Abstract

While many countries in the West have been broadly pursing policies of deinstitutionalisation since the latter half of the 20th Century, orphanages remain the norm for many countries. Orphanage research has often tended to be conducted through a bio-psychological lens, and there remains little qualitative research to reveal the nuances of micro-scale practices taking place within these institutions. This thesis employs a multi-sited ethnography and explores the orphanage as a complex institution influenced by Soviet and Post-Soviet practices of childcare. In particular, this research draws upon an ethnography conducted in an orphanage for children with severe intellectual disabilities. The thesis considers the multiscalar nature of this institution and explores childhood mobilities, agency and elements of discipline and control within the institution, destabilising the notion of the orphanage as an environment of care. This research addresses significant empirical lacunae in human geography and studies of post-socialism through an ethnographic study of Russia's disability orphanages. This research also challenges understandings of mobility in children's geographies by drawing upon theories of coerced and disciplined mobility. Finally, in highlighting the vulnerability of these children, this thesis develops the concept of 'contingent agency' to provide a more nuanced understanding of agency in children's geographies.

Abstract

Supervision is a core component of professional support and development in social work. In many settings, and perhaps particularly in children's services, it is valued as crucial in safe decision-making, practice reflection, professional development and staff support. Research has demonstrated that supervision and staff support also contribute to social worker retention in child welfare services. Drawing on data gathered in a 15-month ethnographic, longitudinal study of child protection work that included observations of supervision, we were able to observe the impact of supportive supervisory relationships on social workers' decision-making about staying in their current workplace. This article presents a single case that demonstrates the potential impact of effective relationship-based supervision on retention and calls for a more humane approach to social work supervision against dominant managerial themes that have increasingly burdened the profession. Abstract

Relationship-based practice has become a dominant theory through which what goes on between social workers and service users is understood. However, the presence of a relationship explains little and much more critical attention needs to be given to the kinds of relationships involved in social work. This paper is based on an ethnographic study of long-term social work that spent 15 months observing practice and organisational life, a key aim of which was to find out how social workers establish and sustain long-term relationships with children and parents in child protection cases. The paper introduces into the social work literature the concept of a ‘holding relationship’, which was present in several of the cases we studied, especially where therapeutic change occurred. It shows in detail how a ‘holding relationship’ involved social workers being reliable, immersing themselves in the service user’s day-to-day existence, getting physically and emotionally close to them, and practicing critically by taking account of power and inequalities and using good authority. 16. Family Hubs and the vulnerable care ecologies of child and family welfare in austerity.

Abstract

This article takes an ecological approach to examine the legacies of austerity for local authority welfare systems in England and the implications for families seeking to use these services. Programmes of Early Intervention or Early Help that promote ‘resilience’ amongst marginalised families and reduce future dependency upon state services have been advocated consistently in the UK, currently intensifying with a period of welfare retrenchment and restructuring. Many programmes and approaches being promoted prioritise a discourse of individual or familial responsibility and seek to deflect attention away from structural and environmental changes that have taken place. We explore local authority family and child support services as relational care practices that have been fundamentally reshaped through austerity, and in doing so we seek to shift the conversation from individual responsibility to systemic and collective vulnerabilities. Drawing on the concept of ‘care ecology’ to conceptualise local authority Early Help services as ‘carescapes’, we focus specifically on the changing context of ‘Family Hubs’, and the fragmented nature of service provision. As with any ecosystem, care ecologies are constituted by interconnected and interdependent actors, processes and systems. Damage to them produces unintended consequences which exacerbate underlying ‘vulnerabilities’. We explore this as a legacy of austerity, noting that this has resulted in forms of socio‐spatial distancing from care provision for families, disrupting protective networks and support systems. We argue that local authority support services would be better focused on systemic and collective vulnerabilities rather than individual responsibilities in order to provide meaningful support to families. Abstract

