Issuance of green bonds (GBs) is valuable for developing countries because it provides a market deepening mechanism, which enables greater liquidity for investments in Renewable Energy (RE) sector. This paper is premised on the outlook for the first GB in Ghana. The study investigates the features of GBs, which investors prioritise as preferential for RE financing (REF). Employing the literature, twelve beneficial features of GBs were identified and formed the based for a questionnaire, which was handed to experts in financial institutions to complete. Data were analysed and ranked with the relative importance index and other statistical tests. The findings illustrated that low-interest rates, similar payback period, economic convenience and transparency issuance are among the top preferential features for feasible green bond rollouts in Ghana. Findings implied that akin to other worldwide cases for renewable energy financing, GBs represent a degree of flexibility, which stems from the homogeneity in their respective features. The study illustrates the specific priorities, which must be considered by potential investors. Resultantly, enabling GBs issuers to develop GB packages that suit the needs of the investment community and ultimately contribute to RE targets' achievement.

Purpose This study aims to develop a decision-making tool that assesses the economic feasibility of converting commercial and industrial buildings into rented residential accommodation. This tool also enables developers to provide high-quality rented residential accommodation that contribute to the gentrification of formerly industrialised inner city or developed areas. Design/methodology/approach The overarching epistemological approach adopted used inductive reasoning and a postpositivist philosophical design to structure the research problem and devise new theories about the phenomena under investigation. From an operational perspective, a two-phase “waterfall” research approach was adopted. Phase one used extant literature to identify development factors and variables for consideration, risks posed and conversion appraisal criteria. Two case studies formed the basis of a cross comparative analysis, namely, a new build and conversion of a former industrial building into rented residential accommodation. Phase two identified development appraisal criteria, conducted a cost analysis and premised upon the findings, developed a decision support appraisal tool as a “proof of concept”. Findings The research combined key decision factors and variables that assist property developers when evaluating whether to convert commercial and industrial property into rented residential accommodation. The appraisal tool’s functionality was validated via a focus group discussion with senior property developers to ensure that assessment criteria and development weightings were appropriate. Feedback revealed that the tool was suitable for purpose and should now be adopted in practice and refined as appropriate and with usage. Research limitations/implications The appraisal tool presented could yield a far more accurate means of decision-making which, in turn, could ensure that predicted investment returns are received (thus reducing errors and lowering risk for investors). Future work is required to robustly test and validate the tool’s accuracy in practice. It is envisaged that future projects will provide a rich stream of data for such testing. Originality/value To the best of the authors’ knowledge, this work constitutes the first attempt to conceptualise a decision support tool for rented residential property development.

Today, building maintenance and repair (M&R) is a neglected aspect of the construction business throughout a building’s entire life cycle. Selecting appropriate M&R strategies is crucial, particularly for emerging economies like Iraq with severely constrained resources. This study seeks to identify the primary selection criteria for M&R methods of healthcare building facilities (HBFs) in Iraq. A comprehensive desktop literature analysis was undertaken to extract and determine the essential selection criteria for the most suited M&R approaches to buildings in general. Then, two rounds of the Delphi survey were conducted to consolidate the specific selection criteria to suit the circumstances of Iraq and HBFs. A total of 21 sub-criteria were identified and divided into six main groups. The main criteria and the associated sub-criteria were then analyzed and ranked using the fuzzy analytic hierarchy process (FAHP) technique. The ranking of the various main criteria revealed that the “cost” criterion was ranked first in terms of importance, followed by the “human resources” and “quality” criteria. The fourth, fifth, and sixth main criteria are “reliability/flexibility”, “safety/risk/environment”, and “facilities/technology”, respectively. The overall ranking of the sub-criteria placed “optimization and cost reduction” in the first position and “extending the life of the equipment and preserving their initial quality” in the bottom place. It is anticipated that the key findings and effective recommendations of this study will considerably contribute to the improvement of building maintenance and repair management practices in developing nations while enhancing different stakeholders’ understanding of the most important selection criteria for M&R methods, particularly with regard to healthcare building facilities in Iraq.

