Reflecting on the development of the global economic system, the present article describes the phenomenon of hyper-individualism in the age of “second modernity” and, making a distinction between the “family collective” and the “patriotic collective”, discusses the individual’s oscillating loyalty between the family and the nation state in this process. An answer is sought to the question why, in the contemporary period, individuals who are confronted with a (health) crisis appear to have lost confidence in the authority of the nation state, regardless of whether they live in a country with a democratic government or one with an authoritarian regime. Building on this finding, the article also addresses the importance of a revival of the political agora.

China’s defeat against British military forces in the Opium War (1839–1842) heralded a quest for a Chinese modernity of its own. That China’s modernity is, in the contemporary period, conspicuously formulated in terms that refer to the country’s imperial past, shows how China’s national consciousness is permeated with the mission to rectify the trauma of the 19th century. The present contribution describes the impact of this historical trauma on how China positions itself in the world.

This chapter analyses the cultural diplomacies of the European Union (EU), Russia, and China in Central Asia through the proposed tripartite framework. The Treaty of Maastricht of 1993 legitimised culture as a European policy area for the first time, as Article 167 recognises that the Union supports member states' cultural actions while respecting national and regional diversity. New opportunities for cultural relations with Central Asia may nevertheless arise from the 2019 revised Strategy, seeking to update existing cooperation between the EU and Central Asia. In Central Asia, the EU has not devised tools to assess perceptions through quantitative surveys or funded relevant organisations to conduct them. The Federal Agency for the Commonwealth of Independent States Affairs, Compatriots Living Abroad, and International Humanitarian Cooperation, commonly known as Rossotrudnichestvo, is today Russia's major Cultural diplomacy (CD) actor.