Supervision is promoted as an essential element of effective professional practice in social work. Its benefits include promoting reflective social work and assisting with the management of the emotions generated in challenging practice. This article reports on the observations of supervision in a 15-month ethnographic study of social work teams on two very different sites in England, one using hot-desking the other a small team design. Our findings show how supervision is constituted by temporal, spatial and relational elements and that some current organisational designs do not create the ideal environment for reflective supervision to flourish. Far from providing an opportunity for containment of challenging emotions, supervision was sometimes a source of stress. It was experienced as reflective and containing where managers were accessible and space was made for thinking in a context of openness that encouraged regular deep conversations about current work. By experiencing the atmospheres of supervisory encounters and organisational cultures, this study has enabled us to produce new insights into the embodied nature of supervision as it is lived. Abstract

Relationship-based practice has become an influential theory through which social work practice is understood. However, much more critical attention needs to be given to the kinds of relationships involved. This paper is based on an ethnographic study of long-term social work that spent 15 months observing practice with service users and organisational life to find out how social workers establish and sustain long-term relationships with children and parents in child protection cases, or don't. The paper introduces into the literature the concept of a 'holding relationship', which was present in several of the cases we studied, especially where therapeutic change occurred. The aims of the paper are to document the nature of a holding relationship and to develop it as a concept. 27. The use of Facebook in social work practice with children and families:An unethical practice or an effective tool in child protection?

Abstract

Limited research demonstrates that social workers have been using social media to gain another view of service-users’ lives through observing their Facebook pages. While it is known that such practices occur, no empirical research has shown how Facebook is actually used in casework with families and under what circumstances. This article uniquely fills this gap by drawing on an ethnographic study of child protection social work practice in England that involved 15 months of participant observation at two sites. Our findings show that the use of Facebook by social workers was commonplace in risk assessments and on-going casework and took two forms. Some social workers proactively initiated searches of service users’ Facebook sites, a practice prevalent in literature on the use of social media in social work. But we also found that some used Facebook because they were unwillingly ‘drawn into’ acting on information that was presented to them by others, an aspect of social media use that is not covered in the literature. Some social workers were clearly opposed to any usage. This article employs a framework of two opposing ethical positions to describe what we observed: Kantian, where such use was seen by practitioners as invasive of privacy and unethical; and Utilitarian, where it was justified as ethically defensible because it helped to keep children safe. Given our unique research insights, we argue that social work must pause to consider the ethical implications of these practices in depth, before they become even more institutionalised.

Whilst the empirical process of research highlights substantive findings, understanding the methodological approach in which access is gained and sustained on field sites is also an integral part of the data. Gaining access in ethnographic studies, in particular, is a complex task which requires researchers to continually negotiate systems and processes in order that they may reflect on the socially embedded practices of their chosen fields. However, once the researchers are accepted, the ethnographer then has to be aware of the effect their presence has on the field and that access is a continual process of negotiation and contestation. Based on a longitudinal study, which conducted a 15-month ethnography in two social work organizations, this article will explore the dilemmas various members of a research team experienced when trying to blend into the different sites. And then, once having achieved their desired position, the challenges they encountered when they realized that their presence was affecting the performances of their participants. We conclude by discussing the importance of reflexivity, power and ethics. Ethnographic research may be a more natural way for researchers to collect data, but it is also a method which positions researchers in situations, where they can easily influence encounters and, in effect, become part of the findings as well. While recognition that some service users do not want social work involvement has grown in recent years, little research has explored what relationships between social workers and 'involuntary clients' look and feel like in practice and how they are conducted in real time. This paper draws from research that observed long-term social work practice in child protection and shows how relationships based on mutual suspicion and even hate were sustained over the course of a year, or broke down. Drawing on a range of psycho-social theories, the paper adds to the literature on relationship-based practice by developing the concept of a 'hostile relationship'. The findings show how hostile relationships were enacted through conflict and resistance – especially on home visits – and how anxiety and other intense feelings were often avoided by individuals and organisations. This paper considers the intimate exchanges taking place in a space whose public/private designation is indistinct; the prison visiting room. Drawing on extensive research with serving prisoners, their visitors, and prison staff in the UK, and using as an interpretive lens recent geographical conceptualizations of comfort as affective complex, it seeks to better understand how the spaces provided for prison visitation affect the ‘doing’ of intimacy in ways that arguably detract from the potential benefits of prison visitation in supporting the well-being of both prisoners and visitors. The paper suggests that the bodily practices involved in achieving comfort-as-condition-of-possibility may simultaneously undermine the propensity for the resultant corporeal comfort to deliver this effect.

