In his Death and Disaster series, Andy Warhol's Byzantine Catholic upbringing and beliefs take shape in his portraits of celebrities and unnamed disaster victims alike. While previous scholarship on the series describes Warhol's representation of death as consumerist, callous, and contributing to spectacle culture driven by mass media, my work instead focuses on Warhol's adoption and transformation of the Byzantine iconic tradition. In choosing to appropriate tabloid images of otherwise anonymous fatalities in the Disaster series, Warhol dignifies disaster victims as the secular martyrs of a rapidly modernizing world, where we are often mere casualties sacrificed in the name of industrial progress. Through his utilization of Byzantine visual language, Warhol's Death and Disaster works venerate victims of tragedy, moving them away from their former lives as tabloid spectacles and instead positioning them as secular icons of the twentieth century—their images memorialized as the saints and martyrs of our time. The aftermath of a natural disaster leaves victims trapped in rubble which is challenging to detect by smart drones due to the victims in low visibility under the adverse disaster environments and victims in various sizes. To overcome the above challenges, a transformer fusion-based scale-aware attention network (TFSANet) is proposed to overcome adverse environmental impacts in disaster areas by robustly integrating the latent interactions between RGB and thermal images and to address the problem of various-sized victim detection. Firstly, a transformer fusion model is developed to incorporate a two-stream backbone network to effectively fuse the complementary characteristics between RGB and thermal images. This aims to solve the problem that the victims cannot be seen clearly due to the adverse disaster area, such as smog and heavy rain. In addition, a scale-aware attention mechanism is designed to be embedded into the head network to adaptively adjust the size of receptive fields aiming to capture victims with different scales. Extensive experiments on two challenging datasets indicate that our TFSANet achieves superior results. The proposed method achieves 86.56% average precision (AP) on the National Institute of Informatics—Chiba University (NII-CU) multispectral aerial person detection dataset, outperforming the state-of-the-art approach by 4.38%. On February 6, 2023, two major earthquakes with epicenters in southeastern Türkiye, measuring 7.7 and 7.6 magnitudes respectively, devastated widespread areas. Research suggests that survivors of natural disasters including earthquakes have increased trauma and anxiety responses. Due to the negative psychological effects of the earthquake, it is necessary to examine the factors that improve mental health. This study aimed to assess the mediating role of coping flexibility and emotion dysregulation in the relationship between post-traumatic stress symptoms (PTSS) and anxiety responses (GAD). Within the framework of the study, 596 people affected by the earthquake completed the scales (298 Females and 298 Men; age mean: 32.09). Data were collected online from the convenience sampling method. Reliability-measured scales were used to measure the level of being affected by the earthquake, severity of anxiety, coping flexibility, and emotional dysregulation. The structural equation modeling indicated that the mediating role of coping flexibility and emotion dysregulation was significant in the relationship between post-traumatic stress symptoms (PTSS) and general anxiety disorder (GAD). The presence of posttraumatic symptoms was associated with lower coping flexibility, greater difficulties in emotion regulation, and higher levels of anxiety. After two catastrophic earthquakes, there is a risk of long-term deterioration of individuals' mental health. Disaster victim identification (DVI) refers to the forensic identification of unknown individuals following a mass disaster event. Human dental structures can contain viable DNA sources when other soft tissues are compromised. However, labor‐intensive sample preparation performed by extensively trained personnel is needed to expose the nuclear material for traditional forensic DNA workflows. With this in mind, we evaluated two simplified sample preparation protocols for processing tooth samples using either a conventional forensic DNA workflow or the Applied Biosystems® RapidHIT™ ID instrument. Briefly, sample sets for both protocols included 10 deciduous teeth that were cleaned prior to either fragmentation with a claw hammer (for RapidHIT™ ID processing) or fine‐powder pulverization with a consumer‐grade coffee grinder (for traditional workflows). The average percentage of expected STR alleles that were detected above analytical threshold for these tooth samples were comparable between methods: RapidHIT™ ID = 99.0% and GlobalFiler™ = 99.8%. Average intralocus heterozygote peak height ratios (PHRs) were comparable: RapidHIT™ ID = 0.80 and GlobalFiler™ = 0.86. Importantly, 9 of 10 samples analyzed via the RapidHIT™ ID required analyst review for flagged artifact peaks and quality issues. Across all profiles, 91% of alleles passed quality metrics for the RapidHIT™ workflow versus 100% for conventional GlobalFiler™ analysis. Collectively, these results suggest that quick, low‐tech tooth sample fragmentation followed by analysis with the RapidHIT™ ID instrument can produce complete STR profiles from aged tooth samples. Future studies should include larger samples sets, more challenging tooth samples, and further simplification of sample preparation to enable field‐forward, on‐scene DVI. [ABSTRACT FROM AUTHOR]