Objectives, Purpose, or Aim:This article seeks to develop a context-based management system focusing on assessing key operational and design problems and affecting wayfinding in dementia residential care homes.Background:Dementia is multifaceted neurocognitive impairments largely attributed to cognitive deterioration manifested in memory loss and visuospatial deficit which have wider practical implications to both environmental safety and wayfinding and navigation of dementia user. Two key questions were addressed in this context: (1) How can cognitively facilitating assistive technology (AT) be made more user-focused to mitigate the impacts of cognitive impairments on environmental safety and wayfinding? (2) How can design intervention and changes in design topology, colors and texture, and internal finishing aid wayfinding, navigation, and orientation in dementia residential care homes?Method:A systematic literature review and analysis was undertaken to assess the efficacy of key cognitively-related AT to support activities of daily living and environmental safety of dementia sufferers in a care home and aid wayfinding, navigation, and orientation.Results:Several key design variables to facilitate wayfinding and spatial orientation were identified which include design topology, floor finishing, signposting, and use of color and texture strengthened by meaning, emotional connection to places and cognitively focused intervention via memory cueing and objects-centered recognition.Conclusions:Key operational and design guidelines were proposed to assist built environment, care home developers, clinicians and healthcare professionals, and care services providers. There is a need to move toward a dementia-centered design to address the challenges facing people living with dementia in care homes. This should be based on the interrelated behavioral, cognitive, and communication factors.

This study conducts a systematic review of safety risk models and theories by summarizing and comparing them to identify the best strategies that can be adopted in a digital ‘conceptual’ safety risk model for highway workers’ safety. A mixed philosophical paradigm was adopted (that used both interpretivism and post-positivism couched within inductive reasoning) for a systematic review and comparative analysis of existing risk models and theories. The underlying research question formulated was: can existing models and theories of safety risk be used to develop this proposed digital risk model? In total, 607 papers (where each constituted a unit of analysis and secondary data source) were retrieved from Scopus and analysed through colour coding, classification and scientometric analysis using VOSViewer and Microsoft Excel software. The reviewed models were built on earlier safety risk models with minor upgrades. However, human elements (human errors, human risky behaviour and untrained staff) remained a constant characteristic, which contributed to safety risk occurrences in current and future trends of safety risk. Therefore, more proactive indicators such as risk perception, safety climate, and safety culture have been included in contemporary safety risk models and theories to address the human contribution to safety risk events. Highway construction safety risk literature is scant, and consequently, comprehensive risk prevention models have not been well examined in this area. Premised upon a rich synthesis of secondary data, a conceptual model was recommended, which proposes infusing machine learning predictive models (augmented with inherent resilient capabilities) to enable models to adapt and recover in an event of inevitable predicted risk incident (referred to as the resilient predictive model). This paper presents a novel resilient predictive safety risk conceptual model that employs machine learning algorithms to enhance the prevention of safety risk in the highway construction industry. Such a digital model contains adaptability and recovery mechanisms to adjust and bounce back when predicted safety risks are unavoidable. This will help prevent unfortunate events in time and control the impact of predicted safety risks that cannot be prevented.

Purpose Universities have recognized their rich endowments in research, academic skills and facilities, as uniquely suited to finding “green” solutions. Moreover, the campus setting itself presents as a microcosm of greater society through which to investigate and test innovations. Thus, the “living lab” was born, a means of coupling sufficient resources and active stakeholders in the pursuit of practical, sustainable solutions. Much of the work to date, however, remains piecemeal, small-scale and disparate. This study aims to propose that the work of such labs must ultimately be directed, coordinated and integrated under a “university sustainability office,” if they are to be ultimately effective. Design/methodology/approach The research approach is twofold. In the first instance, a literature review charting the history and progress of living labs is reported, with emphasis of the university context. Second, a case study appraisal of Deakin University’s initiatives in adopting and promoting sustainability through the living lab framework is undertaken. Findings A main finding of this paper is that current efforts remain piecemeal and peripheral. If the apparent ambiguity regarding commitment is to be overcome, Deakin University should adopt measures as adopted by peer leaders in the field. Specifically, the setting up of a centralizing sustainability function bestowed with the capacity to coordinate university-wide living lab efforts, and at such a scale that substantial benefits transferable to greater society is generated. Originality/value This paper stands out among previous studies in the field through facilitating a transition to living lab for other universities, where findings facilitate that progress and consider how the lessons learnt might inform the further evolution of university living lab initiatives.

