ABSTRACTTarget 14 of the Sustainable Development Goals (SDG 14) depicts a better future regarding the capacity of coastal environments to cope with several developmental challenges. However, gaps in the data and indicators restrict the effective implementation of this global plan. In this context, under the umbrella of the Digital Belt and Road (DBAR) Program, the DBAR_COAST working group (WG) aims to solve the problems of coastal sustainable development along the Maritime Silk Road (MSR). This paper demonstrates the recent efforts of the DBAR_COAST WG to develop indicators based on Earth observation (EO) data (i.e. the natural coastal protection index (NCPI), the local proportion of habitats protected index (LPHPI), and the coastal eco-erosion index (CEEI)), which complement the existing indicators related to SDGs 14.2, 14.5 and 14.7. These indicators all satisfy indicative, robust, scientifically sound and accessible data principles. Based on them, both the coastal protection (NCPI = 0.97) and protected area coverage (LPHPI = 0.38) in the MSR still had much room for improvement in 2020, and pressure from aquaculture expansion (CEEI = 0.11) showed significant regionally spatial heterogeneity. These indicators serve to provide a guideline for indicator-based assessment in monitoring the progress toward achieving SDG 14.

Many countries, including Indonesia, face severe water scarcity and groundwater depletion. Monitoring and evaluation of water resources need to be done. In addition, it is also necessary to improve the method of calculating water, which was initially based on a biophysical approach, replaced by a socio-ecological approach. Water yields were estimated using the Integrated Valuation of Ecosystem Services and Trade-offs (InVEST) model. The Ordinary Least Square (OLS) and geographic weighted regression (GWR) methods were used to identify and analyze socio-ecological variables for changes in water yields. The purpose of this study was: (1) to analyze the spatial and temporal changes in water yield from 2000 to 2018 in the Citarum River Basin Unit (Citarum RBU) using the InVEST model, and (2) to identify socio-ecological variables as driving factors for changes in water yields using the OLS and GWR methods. The findings revealed the overall annual water yield decreased from 16.64 billion m3 year-1 in the year 2000 to 12.16 billion m3 year-1 in 2018; it was about 4.48 billion m3 (26.91%). The socio-ecological variables in water yields in the Citarum RBU show that climate and socio-economic characteristics contributed 6% and 44%, respectively. Land use/Land cover (LU/LC) and land configuration contribution fell by 20% and 40%, respectively.The main factors underlying the recent changes in water yields include average rainfall, pure dry agriculture, and bare land at 28.53%, 27.73%, and 15.08% for the biophysical model, while 30.28%, 23.77%, and 10.24% for the socio-ecological model, respectively. However, the social-ecological model demonstrated an increase in the contribution rate of climate and socio-economic factors and vice versa for the land use and landscape contribution rate. This circumstance demonstrates that the socio-ecological model is more comprehensive than the biophysical one for evaluating water scarcity.

Climate change has a greater effect on the long-term viability of coastal environments and people’s livelihood. The idea of using ecosystems to help people deal with the effects of climate change is becoming more common at the international, national, and local levels, especially when it comes to spatial planning. So, learning about spatial planning-based ecosystem adaptation (SPBEA) is important for early careers because they will be the ones who have to deal with the decisions made now. Coastal communities must also understand the steps they can take to lessen the effects of coastal disasters in their area. This study looks at how the SPBEA concept can be taught to early-career practitioners and coastal communities through training and workshops, and the effectiveness of online training in transferring knowledge. The method of training used the hybrid method for comparison. A hierarchical approach was taken, starting from the compilation of SPBEA teaching materials, followed by SPBEA training for early-career practitioners to generate SPBEA zoning and transferring the training results to the coastal communities. Online training is not as good as offline one, but it was advantageous for the participants. Indeed, the pond-farming community was excited about the implementation of SPBEA.

