5. The Formation of Institutional Provision for Introduction of Internal Carbon Market of the Sector of Agricultural Land Use

The article is aimed at suggesting directions of formation of institutional support for introduction of the innovative financial-economic instrument of the internal carbon market (ICM) of the sector of agricultural land use and highlighting aspects of development of its legislative provision. The relevance of the suggested instrument is underlined by the necessity for Ukraine to fulfill the obligations under the Framework Convention on Climate Change of the UN, the Kyoto Protocol, the Paris Agreement, which are aimed at counteracting climate changes and adapting to their consequences. Through the use of the method of statistical analysis together with the analysis of dynamics of land-use categories in terms of farmlands, it has been proved that existing approaches to agricultural land use have a negative impact on the level of agri-ecological and food security of the State, lead to the loss of fertility and contribute to the increase of carbon emissions from the reservoir of mineral soils. The proposed approach forms the bases of further scientific and methodological developments for elaboration of the theoretical, normative-legislative, organizational and economic directions of development of the ICM of the sector of land use. The aspects of further improvement of legislation and of positive influence of ICM on the associated economic sectors are displayed.

6. Ecotoxicological Hazard of Pesticide Use in Traditional Agricultural Technologies.

The ecotoxicological hazard assessment of pesticide use on crops was performed. The study was conducted in 2021-2023 at the experimental field of the Skvyra Research Farm of the Institute of Agroecology and Environmental Management of National Academy of Agrarian Sciences of Ukraine, located in the Forest-Steppe zone of Ukraine. The influence of herbicides, insecticides, and fungicides on the formation of environmental hazards in crop agrocenoses was studied: experiment (1) - peas, winter wheat, buckwheat; experiment (2) - winter wheat, buckwheat, oats. The ecological risk was assessed taking into account the ecotoxic properties of the chemical active ingredients of pesticides. It was found that the main parameters characterizing the occurrence of environmental risks are: (i) the pesticide load, i.e. the amount of toxicant applied per unit of sown area; (ii) the ecotoxicity of the pesticide (LD
50 ), which is established by hygienic standards; (iii) the persistence of the pesticide in the soil, namely, its half-life (DT50 ), etc. The calculations proved that the pesticides used had a low environmental risk of impact on agrocenoses. This is evidenced by the ecotoxicity index (E). The total pesticide load (ΣE ) on the agrocenosis of each crop during the three years of the study (2021-2023) was calculated. It was found that in experiment (1) - ΣExperiment 1 = 0.23 conventional units (c.u.); in experiment (2) - ΣEexperiment 2 = 0.04 c.u. The results obtained indicate an insignificant environmental risk of pesticide use for experimental plots of crops of the studied farm. However, prolonged use of pesticides certainly leads to the concentration of their persistent residues in the soil. This can lead to contamination of crop products and environmental. The cereals (buckwheat and oats) grown on the farm are intended for dietary consumption. To confirm the reliability of the hypothesis of the safety of the obtained grain and cereal products, it is advisable to further study their quality in terms of pesticide residues. It is shown that this methodology can be used to assess the risk of pesticide contamination of an agroecosystem. - Abstract
The healthcare sector is the most vulnerable and, along with the quality of life of the population, is at the top of the list of the most pressing issues today. The importance of this area is difficult to overestimate, as it applies to everyone, and the importance of ensuring the inalienable human right to health is growing every year.At the same time, creating optimal conditions for exercising the right to receive the necessary medical care for every citizen and achieving appropriate standards of quality of life and well-being of the population in Ukraine is part of the obligations under the Association Agreement between Ukraine and the European Union. With the reform of the health care system in Ukraine, the problem of optimizing medical infrastructure is on the agenda, because in accordance with the reform of budget decentralization, the maintenance of medical institutions has come under the direct authority of local authorities. Thus, the creation of competitive conditions for the maintenance and development of medical infrastructure and improving the quality of medical services is a necessary requirement of today and an urgent issue that requires clear strategic and operational decisions.