In mass disaster events, forensic DNA laboratories may be called upon to quickly pivot their operations toward identifying bodies and reuniting remains with family members. Ideally, laboratories have considered this possibility in advance and have a plan in place. Compared with traditional short tandem repeat (STR) typing, single nucleotide polymorphisms (SNPs) may be better suited to these disaster victim identification (DVI) scenarios due to their small genomic target size, resulting in an improved success rate in degraded DNA samples. As the landscape of technology has shifted toward DNA sequencing, many forensic laboratories now have benchtop instruments available for massively parallel sequencing (MPS), facilitating this operational pivot from routine forensic STR casework to DVI SNP typing. Herein, we present the commercially available SNP sequencing assays amenable to DVI, we use data simulations to explore the potential for kinship prediction from SNP panels of varying sizes, and we give an example DVI scenario as context for presenting the matrix of considerations: kinship predictive potential, cost, and throughput of current SNP assay options. Postmortem fingerprinting is the fastest and most reliable way to scientifically identify unknown decedents from mass fatality incidents. In disaster victim identification (DVI), fingerprints, DNA, and dental examinations are the three primary methods of identification. Additional secondary identifiers such as comparative medical radiography, scars, marks, and tattoos can also be used if viable antemortem information can be located. As DNA technology continues to evolve, RAPID DNA may now identify a profile within 90 min if the remains are not degraded or comingled. When there are true unknowns, however, there is usually no DNA, dental, or medical records to retrieve for a comparison without a tentative identity. It is imperative to understand how to properly collect postmortem prints following various postmortem changes, which databases are available to search against, and what additional resources are available prior to any such event occurring. With advances in technology, automated fingerprint searching is faster than ever before. Mobile devices can now search all the major databases within a matter of minutes from a cell phone or tablet utilizing a peripheral fingerprint scanner. Preliminary research into the application of WD‐40® when utilizing optical‐capacitive scanners has shown to greatly increase the efficacy of capturing usable fingerprints. This additional step allows for the digital capture of fingerprints in even complicated settings, both in daily cases and DVI incidents. This article outlines all the available ways to obtain postmortem fingerprints in complex cases, and how they can be applied to efficiently and effectively used in the DVI process. This paper reviews MFI's from a historical perspective commencing with DVI in the late 20th century. For this paper, this era, 1970–90s is designated as the early modern period. As DVI by DNA analysis is introduced into the process, in the beginning of the mid‐1990s, or late modern period, a shift in ID modality usage is noted. A statistical analysis of the primary identification (ID) methods established that dental identification was the majority identifier, or gold standard, in the early modern era. Although primarily viewed from a United States (US) perspective, referenced international incidents parallel the incidents investigated by US authorities. The introduction of DNA demarcated the early from the late modern era. Through research, development, and application this highly discriminating ID method would effectively, surpass dental ID as the gold standard into the late modern era. DNA ID would eventually overcome early criticism regarding cost and time consumption. In the MFI's discussed, the discriminating accuracy of DNA, when referenced against the dental identifications, validated the reliability of dental ID. Errors will be significantly minimized through confirmatory reconciliation by more than one ID method. In conclusion despite increased usage of DNA, dental ID has not been eliminated and remains a major contributor to DVI. Dental ID continues to develop through increased application of advanced imaging technology. Despite DNA's rapid advancement and application to DVI, the multidisciplinary approach to scientific identification should remain in the near future. Forensic archaeology and anthropology have developed significantly over past decades and now provide considerable assistance to the investigation process of disaster victim recovery and identification. In what are often chaotic death and crime scenes, the formal process of utilizing archaeological methods can bring