Since World War ii, the United States and its allies have overseen a global order built on trade liberalization and the development of a Western model of global integration. That order now appears to be winding down. Beyond the era of “Western hegemony”, Asia is returning to the patterns of commerce and cultural exchange that thrived long before European colonialism and American predominance (Khanna, 2019). Underwriting Asia’s resurgence is the return of China. This paper charts China’s rise and Chinese globalization focusing on China as a global technology leader, detailing ai and Chinese human capital development, before turning to China’s global higher education to provide an interpretation of Chinese Globalization.

Introduction: Surface electromyography has been a technique used to describe muscle activity during running. However, there is little literature that analyses the behaviour of muscle coactivation in runners, describing the effect between two techniques associated with the initial contact, such as the use of rearfoot (RF) and forefoot (FF). Material and method: The purpose of this study was to compare muscle coactivation levels developed in the lower limb during two running techniques, FF vs RF. Fourteen amateur runners were evaluated (eight men, six women; age= 23.21 ± 3.58 years, mass= 63.89 ± 8.13 kg, height= 1.68 ± 0.08m). Surface electromyography was used to measure muscle activity during both running techniques evaluated on a treadmill, considering the muscle pairs: Rectus femoris- Biceps femoris (RFe-BF), Lateral Gastrocnemius–Tibialis Anterior (LG-TA), and Medial Gastrocnemius - Tibialis Anterior (MG-TA). These were calculated in three windows considering ten running cycles (0-5%, 80-100%, and 0-100%). To compare FF vs RF t-student test for paired data was used. Results: It was observed significant differences in the MG-TA pair (FF= 18.42 ± 11.84% vs RF = 39.05 ± 13.28%, p = 0.0018 during 0-5%, and RFe-BF pair (FF = 42.38 ± 18.11% vs RF = 28.37 ± 17.2%, p = 0.0331) during 80-100% of the race. Conclusion: Our findings show that the behaviour of muscle coactivation is different between FF vs RF techniques if we analyze little windows in the running cycle. This could be associated with an increase in the joint stability between these short intervals, represented in the initial and final regions of the running cycle.

Se efectuo una busqueda bibliografica exhaustiva sobre epidemiologia, vigilancia epidemiologica y estrategias de control de Rabia variante 4 transmitida por murcielagos insectivoros. Asimismo, como estudio de caso se efectuo un estudio retrospectivo de murcielagos insectivoros capturados por vigilancia pasiva y analizados para determinar presencia de virus rabico en la Provincia de Rio Negro, Argentina. El objetivo fue actualizar la informacion sobre la epidemiologia de la rabia variante 4 y analizar la eficacia de las medidas de control habitualmente recomendadas por los servicios de salud. La revision efectuada muestra en Sudamerica solo 5 notificaciones correspondientes a caninos y felinos entre 2009 y 2019 y en relacion a las personas, se reportaron tres casos: en Chile en 1963 y 2013 y uno en Colombia en 2012. La identificacion de murcielagos insectivoros portadores de rabia varia del del 4% al 15%. Por su parte, el servicio de salud publica veterinaria del Ministerio de Salud de Rio Negro recogio murcielagos insectivoros a partir de actividades de vigilancia pasiva. Los murcielagos fueron remitidos al Laboratorio del Instituto Luis Pasteur de la ciudad de Buenos Aires para identificacion de virus rabico. Se analizaron un total de 294 quiropteros insectivoros en 26 localidades. La proporcion de infectados fue del 14,6% (IC95% 9,5-17,8) aunque sin casos en perros, gatos o personas. Los murcielagos insectivoros pueden ser un factor de riesgo para caninos, felinos y seres humanos, aunque las notificaciones de casos a variante 4 en estas especies es extremadamente bajo en America del Sur por lo que parece requerirse una evaluacion de la estrategia de control recomendada y aplicada hasta el momento por no ser costo - efectiva, e implicar crecientes costos operativos en recursos financieros y humanos, proponiendose alternativas mas eficientes de control de riesgos.