The growing global demand for sustainable and environmentally friendly energy has stimulated the rapid adoption of renewable offshore energy. However, infrastructure needed for green energy production ironically impacts upon marine species and biodiversity. Consequently, this positional review paper seeks to comprehensively synthesise the prevailing body of knowledge on the impact of offshore energy development on a broad range of marine species. An interpretivist philosophical stance and inductive reasoning was adopted using scientometric analysis to conduct a rich synthesis of extant literature. From an operational perspective, the Scopus database was utilised to search for key terms on the phenomena under investigation and using the VoS Viewer software for the identification of trends using scientometric maps. The analysis reveals that research in this area of science has increased significantly over the last decade but private sector involvement is conspicuous by its absence. Primary concerns among the research community include the impact of energy development on the abundance of species, pollution and biodiversity behaviour and migration. At present, researchers have extensively focused on the impact of offshore wind farms on fish and marine mammals. However, the literature reveals no significant long-term impact upon energy development on most marine species albeit, short-term interference has raised concerns (from sound, disruption of navigation and foraging patterns, and damage of habitat). To minimise short term disruption, researchers have recommended the use of acoustic deterrence during construction, enforcement of protected areas and continued research.

PurposeConstruction firms worldwide are increasingly taking pragmatic steps towards addressing environmental problems arising from their activities. Nonetheless, there is a paucity of studies focused on the nexus between green construction and environmental performance. Hence, this study aims to examine the linkages between green construction practice and environmental performance.Design/methodology/approachAn extensive literature review was conducted to identify the relevant dimensions of green construction practice and indicators for measuring environmental performance. Variables collated were then subjected to pre-assessment and pre-testing processes. The pre-assessment was used as a preliminary content validation where experts assessed the various dimensions of green construction practice and indicators for measuring environmental performance proposed and determine if indeed the variables represent what the study set out to measure. Data were collected from construction professionals within the Ghana's Kumasi Metropolis. The sample size for the study was 100 experts in sustainable construction methods in the construction industry. A total of 63 responses were received out of the 100 target respondents, accounting for a 63% response rate. Data generated was analysed using mean score analysis and one-sample t-test to determine the level of significance of the various green construction practices and indicators for measuring environmental performance. A Pearson correlation analysis was undertaken to ascertain the relationships that exist among the various dimensions of green construction practice and indicators for measuring environmental performance. Finally, multiple linear regression analysis was utilised to ascertain the effect of the adoption of green construction practice on environmental performance.FindingsThe results indicate that all the green construction practices and the indicators of environmental performance identified from the literature were significant at p = 0.05. The study's findings revealed that energy management is the most significant construct of green construction practice followed by storm-water management. Furthermore, the analysis showed that the preservation of water is the most significant environmental performance indicator followed by sanitation. The regression model developed also explained that 75% of the variations in environmental performance are explained by green construction practice.Research limitations/implicationsNotwithstanding the study's achievements, one major limitation the research faced was the relatively small sample size.Practical implicationsThis study provides sufficient data for construction professionals to identify the various green construction practices that could enhance environmental performance. The study's results showed that environmental performance could be improved by adopting the key green construction practices identified in this study. Pragmatic directions are also provided to stakeholders in the construction industry to take a critical look at the environmental performance indicators that were significant.Originality/valueThis pioneering research attempts to investigate the linkages between green construction practice and environmental performance in Ghana. Key results provide a critical evidential influence of green construction on environmental performance and make a crucial contribution to the current body of knowledge.