control, order, and ensure systematic search. Procedures assist in defining scene extent, locating victims and evidence, rule out areas for consideration, and provide standardized recording and quality assurance through dedicated use of standardized forms (pro formas). Combined archaeological and anthropological search methods maximize opportunities to recovery the missing through identifying remains, mapping distributions, and providing accounting of victims at the scene. Anthropological assistance in examinations contributes to individual assessment, resolving commingling and fragmentation issues, and utilizing DNA sampling methods and matching data to reassociate and account for the missing. Utilization of archaeology, anthropology, and DNA matching data provides scope to review crime scene recovery and determine requirements and potential for further survey and retrieval. Adopting the most suitable methods for a particular context can maximize recovery, efficiency, and resource use. Case studies demonstrate the utility of archaeological methods in a range of scenarios. They exemplify the success of multidisciplinary analysis in providing evidence of the sequence of events, the timing of events, the impact of taphonomic processes, the location and accounting of victims, and the demonstration of systematic scene search. The considerations provided in this article, utilizing archaeology and anthropology processes, may assist investigators in planning and implementing responses to mass fatalities. Within the complex world of disaster victim identification, or DVI, forensic science practitioners use a variety of investigative techniques to work toward a common goal: identification of the decedents, bringing closure to the affected communities. Identification is a complex undertaking; the event (disaster) also can be extraordinarily complex, as it may be an acute event, or one that spans months or years. Compounding this time issue, remains may be heavily fragmented, dispersed, commingled, or otherwise disrupted by either the perpetrators or the disaster itself. To help solve these complexities, we explore the use of stable isotope analysis (SIA) in DVI events. SIA can be used with a variety of body tissues (hair, nail, bone, and teeth), and each represents different time depths in a decedent's life. Bone collagen and tooth enamel carbonate are useful to reconstruct an individual's diet and source water intakes, respectively, leading to likely population or geographic origin determinations. Additionally, the carbon and nitrogen isotopic signatures of bone collagen have calculated intraperson ranges. These facts allow investigators to determine likely origin of remains using isotopic data and can be used to link skeletal elements (to an individual), or perhaps more importantly, show that remains are not linked. Application of SIA can thus speed remains identification by eliminating individuals from short lists for identification, linking or decoupling remains, and reducing the need for some DNA testing. The DNA intelligence tool, DNA methylation‐based age prediction, can help identify disaster victims and suspects in criminal investigations. In this study, we developed a costal cartilage‐based age prediction tool that uses massive parallel sequencing (MPS) of age‐associated DNA methylation markers. Costal cartilage samples were obtained from 85 deceased Koreans, aged between 26 and 89 years. An MPS library was prepared using two rounds of multiplex polymerase chain reaction of nine genes (TMEM51, MIR29B2CHG, EDARADD, FHL2, TRIM59, ELOVL2, KLF14, ASPA, and PDE4C). The DNA methylation status of 45 CpG sites was determined and used to train an age prediction model via stepwise regression analysis. Nine CpGs in MIR29B2CHG, FHL2, TRIM59, ELOVL2, KLF14, and ASPA were selected for regression model construction. A leave‐one‐out cross‐validation analysis revealed the high performance of the age prediction model, with a mean absolute error (MAE) and root mean square error of 4.97 and 6.43 years, respectively. Additionally, our model showed good performance with a MAE of 6.06 years in the analysis of data of 181 costal cartilage samples collected from Europeans. Our model effectively estimates the age of deceased individuals using costal cartilage samples; therefore, it can be a valuable forensic tool for disaster victim and missing person investigation. Investigative genetic genealogy (IGG) has emerged as a highly effective tool for tying a forensic DNA sample to an identity. While much of the attention paid to IGG has focused on cases where the DNA is from an unknown suspect, IGG has also been used to help close hundreds of unidentified human remains (UHR) cases. Genome‐wide single‐nucleotide polymorphism (SNP) genotype data can be obtained from forensic samples using microarray genotyping or whole‐genome sequencing (WGS) with protocols optimized for degraded DNA. After bioinformatic processing, the SNP data can be uploaded to public GG databases that allow law enforcement usage, where it can be compared with other users' data to find distant relatives. A genetic genealogist can then build the family trees of the relatives to narrow down the identity of the