10. Climate-oriented land use management

Purpose. The purpose of the article is to investigate the interaction of climate change with land use to properly understand the consequences and make management decisions, taking into account all the risks and opportunities to ensure non-extensive use and long-term conservation of land resources for future generations. Methodology / approach. The methodological approach involves studying the practice of land use management by analyzing integrated indicators: vulnerability of land use to climate change (responding for climate change prevention) and assessing the impact of climate change on land use (adaptation to climate change) the basis for the calculation of which were quantitative and qualitative indicators for the period 2000–2020. Results. It is established that the existing land management system in Ukraine in accordance with the policy of international organizations and the Sustainable Development Agenda until 2030 requires consideration of new technologies and practices in combating climate change and its consequences based on national conditions and priorities. Studies of the effectiveness of management measures in the field of land use showed that in the period 2000–2009, responding measures for climate change prevention were mostly targeted, and in 2010–2020 acquired signs of systemicity, while for the entire study period the effectiveness of adaptation measures underwent minor changes. At the same time, having positive dynamics, but different trends in the period from 2012 to 2014, measures to respond and adapt to climate challenges equalized in effectiveness. It is found that after 2014, more efforts, financial resources and means have begun to be spent on combating the consequences than on measures to adapt to climate change. This means that the current land management system needs immediate transformation. After all, it is impossible to allow any extreme phenomena to jeopardize the food security of the state. The effectiveness of management activities should be not only in a timely response, but first of all in trying to be proactive reducing vulnerability and increasing the resilience of land use to climate change. Originality / scientific novelty. This is the first comparative analysis of the effectiveness of land management measures regarding the interaction of climate change with land use according to indicators in dynamics. The need to increase the adaptive capacity to reduce potential losses in land use in the future is substantiated. Practical value / implications. The results of the study can serve as a basis for modernization of existing land use projects and improvement of ways to manage them on the basis of low-carbon development to ensure food security of the population of Ukraine in the context of climate change.

Purpose. The aim of the study is to improve the organizational structure of institutional support of sustainable environmental management in the Carpathian region and the Euroregion “Bug”. Methodology / approach. The general theoretical scientific methods, fundamental principles of environmental economics, cross-border cooperation, which are highlighted in the works of both Ukrainian and foreign scientists on economic problems of ensuring sustainable environmental management, were used as the methodological basis of the study. To perform the tasks, the following research methods were used: monographic (to study the principles of environmental management); system-structural (to study the essence and content of institutional support of sustainable environmental management); institutional (to assess the relationship and research the cross-effect between regional and local authorities); abstract-logical (theoretical and methodical generalizations and formulation of conclusions). Results. The developed theoretical-and-methodological, and applied provisions for improving the system of institutional support of sustainable environmental management were logically brought to the level of specific proposals suitable for implementation into the practice of public administration and local government in the context of cross-border cooperation. It was proposed to develop the Concept of balanced development of cross-border and border regions for 2022–2026, highlighting the state of implementation of current tasks, prospects for projects, cross-border cooperation agreements, integration of border regions to the European information and intellectual domain as well as monitoring the state of their implementation in the future. All of that will provide an opportunity to get sustainable development and improvement of the reputation of the border areas of Ukraine from the ecological, economic, and social points of view. Originality / scientific novelty. It was formed and scientifically substantiated from the standpoint of an integrated approach and synergistic effect, necessary strategic imperatives and preconditions for developing a strategy of cross-border cooperation between Ukraine and neighbouring countries on the terms of joint implementation of Strategies, programs, and agreements that correspond to the strategic directions of ecological, economic, and social development of each country and region, outline the needs and future goals of cross-border cooperation to avoid isolated development of only one of the parties in the context of cross-border and Euroregional cooperation. Practical value / implications. A system model of institutional support for cross-border cooperation is developed, which interacts with elements of the internal and external environment in particular based on a single regulatory framework, which will serve as a doctrine of environmentally balanced development and will allow implementation in practice a comprehensive approach of solving environmental, economic and social transboundary problems and ensure environmental protection based on complementary requirements established in border and cross-border regions.