Understanding spatial change and its driving factors behind coastal development is essential for coastal management and restoration. There is an urgent need for quantitative assessments of sustainable development in the coastal ecosystems that are most affected by anthropogenic activities and climate change. This study built a theme-based evaluation methodology with the Natural-Economic-Social (NES) complex ecosystem and proposed an evaluation system of coastal sustainable development (CSD) to understand the complex interactions between coastal ecosystems and anthropogenic activities. The approach revealed the levels of coastal natural, economic, and social sustainable development in the countries along the Maritime Silk Road (MSR) from 2010 to 2020. The results showed (1) a decreasing trend for coastal sustainable development between 2010 and 2015 and a rapid increasing trend between 2015 and 2020; (2) spatially varied CSD, with higher levels in Europe and Southeast Asia and lower levels in South and West Asia and North Africa; and (3) a strong influence on CSD by a combination of economic and social factors and relatively little influence by natural factors. The study further assessed the natural, economic, and social development scores for 41 countries and compared them with the mean scores (MSR) to classify coastal development patterns into three stages (favorable, transitional, and unfavorable). Finally, in the context of the 2030 Agenda for Sustainable Development, the study highlighted the importance of more refined global indicators for CSD assessments.

Weh Island is one of the coastal region that has high prospect in fisheries, one of it is floating net cage. Unfortunately, the unavailability of the classification zone for fish net culture and the oceanographic conditions of the coastal water become the main issues of the success of the fish net cage (KJA) culture activities. The aim of this study is analyze suitability of floating net cage culture for grouper in Sabang Bay. The method use in this research is Inverse Distance Weighted (IDW) method. There were 10 water quality variabels measured, such as protection, bathimetry, water transparency, current velocity, temperature, salinity, pH, dissolved oxygen, nitrate and phosphate. Area suitability divided into three suitability criteria, i.e very suitable, suitable and not suitable were used to determine the suitability of floating net cage. The result of the analysis are obtained show that the area for grouper culture Sabang Bay covering 11.3 % or 9.08 Ha of Sabang Bay were classified as very suitable (S1), suitable class (S2) covering an area of 39.8 % or 32.08 Ha of Sabang Bay, and not suitable class (N) covering 49 % or 39.54 Ha of Sabang Bay. Based on this percentage can be concluded that some of the coastal of the Sabang Bay can be utilized as a floating net cage culture of grouper fish activities. Akan tetapi dengan belum tersedianya penentuan lokasi budidaya keramba jaring apung serta data kondisi perairan yang tersedia menjadi kendala utama dalam peningkatan keberhasilan dan pengembangan budidaya keramba jaring apung (KJA). Penelitian ini bertujuan untuk menganalisis luasan kesesuaian perairan budidaya keramba jaring apung ikan kerapu di perairan Teluk Sabang. Metode yang digunakan pada penelitian ini adalah metode Inverse Distance Weighted (IDW). Terdapat sepuluh parameter yang diukur, yaitu keterlindungan, kedalaman, kecerahan, kecepatan arus, suhu, salinitas, pH, oksigen terlarut, nitrat dan fosfat. Tingkat kesesuaian perairan dibagi menjadi 3 (tiga) kelas kesesuaian, yaitu sangat sesuai, sesuai dan tidak sesuai. Hasil analisis yang didapat menunjukkan bahwa luasan untuk budidaya ikan kerapu Teluk Sabang sangat sesuai (S1) seluas 9,08 % atau 11,3 Ha dari Teluk Sabang, kelas sesuai (S2) seluas 39,8 % atau 32,08 Ha dari Teluk Sabang, dan kelas tidak sesuai (N) seluas 49 % atau 39,54 Ha dari Teluk Sabang. Berdasarkan persentase tersebut dapat diambil kesimpulan bahwa sebagian perairan Teluk Sabang dapat dimanfaatkan sebagai usaha budidaya keramba jaring apung ikan kerapu. The acquisition of dynamic coastline change at fine spatial and temporal resolution is essential for enhancing sustainable coastal economic development and coastal environmental conservation. Port construction, land reclamation, urban development, and sediment deposition have resulted in extensive coastline change. In this study, the coastlines along the 56 coastal countries in 1990, 2000, 2010, 2015, and 2020 were delineated and classified into six categories using Landsat time–series images. Five relevant indices, i.e., the length, length ratio, length change rate, index of coastline utilization degree (ICUD), and fractal dimension (FD), were calculated to analyze and explore the spatiotemporal pattern of the coastlines. The results indicate that: (1) The overall length of the coastlines has increased from 3.45 × 105 km to 3.48 × 105 km in the past 30 years, with a net increase of nearly 3904 km. Between 1990 and 2020, the length of the artificial coastline increased by about 13,835 km (4.9~8.8%), while the length of the natural coastline decreased by 9932 km (95.1~91.2%). The increase in artificial coastline is concentrated in Southeast Asia and South Asia. (2) The coastline fractal dimensions (FDs) of countries and continents show that the average FD values of countries in South Asia (1.3~1.4) and Southeast Asia (1.2~1.3) were higher than other countries in the study regions, meaning that the coastlines in South Asia and Southeast Asia are more complex and curved. (3) The value of the ICUD index increased consistently between 1990 and 2015 (177.7~186.6) but decreased sharply between 2015 and 2020 (186.6~162.4), implying that the impact of human activities on the coastline continued to increase until 2015 and began to decrease after 2015. Our study examined the changes in various types of coastlines, which could be significant for sustainable development and environmental protection in coastal areas.