BackgroundIn El Salvador, 8.8% of adults 15 years and older smoke cigarettes. Little is known about the sensitivity of cigarette consumption among the adults in El Salvador to tax and price increases and income growth.MethodsElasticities are estimated using Deaton’s Almost Ideal Demand System model applied to data from the National Household Income and Expenditure Survey 2005/2006 for the total population and separately for income groups. The estimates are then used to simulate the effects of a proposed change in tobacco tax policy on cigarette consumption and tax revenue.FindingsThe estimated price elasticities (−0.77 for the total population) are within the range of price elasticity estimates available for low and middle-income countries. Given the estimated elasticities, a tobacco tax increase is expected to reduce the number of smokers (by almost 20%) and increase tobacco tax revenue (by more than 50%).ConclusionsIncreasing tobacco taxes has the potential to decrease consumption in El Salvador and raise fiscal revenues. The tobacco tax burden in El Salvador is one of the lowest in Latin America and the social costs of tobacco consumption largely exceed the tobacco tax revenues. An increase in tobacco tax could significantly decrease the number of smokers and reduce the burden of tobacco-related diseases and deaths.

Cystic echinococcosis (CE) is a zoonosis caused by species of the complex Echinococcus granulosus, sensu lato in their larval stage. It is an endemic disease in the province of Río Negro, where small farmers generally have both sheep and goats. Lamb vaccination with EG95 was incorporated in 2009 with very good results: in fact, it contributed to a significant drop in prevalence of infection in both sheep and goats, when determined by necropsy and serology in 2018. In the design of the activity, it was decided not to vaccinate goats in order to minimize the operational requirements of vaccination and comments from producers about the rarity of observing hydatid cysts in goat viscera were considered.To identify causes which can still generate infection in dogs, and to detect species/genotypes in circulation in the province of Río Negro.In indigenous reserves comprised within the area of lamb vaccination with 3 doses of EG95, (dose 1 in December, dose 2 in January and dose 3 in December of the year following, at the time of application of dose 1 to the new lambs). Prevalence in adult goats and sheep was determined by necropsy and serology (ELISA). Infective species/genotypes present in the work area and in the rest of the province of Río Negro were identified by Cox1 mitochondrial gene sequencing. Epidemiological analysis was completed with surveys among farmers about slaughter habits for human consumption.Through serology and necropsy, infection rates in vaccinated and nonvaccinated sheep were significantly different (21% versus 66%). Non-vaccinated sheep and non-vaccinated goats were also significantly different in that there was less infection in goats compared to sheep (7% versus 66% for necropsy, 30% versus 61% for serology); After many years of sheep vaccination the infection positives were low, and differences between vaccinated sheep and non-vaccinated goats turned out non-significant (21% versus 7%). With reference to epidemiology and control along the period 2018-2022, PZQ dosing of dogs 4 times a year was maintained, and 2 extra deworming tasks were introduced together with dose 1 and 2 of EG95, performed by the veterinary vaccination team, ensuring the ingestion of PZQ by dogs. Assessment of animal slaughter for consumption in 41 producers showed that 21 of them slaughter a monthly average of 18 goats (an average of 0.43 goat per month per farm) and 36 in all slaughter 35 old sheep in a year (average of 0.85 sheep per month per farm). With respect to identification of species/genotypes as from 2010, genotypes G1 have been found in 11 sheep (out of which 6 belong to vaccination zone) and genotypes G7, in one pig. A goat cyst within vaccination zone turned out unfertile and it was not possible to sequence it.Design and implementation of a vaccine programme combined with the use of PZQ resulted as cost-effective, since it was possible to maintain the vaccine over time, with clear impact on prevalence decrease in sheep and goats.