14. DEADWOOD STOCK IN A LINDEN-PINE-OAK FOREST OF SLOBOZHANSKYI NATIONAL NATURE PARK.

Deadwood is one of the principal components of forest ecosystems. It completes numerous nature conservation and ecological functions. The work aimed to assess the reserves of woody detritus in the mixed forest of Slobozhanskyi National Nature Park (NNP) of natural origin. The research was carried out in an 86-year-old forest on fresh and fertile soils. Dead wood fractions, tree species, components, and classes of destruction were assessed on fixed area sample plot. The volume of woody detritus (WD) in the forest ecosystem is 21.8 m3·ha-1. It consists of fallen dead trunks and dead branches, which make up 75.7% of the total WD. Standng dead trunks (snags) account for the remaining 24.3%. The main part of the volume of dead wood formed by three tree species: Tilia cordata Mill., Pinus sylvestris L. and Quercus robur L. The share of these species together was 78.0%. The WD belonged from the I to V class of destruction. At the same time, the WD of the II class of decomposition was 52.5% had an advantage. The volume of snags was 5.3 m3·ha-1. In terms of species composition, Q. robur, Acer platanoides L., T. cordata, and P. sylvestris had a significant advantage. In the total volume of snags, the wood of the I class of destruction significantly prevailed at 67.9%, and the woody volume of the II class was 32.1%. Logs had a reserve of 16.5 m3·ha-1. The species composition dominated by wood detritus of T. cordata (35.8%), slightly fewer detritus of P. sylvestris (31.5%), and Betula pendula Roth. (22.4%). The fallen dead wood were represented by five classes of destruction. The biggest variety of fallen dead wood by classes of destruction was characteristic of T. cordata. A low amount of detritus are associated with a short period of strict protection of the studied forest ecosystem. [ABSTRACT FROM AUTHOR]

Purpose. The purpose of this work is to investigate the ecological-and-economic aspect of certain factors to ensure the balanced use of forest lands; develop proposals for the formation of the basis for the development of sustainable forestry. Methodology / approach. We used the following methods: dialectical method of cognition for the analysis of scientific works of scientists concerning problems of balanced use of lands of forestry purpose; method of analogies (transfer of patterns of development of one process with certain amendments to another process or territory); statistical (based on quantitative indicators that allow drawing conclusions about the pace of the process); comparative analysis (comparison of indicators of forest resources and their use for Ukraine and Poland); correlation analysis (identification of factors on which the forecast significantly depends; clarification of relationships, their relationship with the predicted phenomenon under the influence of certain factors), graphical, abstract-logical (theoretical generalizations and formulation of conclusions). The information base of the study is the data of the Global Assessment of Forest Resources of FAO 2020, the data of the Monitoring of Land Relations in Ukraine, the reporting of the State Forest Agency of Ukraine, the data of the Forest Stewardship Council��. Based on the annual reports of the State Forestry Agency of Ukraine, some indicators of the report of 288 state forestries for 2018���2020 are consolidated in terms of 24 regional departments of forestry and hunting. Results. In the dynamics for 2018���2020, changes in the volume of forest resources, forest reserves, biomass, and carbon density were studied; the indicators of forest resources and their use for Ukraine and Poland are compared. The volumes of forest certification by regions of Ukraine are estimated. The relationships between capital investments in forestry production and the price of sold wood, the volume of net income of state forestry, the amount of profit, the degree of depreciation of fixed assets; between the tax burden on state forestries and financial stability was studied. Based on the assessment of the relationships and changes in individual indicators, the need to update the fixed assets of forest enterprises through the improvement of the investment instrument is justified. The results of this study are a summary of evidence on the environmental and economic aspects of the impact of certain factors on the sustainable use of forest lands, which in turn forms the scientific basis for achieving the goals of state environmental policy of Ukraine. Originality / scientific novelty. The studied interdependencies between the statistical characteristics of individual indicators of forestry land use made it possible to identify factors to ensure balanced use of forestry lands. It is substantiated that reforestation, forest certification, renewal of fixed assets of forestry enterprises through the improvement of the investment instrument, optimization of the tax burden of forestry activities are favorable factors to ensure the balance of forestry land use. It is proved that the excessive tax burden is a deterrent to the balanced use of forest lands. It is proposed to alleviate the tax burden on forestry activities by reducing the rate of deduction of net income of state forestry enterprises, eliminating the problem of double taxation of the forest fund, which under limited budget funding will allow state forestries to accumulate their own financial resources to ensure sustainable land use. Practical value / implications. The main results of the study can be used to: (I) structure the factors of sustainable use of forest lands; (II) defining the goals of sustainable development when developing the strategy of forestry enterprises; (III) analysis of the achievement of sustainable development goals at the national level, defined by the Basic Principles (strategy) of the state environmental policy of Ukraine for the period up to 2030. The results of the study can be used both at the level of forest management entities, as well as at the regional and national levels, to make management decisions on the implementation of measures that ensure the balanced use of forest land. Also, the causal links between indicators that arise from the response of indicators to certain factors open up new opportunities for forest management planning. These results can provide important information for the protection and use of forest resources in all regions of Ukraine.