Port cities in Southeast Asia (SEA) have been undergoing intensive land use and land cover change (LUCC) because of rapid socio-economic development in recent decades. However, various development statuses among these cities could result in divergent LUCC transitions and therefore affect the local ecosystem at different levels. This study investigated the historic land-use transition in the SEA port cities by classifying Landsat images from 1990 to 2020 with the random forest algorithm, and further integrated these patterns with land-use modeling to inform the future land uses under the current developing mode. DIVISON was used to assess land-use fragmentation and investigated its relationship with development levels represented by the average nighttime light index (ANLI). The results showed an intensive LUCC in SEA port cities in 1990–2020, with artificial surface increasing by 9.2% (175.9 km ^2 ) of the total area, mainly converted from cultivated land which decreased by 136.9 km ^2 . An inverted V-shaped relationship between fragmentation and development level was found at the landscape level and for cultivated land, in which both turning points (TPs) occurred in the mid-developed stage (ANLI = 41.1 and 20.0, respectively). Artificial surfaces tended to be more aggregated in later developed stages, showing a TP of ANLI around 53.2. Under the current developing mode, the aggregation trend will be generally continued for the next three decades, mainly resulting from the increased connection in artificial surfaces. The findings also highlighted a tradeoff between city development and agricultural production in SEA port cities, leading to increased food insecurity in more developed stages. Recent developments also negatively affected aqua ecosystems, such as aquaculture, mangroves, and natural waterbodies in several cities. This study underscored the importance of the sustainable LUCC strategy in SEA port cities and provides insights into rationalizing land-use policies for other port cities worldwide.

Land degradation (LD) is an important issue worldwide because it affects food production and people’s welfare. Many factors cause land degradation, but in humid tropical areas, erosion is the main factor. More than 100 countries including Indonesia are affected by LD. Watershed management should be prioritized owing to budget constraints, while on the other side, the area affected by LD is very large compared to the size of the existing land area. The middle Citarum sub-watershed (MCSW) is one of the most degraded drylands in Indonesia, where the environment can be considered a typical humid tropical watershed. The objective of this study was to map degraded lands and prioritize restoration using a combined approach of the universal soil loss equation (USLE), the analytical hierarchy process (AHP) and geographic information systems (GIS) in a multiple-criteria decision analysis (MCDA) environment. The severity of LD was estimated quantitatively by analyzing the parameters of land use and land cover, slope, soil erosion, productivity, and management. The results indicated that the MCSW is dominated by the potentially degraded land classes (38%), followed by the degraded land classes (21%). The prioritization of LD restoration is suggested in the area of very high and high degraded land. The method developed in this research work could be adopted as a tool to guide decision-makers toward sustainable land resource management in humid tropical watersheds affected by LD.