Cystic echinococcosis (CE) is endemic in the Rio Negro province of Argentina. After 30 years of control using praziquantel in dogs the transmission rate to humans and sheep has decreased significantly, however transmission persists. The objective of the study was to assess the inclusion of the EG95 for sheep in the control program and to determine the vaccine's operative feasibility in field conditions. An intervention study was defined in Rio Negro Province in Argentina comprising, in total, an area of 5820 Km2. Lambs received two vaccinations with the EG95 vaccine followed by a single booster injection when the animals were 1-1.5 years of age. Vaccination of lambs born into one trial site was introduced and continued for 8 years. Evidence for Echinococcus granulosus transmission was monitored before and after vaccination by coproantigen ELISA in faecal samples of dog, purgation of dogs to detect E. granulosus worms, necropsy on adult sheep and by ultrasound screening in children of 6-14 years old. 29,323 doses of vaccine were applied between 2009 and 2017, which a vaccination coverage of 80.1%/85.7% (57.3% average for fully vaccinated). Before the introduction of the vaccine 56.3% of the 6-year-old sheep were infected with E. granulosus at necropsy and 84.2% of the farms had infected sheep; 4.3% of the dogs were positive for E. granulosus infection using the arecoline test, and with coproELISA 9.6% of dog fecal samples were positive and 20.3% of the farms had infected dog.After the vaccine was introduced, 21.6% of sheep older than 6 years were found to be infected at necropsy and 20.2% of the farms were found to be infected; in dogs, 4.5% were found positive for E. granulosus using arecoline purgation and with coproELISA 3.7% of samples were positive, with 8.9% of farms having a positive dog. In 2016 only one case of E. granulosus infection was diagnosed by US screening in a 6-14 years old child. Included in the analysis are discussions of difficulties experienced in the field which affected correct vaccine administration as well as social features and practices that may impact on echinococcosis control and the EG95 vaccination program in Rio Negro. Vaccination of sheep with the EG95 vaccine provides a valuable new tool which improves the effectiveness of CE control activities. Vaccination was effective even in a difficult, remote environment where only approximately half the lambs born into the communities were fully vaccinated.

Icephobic surfaces have daily critical impact on human lives in cold climates, with uses ranging from aviation systems and infrastructure to energy systems. However, creation of these surfaces for low-temperature applications remains difficult. Non-wetting, liquid-infused and hydrated surfaces have inspired routes for development of icephobic surfaces. However, high ice adhesion strength (∼20–100 kPa) and subsequent ice accretion, low long-term mechanical and environmental durability and high production cost have restricted their applications. Here, we lay the fundamentals of a new physical concept called stress-localization to develop icephobic surfaces with ice adhesion in the order of 1 kPa and exceptional mechanical, chemical and environmental durability.

ObjectiveTo estimate with a rigorous statistical methodology and independent from the tobacco industry the prevalence and consumption of illicit cigarettes in Metropolitan Santiago de Chile, in addition to identifying the variables statistically associated with choosing to smoke illicit cigarettes.MethodsSurveys of 851 smokers who reside in the Metropolitan Santiago were collected using a sampling design that combined a randomisation of high-traffic points and a quota sampling to approximate the smoking population. Photographs of packs along with questions on where they were bought were used to define whether cigarettes were licit or illicit. After this identification, the statistical association between the decision to smoke illicit cigarettes and sociodemographic variables and smoking habits was estimated using probit models.ResultsThe proportion of smokers smoking illicit cigarettes in Metropolitan Santiago was 10.9%. Adjusted by smoking intensity, 16.3% of cigarettes smoked in a month were illicit. Models show that the probability of smoking illicit cigarettes is inversely associated with employment status (ie, employed/inactive/unemployed), and smokers with lower levels of education are more likely to smoke illicit cigarettes. Though smokers’ incomes are not directly measured, both employment status and educational levels are indicative that illicit cigarette consumption is more prevalent among low-income groups.ConclusionsThe proportion of smokers consuming illicit cigarettes estimated in this research is less than half of the widely publicised claims of the tobacco industry. Furthermore, past and present pricing strategies by the tobacco industry indicate that, contrary to public statements, the tobacco industry is not concerned by illicit trade.

