shortcomings, including how it would create avenues for corporations and successful investors to profit off their donations. Part IV outlines other issues associated with TTCs, including how they undermine public education. Part V concludes with action steps at the state and federal level that could protect education funding and reduce the prevalence of these schemes. [This report was co-produced by the Institute on Taxation and Economic Policy (ITEP).]

We report the 2.78-Mb circular genome sequence of Pyramidobacter sp. strain YE332, isolated from a fermentation of bovine rumen fluid, supplied with leaf material from Leucaena leucocephala cv. Cunningham. This genome sequence consists of 2,795,328 bp with 60% G + C content, 2,573 predicted coding DNA sequences, and 70 RNAs.

Abstract

Hematopoietic progenitor kinase 1 (HPK1/MAP4K1) represents a high interest target for the treatment of cancer through an immune-mediated mechanism. Herein we present highlights of the drug discovery campaign within the lactam/azalactam series of inhibitors that yielded a small molecule (21, PF-07265028), which was advanced to a phase 1 clinical trial (NCT05233436). Key components of the discovery effort included optimization of potency through mitigation of ligand strain as guided by the use of cocrystal structures, mitigation of ADME liabilities (plasma instability and fraction metabolism by CYP2D6), and optimization of kinase selectivity, particularly over immune-modulating kinases with high homology to HPK1. Structure-based drug design via leveraging cocrystal structures and lipophilic efficiency analysis proved to be valuable tools that ultimately enabled the delivery of a clinical-quality small molecule inhibitor of HPK1.

Abstract

Extracorporeal membrane oxygenation (ECMO) is a high-risk and low-volume life support with increasing clinical study. However, heterogenous outcome definitions impede data assimilation into evidence to guide practice. The Academic Research Consortium (ARC), an international collaborative forum committed to facilitating the creation of stakeholder-driven consensus nomenclature and outcomes for clinical trials of medical devices, supported the ECMO Core Elements Needed for Trials Regulation And quality of Life (ECMO-CENTRAL) ARC. The ECMO-CENTRAL ARC was assembled to develop definitions of paediatric ECMO adverse events for use in clinical trials and regulatory device evaluation. An initial candidate list of ECMO adverse events derived from the mechanical circulatory support ARC was supplemented with a review of ECMO-relevant adverse event definitions collated from literature published between Jan 1, 1988, and Feb 20, 2023. Distinct teams of international topic experts drafted separate adverse event definitions that were harmonised to existing literature when appropriate. Draft definitions were revised for paediatric ECMO relevance with input from patients, families, and an international expert panel of trialists, clinicians, statisticians, biomedical engineers, device developers, and regulatory agencies. ECMO-CENTRAL ARC was revised and disseminated across research societies and professional organisations. Up to three rounds of internet-based anonymous surveys were planned as a modified Delphi process. The expert panel defined 13 adverse event definitions: neurological, bleeding, device malfunction, acute kidney injury, haemolysis, infection, vascular access-associated injury, non-CNS thrombosis, hepatic dysfunction, right heart failure, left ventricular overload, lactic acidaemia, and hypoxaemia. Definitional structure varied. Among 165 expert panel members, 114 were eligible to vote and 111 voted. Consensus was achieved for all proposed definitions. Agreement ranged from 82% to 95%. ECMO-CENTRAL ARC paired rigorous development with methodical stakeholder involvement and dissemination to define paediatric ECMO adverse events. These definitions will facilitate new research and the assimilation of data across clinical trials and ECMO device evaluation in children.

Abstract

Based on our study, we interpret Lava Butte to be an extensively used foraging base camp that was first inhabited during the Middle Archaic Period, but after the eruption of Lava Butte at 6,169 B.P., by human populations using Elko series dart points. Circumstantial evidence suggests multiple, spring through fall habitations occurring over a period of many centuries. Situated around a deep bedrock fault, the site was optimally located to take advantage of both forest and riverine resources. Lava Butte was subsequently occupied during the Late Archaic Period (after 2,000 B.P.) by populations first using Rosegate, then Desert Side-notched, projectile points. The relative scarcity of Late Archaic Period projectile points indicates that this habitation was more ephemeral and taskspecific than the Elko occupation. The site was apparently inhabited during the transition from atlatl to bow and arrow technologies in central Oregon. Abundant volcanic activity in the upper Deschutes River Basin may have initially inhibited extensive human settlement, but by the Middle Archaic Period, the volcanic terrain of the region provided attractive natural features and habitational settings that were important to survival on the High Lava Plains.