source of the forensic DNA sample. To date, 367 UHR identifications using IGG have been publicly announced. The same IGG techniques developed and refined for UHR cases have significant potential for disaster victim identification, where DNA is often extremely compromised, and close family references may not be available. This paper reviews the laboratory, bioinformatic, and genealogical techniques used in IGG for UHR cases and presents three case studies that demonstrate how IGG is assisting with remains identification. The process of locating and identifying missing persons presents a complex challenge that hinges on the collection and comparison of diverse data sets. This commentary offers an overview of some of the difficulties and considerations associated with data management in the context of large‐scale missing person identifications. Such complexities include the uniqueness of each disaster event, the response time to the event, the variable quality and quantity of data, and the involvement of numerous stakeholders, all of which contribute to the intricacies of data management. In addition, the paramount considerations of privacy and ethical standards further compound these challenges, especially when dealing with sensitive information such as genetic data. This commentary describes the integrated Data Management System (iDMS) developed by the International Commission on Missing Persons (ICMP) as one example of a comprehensive, freely available solution for data collection, storage, protection, and analysis in missing person cases. The various advantages of the system are discussed, including the system's interoperability among the diverse array of stakeholders involved. While the iDMS streamlines data management processes and therefore represents a significant advancement in the field of missing person identification, it is concluded that the pending issue extends beyond the software tools to encompass the lack of political will among stakeholders to collaborate there remains a pressing need for all stakeholders involved in the identification process to commit to a mechanism that facilitates compatibility and interoperability if different tools are used in disaster victim identification (DVI) scenarios. Standard plain film medical radiographs often form a valuable line of evidence to identify individuals in large‐scale fatality events. While commonly available, chest radiographs present a challenge that their analysis is somewhat more involved and complex than radiographic records of other body regions. For example, chest radiographs concern subtler morphological varieties of smaller anatomical features across a larger number of skeletal elements in contrast to frontal sinus comparisons that concern a large, (often) single, highly variable void within one bone. This does not detract from or discount chest radiographs as useful identification aids, but it does demand additional prerequisite skills in radiographic interpretation to ensure valid conclusions are attained. When subjects deviate from standardized antemortem (AM) radiographic positions and/or the image quality decreases, the complexity of a chest radiograph comparison is elevated. Generally, the current body of forensic radiographic comparison literature infrequently addresses these more complex circumstances. In this paper, we use real‐world radiographic comparison reference images from a military DVI repatriation context to illustrate these factors and outline some procedures that enable these complexities to be easily recognized and appropriately addressed at case examination. A report for an exemplar case that concurrently highlights multiple factors is presented. For novices learning radiographic comparison methods, this case review saliently demonstrates: (1) why the AM reference radiograph(s) drive(s) the radiographic comparison procedure; (2) why care should be taken for correct positioning of the cervicothoracic junction in postmortem radiography of chest elements. The present study seeks to systematically describe how humanitarian aid organizations use visuals in their natural disaster-related social media messages and to analyze their effects on social media engagement. Using Rodriguez and Dimitrova's (2011) four levels of visual framing, we performed a content analysis of 810 tweets from 38 aid organizations. The results showed that, overall, the organizations' visuals had an emphasis on victims and on disaster relief efforts. The most effective types of visual framing, however, were not those the aid organizations most commonly used. We discuss the theoretical and practical implications. [ABSTRACT FROM AUTHOR]