Purpose. The purpose of the article is to provide a theoretical and methodological justification of the completeness, accessibility and transparency of indicators of environmental and economic reporting of forestry enterprises as an indicator of the state of forestry land use in the context of sustainable development (on the example of Male Polissya of Ukraine); to find out the causal relationships between individual indicators that characterize the course of certain processes in forestry. Methodology / approach. Theoretical and methodological bases of the research are based on the analysis of a set of ecological and economic indicators of reporting of forestry enterprises as indicators of the state of use of forest lands in the context of balanced development. Such methods were used: dialectical method of cognition for the analysis of laws and regulations and scientific works of scientists on the issue of sustainable use of forest lands; method of analogies (transfer of influences that were found in other areas with similar objects and properties, to the area under consideration); analysis of the most pressing problems of accessibility to the public of indicators of the state of forest land use; correlation analysis – in determining the closeness of the relationship between statistical characteristics indicators of forest use; synthesis and logical generalization of conceptual bases of necessity and preconditions of improvement of ecological and economic indicators; monographic to identify factors for improving indicators; abstract-logical theoretical generalizations and formulation of conclusions. In the study we used quantitative analysis with data from primary and secondary sources to assess the availability of information on the state of forestry land use. In this study, there were analyzed not the values of the indicators, but how they were structured and what information they contained. Results. The article summarizes the completeness, accessibility and transparency of the system of indicators of ecological and economic reporting of forestry enterprises on the example of Male Polissya of Ukraine. The work investigates in terms of sustainable land use practices in the field of reporting using data from state and municipal forestry enterprises of Male Polissya of Ukraine, online service ProZvit (freely available database of enterprises since 2016). The studied value of the correlation between the statistical characteristics of individual indicators of forest land use makes it possible to identify the course of certain positive or negative processes in forest land use on the basis of the objectively existing causal relationship between phenomena and indicators. Based on the analysis of the data published on the Internet, some shortcomings of the set of indicators available to the public are highlighted, in particular the need to update them in accordance with the legislation of the European Union. The results of this study indicate the need to rethink the national focus of reporting from a purely economic to environmental and economic. Originality / scientific novelty. The structural scheme of public information access to ecological and economic indicators of forest land use is proposed, which will ensure completeness and transparency, openness and accountability to the public of information on environmental consequences of forest land use. We propose to introduce additional environmental reporting indicators, which can be further used as indicators of the balance of forestry land use in the country, in particular: the accumulation of carbon in forests and changes in such accumulation; degree of soil erosion; humus content; indicators of productivity (quality) of forest lands depending on soil conditions in different areas of Ukraine; indicators of the state of populations of species of fauna and flora to be protected and preserved; diversity of types of natural resources used by the population in the territory of the planned activity and in the zone of its influence; diversity of ecosystem services; in addition to absolute data, apply relative indicators per 1 ha of forest land. We propose to include these indicators in the reporting for the following blocks: the impact on land and soil; impact on fauna, flora, biodiversity; impact on surface waters; impact on landscapes; impact on atmospheric air; carbon accumulation; volumes of reforestation, silvicultural works. Practical value / implications. On the example of forestry enterprises located in the territory of Male Polissya, it is proved that the set of economic and environmental reporting indicators available online is an indicator of the state of use of forestry lands. Based on research, the bases for improvement of the information base of the reporting are prepared at different scales, both in the country and in each forest enterprise in a particular region, as regional sectoral improvements will help achieve balanced land use at the national level.

