El presente documento narra de manera específica, como fue conformado la Dirección General de Participaciones Estatales, mostrando su historia y la base jurídica mediante el marco normativo. Así mismo, se podrá detallar de forma clara y precisa las funciones desarrolladas por la DGPE, entre las cuales están principalmente la formulación de directrices, administración y dictamen de normas necesarias para consolidar el papel del Estado, como dueño o propietario de las diferentes empresas en las cuales presenta participación accionaria. (Ley 819, 2003). Del mismo modo, se identifican las herramientas administrativas con las que el Estado puede proteger, dirigir y organizar su portafolio empresarial. Brindando a la Nación estabilidad en salvaguardar la gestión de activos empresariales. Es necesario resaltar que, la Nación a su vez, cuenta con diversas participaciones accionarias como son, de forma mayoritaria, minoritaria inferior al 10%, minoritario superior al 10 % e inferior al 50%, sistemas integrados de transporte masivo (cofinanciados por la nación) y otras participaciones accionarias en subordinadas, entidades descentralizadas y del Ministerio de Defensa. Igualmente, al desarrollar el análisis del enfoque de las funciones de la Dirección General de Participaciones Estatales y teniendo como base sus informes durante los últimos tres años, se logra describir el entorno macroeconómico y sus componentes.