Executive Summary: This paper details the structural and resource challenges in Texas related to identifying migrant decedents, investigating their deaths, repatriating them, and adhering to legal and ethical requirements in addressing this humanitarian tragedy. While actors working on migrant decedent investigations in Arizona can map and provide accurate counts of migrant deaths, this is not yet possible for Texas cases. Texas' mixed Medical Examiner/Justice of the Peace medicolegal system suffers from fragmentation across county jurisdictions, lack of resources, and minimal access to investigative tools for transnational families. These challenges produce a landscape where unidentified presumed migrants may structurally disappear (e.g., buried in temporarily marked graves as unidentified persons with no investigation or case tracking). The article highlights the work of Operation Identification (OpID), a humanitarian project formed to assist border counties with recovering, identifying, and repatriating migrant decedents. OpID's extensive community outreach and collaboration with governmental and nongovernmental partners in the United States and Latin America have improved practices in some Texas counties. However, systemic change is still needed to address this humanitarian disaster. The article proposes that presumed migrant decedents be managed using a disaster victim identification (DVI) approach, which prioritizes identification, rather than how and why someone dies. It also proposes the establishment of regional Migrant Identification Centers (MICs) to streamline identification and repatriation efforts, while ensuring compliance with Texas law by Justices of the Peace (JPs). Centralization, the article argues, can lead to more accurate counts of migrant deaths and lay the groundwork for greater resources. The article also supports increased access to national databases including the National Combined DNA Indexing System (CODIS) and the National Missing and Unidentified Persons System (NamUs). The district of Maçka in Trabzon, in the Eastern Black Sea Region of Turkey, frequently experiences landslides, resulting in the highest number of disaster victims. In this study, Landslide Susceptibility Maps (LSMs) were generated via the Statistical-based Frequency Ratio (FR) and Modified Information Value (MIV) models using 10 factors. Out of the 150 landslides in the region, 105 (70%) were utilized in creating the maps, and the remaining 45 (30%) were reserved for validation. The models demonstrated success rates of 87.5% and 84.9%, along with prediction rates of 84.8% and 83.1%, respectively, as determined by the receiver operating characteristics curve and area under the curve values. While both models achieved acceptable levels of accuracy, MIV outperformed FR. Additionally, the risk status of 5413 buildings and forested areas was examined. The results showed that 78.64% (FR) and 80.79% (MIV) of the buildings were situated in high landslide risk areas. Regarding forest areas, 39.30% (FR) and 41.35% (MIV) were observed in high-risk landslide areas. In the next step, neighborhood landslide risk statuses were examined, revealing risks ranging from 90 to 100% in some areas. The final step concentrated on risk analyses for construction plans in a chosen pilot neighborhood using two criteria. 88.75% of all parcels were observed in high-risk areas, with hazelnut groves at 79.67% in high-risk zones. Conversely, 71.89% of fruit trees were in low-risk areas. The results align with the literature, indicating that LSMs can serve as a versatile base map. [ABSTRACT FROM AUTHOR]

AbstractThis study aimed to evaluate the opinions of both disaster victims and staff about disaster services following the Ayancık flood. This study is a qualitative research using the phenomenological approach. Semi-structured interviews were conducted with 24 victims and 13 staff members one year after the disaster. The data were analyzed by using the MAXQDA program. Our evaluation revealed inadequacies in risk reduction studies and aid organizations’ efforts. Staff highlighted low public awareness and preparedness, while victims emphasized slow reconstruction efforts that ignored their input. Social workers must identify multiple practices that can be undertaken at different disaster phases. Future studies can examine the experiences of different disasters, countries, and social workers and contribute to disaster management. [ABSTRACT FROM AUTHOR]

Background: The study aim was to elucidate the effect of the 2024 Noto Peninsula earthquake on outpatient chemotherapy treatment of cancer survivors at Kanazawa Medical University Hospital (KMUH), Japan. Methods: Medical and nursing records for January 4–31, 2024, from KMUH were retrospectively collected, and data for 286 participants were analyzed. Results: Of the 286 participants, 95.1% were able to attend their first scheduled appointment. Of the 12 (4.2%) who could not attend because of the earthquake, 7 (58.3%) rescheduled their appointments. A total of 8 participants (2.8%) were unable to attend their second scheduled appointment in January, despite being able to attend their first appointment; 3 (37.5%) of these participants reported that they were unable to attend their appointments because of the effect of the earthquake. Chemotherapy was not administered to 53 (18.5%) participants who did attend, mainly owing to neutropenia, progressive disease, rash, and anemia. Evacuation information was available for 25 participants (8.7%); of these, 8 (28.6%) evacuated to their homes, 7 (25.0%) to public shelters, and 4 (14.3%) to apartments near the hospital. Disaster status information was obtained from 62 participants (21.7%), and indicated experiences such as home damage, water outages, and relying