Search

Community-based conservation can support livelihoods and biodiversity, while reinforcing local and Indigenous values, cultures, and institutions. Its delivery can help address cross-cutting global challenges, such as climate change, conservation, poverty, and food security. Therefore, understanding trends in community-based conservation is pertinent to setting and implementing global goals. We undertook a horizon scan to prioritize 15 emerging threats and opportunities expected to impact the future effectiveness of community-based conservation. Topics relate to global biodiversity policy; human rights; shifting human geography; inclusion, diversity, equity, and access; conservation finance and income; and economic reforms. Our findings offer guidance on strengthening community-based conservation to achieve global environmental and development goals.

Delivering a revolution in evidence use requires a cultural change across society. For a wide range of groups (practitioners, knowledge brokers, organisations, organisational leaders, policy makers, funders, researchers, journal publishers, the wider conservation community, educators, writers, and journalists), options are described to facilitate a change in practice, and a series of downloadable checklists are provided.

Working with communities, including local and Indigenous communities, is fundamental to most successful conservation practice. Key elements include determining the appropriate level of engagement, identifying the key stakeholders, identifying appropriate means of collaborating with different stakeholders, creating and maintaining trust, and collaborating to deliver the objectives.

Transforming conservation depends on evidence being embedded within decision-making processes. This chapter presents general principles for embedding evidence into a wide range of approaches and processes. These include creating action plans (habitat or species), guidance documents, funding applications, policy, business environmental strategies, and management plans, as well as deciding what to fund, what to report or how to construct models. How well evidence is used in these processes can be evaluated through various processes and indices.

Letter: The U.K. government has proposed an Animals Abroad Bill, which would ban the import of hunting trophies. However, this ban is not clearly based on any deontological moral position or system of virtue ethics (Bichel,2021) because domestic trophy hunting and hunting trophy exports will still be allowed. Nevertheless, the U.K. Government claims its import ban will “disincentivize trophy hunting...and send a positive signal internationally.”

Unsustainable exploitation of wild species represents a serious threat to biodiversity and to the livelihoods of local communities and Indigenous peoples. However, managed, sustainable use has the potential to forestall extinctions, aid recovery, and meet human needs. We analyzed species-level data for 30,923 species from 13 taxonomic groups on the International Union for Conservation of Nature Red List of Threatened Species to investigate patterns of intentional biological resource use. Forty percent of species (10,098 of 25,009 species from 10 data-sufficient taxonomic groups) were used. The main purposes of use were pets, display animals, horticulture, and human consumption. Intentional use is currently contributing to elevated extinction risk for 28-29% of threatened or near threatened (NT) species (2752-2848 of 9753 species). Intentional use also affected 16% of all species used (1597-1631 of 10,098). However, 72% of used species (7291 of 10,098) were least concern, of which nearly half (3469) also had stable or improving population trends. The remainder were not documented as threatened by biological resource use, including at least 172 threatened or NT species with stable or improving populations. About one-third of species that had use documented as a threat had no targeted species management actions to directly address this threat. To improve use-related red-list data, we suggest small amendments to the relevant classification schemes and required supporting documentation. In this paper we take a practical approach to identifying and examining the key issues and practices that affect the relationship, both where it is strained and where it is working well, and provide recommendations for action. The issues and the solutions are multi-layered, with embedded complexity based on history, cultural identity, and rights to access natural resources. Solutions require a deep understanding of and respect for the needs and aspirations of the community and its capacity to partner in conservation efforts. Similarly, rangers require effective support and training that enables alternative interactions with communities and greater professionalism. In general, the improvements will require building trustworthy relationships grounded in understanding and supported by strong collaborative management systems and governance. Essentially this means strengthening the social capital of conservation. Our problem analysis revealed that the internal and external factors affecting relationships can usefully be divided into six themes: law, policy, and safeguarding human rights; organizational systems and strategies; options for ranger–community interactions on-site; model systems and the role of communities in conservation and stewardship; and the role of both external supporters and disruptors. Our recommendations for action target conservation bodies at four levels—international, regional, national, and local. They are further clustered around four types of action grouped into: critical responses and crisis planning; establishing general guiding principles, systems, and management and governance; promoting the best models and practices; and strengthening of professional knowledge networks and support.