Purpose The UK government has elaborated the effect of late payment on the economy, with its impact on the construction sector being particularly pronounced. This paper aims to evaluate the late payment epidemic that persists within the construction industry, specifically analysing the effectiveness of government-led voluntary payment initiatives. Design/methodology/approach A mixed philosophical lens is adopted that incorporates both pragmatism and post-positivism to examine the late payment phenomena. Couched within deductive reasoning and a case study strategy, a questionnaire survey was conducted to elicit responses from one-hundred construction professionals. Elucidating upon respondents’ perceptions of the UK’s late payment epidemic, a comparative analysis was undertaken of upstream (main contractor) and downstream (subcontractors/suppliers) contractors through Cronbach’s alpha, descriptive statistics, independence chi-square test, Kruskal–Wallis test and Mann–Whitney U test. Findings Emergent findings reveal that in practice, the monitoring and enforcement of government-led voluntary payment initiatives has been unprosperous with numerous contractors being forced to adopt indefensibly poor and punitive payment practices. Survey responses and extant literature substantiate and underscore the industry’s need to strengthen voluntary government-led payment initiatives. To create a responsible payment culture, any future code created should be mandatory and enforceable as a self-regulating approach has failed dismally. The work concludes with practical additional measures that could be introduced to create a responsible payment culture and promote ethical trading within the UK construction industry. Originality/value This paper constitutes a novel vignette of, and reflection upon, contemporary practice in this area of construction finance and serves to emphasise that very little has changes in the sector despite numerous UK government led reports and interventions.

This study investigates and ranks the critical capacity building challenges (CBC) impacting the Tanzanian public–private partnerships (PPPs) projects. The strength of interactions between CBC is established, with practical solution proposals offered and benchmarked with previous studies. A total of 8 CBC were identified from a scoping review. Data was then collected from 81 PPP practitioners, and subjected to descriptive and inferential statistics. The results demonstrated a disparity of ranking of the 8 CBC among those with and without PPP experience, with the most highly ranked 4 CBC identified as ‘limited local people with experience’, ‘lack of resources’; ‘lack of successful PPP projects’, and ‘lack of permanent PPP trainers’. The least ranked was ‘lack of political will for promoting PPPs’. Strong and positive correlation between ‘inadequate qualifications’ and ‘lack of hands-on training’ was established. Suggested solutions were broadly classified in the following four categories: (1) Training and education; (2) Benchmarking and lessons learnt; (3) Knowledge transfer and experience sharing; and (4) Institutional reforms; and supportive enabling environments. The results of this study foster better understanding of the facets of capacity building, provides PPP stakeholders with solutions for mitigating and addressing the challenges during the PPP project lifecycle. Purpose This study aims to establish a rigorous model that can pragmatically evaluate the facilities management (FM) performance of hospitals. Design/methodology/approach Among the applicable performance indicators that were identified from extant literature, a focus group study shortlisted ten key performance indicators (KPIs) in four categories (safety, physical, financial and environmental) and verified their practicality. Using the analytic network process (ANP) method to process the focus group’s responses yielded importance weightings for the KPIs and developed the intended evaluation model. This model was then validated by a case study. Findings From the empirical data collected, two types of FM performance data and two scenarios of KPI scores were identified. To process these data and scores, a robust calculation method was devised and then proved useful in obtaining an overall score for holistic hospital FM performance. The case study confirmed the appropriateness and validity of the model developed. Research limitations/implications Through illustrating how the ANP method could be applied to develop an FM performance evaluation model, the study contributes knowledge to the multi-criteria decision-making domain. Despite the geographical limitation of the model established (i.e. centered around a group of hospitals investigated in Hong Kong), the study can serve as a reference for developing performance evaluation models for other buildings or infrastructures globally. Practical implications The model constitutes a practical tool for evaluating the FM performance of hospitals. Using this model on a regular basis will enable performance benchmarking and hence, continuous improvement of FM services. Originality/value The ANP model established is the first of its kind tailored for evaluation of hospital FM performance.

Purpose Building information modelling (BIM) has had a considerable impact on the socio-technical aspects of construction organisations. Culture has been considered an essential element in BIM practice. Hence, this paper aims to explore existing research relates to culture in the BIM context. Design/methodology/approach A systematic literature review (SLR) was conducted based on the PRISMA guidelines using 104 articles published between 2011 and 2020 and directed with a descriptive and content analysis. Findings The SLR results give evidence that culture in the BIM context is still an under-researched topic. Culture has been considered as both a dependent and independent factor in the BIM domain. Organisational BIM culture is a collection of fundamental beliefs established in a BIM using organisation and passed to new employees with the use of BIM. BIM using organisations are have either weak or strong BIM cultures. Proper analysis and understanding of the BIM culture of different organisations are necessary to realise the strategies of transformation from a weak BIM culture to a strong BIM culture. Originality/value To the best of the author's knowledge, this is the first SLR in BIM research that investigates the role of culture in the BIM setting. This study contributed to the existing body of knowledge by proposing a conceptual framework to understand and change a weak BIM culture of an organisation to a strong, matured BIM culture. This SLR serves as a future research basis in BIM-triggered culture.