on transportation assistance from family to attend appointments. Conclusions: Most cancer survivors receiving chemotherapy at KMUH were able to maintain outpatient visits. However, a few could not attend because of the earthquake. Further studies are needed to provide more detailed information on the effect of disasters on cancer survivors and the potential factors underlying non-attendance at medical appointments. The present paper argues that the standardised treatment of disaster research and practice perpetuates the production of systematic epistemic injustices against victims of disasters. On the one hand, disaster victims are often prevented from contributing with their opinions and knowledge to the processes of disaster mitigation and disaster conceptualisation. On the other hand, disaster victims tend to lack the hermeneutical resources to make sense of their experiences intelligibly, due to the existence of significant hermeneutical gaps in the hegemonic terminology on the matter. I argue that both forms of epistemic injustice, the testimonial and the hermeneutical, are sustained by an epistemic privilege between the Global North and the Global South in matters of disasters. The second group comprises what I categorise generally as 'disaster victims'. I identify two forms of structural prejudice that operate against disaster victims: one is the 'non-expert' prejudice, and the other is the colonial prejudice. Finally, because of the intercultural nature of disaster environments, I discuss the field of 'multicultural competencies' as a useful form of unveiling and counteracting the epistemic injustices contained in both disaster theory and practice. Existing literature suggests many victims of housing loss due to disaster need emergency shelter, and low-income individuals are at risk of becoming chronically homeless without assistance in the transition to conventional housing. In response, FEMA provides Transitional Sheltering Assistance (TSA) to victims of housing loss. However, the extent to which sheltering needs are met by TSA has not been investigated, especially among low-income households. Analyzing FEMA's administrative data including all damaged housing units in Harris and Galveston counties (N = 283,085), we found that low-income victims of housing loss not only had greater sheltering needs but also were less likely to access TSA than their counterparts not of low-income status. When both groups were in need of shelter, the chance of obtaining TSA for low-income victims of housing loss was much lower than that for their counterparts. Our study highlights the critical sheltering needs of low-income households in a natural disaster, and advocates for a broader and more equitable distribution of TSA. [ABSTRACT FROM AUTHOR]

Individuals often underestimate disaster risk and overestimate their own preparedness, even for disasters they have experienced. Considering the varied effects of prior disaster exposure on preparedness, the psychological trauma literature can inform models of preparedness among hazard survivors. Posttraumatic growth (PTG), or positive changes after a stressor, could explain how some, but not all, disaster survivors come to value and engage in preparedness. University students and employees (N=1,113) in a tornado-prone region of the United States were surveyed from 2015 to 2016 about preparedness for tornadoes, structural fires, and large-scale disease outbreaks. For each hazard type, they reported perceived likelihood, self-efficacy responding to the hazard, how much they valued preparedness, and their prior exposure to the hazard. Tornado survivors (N=661) were further asked how many tornadoes they had experienced, the severity of the impact (e.g., injured, lost electricity), and their perceived PTG from tornadoes. Comparing each variable by hazard type, perceived likelihood, and prior exposure were greater for tornadoes compared with disease and fire. For tornado survivors, PTG mediated the effect of tornado severity on both preparedness and valuing preparedness. In conclusion, PTG is a process by which disaster experiences result in increased disaster preparedness. Simply experiencing a disaster, even a severe one, does not necessarily instill disaster preparedness as a value; however, positive change in recovery from a severe disaster involves caring more about preparedness and becoming increasingly prepared. Enhanced disaster preparedness is not an inevitable outcome of disaster exposure, but it is a potential outcome of psychological recovery from disaster trauma. Integrating the present findings, the preparedness literature, and the psychological trauma literature, we propose an integrated individual-level disaster resilience cycle model. Disaster management in Pakistan has been merely focusing on managing medical, food, and rehabilitation resources, but not so much on the humanitarian ethics during the relief efforts. The National Disaster Management Framework in Pakistan focuses on documenting the ethical approaches but fails to practically incorporate them when administering relief and recovery services in Pakistan. There is not so much knowledge, awareness, and practical implications about standards of