We begin by summarising Prasad's (2018) work on the disconnect between the social purposes of open universities and their achievement. Next, we will revisit the concept of the iron triangle from the 1990s, which explores the three topics access, cost, and quality. How does it apply to distance education conducted with today's technologies? A distinction made in the 1970s between independent and interactive learning activities helps us pursue this question further. A discussion among open university executive heads from around the world in 2017 sets the stage for the final section, which reflects on the current challenges facing open universities. How should they address the competition from the rapidly expanding online offerings of campus institutions? We review economic models, the use of technology, governance and management arrangements, and teaching. The successful systems conceived by the UK Open University in the late 1960s stimulated the creation of many other open universities. How should they be updated today?

Abstract. The emissions of hydrofluorocarbons (HFCs) have increased significantly in the past 2 decades, primarily as a result of the phaseout of ozone-depleting substances under the Montreal Protocol and the use of HFCs as their replacements. In 2015, large increases were projected in HFC use and emissions in this century in the absence of regulations, contributing up to 0.5 ∘C to global surface warming by 2100. In 2019, the Kigali Amendment to the Montreal Protocol came into force with the goal of limiting the use of HFCs globally, and currently, regulations to limit the use of HFCs are in effect in several countries. Here, we analyze trends in HFC emissions inferred from observations of atmospheric abundances and compare them with previous projections. Total CO2 eq. inferred HFC emissions continue to increase through 2019 (to about 0.8 GtCO2eq.yr-1) but are about 20 % lower than previously projected for 2017–2019, mainly because of the lower global emissionsof HFC-143a. This indicates that HFCs are used much less in industrial and commercial refrigeration (ICR) applications than previously projected. This is supported by data reported by the developed countries and the lower reported consumption of HFC-143a in China. Because this time period preceded the beginning of the Kigali provisions, this reduction cannot be linked directly to the provisions of the Kigali Amendment. However, it could indicate that companies transitioned away from the HFC-143a with its high global warming potential (GWP) for ICR applications in anticipation of national or global mandates. There are two new HFC scenarios developed based (1) on current trends in HFC use and Kigali-independent (K-I) control policies currently existing in several countries and (2) current HFC trends and compliance with the Kigali Amendment (KA-2022). These current policies reduce projected emissions in 2050 from the previously calculated 4.0–5.3 GtCO2eq.yr-1 to 1.9–3.6 GtCO2eq.yr-1. The added provisions of the Kigali Amendment are projected toreduce the emissions further to 0.9–1.0 GtCO2eq.yr-1 in 2050. Without any controls, projections suggest a HFC contribution of0.28–0.44 ∘C to global surface warming by 2100, compared to a temperature contribution of 0.14–0.31 ∘C that is projectedconsidering the national K-I policies current in place. Warming from HFCs is additionally limited by the Kigali Amendment controls to a contribution of about 0.04 ∘C by 2100.

