One objective of a lander mission to Jupiter's icy moon Europa is to detect liquid water within 30 km as well as characterizing the subsurface ocean. In order to satisfy this objective, water within the ice shell must also be identified. Inductive electromagnetic (EM) methods are optimal for water detection on Europa because even a small fraction of dissolved salts will make water orders of magnitude more electrically conductive than the ice shell. Compared to induction studies by the Galileo spacecraft, measurements of higher-frequency ambient EM fields are necessary to resolve the shallower depths of intrashell water. Although these fields have been mostly characterized by prior missions, their unknown source structures and plasma properties do not allow EM sounding using a single surface magnetometer or the orbit-to-surface magnetic transfer function, respectively. Instead, broadband EM sounding can be accomplished from a single surface station using the magnetotelluric (MT) method, which measures horizontal electric fields as well as the three-component magnetic field. We have developed a prototype Europa Magnetotelluric Sounder (EMS) to meet the measurement requirements in the relevant thermal, vacuum, and radiation environment. EMS comprises central electronics, a fluxgate magnetometer on a mast, and three ballistically deployed electrodes to measure differences in surface electric potential. In this paper, we describe EMS development and testing as well as providing supporting information on the concept of operations and calculations on water detectability. EMS can uniquely determine the occurrence of intrashell water on Europa, providing important constraints on habitability.

After 40 years of solar system exploration by spacecraft, the origin of Mars's satellites, remains vexingly unknown. There are three prevailing hypotheses concerning their origin: H1: They are captured small bodies from the outer main belt or beyond; H2: They are reaccreted Mars impact ejecta; H3: They are remnants of Mars' formation. There are many variants of these hypotheses, but as stated, these three capture the key ideas and constraints on their nature. So far, data and modeling have not allowed any one of these hypotheses to be verified or excluded. Each one of these hypotheses has important implications for the evolution of the solar system, the formation and evolution of planets and satellites, and the delivery of water and organics to Early Mars and Early Earth. Determining the origin of Phobos and Deimos is identified by the NASA and the NRC Decadal Survey as the most important science goal at these bodies.

Prior to potentially sending humans to the surface of Mars, it is fundamentally important to return samples from Mars. Analysis in Earth's extensive scientific laboratories would significantly reduce the risk of human Mars exploration and would also support the science and engineering decisions relating to the Mars human flight architecture. The importance of measurements of any returned Mars samples range from critical to desirable, and in all cases these samples will would enhance our understanding of the Martian environment before potentially sending humans to that alien locale. For example, Mars sample return (MSR) could yield information that would enable human exploration related to 1) enabling forward and back planetary protection, 2) characterizing properties of Martian materials relevant for in situ resource utilization (ISRU), 3) assessing any toxicity of Martian materials with respect to human health and performance, and 4) identifying information related to engineering surface hazards such as the corrosive effect of the Martian environment. In addition, MSR would be engineering 'proof of concept' for a potential round trip human mission to the planet, and a potential model for international Mars exploration.

The two ARTEMIS probes observe significant precursor activity upstream from the Moon, when magnetically connected to the dayside lunar surface. The most common signature consists of high levels of whistler wave activity near half of the electron cyclotron frequency. This precursor activity extends to distances of many thousands of km, in both the solar wind and terrestrial magnetosphere. In the magnetosphere, electrons reflect from a combination of magnetic and electrostatic fields above the lunar surface, forming loss cone distributions. In the solar wind they generally form conics, as a result of reflection from an obstacle moving with respect to the plasma frame (just as at a shock). The anisotropy associated with these reflected electrons provides the free energy source for the whistlers, with cyclotron resonance conditions met between the reflected source population and Moonward-propagating waves. These waves can in turn affect incoming plasma, and we observe significant perpendicular electron heating and plasma density depletions in some cases. In the magnetosphere, we also observe broadband electrostatic modes driven by beams of secondary electrons and/or photoelectrons accelerated outward from the surface. We also occasionally see waves near the ion cyclotron frequency in the magnetosphere. These lower frequency waves, which may result from the presence of ions of lunar origin, modulate the whistlers described above, as well as the electrons. Taken together, our observations suggest that the presence of the Moon leads to the formation of an upstream region analogous in many ways to the terrestrial electron foreshock.