This article assesses the feasibility of generating the geospatial data from a national classification standard. In this case, the National Standardization Agency (Badan Standardisasi Nasional) of Indonesia created and published a national seabed cover classification standard called SNI 7987–2014 but has not developed corresponding geospatial data. Geospatial data on seabed cover can be generated by integrating related thematic data, such as those on seafloor surficial sediments, coastal ecosystems, and coastal infrastructure. With consideration for these issues, this research evaluated the feasibility of using SNI 7987–2014 as a means of generating seabed cover geospatial data at scales of 1:250,000 and 1:50,000. To this end, the documentation accompanying the standard was evaluated via descriptive quantitative analysis through weighted scoring, and logical testing, after which overlay, feature selection based on the scored method and remote sensing analysis were carried out to develop the geospatial data prototypes. Results showed that the feasibility levels of using the prototypes for generating data at scales of 1:250,000 and 1:50,000 were 87.5% and 86.5%, respectively, indicating that SNI 7987–2014 can be fully used as the basis for generating geospatial data on seabed cover.

Experiences with natural disasters have intensified recent efforts to enhance cooperation mechanisms among official disaster management institutions to community participation. These experiences reveal a need to enhance rapid mapping technical assistance to be developed and shared among young scientists through a summer school. However, the question arose of how effective this summer school to be used as a tool to increase scientists’ understanding and capacity. This study sought to evaluate the extent to which human resource capacity building can be effectively implemented. The methods used for this evaluation is through observations, questionnaires and a weighted scoring based on knowledge, skills and attitudes’ criteria. The results indicate a significant improvement in knowledge (94.56%), skills (82%) and attitudes (85.20%) among the participants. Even though there are still gaps in participants’ skills, the summer school was found to be an effective way to train the young scientists for rapid mapping.

Developing growth curve for forest and environmental management is a crucial activity in forestry planning. This paper describes a proposed technique for developing a growth curve based on the SPOT 6 satellite imageries. The most critical step in developing a model is on pre-processing the images, particularly during performing the radiometric correction such as reducing the thin cloud. The pre-processing includes geometric correction, radiometric correction with image regression, and index calculation, while the processing technique include training area selection, growth curve development, and selection. The study found that the image regression offered good correction to the haze-distorted digital number. The corrected digital number was successfully implemented to evaluate the most accurate growth-curve for predicting mangrove. Of the four growth curve models, i.e., Standard classical, Richards, Gompertz, and Weibull models, it was found that the Richards is the most accurate model in predicting the mean annual increment and current annual increment. The study concluded that the growth curve model developed using high-resolution satellite image provides comparable accuracy compared to the terrestrial method. The model derived using remote sensing has about 9.16% standard of error, better than those from terrestrial data with 15.45% standard of error.

Global environmental change makes us aware of the impact of natural hazards. Natural hazards are phenomena with large spatial dimensions and impacts but whose mapping and monitoring data can be recorded only by using satellite or aerial remote-imaging platforms (Poursanidis & Chrysoulakis, 2017). Given that Southeast Asia is the region in the world that is most vulnerable to disasters, it is necessary to implement capacity building for the young scientists in this region so that integrated disaster communities can be developed in their respective countries and possibly in the whole of Southeast Asia. This can be done through summer school, one of the best ways to transfer knowledge. The purpose of this article is twofold: (1) to explain the use of summer school to improve young scientists’ knowledge and understanding of rapid-mapping techniques; and (2) to perform a qualitative assessment of a summer school for rapid-mapping projects. The results of this project showed an increase in the basic science knowledge of the summer school participants (representatives of eight Southeast Asian countries) in terms of initial disaster data provision, field data acquisition using unmanned aerial vehicles, and the rapid-mapping system development design.