Media coverage of trophy hunting highlights the potential for misinformation to enter public and political debates on conservation issues. We argue that misinformation should be a major concern for all involved in conservation.

Small-scale fisheries provide food security, livelihoods and income to millions of people but their management still presents a challenge to managers and other stakeholders due to problems in gathering suitable information and its incorporation in fisheries policy. Fishers are a key source of knowledge for assessment of both extractive capacity and value in small-scale fisheries, in addition to providing a broad array of cultural knowledge. The increasing recognition of the value of incorporating traditional fishing knowledge in freshwater, riverine, lacustrine and coastal and marine fisheries management is now evident in international conventions and published literature. The purpose of these guidelines is to make it easier for users to recognise and include fishers’ knowledge as an important data stream in resource management. The report includes details on the breadth of knowledge that can be gathered, how it can be gathered, and how this information can be applied to support sustainable fisheries policy and broader applications in society. With case studies from Africa, Asia, the Caribbean, Central and South America, and the Pacific.

Stopping human-induced extinctions will require strong policy commitments that comprehensively address threats to species. In 2021, a new Global Biodiversity Framework will be agreed by the Convention on Biological Diversity. Here we investigate how the suggested targets could contribute to reducing threats to threatened vertebrates, invertebrates, and plants, and assess the importance of a proposed target to implement recovery actions for threatened species. We find that whilst many of the targets benefit species, extinction risk for over one third of threatened species would not be reduced sufficiently without a target on recovery actions, includingex situconservation, reintroductions and other species-specific interventions. A median of 41 threatened species per country require such actions, and they are found in most countries of the world. To prevent future extinctions, policy commitments must include recovery actions for the most threatened species in addition to broader transformative change.

Wildlife crime in protected areas remains a major challenge to conservation. However, little is known about the role of local communities in providing information on illegal activities to help improve law enforcement efforts in protected areas. As an initial exploration of this complex topic, we aimed to understand the perceptions of law enforcement authorities working directly with local communities on the conditions under which local people provide information to park rangers, using Murchison Falls Protected Area in Uganda as a case study. We used semi‐structured interviews and questionnaires to understand the perceptions of staff from the Uganda Wildlife Authority and nongovernmental organizations. There was consensus among participants that people who provide information are those who have trusted relationships with rangers; interact regularly with community outreach rangers (either formally through community programs or informal socializing); and believe that the protected area benefits them and their community. All respondents believed that information provided by local people can enable the success of wildlife crime investigations, but that associated ethical issues must be addressed. This study indicates that engaging communities in protected area conservation is crucial for law enforcement efforts to be effective in addressing wildlife crime.

Non-technical summaryEcosystems across the globe are vulnerable to the effects of climate change, as are the communities that depend on them. However, ecosystems can also protect people from climate change impacts. As the evidence base strengthens, nature-based solutions (NbS) are increasingly prominent in climate change policy, especially in developing nations. Yet intentions rarely translate into measurable, evidence-based targets. As Paris Agreement signatories revise their Nationally Determined Contributions, we argue that NbS are key to meeting global goals for climate and biodiversity, and we urge researchers to work more closely with policy-makers to identify targets that benefit both people and ecosystems.

Loss of habitats or ecosystems arising from development projects (e.g., infrastructure, resource extraction, urban expansion) are frequently addressed through biodiversity offsetting. As currently implemented, offsetting typically requires an outcome of “no net loss” of biodiversity, but only relative to a baseline trajectory of biodiversity decline. This type of “relative” no net loss entrenches ongoing biodiversity loss, and is misaligned with biodiversity targets that require “absolute” no net loss or “net gain.” Here, we review the limitations of biodiversity offsetting, and in response, propose a new framework for compensating for biodiversity losses from development in a way that is aligned explicitly with jurisdictional biodiversity targets. In the framework, targets for particular biodiversity features are achieved via one of three pathways: Net Gain, No Net Loss, or (rarely) Managed Net Loss. We outline how to set the type (“Maintenance” or “Improvement”) and amount of ecological compensation that is appropriate for proportionately contributing to the achievement of different targets. This framework advances ecological compensation beyond a reactive, ad‐hoc response, to ensuring alignment between actions addressing residual biodiversity losses and achievement of overarching targets for biodiversity conservation.