Since the Apollo era the electric potential of the Moon has been a subject of interest and debate. Deployed by three Apollo missions, Apollo 12, Apollo 14 and Apollo 15, the Suprathermal Ion Detector Experiment (SIDE) determined the sunlit lunar surface potential to be about +10 Volts using the energy spectra of lunar ionospheric thermal ions accelerated toward the Moon. We present an analysis of Apollo 14 SIDE "resonance" events that indicate the lunar surface potential increases when the Moon traverses the dawn bow shock. By analyzing Wind spacecraft crossings of the terrestrial bow shock at approximately this location and employing current balancing models of the lunar surface, we suggest causes for the increasing potential. Determining the origin of this phenomenon will improve our ability to predict the lunar surface potential in support of human exploration as well as provide models for the behavior of other airless bodies when they traverse similar features such as interplanetary shocks, both of which are goals of the NASA Lunar Science Institute's Dynamic Response of the Environment At the Moon (DREAM) team.

Deployed by three Apollo missions, Apollo 12, Apollo 14 and Apollo 15, the Suprathermal Ion Detector Experiment (SIDE) determined the sunlit lunar surface potential to be about +10 Volts using the energy spectra of lunar ionospheric thermal ions accelerated toward the Moon. More recently, the Lunar Prospector (LP) Electron Reflectometer used electron distributions to infer negative lunar surface potentials, primarily in shadow. We will present initial results from a study to combine lunar surface potential measurements from both SIDE and the LP/Electron Reflectometer to calibrate an advanced model of lunar surface charging which includes effects from the plasma environment, photoemission, secondaries ejected by ion impact onto the lunar surface, and the lunar wake created downstream by the solar wind-lunar interaction.

For the past 30 years there has been a strong consensus within the international scientific community in favor of sending a network of geophysical landers to Mars to characterize the near-surface weather and climate, determine the large-scale atmospheric dynamics and explore the interior structure and composition. Despite this scientific support, there has been an unbroken string of proposed missions over the past fifteen years which have failed for programmatic reasons to progress beyond the design stage (Mars Network Mission, MESUR, Marsnet, InterMarsnet, NetLander). In this presentation, we review the scientific rationale and technical requirements for such a mission, and discuss current activities aimed toward its implementation.

WOBBLE ("Water Observations from a Balloon Borne Light Explorer") is a mission concept study for a small robotic probe to explore Mars and to accomplish a scientific mission compatible with the goals of the NASA Code S enterprise. The detection of past or present water is a crucial goal for Mars exploration, representing a cross-cutting science theme relevant to past or extant life, climate history, sample return missions and eventual human exploration. The WOBBLE mission concept was developed to study evidence of water using in-situ detection methods. The features on Mars most suited to this investigation are the gullies identified by Malin and Edgett as evidence for recent, near-surface runoff of liquid water. These features are typically located on the inside face of crater rims, where the local slope angle is at or near the angle of repose. This makes the terrain difficult or impossible to access with conventional wheeled rover technology. Combined with the small size of the gullies in relation to a standard landing error ellipse, scientific investigation of these features requires a new approach to surface mobility. WOBBLE uses a low-altitude balloon-borne platform to traverse the surface from the landing site, to the investigation site, and then rise up the slope to investigate the regions of interest at close range. Of the mobility technologies available for near-term Mars exploration, only a balloon platform is capable of a well targeted, detailed sampling of the gully regions over periods of days or more. The science approach embodied in WOBBLE is two-pronged, designed to investigate both the historical evidence of liquid water utilizing high-resolution geomorphology and the characterization of mineral deposits, and present subsurface liquid water using radar sounding techniques. The WOBBLE balloon is a high-pressure hydrogen gas design, 24 meters in diameter and lifting a total payload of 130 kg, including a high-resolution camera/IR imager, Raman spectrometer, and a ground penetrating radar (GPR) sounder. The stowed balloon and payload are designed to fit within the current airbag delivery system being built for the Mars Exploration Rovers. Characterization of local meteorological conditions and wind is made over the initial sols following landing and before balloon inflation. Following balloon inflation and launch, a controlled, targeted approach toward the identified regions of interest is made in a series of several low-altitude "hops," with the balloon tethered to the ground between the hop intervals. A "snake" system is used to control the altitude to a few tens of meters above the local ground level. Enroute to the target gully, GPR soundings and Raman spectroscopy measurements study past or present water, while continued camera bearings and meteorological measurements refine the next "hop" trajectory. Once at the gully/outflow region, GPR and Raman soundings continue while the camera obtains detailed, approx. 0.5 cm images for geomorphology studies. The WOBBLE concept is applicable to Mars Scout, Mars Surveyor, or Discovery class missions.