conduct, which could guide the disaster management team and social service providers about actions and behaviors conforming to morals and professional values throughout the disaster recovery phase. This study is one of the first to explore the ethical issues faced by disaster survivors after relief providers respond to their needs in the posthumanitarian fields of Pakistan. It aims to identify the gaps that exist in ethical practices required in disaster management, particularly in the relief and recovery stages of humanitarian crises in Pakistan. This study gathered data from flood victims in the Pakistani cities of Sambhrial, Hafizabad, and Rajanpur. The data collection activities were funded by the Humanitarian Innovation Initiative, Brown University, and conducted in collaboration with the Pakistan Red Crescent Society (PRCS). Our results indicate that relief workers are trained technically but not on the humanitarian ethics in terms of handling humanitarian populations on equitable and rights-based disaster management grounds. However, the use of drones is limited by factors such as battery life, processing speed, and communication range. To address these limitations, the paper presents a detailed research study on the most effective flying pattern for drones during search and rescue missions. The study utilized energy consumption and coverage area as performance metrics and collected precise images that could be analyzed by the forensic team. The research was conducted using OMNET++ and fieldwork at Pulau Sebang, Melaka, in collaboration with search and rescue agencies in Malaysia. The results suggest that the square flying pattern is the most effective, as it provides the highest coverage area with reasonable energy utilization. Both simulation and fieldwork results showed coverage of 100% and 97.96%, respectively, for this pattern. The study included 257 participants who experienced a typhoon, earthquake, or fire and completed the three‐year follow‐up. Latent transition analysis was used to identify the potential class of quality‐of‐life trajectories among disaster victims. Independent t tests, χ2 tests, and logistic regression were used to identify the predictors of quality‐of‐life trajectories.Two latent quality‐of‐life classes were identified: persistent low‐level and persistent high‐level. Factors associated with the persistent high‐level trajectory included higher education level, no injury/disease from the disaster, better subjective health status, higher social support, and lower social maladjustment.Quality of life early after a disaster is maintained throughout subsequent years; early and active support following disasters is essential to promote its rapid improvement.Targeted educational programs in disaster‐prone areas are recommended to bolster resilience among individuals with lower education. Managing disasters and public health emergencies poses a complex challenge, particularly in maintaining the crucial elements of surge capacity, often referred to as the 4S: staff, stuff, space, and system. While discussions surrounding the management of these emergencies typically emphasize their impact on emergency healthcare services, resources, and capabilities, it is essential to recognize the inherent limitations of these resources. Therefore, integrating nonmedical resources such as community staff, supplies, and spaces into the response chain is equally important. Among community facilities, hotels are particularly intriguing due to their organizational and structural capabilities to serve as alternative care sites for lightly injured or non-injured emergency victims. This narrative review explored the potential use of hotels as alternative care sites and the legal implications associated with such utilization. The results confirmed a high potential for using hotels as alternate care sites. However, data concerning its practical and legal implications are insufficient. This paper suggests further research to investigate the criteria for utilizing hotels in this capacity, including admission guidelines for disaster victims and relevant ethical and legal considerations. We investigate whether individuals' preferences for trust and risk change after being exposed to a natural disaster, specifically, the 2009 Black Saturday Fires. Taking advantage of longitudinal data on a large nationally representative sample of Australians, we find that men who experienced greater intensities of the Fires become less trusting, while women living in those same locations become more risk averse. Furthermore, we find that these effects on men's trust and women's risk aversion are robust to several alternative specifications as well as different measures of the key variables and controls. Finally, we find supportive evidence that men are still less trusting at least for two to three years following the Fires, while women remain more risk averse even four to five years after the event. Overall, these findings are consistent with the idea that people's preferences are endogenous and can be fundamentally and enduringly altered by a large (temporary) shock, such as a natural disaster. While forensic pathologists have always played a pivotal role in victim