The COVID-19 outbreak has stimulated calls for a global wildlife trade ban. Such actions may only partially curb pandemic risk while negatively affecting people who depend on wildlife. More worryingly, they may provide cover for inaction on issues that would make a true difference in preventing future pandemics.

This chapter draws on an innovative “theory of change” approach undertaken for engaging local communities in combatting illegal wildlife trade which was piloted in three community conserved areas in Kenya between 2016 and 2018, home to Temminck's pangolin (Smutsia temminckii) as well as other high-value species in the illegal trade. The chapter presents the rationale and background to the approach to guide interventions that secure and strengthen engagement with local communities, exploring four main pathways for achieving reduced poaching of high-value species through community partnership: (A) Strengthening disincentives (social and legal) for illegal behavior; (B) Increasing incentives for stewardship; (C) Decreasing costs of living with wildlife; and (D) Increasing non-wildlife related livelihoods. The chapter presents lessons learned from the Local Communities: First Line of Defence against Illegal Wildlife Trade initiative (FLoD) and shares practical advice on implementing the approach.

This chapter highlights Nepal’s successful approach to conserving high-profile trafficked wildlife (e.g., rhinoceros) within protected areas and explains why a community-led approach to conservation is necessary for the protection of the country’s pangolin populations, which occur largely outside of the protected area network. Nepal’s pangolins occur primarily in forested areas, which are managed locally and not by government agencies. Key challenges for successful pangolin conservation in Nepal are presented, with examples of successful case studies from community-based conservation projects across the country. These case studies exemplify the key challenges to pangolin conservation in Nepal and demonstrate common themes related to success.

In Africa, COVID-19 has created a perfect storm of reduced funding, restrictions on the operations of conservation agencies, and elevated human threats to nature. This Perspective discusses solutions to move beyond this immediate crisis.The SARS-CoV-2 virus and COVID-19 illness are driving a global crisis. Governments have responded by restricting human movement, which has reduced economic activity. These changes may benefit biodiversity conservation in some ways, but in Africa, we contend that the net conservation impacts of COVID-19 will be strongly negative. Here, we describe how the crisis creates a perfect storm of reduced funding, restrictions on the operations of conservation agencies, and elevated human threats to nature. We identify the immediate steps necessary to address these challenges and support ongoing conservation efforts. We then highlight systemic flaws in contemporary conservation and identify opportunities to restructure for greater resilience. Finally, we emphasize the critical importance of conserving habitat and regulating unsafe wildlife trade practices to reduce the risk of future pandemics.

Nature-based solutions (NbS) to climate change currently have considerable political traction. However, national intentions to deploy NbS have yet to be fully translated into evidence-based targets and action on the ground. To enable NbS policy and practice to be better informed by science, we produced the first global systematic map of evidence on the effectiveness of nature-based interventions for addressing the impacts of climate change and hydrometeorological hazards on people. Most of the interventions in natural or semi-natural ecosystems were reported to have ameliorated adverse climate impacts. Conversely, interventions involving created ecosystems (e.g., afforestation) were associated with trade-offs; such studies primarily reported reduced soil erosion or increased vegetation cover but lower water availability, although this evidence was geographically restricted. Overall, studies reported more synergies than trade-offs between reduced climate impacts and broader ecological, social, and climate change mitigation outcomes. In addition, nature-based interventions were most often shown to be as effective or more so than alternative interventions for addressing climate impacts. However, there were substantial gaps in the evidence base. Notably, there were few studies of the cost-effectiveness of interventions compared to alternatives and few integrated assessments considering broader social and ecological outcomes. There was also a bias in evidence toward the Global North, despite communities in the Global South being generally more vulnerable to climate impacts. To build resilience to climate change worldwide, it is imperative that we protect and harness the benefits that nature can provide, which can only be done effectively if informed by a strengthened evidence base. Economic development projects are increasingly applying the mitigation hierarchy to achieve No Net Loss, or even a Net Gain, of biodiversity. Because people value biodiversity and ecosystem services, this can affect the well-being of local people; however, these types of social impacts from development receive limited consideration. We present ethical, practical, and regulatory reasons why development projects applying the mitigation hierarchy should consider related social impacts. We highlight risks to local well-being where projects restrict access to biodiversity and ecosystem services in biodiversity offsets. We then present a framework laying out challenges and associated opportunities for delivering better biodiversity and local well-being outcomes. Greater coordination between social and biodiversity experts, and early and effective integration of local people in the process, will ensure that efforts to reduce the negative impacts of development on biodiversity can contribute to, rather than detract from, local people's well-being.