Background Cystic echinococcosis (CE) is a parasitic zoonosis caused by infection with the larval stage of Echinococcus granulosus (s.l.). This study investigated the prevalence and potential risk factors associated with human CE in the towns and rural areas of Ñorquinco and Ramos Mexia, Rio Negro province, Argentina. Methods To detect abdominal CE cysts, we screened 892 volunteers by ultrasound and investigated potential risk factors for CE using a standardized questionnaire. Prevalence ratio (PR) with 95% confidence intervals (CI) was used to measure the association between CE and the factors investigated, applying bivariate and multivariate analyses. Results Abdominal CE was detected in 42/892 screened volunteers (4.7%, 95% CI 3.2–6.1), only two of whom were under 15 years of age. Thirteen (30.9%) CE cases had 25 cysts in active stages (CE1, CE2, CE3a, according to the WHO Informal Working Group on Echinococcosis [WHO-IWGE] classification). The most relevant risk factors identified in the bivariate analysis included: living in rural areas (P = 0.003), age > 40 years (P = 0.000), always drinking water from natural sources (P = 0.007), residing in rural areas during the first 5 years of life (P = 0.000) and having lived more than 20 years at the current address (P = 0.013). In the multivariate final model, the statistically significant risk factors were: frequently touching dogs (P = 0.012), residing in rural areas during the first 5 years of life (P = 0.004), smoking (P = 0.000), age > 60 years (P = 0.002) and living in rural areas (P = 0.017). Conclusions Our results point toward infection with CE being acquired since childhood and with constant exposure throughout life, especially in rural areas with a general environmental contamination. Student attrition is a long-lasting problem which affects higher education institutions around the world. In the Chilean context, this phenomenon needs to be addressed, as it is considered for university accreditation and undergraduate education quality assessment. The rather high drop-out rate of first-year students at the Departamento de Ingenieria Informatica of Universidad de Santiago de Chile has led to the creation of Ca-chor@404, a peer-instruction based accompaniment programme which supports incoming students by providing tutorials on key subjects and assisting them in their adaptation to university life. To succeed, the programme is led by a multidisciplinary team and considers different aspects of first-year student needs. The current Covid-19 pandemic, with its associated quarantine, has redefined some key aspects of university life adaptation, thus forcing Cachorr@404 to adjust to the new context. The adaptation process has turned into a learning experience regarding the use of new technologies to support the teaching-learning process within the programme’s initial courses. This article attempts to describe this accompaniment programme, emphasising key issues that emerged from the global contingency.

Background Rio Negro Province is endemic for cystic echinococcosis (CE). A CE control program includes early diagnosis in humans. During 1980-1996, screening was done with serology and surgery was the unique choice of treatment. Since 1997, ultrasound (US) has been the method of choice for screening, and new choices of treatment for asymptomatic carriers are discussed in the CE guidelines. Methods Between 1997 and 2016, 42 734 abdominal USs were performed, 192 new asymptomatic cases were diagnosed and underwent a protocol according to the size, location and type of cyst. Treatment options included active surveillance (US monitoring, 83 [43.3%]), antiparasitic (albendazole, 92 [47.9%]) and surgery (17 [8.8%], including percutaneous treatment). Results After 7.7 y of follow-up, of the cases under active surveillance, 28 (33.7%) had to change treatment: 5 (6%) to surgery and 22 (26.5%) to albendazole. Of the patients treated with albendazole, 3 (3.2%) were operated on and 13 (14%) were treated with a second cycle of albendazole. Conclusion As a result of the present study, resolution of CE in a non-surgical way with albendazole is confirmed to be effective in asymptomatic carriers with CE1 or CE3a cysts. La presente investigacion corresponde a un estudio de casos que da cuenta del levantamiento de las representaciones de docentes de la Universidad de Santiago de Chile respecto al uso de tecnologia en su quehacer docente, develando ideas importantes como una mirada instrumental sobre el uso de la tecnologia en el ambito de la educacion superior. El estudio sugiere la relevancia de cambiar esa mirada en pos de promover aprendizajes de calidad en sus estudiantes. Para este proposito se encuesto a un grupo de docentes que participaron voluntariamente de instancias de formacion en el ambito tecnologico y educativo. Ademas, se analizaron los productos resultantes de un curso de formacion regular dictado por la Unidad de Innovacion Educativa, lo que permitio determinar algunos ejes a considerar en los procesos formativos de los docentes universitarios; combatir la mirada instrumental de la tecnologia y entender su incorporacion dentro de un proceso de innovacion, entre otros. ObjectiveTo estimate the degree to which tobacco consumption is associated with spending on a set of goods and services in Chile, especially health and education, for the total population as well as for specific subgroups.MethodsA seemingly unrelated regression equation system was used to estimate the statistical relationship between having tobacco expenditures and the budget share allocated to other items for the total population and for specific subgroups in Chile (eg, households within the bottom/top 33% by total expenditures). The use of household-level data allows for the control of a number of sociodemographic characteristics. The nationally representative 2012 Chilean Household Expenditure Survey was used for the analysis.ResultsTobacco consumption is associated with lower budget shares allocated to healthcare, education and housing expenses, especially for poorer households. In the case of health, not consuming tobacco is related to higher health expenditures: up to 32% for the total population. Similarly, in the case of education, not consuming tobacco is statistically related to higher education expenditures: up to 16% for the total population. For all groups, tobacco consumption is also related to a significantly higher budget share allocated to alcoholic beverages.ConclusionsThe strong significant statistical relationship found between tobacco consumption and resources allocated to healthcare and education consumption may be indicative of the existence of a crowding out effect of tobacco. This effect, in turn, may increase the burden that the rest of society must bear for the increased healthcare that they require because of tobacco consumption.