identification after mass casualties, new developments in forensic methods have given forensic anthropologists more agency in positively identifying individuals who were previously unidentifiable. This review aims to contribute to the refinement of diagnostic tools, ensure optimal utilization of remnants and information available, and emphasize the contributions of forensic pathologists and forensic odontologist to victim identification and the importance of forensic pathologists and forensic odontologist in the criminal justice system. Considering the Interpol DVI Guide's emphasis on fingerprints, dental examinations, and DNA as primary identifiers, the forensic pathologist's role as the leader of a multidisciplinary team of experts in a disaster situation has taken on new significance. This is due to the forensic pathologist's and forensic odontologist training and experience leading similar teams during routine operations at a forensics institute. This thorough examination highlights the utmost significance of the job carried out by forensic pathologists and forensic odontologist. They play an important role in the judicial process by providing expert views in criminal investigations. Several major industrial disasters happen each year around the world. They usually involve limited accessibility, poor ground conditions, and toxic wastes. As a consequence, this reduces the efficiency of humanitarian operations. In such a context, flying drones may be a viable alternative: faster, no dependency on ground conditions, and larger areas scanned. They are also better suited for following the population and the crisis dynamic. For such a purpose, various issues have to be addressed such as defining and optimizing the drone's routes, their energy consumption, choosing the relay points for recharging equipment, among others. In this study, several additional features from existing works are considered: first, a probability of identifying individuals is defined. Thus, each node can be scanned several times in order to improve the observation. In addition, the nodes are prioritized according to a given heatmap. The probabilistic drone routing problem (PDRP) consists of finding a route, that is, a sequence of trips, for each drone such that the sum of the expected number of identified individuals on all routes is maximized. Constraints on energy consumption, collision avoidance and drone‐base assignment are considered. We propose a heuristic and metaheuristics based on the adaptive large neighborhood search for the PDRP. The methods are tested on theoretical instances, as well as on a case study of the Beirut Port explosion on August 4, 2020, in order to analyze the performance of the proposed methods. Do natural disasters affect election results? Some studies have shown that natural disasters negatively impact subsequent elections, while others do not. This study investigated the link between natural disasters and local elections using data from the Japanese prefectural governor elections for the years 1985–2015. A rich data set is available for prefectural governor elections in Japan that includes information on who won, the vote shares of all candidates, and when the election was held, among others. We found empirical evidence that the number of days between an election and most recent disaster before election positively impacted the vote share of the incumbent/successor. In other words, an incumbent/successor is likely to have less support in the election immediately following a disaster by the constituencies, but can get more support as time passes after the disaster. Moreover, political alignment with the central ruling parties positively affects the vote share of an incumbent/successor over time between an election and the most recent disaster. These results suggest a possibility that politicians seek popularity not through the implementation of proper disaster recovery policies but by taking advantage of their connection with central ruling parties, which may harm citizens' welfare in the long run. This study investigated how relocation patterns affect disaster survivors' psychological stress on the diverse durations and spaces of relocation. It analyzed a 10-year data set of 1,236 families affected by 2009's Typhoon Morakot in Taiwan, identifying six relocation patterns through dynamic time warping (DTW). A hierarchical linear model was utilized, revealing the discernible impacts of environmental factors, sociocultural factors, and family-level socioeconomic factors on psychological stress. The study revealed that survivors who quickly found stable residences after the disaster initially experienced lower stress levels, but in the long term, their stress increased. Conversely, those with unstable residences experienced higher initial stress but lower long-term stress. Comparing similar patterns, we found that survivors who had more time for preparation and who sought opportunities, coped, or adapted to secondary stressors before long-distance relocation faced lower stress levels. These findings suggest that relocation patterns have a greater impact on the psychosocial stress of disaster survivors than time or relocation distance. [ABSTRACT FROM AUTHOR]