The immune system varies in cell types, states, and locations. The complex networks, interactions, and responses of immune cells produce diverse cellular ecosystems composed of multiple cell types, accompanied by genetic diversity in antigen receptors. Within this ecosystem, innate and adaptive immune cells maintain and protect tissue function, integrity, and homeostasis upon changes in functional demands and diverse insults. Characterizing this inherent complexity requires studies at single-cell resolution. Recent advances such as massively parallel single-cell RNA sequencing and sophisticated computational methods are catalyzing a revolution in our understanding of immunology. Here we provide an overview of the state of single-cell genomics methods and an outlook on the use of single-cell techniques to decipher the adaptive and innate components of immunity.

In conservation understanding the drivers of behavior and developing robust interventions to promote behavioral change is challenging and requires a multifaceted approach. This is particularly true for efforts to address illegal wildlife use, where pervasive-and sometimes simplistic-narratives often obscure complex realities. We used an indirect questioning approach, the unmatched count technique, to investigate the drivers and prevalence of wildlife crime in communities surrounding 2 national parks in Uganda and combined scenario interviews and a choice experiment to predict the performance of potential interventions designed to tackle these crimes. Although poverty is often assumed to be a key driver of wildlife crime, we found that better-off households and those subject to human-wildlife conflict and those that do not receive any benefits from the parks' tourism revenue sharing were more likely to be involved in certain types of wildlife crime, especially illegal hunting. The interventions predicted to have the greatest impact on reducing local participation in wildlife crime were those that directly addressed the drivers including, mitigating damage caused by wildlife and generating financial benefits for park-adjacent households. Our triangulated approach provided insights into complex and hard-to-access behaviors and highlighted the importance of going beyond single-driver narratives.Comprensión de los Conductores Complejos de los Delitos con Vida Silvestre para Diseñar Intervenciones Efectivas de Conservación Resumen En la conservación, la comprensión de los conductores del comportamiento y el desarrollo de intervenciones sólidas para promover cambios en el comportamiento es un reto que requiere de una estrategia multifacética. Esto es particularmente cierto para los esfuerzos que se realizan para tratar el uso ilegal de la fauna, en donde las narrativas generalizadas - y en algunas ocasiones simples - comúnmente ocultan las realidades complejas. Usamos una estrategia de cuestionamiento indirecto, la técnica de conteo sin par, para investigar los conductores y la prevalencia de los delitos con fauna en las comunidades que rodean a dos parques naciones en Uganda, así como entrevistas de escenario combinado y un experimento de elección para predecir el desempeño de las intervenciones potenciales diseñadas para acabar con estos delitos. Sustainable development requires knowledge of trade-offs and synergies between environmental and non-environmental goals and targets. Understanding the ways in which positive progress in matters of development not directly concerned with the environment can affect the natural environment, whether for better or for worse, can allow policymakers and development agencies to avoid the negative impacts of their actions, while capitalising on mutually beneficial opportunities. Through a systematic review of the literature, we consider the impacts of UN Sustainable Development Goal (SDG) targets on forest ecosystems, and identify 63 targets associated with potentially beneficial, damaging or mixed (i.e. damaging and/or beneficial depending on context or location) impacts. Types of impact are not uniform within SDGs, nor necessarily within individual targets. Targets relating to energy and infrastructure are among the most damaging and best studied, while targets expected to potentially result in beneficial outcomes, typically associated with social progress and well-being, have been investigated to a much lesser degree, especially in the context of external interventions. Thirty-eight targets have some variation in the direction of their impacts (i.e. at least one record with mixed impacts, or two or more records with different directions), suggesting the potential to achieve beneficial over damaging impacts in many cases. We provide illustrative examples of a range of impacts and use our findings to provide recommendations for researchers, development agencies and policymakers.