Cystic echinococcosis is endemic in the Rio Negro province of Argentina and, for this, a control program using praziquantel in dogs was developed from 1980. The transmission rate to humans and sheep has decreased significantly, however transmission persists. In 2009 the vaccination of sheep with EG95 was incorporated in some areas of the province. The objective of the study was to evaluate the humoral responses to the vaccine EG95. Lambs received two vaccinations with the EG95 vaccine followed by a single booster injection when the animals were 1-1.5 years of age. Blood samples from 6 vaccinated groups and 4 no vaccinated sheep were obtained for determination of antibody titles against EG95 protein. Anti-EG95 responses were determined as described by Heath and Koolaard, 2012. Responses were evaluated from 331 animals. Median ELISA absorbance values in vaccinated group was 0.828, and in non-vaccinated groups was 0.218. EG95 antibody responses in sheep from different cohorts of non-immunized control groups and vaccinated groups reveal the sustained increase in response seen in animals following the third immunization. (p< 0.0001). Significant differences are also evidenced in ANOVA test (p< 0.001). An anti-EG95 antibody response was induced in all groups of immunized sheep, 4 times higher (0.828) than the mean observed in the control groups (0.218). Data described here indicate that following a third vaccination with the EG95 vaccine at 1 year of age the specific IgG responses detected in the serum of sheep increased to a level greater than that seen following the second immunization and that this response was maintained longitudinally over time, for at least 5 years. We present experimental data to demonstrate that the far wake of a vertical-axis wind turbine (VAWT) exhibits features that are quantitatively similar to that of a circular cylinder with the same aspect ratio. For a fixed Reynolds number ($Re\approx 0.8\times 10^{5}$) and variable tip-speed ratio, two-dimensional particle image velocimetry (PIV) is used to measure the velocity field in the wake of four different laboratory-scale models: a 2-bladed, 3-bladed and 5-bladed VAWT, as well as a circular cylinder. With these measurements, we use spectral analysis and proper orthogonal decomposition (POD) to evaluate statistics of the velocity field and investigate the large-scale coherent motions of the wake. In all cases, we observe three distinct regions in the VAWT wake: (i) the near wake, where periodic blade vortex shedding dominates; (ii) a transition region, where growth of a shear-layer instability occurs; (iii) the far wake, where bluff-body wake oscillations dominate. We define a dynamic solidity parameter, $\unicode[STIX]{x1D70E}_{D}$, that relates the characteristic scales of the flow to the streamwise transition location in the wake. In general, we find that increasing $\unicode[STIX]{x1D70E}_{D}$ leads to an earlier transition, a greater initial velocity deficit and a faster rate of recovery in the wake. We propose a coordinate transformation using $\unicode[STIX]{x1D70E}_{D}$ in which the minimum velocity recovery profiles of the VAWT wake closely match that of the cylinder wake. The results have implications for manipulating VAWT wake recovery within a wind farm.