The study aimed to outline the ecological and economic priority areas of forestry production in Ukraine in the postwar period. Theoretical and informational basis of the study were reports of the State Forest Resources Agency of Ukraine, laws and regulations of Ukraine and the European Union, the Global Forest Watch platform, studies of domestic and foreign scientists in the field of environmental protection, environmental economics and forestry management. Economic and statistical (statistical data processing in assessing the numerical relationship of various phenomena and the forest production); correlation-regression (study of the impact of forestry activities); abstractlogical (theoretical generalizations and concluding) research methods have been used. According to the analyzed research, the main problems that will slow the development of new directions of forestry production and forest industry in general in the postwar period are the tenuous relationship between forestry and wood processing industry; low technological level; poor innovation activity; low efficiency of forest resources use; insufficient implementation of the postulates of European environmental policy statements. Criteria for the effectiveness of forestry production environmentalization, taking into account current and retrospective indicators, the current legislative requirements, confirmed theoretical and mathematical models, information on current efficiency, the results of the internal check, etc. have been proposed. Based on statistical data the analysis which allows characterizing prospects of creation and development of new forestry clusters has been carried out. The main characteristics of the cluster in the timber industry for the full functioning of the line and its modernization and ecologization in the postwar period have been outlined. The forest sector occupies a special place in the 'green' economy. Today, forests are of great importance for biodiversity conservation, climate regulation and water resources. That is, now the forest acts not only as a natural capital that provides society with material resources, but it is also a complex ecosystem capable of generating various ecosystem services. Therefore, our study aimed to outline the scientific and methodological principles of rehabilitation of radioactively contaminated forest ecosystems of Ukrainian Polissia in the context of the EU European Green Deal, taking into account modern environmental and socio-economic features to ensure full integration into the European domain. The article outlines the scientific and methodological principles of rehabilitation of radioactively contaminated forest ecosystems of Ukrainian PolissÑ-a in the context of the European Green Deal, taking into account modern environmental and socio-economic features to ensure full integration of the state into the European domain. It was found that the irrational use of forest resources has led to the fact that over the past 40 years there has been a partial loss of forest biodiversity, and broadleaf forests are on the verge of extinction. The Chornobyl accident, which polluted about 3.5 million hectares of Ukraine's forests, has become critical for the country's forestry sector. 1 million 230 thousand ha of the surveyed forested areas had a critical density of radionuclide contamination, 157 thousand ha of which were withdrawn from commercial use due to high
137 Cs contamination levels. It was emphasized that deforestation and degradation of forest ecosystems are some of the most pressing environmental problems of our time. The article improves the scientific and methodological principles of rehabilitation of radioactively contaminated forest ecosystems of the Ukrainian Polissia in the context of the European Green Deal taking into account the modern ecological and socio-economic peculiarities to ensure the full integration of the state into the European domain. The revision of the principles and priorities of forest management on the lands affected by the Chornobyl catastrophe and the return of these lands to safe economic use was substantiated taking into account the policies of the EU European Green Deal. It was established that the main actions on rehabilitation of radioactively contaminated forest ecosystems should be focused on the identification of the current radioactive situation in the forests with the aim of the possibility of renewal of forest management activities and production of forest industry products. The purpose of this study is to analyse the use of agricultural land on the territory of united communities and their individual districts of Zhytomyr region as the smallest units of the administrative territorial division of Ukraine. The relevance of this study, due to current changes in national land relations, dictates the need to have information about agricultural lands, their owners, tenants and the lands status for planning agricultural production, the land-leases development, sale of land. The analysis of land use was carried out according to the following indicators: location of land plots of all owners within the community district and the whole community; their area; monetary evaluation; status of documents for each land plot, in particular the availability of lease, land cultivation presence. The initial data of the researches is the data of the state land cadastre database, and data of the real property rights register, both in general access and in need of special access. As a result of the research there were defined areas and location of lands of some landowners, who leased their lands and areas of lands not leased, also there were defined areas of lands, used illegally, without any documents on land use, defined areas of lands, used or owned by agricultural producers (farms, physical persons, legal entities). A cartographic core was created for the purpose of convenient planning of agricultural land use and land management within selected districts on the territory of the community. [ABSTRACT FROM AUTHOR]