Тем не менее масштабная институциализация детей-сирот по-прежнему сохраняется во многих странах мира, в том числе в России. Рассматривая роль эмоций в системе ухода за детьми-сиротами, автор статьи вносит вклад в научную дискуссию по двум направлениям. Во-первых, в работе с опорой на психологические теории социальной привязанности прослежено, как макроинституциальная картина социальной поддержки детей-сирот и детей, оставшихся без попечения родителей, (де)конструируется в Европе и России. Во-вторых, основываясь на материалах этнографического исследования, проведенного в детском доме для детей с интеллектуальной инвалидностью, автор статьи исследует значение эмоций в жизни трех групп индивидов, а именно персонала, волонтеров и детей-сирот, а также влияние межличностных отношений на детей, живущих в детском доме. Рассматривая детский дом как гибридное пространство, совмещающее домашнюю и рабочую среды, и опираясь на социальные исследования детства, автор изучает влияние эмоций на жизнь уязвимой категории детей и показывает, как эмоциональные конфликты между персоналом и волонтерами могут воздействовать на организацию ухода за детьми и его качество. Этнографический метод дополняет научную дискуссию о детских домах, в настоящее время локализованную в поле количественных и биопсихологических исследований, в части понимания рутины этой жизни. Собранные в ходе исследования материалы позволяют заглянуть в закрытый мир учреждений для детей-сирот с инвалидностью и в то же время обрисовывают задачу переустройства подобных пространств, поставленную перед российским правительством в рамках законодательных изменений последних лет.\ud \ud [The latter half of the twentieth century saw the West largely pursuing policies of deinstitutionalisation in orphan care, with orphanages seen as spaces of extreme emotional deprivation capable of causing considerable harm to their inhabitants. Yet, large-scale institutionalisation of orphaned children persists in many countries across the globe. The Russian Federation is one such country that retains a large system of institutional care for orphaned children, and is the focus of this article. In considering the role of emotion in Russian orphan care it makes two contributions; first, it provides an overview of how the macro-institutional landscape of orphan care has been (de)constructed in the West and Russia through psychological theories of emotional attachment. Second, drawing upon the author’s ethnographic work in a Russian orphanage for children with intellectual disabilities, it examines the importance of emotion in the lives of three groups (staff, volunteers, orphans), and how inter-personal relationships impact upon resident orphaned children. Through a consideration of the orphanage as a hybrid space, comprising a domestic and a work environment, this article builds upon existing work in social studies of childhood on the role of interpersonal emotions, such as fear in public spaces, and offers insights into the impact of such emotions on the lives of vulnerable children. This article reveals the ways emotional conflicts between staff and volunteers impact significantly upon the provision and quality of care for the resident children within this institution. Such ethnographic perspectives provide nuance to the literature on orphanages, which at present remains largely quantitative and bio-psychological and, thus, lacks an understanding of the everyday of such spaces. Finally, these contributions provide a window into the institutional worlds that the Russian government now seeks to adapt with recent changes in state social policy, and illustrates the challenges ahead in implementing these changes.]

Drawing on a major RCUK-funded study of the socio-spatial context of prison visitation in the U.K., it brings carceral geographies and geographies of absence into productive dialogue, demonstrating that attention to the felt presence of absence in the context of prison visiting is highly revealing of the poignant and bittersweet nature of family contact during incarceration.

Research into social work and child protection has begun to observe practice to find out what social workers actually do, however, no such ethnographic research has been done into long-term practice. This article outlines and analyses the methods used in a study of long-term social work and child protection practice. Researchers spent fifteen months embedded in two social work departments observing organisational practices, culture and staff supervision. We also regularly observed social worker's encounters with children and families in a sample of thirty cases for up to a year, doing up to twenty-one observations of practice in the same cases. Family members were also interviewed up to 3 times during that time. This article argues that a methodology that gets as close as possible to practitioners and managers as they are doing the work and that takes a longitudinal approach can provide deep insights into what social work practice is, how helpful relationships with service users are established and sustained over time, or not, and the influence of organisations. The challenges and ethical dilemmas involved in doing long-term research that gets so close to social work teams, casework and service users for up to a year are considered. [ABSTRACT FROM AUTHOR]