Cystic echinococcosis (CE) is a parasitic zoonosis caused by Echinococcus granulosus. The control program of CE of Rio Negro province, Argentina, involves annual surveillance using ultrasound (US) screening in school children, and five-year cross-sectional surveys to detect livestock farms with parasitized dogs by coproELISA with confirmation tests (Western Blot or PCR). Control program is based on deworming of dogs with praziquantel and the aim is to identify areas at risk of Cystic echinococcosis transmission to humans, using all available data sources. The information was spatially distributed in 13 program areas and, at a smaller geographical scale, in 80 Primary Health Care Centers. CoproELISA surveys involved three randomized sampling periods (2003-05, 2009-10, 2017-18), with 1790 canine fecal samples. The US surveys were conducted in 2003-08, 2009-16 and 2017-18 in 34,515 children. Heat maps were created at the smallest geographic scale with QGIS 3.4.6. For the consecutive sampling periods, prevalence of positive canine fecal samples from livestock farms were 14.7, 12.1 and 7.8%, respectively, and children prevalence was 0.4, 0.2 and 0.1%, respectively. The study has been developed on a scale according to which the temporal-spatial distribution of CE allows to adjust control strategies in those areas of potential transmission of the zoonosis to humans.

Introduction and objective Chile is among the countries with the highest alcohol consumption per capita in Latin America, but little has been done in the way of public policy and policy research to overcome this problem. The objective of the present study is to estimate demand elasticities (own-price, cross-price, expenditure and quality) for three groups of alcoholic beverages in Chile: spirits, wines, and beers. Data and methods The study uses data from the VII Encuesta de Presupuestos Familiares (Family Budget Survey) 2011–2012 conducted by the National Institute of Statistics. Because of problems with the quality of the measurement units, hot-deck imputation method was used with the alcohol purchases that presented problems. To estimate the demand elasticities, the Almost Ideal Demand System (AIDS) method proposed by Deaton was used. Quality decisions were estimated for each beverage separately using an equation proposed by Deaton in the three-step AIDS. The wake structure of a vertical-axis wind turbine (VAWT) is strongly dependent on the tip-speed ratio, $$\lambda$$ , or the tangential speed of the turbine blade relative to the incoming wind speed. The geometry of a turbine can influence $$\lambda$$ , but the precise relationship among VAWT geometric parameters and VAWT wake characteristics remains unknown. To investigate this relationship, we present the results of an experiment to characterize the wakes of three VAWTs that are geometrically similar except for the ratio of the turbine diameter (D), to blade chord (c), which was chosen to be $$D/c =$$ 3, 6, and 9. For a fixed freestream Reynolds number based on the blade chord of $$Re_c = 1.6\times 10^3$$ , both two-component particle image velocimetry (PIV) and single-component hot-wire anemometer measurements are taken at the horizontal mid-plane in the wake of each turbine. PIV measurements are ensemble averaged in time and phase averaged with each rotation of the turbine. Hot-wire measurement points are selected to coincide with the edge of the shear layer of each turbine wake, as deduced from the PIV data, which allows for an analysis of the frequency content of the wake due to vortex shedding by the turbine.

DB: You could say that my research career started at Eastern Michigan University, where I decided to forego my nearly complete education in English composition, painting and sculpture to pursue a computer science degree. Definitely not the typical course for a computer science engineer, but I was always fascinated with humanities before starting my career in technology. After altering my course, and within a year of finishing college, I secured a DARPA grant to develop an assembly language for quantum computation followed by a second grant to develop protocols for quantum cryptography. This early work eventually led to research in signals intelligence, asymmetrical warfare simulations, behavioral economics and game theory. After eight years working in these fields of research, I developed a particular interest and passion for disruptive technologies that leverage crowdsourcing, social computing, culture jamming, transmedia, and other non-traditional approaches. I also wanted to blend my humanities and computer science knowledge together and follow a path toward impacting education. Some of my proposals caught the attention of the Microsoft education group; then eventually evolved into managing external programs in digital humanities, digital heritage and games for learning at Microsoft Research.