The COVID-19 pandemic, creating massive social and economic challenges, has started additional risks in ensuring balanced forest land use at the national, regional, and global levels. In this regard, the issues of preserving ecosystems and improving the well-being of citizens, avoiding the risk of deforestation and degradation of forests due to the negative impact of the pandemic on the economy of the forestry sector have become relevant. The article's purpose is a theoretical and methodological substantiation of ensuring a balanced use of forestry lands in the context of the COVID-19 pandemic, which is associated with economic regulation, investments, and the level of financial support. The object of this study is five state forestry enterprises of the Small Polissia region of Ukraine, referred to the jurisdiction of the State Forestry Agency. The main economic problems and financial needs of the studied state forestry enterprises were identified by analyzing the dynamics of their income, the level of depreciation of fixed assets, the volume of capital investments, labor productivity, and workers' wages. Based on the analysis of reporting indicators of state forestry enterprises in the Small Polissia region of Ukraine, conceptual frameworks for coordinating efforts to ensure the balanced use of forestry lands in Ukraine have been prepared. Measures were proposed to help mitigate the impact of the COVID-19 pandemic on the social and economic dimensions of forestry land use. Recommendations for financing forestry activities, accelerating transformational changes in investment support of the forestry industry, revising the tax burden on state forestry enterprises have been substantiated. Balanced forest land use can reduce the risk of future pandemics. Therefore, its financing and incentives based on economic preferences should be a public policy priority on sustainable development. The analysis of the main indicators of the forest resource potential of the border regions of Ukraine as of 2017, as well as the area of forest reproduction by sowing and planting forests in the context leadership border regions of Ukraine. The relationship of capital investment to the rational use of natural resources, UAH million, the area of forest reproduction, by region, thousand hectares, is analyzed. and the environmental stability factor for the period 1990-2017. On the basis of the correlation analysis it was proved that a sufficient level of influence of the volume of foreign investments on the environmental tax, the costs of enterprises for the protection and rational use of natural resources, the amount of emissions per 1 person indicates a moderate direct relationship between these environmental and economic factors. The algorithm of stages of carrying out of the multifactor regression model, which provides definition and selection of ecological and economic indicators, is developed. After all, the objectives and main objectives of the investment mechanism are to meet certain conditions for the prospect of development of the context leadership border regions. And the criteria of the mechanism are intended to ensure the realization of strategic and tactical goals and levers applied by the bodies of regional government and local self-government within their powers, with the aim of forcing in this territory the conditions for expanded reproduction and ensuring ecological and economic development. The impact of the phases of the solar activity cycle on winter wheat production in different physiographic zones of Ukraine: Polesie, Forest-Steppe and Steppe have been researched. Particular attention is paid to indicators of yield that have a significant impact on the development of agricultural industries. A correlation dependence between the yield of winter wheat and the phases of the cycle of solar activity was established. With a proper research of these indicators, the sectoral structures of agro-ecosystems can predict for income or prevent the growth of zonal costs in social production. The optimal periods for obtaining high and stable yields of the studied culture connected with the physical factors of nature are determined. That is why a large role is played by the scientific understanding and practical use of each individual phase of the solar activity cycle in agroecosystems, which enables a business entity to obtain a reasonable dynamic system by their periodic changes.