A major problem associated with marine spatial planning (MSP) involves the difficult and time-consuming practice of creating a scenario that encompasses complex datasets in near real time via the use of a simple spatial analysis method. Moreover, decision-makers require a reliable, user-friendly system to quickly and accessibly acquire accurate spatial planning information. The development of national spatial data infrastructure (NSDI), which links the spatial data of a nation’s many diverse institutions, may pave the way for the development of a tool that can better utilize spatial datasets, such as a spatial decision support system (SDSS). Thus, this project aimed to develop an SDSS for MSP and to evaluate the feasibility of its integration within the NSDI framework. The seaweed culture was selected as an example due to its economic and technological acceptance by traditional fishers. Additionally, a multi-criteria analysis was used to develop the tool. Furthermore, a feasibility evaluation of its implementation within the NSDI framework was conducted based on the Delphi method. The results of the assessment indicated that the SDSS can be incorporated into the NSDI framework by addressing the policy issue – one map policy, updating custodians’ decree and data, and improve the standard and protocol.

This research aims to protect Digital Elevation Model (DEM) data from piracy or counterfeiting. An invisible watermark inserted into the data, which will not considerably change the data value, is necessary. The proposed method involves the use of the two-dimensional discrete cosine transform (2D DCT), a combination of 2D DCT and discrete wavelet transform (DWT), and two-dimensional discrete Fourier transform (2D DFT) in the frequency domain. The data used include a National DEM file downloaded from the geoportal of the Geospatial Information Agency (Badan Informasi Geospasial—BIG). Three files represent mountainous, lowland/urban, and coastal areas. An “attack” is also conducted on the watermarked DEM by cropping. The results indicate that the watermarked DEM is well recognized. The watermark can be read 100% for 2D DCT, while that for 2D DFT can be read 90.50%. The distortion value of the elevation data under the DCT technique demonstrates the smallest maximum value of 0.1 m compared with 4.5 and 1.1 m for 2D DFT and 2D DCT–DWT. Meanwhile, the height difference (Max Delta), the peak signal-to-noise ratio, and the root mean squared error (RMSE) are highest in mountainous, lowland, and coastal areas, respectively. Overall, the 2D DCT is also superior to the 2D DFT and the2D DCT–DWT. Although only one can recognize the nine watermarks inserted on each sheet, DEMs attacked by the cropping process can still be identified. However, this finding can sufficiently confirm that DEMs belong to BIG.

Resilience is a concept that cannot be generalized. This is because in analyzing resilience, the parameters that have been used for the resilience analysis is depend on the resilience context itself. It is important to establish which parameters are most important to be used for analyzing resilience of fishermen related to fisheries resources. Fishers' are the most vulnerable community and have a high depencency on natural resources. It is necessary to analyze of fishers' resiliences. The resilient fishing communities can increase their capacity to cope on socio-economic change. The purpose of this study is to determine the parameters that can be used to analyze resilience of the fishermen in small islands. The study was conducted from February to April 2018. The method used in this studyis expert judgment. Based on previous studies to analyze resilience used 6 dimensions, namely: social (21 parameters), economic (26 parameters), institutional (13 parameters), infrastructure (12 parameters), resources (9 parameters), and potential disaster (2 parameters), the total parameters are 83 parameters. Based on the result, 83 parameters were being indexing and only 53 parameters having values above 3,50 are used to analyze resilience assessment. The parameters that have the highest index in each dimension are the level of poverty (social dimension), number of livelihood (economic dimension), government role (institutional dimension), and fish catch (resource dimension).The selected parameters are used to analyze the fisher’s resilience in Karimunjawa islands.

Marine spatial planning has become the crucial issues for an archipelagic state such as Indonesia. The global market demand on marine economic species has been initiated the exploitation of the marine species which will become the hindrance in maintaining the sustainable marine biodiversity. Besides that, the degradation of marine species will also become the problem for traditional fishermen. Therefore, a model has to be employed to spatially manage the coastal waters as the alternative for fishermen activities during closed seasons, such as floating fish net culture. The aim of this study was to develop marine spatial planning model based on ecological approach in order to identify the potentiality of marine waters for marine culture such as floating fish net culture. The method for the model consisted of social assessment using the Delphi for developing the rule of marine planning for floating fish net culture and the spatial analysis technique for determining the model of marine spatial planning for floating fish net culture. The area of Kupang Bay waters, East Nusa Tenggara was used as the study area. The result indicated that the model can be used to sustainable marine spatial planning, especially for floating fish net culture. The model considered the aspects of potential area for marine culture, the management of zonation and transportation lanes, the conservation and protected area and the strategic area. Application in Kupang bay illustrated the aspect of technology input such as raceways since the majority of the area of Kupang Bay waters is classified as medium potential. Further research still needs to optimum the application of model to others marine area.