In every Intergovernmental Panel on Climate Change (IPCC) Assessment cycle, a multitude of scenarios are assessed, with different scope and emphasis throughout the various Working Group reports and special reports, as well as their respective chapters. Within the reports, the ambition is to integrate knowledge on possible climate futures across the Working Groups and scientific research domains based on a small set of "framing pathways" such as the so-called representative concentration pathways (RCPs) in the Fifth IPCC Assessment Report (AR5) and the shared socioeconomic pathway (SSP) scenarios in the Sixth Assessment Report (AR6). This perspective, initiated by discussions at the IPCC Bangkok workshop in April 2023 on the "Use of Scenarios in AR6 and Subsequent Assessments", is intended to serve as one of the community contributions to highlight the needs for the next generation of framing pathways that is being advanced under the Coupled Model Intercomparison Project (CMIP) umbrella, which will influence or even predicate the IPCC AR7 consideration of framing pathways. Here we suggest several policy research objectives that such a set of framing pathways should ideally fulfil, including mitigation needs for meeting the Paris Agreement objectives, the risks associated with carbon removal strategies, the consequences of delay in enacting that mitigation, guidance for adaptation needs, loss and damage, and for achieving mitigation in the wider context of societal development goals. Based on this context, we suggest that the next generation of climate scenarios for Earth system models should evolve towards representative emission pathways (REPs) and suggest key categories for such pathways. These framing pathways should address the most critical mitigation policy and adaptation plans that need to be implemented over the next 10 years. In our view, the most important categories are those relevant in the context of the Paris Agreement long-term goal, specifically an immediate action (low overshoot) 1.5 °C pathway and a delayed action (high overshoot) 1.5 °C pathway. Two other key categories are a pathway category approximately in line with current (as expressed by 2023) near- and long-term policy objectives, as well as a higher-emission category that is approximately in line with "current policies" (as expressed by 2023). We also argue for the scientific and policy relevance in exploring two "worlds that could have been". One of these categories has high-emission trajectories well above what is implied by current policies and the other has very-low-emission trajectories which assume that global mitigation action in line with limiting warming to 1.5 °C without overshoot had begun in 2015. Finally, we note that the timely provision of new scientific information on pathways is critical to inform the development and implementation of climate policy. Under the Paris Agreement, for the second global stocktake, which will occur in 2028, and to inform subsequent development of nationally determined contributions (NDCs) up to 2040, scientific inputs are required by 2027. The international scientific assessment of ozone depletion is prepared every four years to support decisions made by the Parties to the Montreal Protocol. In each assessment an outlook of ozone recovery time is provided. The year when equivalent effective stratospheric chlorine (EESC) returns to the level found in 1980 is an important metric for the recovery of the ozone layer. Over the past five assessments, the expected date for the return of EESC to the 1980 level, for mid-latitudes, has been delayed, from year 2049 in the 2006 assessment to 2066 in the 2022 assessment, which represents a delay of 17 years over a 16-year assessment period. Here, we quantify the primary drivers that have delayed the expected EESC recovery date between each of these assessments. We find that by using identical EESC formulations the delay between the 2006 and 2022 assessment's expected return of EESC to 1980 levels is shortened to 12.6 years. Of this delay, bank calculation methods account for ~4 years, changes in the assumed atmospheric lifetime for certain ODSs account for ~3.5 years, an under-estimate of the emission of CCl4 accounts for ~3 years, and updated historical mole fraction estimates of ODSs account for ~1 year. Since some of the underlying causes of these delays are amenable to future controls (e.g. capture of ODSs from banks and limitations on future feedstock emissions), it is important to understand the reasons for the delays in expected recovery date of stratospheric halogens. The Montreal Protocol was designed to protect the stratospheric ozone layer by enabling reductions in the abundance of ozone-depleting substances such as chlorofluorocarbons (CFCs) in the atmosphere.sup.1-3. The reduction in the atmospheric concentration of trichlorofluoromethane (CFC-11) has made the second-largest contribution to the decline in the total atmospheric concentration of ozone-depleting chlorine since the 1990s.sup.1. However, CFC-11 still contributes one-quarter of all chlorine reaching the stratosphere, and a timely recovery of the stratospheric ozone layer depends on a sustained decline in CFC-11 concentrations.sup.1. Here we show that the rate of decline of atmospheric CFC-11 concentrations observed at remote measurement sites was constant from 2002 to 2012, and then slowed by about 50 per cent after 2012. The observed slowdown in the decline of CFC-11 concentration was concurrent with a 50 per cent increase in the mean concentration difference observed between the Northern and Southern Hemispheres, and also with the emergence of strong correlations at the Mauna Loa Observatory between concentrations of CFC-11 and other chemicals associated with anthropogenic emissions. A simple model analysis of our findings suggests an increase in CFC-11 emissions of 13 [plus or minus] 5 gigagrams per year (25 [plus or minus] 13 per cent) since 2012, despite reported production being close to zero.sup.4 since 2006. Our three-dimensional model simulations confirm the increase in CFC-11 emissions, but indicate that this increase may have been as much as 50 per cent smaller as a result of changes in stratospheric processes or dynamics. The increase in emission of CFC-11 appears unrelated to past production; this suggests unreported new production, which is inconsistent with the Montreal Protocol agreement to phase out global CFC production by 2010.Atmospheric CFC-11 concentrations have been declining less rapidly since 2012; evidence suggests that this finding is explained by an increase in the emission of CFC-11during these years., Author(s): Stephen A. Higher education's response to crisis must focus on developing institutions' competitive advantage. Technology is the basis on which institutional renewal must occur. American higher education is not using technology intelligently because it is driven by teaching, not learning. Today's technology fundamentally changes the relationship between people and knowledge, and university-wide technology strategies are needed to address this. (MSE)

The rate coefficients for the removal of O2[(super 1)sigma(sub g)(super +)] by H2 are measured between 209 and 373 Kappa by generating O2[(super 1)sigma] via pulsed laser excitation near 762nm. It was shown that the upper limit used in a one-dimensional atmospheric model contributed minimally to the total OH production in the atmosphere.

The innovation brought by the introduction of new technologies in our modern society has also started to appear in education. The biggest efforts come from the institutions involved in distance education, partly due to the characteristics of the educational system they represent. In order to improve the technology development there are a large number of projects being developed inside the European Union.