Residential construction price is a critical indicator to optimise key-market stakeholders’ decision-making for property development. As an up-stream market, housing market can bring significant effects on the residential construction sector. However, the relationship between housing and construction markets has been overlooked. This study therefore examines the underlying dynamics of house prices on the residential construction sector by addressing the following research question: How do construction prices respond to the changes of house prices? A panel error correction model is developed to estimate the long-run equilibrium and short-run dynamic patterns between the two markets. Significant market relationships are identified, e.g., long-run equilibrium between housing and residential construction prices in Australia's Capital Territory and states South Australia, Tasmania and Victoria. Conversely, short-run dynamic patterns are derived in New South Wales, Queensland, Victoria and South Australia. Purpose Construction companies require meticulous and thorough financial planning to ensure business survival in an increasingly competitive global market. Past studies assert that cash flow management is also crucial to meeting project and organisational performance expectations. However, the link between an advance payment system (APS), cash flow and project performance has hitherto received scant academic attention. Therefore, this study aims to investigate the attributes and impact of APS on cash flow, project and organisational performance. This study surveyed all registered contractors listed in Grades 1–9 on the Construction Industry Development Board Register of Contractors in South Africa. Design/methodology/approach This study adopted an empirical epistemological design and deductive reasoning to analyse primary data collated via a questionnaire data collection instrument. Summary statistical and regression analysis were used to explore data garnered. Findings This study found that key significant attributes of APS in South Africa were payment of balance to the contractor upon project delivery; advance payment to contractors before the commencement of the work; and payment to contractors as agreed. This study proffers that project performance in terms of cost, time and quality performance is highly and positively supported by APS. Moreover, APS positively supports the efficiency, competitiveness and profitability of construction organisations. Cumulatively, these findings confirm that APS attributes in South Africa conforms to the global attributes of APS. The research concludes that client use of APS on projects improves the likelihood of attaining improved quality and time performance. This paper concludes with a recommendation that both public and private clients consider the option of an APS as the ideal payment system to support project and organisational performance. Originality/value To the best of the authors’ knowledge, this work constitutes the first attempt to explore the linkages between an APS, cash flow and project performance in South Africa and seeks to engender wider polemic debate and further discussion among industry stakeholders.

The construction industry accounts for 9% of global GDP. Efforts at addressing construction’s inherent inefficiencies have over the last decade increasingly involved the deployment of web-based collaborative tools. Consequently, much research has been devoted to assessing these platforms; including interoperability, workflow management and technological limits. What has not been considered to date are the views of web-based tool users themselves as to the functionality, potency and usability of the various platforms available on the market. Currently, there are 5,300,000 documented users of web-based collaborative tools. If web-based collaboration is to be further enhanced, the views of users must be known. This study explores this dimension. Financeonline’s top six tools were considered: CoCostruct, PlanGrid, Autodesk BIM 360, Procore, e-builder and Aconex. Around 200 reviews for each tool were collected from ‘Business Software Reviews from Software Advice,’ resulting in a total dataset of 1,152 complete reviews. Text-mining analysis was applied to this dataset, using RapidMiner Studio 7.5. Thirty key terms with a frequency of over 100 occurrences were retrieved; terms such as software, manage, inform, support, easy use, function, track and friendly. These constitute the subject of the reviews. These terms were then analyzed for sentiment qualifiers; either positive or negative. A total of 804 sentiments were positive, 322 negative and 26 neutral. This study thus highlights that while 70% of user reviews of web-based collaborative tools are positive, there remains much room for improvement. Areas for improvement are also indicated by this study.