This article reconsiders children’s mobilities through the relationship between care and control in the context of Russia’s disability orphanages. Drawing upon the lens of carceral mobilities, the article challenges the dominant conceptualisations of children’s mobilities as ‘independent’ or necessarily intertwined with notions of ‘wellbeing’. Instead this piece draws upon ethnographic research into the Russian disability orphanage system to present three typologies of multi-scalar carceral mobilities which children experience in this context; firstly as a form of spatial segregation and containment, secondly as a form of punishment and finally enforced stillness and restraint as a form of care. In doing so it provides new insights into the nature of the everyday for children in restricted institutional environments, largely absent from the wider geographical literature. Through the lens of carceral mobility this article provides a more nuanced geographical reading of the orphanage beyond an environment variously understood to harm or problematically to provide shelter, but as an institution enmeshed in biopolitical processes of power and control.

Advocating greater engagement between children’s and carceral geographies, this paper explores the spaces of parenting as they exist within a UK male prison, building upon criminological research on the effects of imprisonment on prisoners’ families and children. Focusing primarily on the visiting room, it extends discussion of the specificities of everyday material spaces and practices of parenting currently under scrutiny within children’s geographies and geographies of parenting, and brings these subdisciplines into dialogue with carceral geography. Concerned specifically with the intimate, embodied and sometimes banal practices of parenting in this constrained and highly surveilled context, it draws attention to previously overlooked spaces and identities of situated fathering.

Institutions have troubled us for decades. Although the history of this engagement has been noted as somewhat "fragmented" (Billo & Mountz, 2015, Progress in Human Geography, 40, p. 199), geographers have engaged in detailed discussion on how to research institutions (Flowerdew, 1982, Institutions and geographical patterns, Croom Helm, London, UK), and noted their multifaceted and heterogeneous nature. In a special issue in 2000, Philo and Parr initiated a discussion on an emerging and wide ranging literature of institutional geographies and their epistemological frames. This collection seeks to invigorate institutional geographies in thinking through trouble and moving to develop "geographies of trouble." This special section on "Troubling Institutions at the Nexus of Care and Control" has emerged from three sessions at the annual conference of the RGS‐IBG in 2016. The papers reflect a diverse engagement with the institutional in geography and provide novel insights around the nature of trouble. We believe geographers could develop trouble, scaling up to map the interconnected circuits of trouble interventions but also to move forward and consider how these networks and institutions are changing, adapting and increasingly troubled themselves. Institutions of orphan care are immensely complex spaces imbued with social and cultural norms, and can exhibit intricate power relations and particularly severe examples of surveillance. While there have been numerous excellent quantitative studies of these institutions, they reveal little of the complexity and heterogeneity of the spaces, and there remains a need for more qualitative and particularly ethnographic studies of spaces of orphan care to reveal their nuances. 48. Conceptualisations of social justice : exploring the views of newly-qualified social workers in statutory social work practice

Abstract

Cut to the chase This thesis explores the ways in which newly-qualified statutory social workers (NQSWs) conceptualise social justice. Social justice is widely considered to be a central value to social work but lacks a coherent and consistent definition. The literature presents a range of conceptual variants, and while the Professional Capabilities Framework (PCF) for social work in England includes social justice among its requirements for social work practice, it does not explicitly define it. Drawing on a combination of constructivism and critical realism, I treat social justice as a contestable and contested concept, but one that impacts, and is impacted by, events in world. Fifteen NQSWs were individually interviewed (alongside five experienced practitioners) about how they understood or defines social justice, what they believed had contributed to their conceptualisation, and what their experiences of social justice in practice were like. The resultant data were thematically analysed. The way participants described their social justice conceptualisations varied. This may be because of the influence of pre-qualifying experience which is, by its very nature, individual. The main contributions to knowledge of this thesis are threefold. The first is the approach taken to the research. The second is the finding that while participant concepts varied, their descriptions of practice experience were more cohesive. The third is the proposal of a new framework for conceptualising social justice in view of the findings; the Social Justice Tetrahedron. The thesis concludes with discussions of future research, and recommendations for the dissemination of its ideas in social work practice and education.