Combating the surge of illegal wildlife trade (IWT) devastating wildlife populations is an urgent global priority for conservation. There are increasing policy commitments to take action at the local community level as part of effective responses. However, there is scarce evidence that in practice such interventions are being pursued and there is scant understanding regarding how they can help. Here we set out a conceptual framework to guide efforts to effectively combat IWT through actions at community level. This framework is based on articulating the net costs and benefits involved in supporting conservation versus supporting IWT, and how these incentives are shaped by anti-IWT interventions. Using this framework highlights the limitations of an exclusive focus on "top-down," enforcement-led responses to IWT. These responses can distract from a range of other approaches that shift incentives for local people toward supporting conservation rather than IWT, as well as in some cases actually decrease the net incentives in favor of wildlife conservation.

Highlights • Calls to ban wildlife trade have been a key response to COVID-19 but are not the solution. • The major drivers of the emergence of infectious diseases include habitat destruction and industrialised livestock production. • Indiscriminate wildlife trade bans risk doing more harm than good, both from a conservation and development perspective. • Conservation-linked responses to COVID-19 need to address the key drivers, respect rights and ensure local participation in decision-making., One of the immediate responses to COVID-19 has been a call to ban wildlife trade given the suspected origin of the pandemic in a Chinese market selling and butchering wild animals. There is clearly an urgent need to tackle wildlife trade that is illegal, unsustainable or carries major risks to human health, biodiversity conservation or meeting acceptable animal welfare standards. However, some of the suggested actions in these calls go far beyond tackling these risks and have the potential to undermine human rights, damage conservation incentives and harm sustainable development. There are a number of reasons for this concerns. First calls for bans on wildlife markets often include calls for bans on wet markets, but the two are not the same thing, and wet markets can be a critical underpinning of informal food systems. Second, wildlife trade generates essential resources for the world’s most vulnerable people, contributing to food security for millions of people, particularly in developing countries. Third, wildlife trade bans have conservation risks including driving trade underground, making it even harder to regulate, and encouraging further livestock production. Fourth, in many cases, sustainable wildlife trade can provide key incentives for local people to actively protect species and the habitat they depend on, leading to population recoveries. Most importantly, a singular focus on wildlife trade overlooks the key driver of the emergence of infectious diseases: habitat destruction, largely driven by agricultural expansion and deforestation, and industrial livestock production. We suggest that the COVID-19 crisis provides a unique opportunity for a paradigm shift both in our global food system and also in our approach to conservation. We make specific suggestions as to what this entails, but the overriding principle is that local people must be at the heart of such policy shifts.

Ecosystems are not merely vulnerable to climate change but, if sustainably restored and protected, are a major source of human resilience. Not only is the science evidence-base for this perspective growing rapidly, but ecosystems are featuring with increasing prominence in global climate change policy. Of 167 climate pledges submitted by the signatories of the Paris Climate Change Agreement (representing 194 nations), 103 include commitments to the restoration, management or protection of natural habitats in their adaptation strategies (of which 70 are aimed at protecting human communities from climate change hazards, i.e. ecosystem-based adaptation). A further 27 describe similar actions in their mitigation plans. In total, 65% of Paris Agreement signatories commit to restoring and/or protecting natural ecosystems. However, commitments rarely translate into robust science-based targets. As the world takes stock of the Agreement in 2018 and climate pledges are revised, we urge the science community to work closely with policy makers to identify meaningful adaptation targets that benefit both people and the ecosystems on which they depend.

The term Integrated Conservation and Development (ICD), or more commonly ICD Projects, emerged in the late 1980s and early 1990s. ICD aims to provide services and employment to park-adjacent communities under the premise that when these communities become richer they are more likely to accept conservation policies and reduce their pressure on the environment. ICD in Uganda emerged from the recognition that a more effective way to stop the destruction of natural resources would be to form an alliance between communities surrounding forested areas on the one hand, and conservation organisations and governments on the other. A further evolution in Ugandan ICD was the Collaborative Resource Management programme, which intended to embed multiple-use agreements and revenue sharing within a broader co-management approach. The evaluation report asserted that Community–Park Institution should be a project management organ rather than a political organ and that it should function with efficiency and effectiveness.
