Objectives The work is aimed to present and promote the Chemical Safety Management Training Hub for Chemicals Users (ChemSM-Hub) project implemented by the Nofer Institute of Occupational Medicine in cooperation with the Lodz University of Technology, Poland, and other partners from Germany (Oekopol GmbH), Greece (Prolipsis) and Romania (Romtens). The project is co-funded by the European Commission under the Erasmus+ program, whose aim is to support downstream users (DUs) and distributors (Ds) of chemicals in complying with the REACH and CLP Regulations by developing an innovative training program in chemical safety management (CSM), available via the online project platform, adapted to the real needs of the target groups. Material and methods The methodology for implementing the ChemSM-Hub project includes: 1) conducting survey research among the target groups, 2) conducting a state-of-the-art review of literature and websites, 3) developing the Dissemination and Promotion Plan, 4) developing the Monitoring and Evaluation Procedure, 5) developing the CSM training curriculum, 6) designing the project e-learning platform and mobile app, 7) developing the "Training pattern for trainers" guidance, and 8) organizing training events. Results The project is being implemented in response to the changing EU legislation on chemicals. As a result of the project, a CSM training program has been established consisting of 3 modules (introductory, basic and advanced) with varying degrees of complexity. In addition, a pocket guide has been developed that contains basic information for DUs and Ds regarding the REACH and CLP Regulations, as well as the "Training pattern for trainers" guidance containing a CSM training session plan for trainers. All these materials will be available via the project platform, and their selected elements also via a mobile app. Conclusions The publication is aimed to familiarize the potential users of the ChemSM-Hub training program with its thematic scope, the structure of the training and the expected results. The most difficult water resources management challenge in the Ganges Basin is the imbalance between water demand and seasonal availability. More than 80 % of the annual flow in the Ganges River occurs during the 4-month monsoon, resulting in widespread flooding. During the rest of the year, irrigation, navigation, and ecosystems suffer because of water scarcity. Storage of monsoonal flow for utilization during the dry season is one approach to mitigating these problems. Three conjunctive use management strategies involving subsurface water storage are evaluated in this study: Ganges Water Machine (GWM), Pumping Along Canals (PAC), and Distributed Pumping and Recharge (DPR). Numerical models are used to determine the efficacy of these strategies. Results for the Indian State of Uttar Pradesh (UP) indicate that these strategies create seasonal subsurface storage from 6 to 37 % of the yearly average monsoonal flow in the Ganges exiting UP over the considered range of conditions. This has clear implications for flood reduction, and each strategy has the potential to provide irrigation water and to reduce soil waterlogging. However, GWM and PAC require significant public investment in infrastructure and management, as well as major shifts in existing water use practices; these also involve spatially-concentrated pumping, which may induce land subsidence. DPR also requires investment and management, but the distributed pumping is less costly and can be more easily implemented via adaptation of existing water use practices in the basin.

This Issues Paper, requested by the former Ministry of Water Resources Development and Management as a recommendation of the National Water Policy (NWP), will contribute to the National Climate Change Response Strategy (NCCRS) by examining opportunities for adaptation to climate change in the water resources sector, using both structural and non-structural measures. It uses models to provide preliminary estimates of the possible impacts of climate change in 2050 and 2080 on these water resources. A number of opportunities to adapt to these impacts are discussed. Many of these adaptation opportunities constitute no-regrets actions, in that they are actions that are worth undertaking in their own right, irrespective of the severity of impacts from climate change.

It is often argued that the true benefits of water resource development in international river basins are undermined by a lack of consideration of interdependence in water resource planning. Yet it has not been adequately recognized in the water resources planning literature that overestimation of interdependence may also contribute to lack of progress in cooperation in many systems. This paper examines the nature and degree of economic interdependence in new and existing water storage projects in the Ganges River basin based on analysis conducted using the Ganges Economic Optimization Model. We find that constructing large dams on the upstream tributaries of the Ganges would have much more limited effects on controlling downstream floods than is thought and that the benefits of low-flow augmentation delivered by storage infrastructures are currently low. A better understanding of actual and prospective effects of interdependence not only changes the calculus of the benefits and costs of different scenarios of infrastructure development, but might also allow riparian countries to move closer to benefit sharing positions that are mutually acceptable.

The report looks critically at the water resources and the current and projected future water demands in the Southern Gobi Region (SGR) using the widely dispersed data and information that are currently available. An important conclusion of the report is that almost all the significant sources of groundwater in the SGR are 'fossil' or 'non-renewable', meaning that they are finite resources which cannot be replenished. Not only will that, but pumping water out of these fosil aquifers tend to cause a drop in the groundwater levels above them. The report proposes practical steps by which water resources development and management could be managed to best serve economic and infrastructure development while giving attention to environmental protection and service to communities in the SGR. The report also highlights the urgent need for more data. A more detailed picture of the distribution and quantity of the groundwater would give planners first, a better idea of both the limits to the growth of the SGR; and, second, of the future water demands, its spatial distribution, quality requirements, and the possibilities to increase water use efficiency and water re-use. Thus there is a need to bring all information and data together to form the basis for rational planning.

In the past decade, Tanzania has experienced high economic growth and it is in the global limelight as a recent success story in Africa. A variety of factors have contributed to this success, including liberalized policies and reforms, infusion of external capital from development partners and the private sector, debt cancellation, and a strong performance by emerging sectors such as mining, tourism, and fisheries. Its social policies, largely influenced by the First President Julius Kambarage Nyerere, including a single national language and relative political stability have contributed to a strong sense of nationhood, which sets it apart from many of its neighbors and has provided an unusual degree of stability that has facilitated major economic transformation without a significant social backlash.

The signing of a concession contract for the Buenos Aires water and sanitation system in December 1992, attracted worldwide attention, and caused considerable controversy in Argentina. It was one of the worlds largest concessions, but the case was also interesting for other reasons. The concession was implemented rapidly, in contrast with slow implementation of privatization in Santiago, for example. And reform generated major improvements in the sector, including wider coverage, better service, more efficient company operations, and reduced waste. Moreover, the winning bid brought an immediate 26.9 percent reduction in water system tariffs. Consumers benefited from the systems expansion and from the immediate drop in real prices, which was only partly reversed by subsequent changes in tariffs, and access charges. And these improvements would probably not have occurred under public administration of the system. Still, the authors show information asymmetries, perverse incentives, and weak regulatory institutions could threaten the concessions sustainability. Opportunities for the company to act opportunistically - and the regulator, arbitrarily - exist, because of politicized regulation, a poor information base, serious flaws in the concession contract, a lumpy and ad hoc tariff system, and a general lack of transparency in the regulatory process. Because of these circumstances, public confidence in the process has eroded. The Buenos Aires concession shows how important transparent, rule-based decision-making is to maintain public trust in regulated infrastructure.