Ecosystem-based adaptation to climate change impacts, such as shoreline retreat, has been promoted at the international, national, and even local levels. However, among scientists, opinions about how to implement it in spatial-planning practices are varied. Science-based environmental factors, human wellbeing, and sustainable development can be strengthened by developing spatial-planning-based ecosystem adaptations (SPBEAs). Therefore, this article aims to assess how the SPBEA model can be developed within an area prone to shoreline retreat. A coastal area of the Sayung subdistrict in Central Java, Indonesia, was selected as a study area because it has experienced a massive shoreline retreat. A multicriteria analysis (MCA) method was employed for developing the model by using the geographic information system (GIS) technique of analysis, divided into three steps: the fishpond zone determination, which involved the analytical hierarchy process (AHP) method in the process of model development; the fishpond site determination; SPBEA fishpond site development. The results show that the SPBEA model is the best practice solution for combatting shoreline retreat because of tidal waves and/or sea-level rise. The spatial site management should empower the coastal protection zone and the sustainable fishpond zone by implementing a silvofishery approach.

The drivers for coastal flooding may vary from extremely high intensity and persistent rainfall, morphological factors of the coastal area, to extreme waves from the ocean. This means that the flood vulnerability of a coastal area does not solely depend on a single driver but can be a combination with others. A national standard for coastal flooding based on rainfall drivers has been developed. As an evaluation, this study aimed to develop a method for coastal flood-prone mapping by combining rainfall with tidal waves. The steps included the assessment of the coastal flood-prone areas driven by rainfall (CFR) and the coastal flood-prone areas by combined drivers (CFC), which was developed by employing the analytic hierarchy process (AHP), spatial-overlaid, weighted-scored, and logical tests. The coastal area of Mataram City on the Island of Lombok in Indonesia was selected as the study area, since it is frequently affected by flooding. The findings determined the essentiality of the CFC method for identifying flood vulnerability areas. Thus, the minimum standard for CFC parameters can be defined with climatic and land characteristic factors. Further, the findings also identified the need for expert judgment in the development of the CFC weighted score-based method.

Background The danger of earthquakes poses a serious threat to people worldwide. One of the most significant challenges is preparing communities to cope effectively with this disaster. Therefore, understanding earthquake hazards is critically important for preparedness, mitigation, and an effective response to this threat. This report aims to observe and conduct a preliminary assessment of the degree to which community preparedness for earthquake disasters has been implemented. Methods Empirical data were obtained from survey respondents and interviews. The respondents were members of a community affected by the Cianjur earthquake, which occurred on November 21, 2022. The data were analysed using the mean range approach, based on Likert scales. Additionally, the Spearman correlation method was employed to indicate the relationship between community awareness and infrastructure readiness. Result Based on empirical evidence and preliminary analysis, it is evident that the preparedness of the community to respond effectively to earthquake catastrophes is inadequate. An apparent lack of readiness is observed in the inadequate construction of housing that fails to meet disaster standards, and the absence of disaster response facilities is notable. Conclusions Based on our initial assumption, it appears that knowledge related to disaster resilience in this area has not been adequately disseminated or socialized. However, this premise requires further investigation.

Additionally, the Spearman correlation method was employed to indicate the relationship between community awareness and infrastructure readiness. Result Based on empirical evidence and preliminary analysis, it is evident that the preparedness of the community to respond effectively to earthquake catastrophes is inadequate. An apparent lack of readiness is observed in the inadequate construction of housing that fails to meet disaster standards, and the absence of disaster response facilities is notable. Conclusions Based on our initial assumption, it appears that knowledge related to disaster resilience in this area has not been adequately disseminated or socialized. However, this premise requires further investigation.