Purpose The purpose of this paper is to introduce the use of critical success factors (CSFs) of stakeholder management as a possible solution to reduce disputes experienced because of legal and regulatory issues in public–private partnership (PPP) projects. Design/methodology/approach This paper’s epistemological positioning adopted positivism and deductive reasoning to investigate the dispute phenomena on PPP projects. A survey strategy was adopted using a structured questionnaire and closed-ended Likert scales to collate primary data. Questionnaires were distributed to South African construction professionals using both purposive and snowballing non-probability sampling techniques. Data was analysed using summary statistical analysis of the CSFs identified from literature. Findings This study revealed that among the 19 CSFs identified, five factors were highlighted that could contribute to the alleviation of disputes between stakeholders in PPP projects, namely, adequate project planning and control; effective leadership; appropriate strategies for the management of stakeholders; confirmation of clear goals and objectives of the project; and effective communication. Originality/value The strength of this study lies in the evaluation and use of CSFs of stakeholder management as a possible solution to minimise or even avoid disputes as a result of legal and regulatory issues in PPP projects. By integrating the CSFs, the legal and contractual misconceptions of the PPP initiative are clarified. Such work represents a novel contribution to procurement practice in South Africa and maybe to other countries internationally who are grappling with similar issues.

Purpose The purpose of this paper is to investigate the awareness level of smart building technologies (SBTs) among construction professionals in developing countries such as Ghana, and identify the key factors that have the significant capability of influencing the awareness level significantly. Design/methodology/approach Data were collected through questionnaire survey from 227 construction design team and project managers in the Ghanaian construction industry. Descriptive analysis and multivariate analysis using multiple regression were used to analyze the data. Findings Averagely low level of SBTs awareness was observed to exist among professionals in the construction industry of Ghana. The study further revealed “training programs” by organizations and “individual knowledge” as the key factors capable of significantly influencing the level of SBTs awareness in the construction industry of developing countries, particularly Ghana. Practical implications This paper identified training programs by organizations and individual knowledge as the two key factors having significant capability of influencing the SBTs awareness in the construction industry of developing countries such Ghana. The two factors can be incorporated in policymaking process via considerations to help create SBTs awareness, such as encouragement of continuous professional development toward smart building concept in relation to construction sustainability. Originality/value This study conceptualizes from a systematic professional perspective and provides empirical evidence on the key significant factors capable of influencing the awareness of SBTs in the developing countries such as Ghana.

This research first contextualises curriculum development in higher education institutions (HEIs) before focusing specifically on construction management programmes in order to engender wider polemic discourse and new insights into current provisions. The overarching epistemology adopts both interpretivist and pragmatist philosophical stances, couched within inductive reasoning, to critically analyse extant literature as a secondary data source, with each publication representing a unit of analysis. Thematic groupings of research activity are then clustered and interconnections between researchers and research themes are identified using bibliometrics. The findings illustrate that while curriculum development in HEIs has received increasing scrutiny and attention, there is a notable lack of connectivity among the studies conducted. This lack of a cohesive body of knowledge is exacerbated by the prevailing academic notion of ‘individualism and self’ vis-a-vis the ‘collective team’. This leads to an emergent working hypothesis, namely, that bespoke curriculum development occurs within an ‘every person for themselves’ mentality. Cumulatively, these issues reported upon serve to illustrate a fundamental absence of a clear agenda for curriculum development in construction management programmes. In turn, this finding underscores the urgent need for a more prominent collaborative and global community of practice to optimise future educational provisions.

PurposeThe purpose of the study is to investigate the challenges in improving women's energy access, rights and equitable sustainable development from a Ghanaian perspective.Design/methodology/approachThe research utilizes a mixed method. A qualitative in-depth exploratory design was chosen to understand how gender is mainstreamed within Ghana's energy sector. This included semi-structured interviews with key managers, experience policy experts and focus groups. The semi-structured interviews were analyzed using thematic content analysis (TCA).FindingsThe study reveals that the National Energy Policy of 2010, as the main energy policy regulating the energy sector in Ghana, does make provision for gender equality, safety especially women, in line with Ghana's sustainable development goals. The energy policy aims to empower women and create gender parity in the sector. Nevertheless, the study also found major challenges to gender mainstreaming in the energy sector, including poor analysis in formulating energy policies, inadequate financial resources, and poor monitoring and evaluation.Originality/valueThe paper exposes gender equity challenges associated with the energy sector in Ghana. It also offers a new policy angle which connects gender mainstreaming to sustainable development.
