6. Left-behind places in central and eastern Europe—labour productivity aspect.

Abstract

In the 21st century, there have already been a series of economic downturns, particularly the Subprime Crisis 2007–2009 and the Covid-19 pandemic in 2020. All those events triggered changes in productivity, economic performance and structure. The main objective of this study is to identify the regions left behind in the Central and Eastern European (CEE) countries and to analyse the structural and productivity changes taking place within them. In our analysis, we aim to verify the research hypothesis that all left-behind regions in CEE have similar economic structures with a high share of agriculture. The research period covers the years from 2010 until 2020 using data from the Eurostat database. In the first phase of our analysis, we analysed employment, Gross Value Added (GVA) and productivity data for 11 CEE countries. Then, we analysed the Nomenclature of Territorial Units for Statistics at level 3 (NUTS3) regions, and Poland, which is a NUTS2 region. Left-behind regions are defined as those with low productivity and low growth rates. We provide a detailed analysis of the best and worst performing regions in terms of productivity for each country using productivity data and shift-share decomposition of productivity growth rate. Left-behind regions for each CEE country have been identified, and these are BG333, BG342, CZ080, EE004, HR023, HU332, LT027, LV005, PL72, RO216, RO312, SI032, SI035, SI038 and SK032. Introduction: Sarcoidosis is a systemic disease of unknown etiology characterized by granuloma formation in the affected tissues. The pathologically activated macrophages are causatively implicated in disease pathogenesis and play important role in granuloma formation. Chitotriosidase (CHIT1), macrophage-derived protein, is upregulated in sarcoidosis and its levels correlate with disease severity implicating CHIT1 in pathology. Methods: CHIT1 was evaluated in serum and bronchial mucosa and mediastinal lymph nodes specimens from sarcoidosis patients. The therapeutic efficacy of OATD-01 was assessed ex vivo on human bronchoalveolar lavage fluid (BALF) macrophages and in vivo in the murine models of granulomatous inflammation. Results: CHIT1 activity was significantly upregulated in serum from sarcoidosis patients. CHIT1 expression was restricted to granulomas and localized in macrophages. Ex vivo OATD-01 inhibited pro-inflammatory mediators’ production (CCL4, IL-15) by lung macrophages. In the acute model of granulomatous inflammation in mice, OATD-01 showed anti-inflammatory effects reducing the percentage of neutrophils and CCL4 concentration in BALF. In the chronic model, inhibition of CHIT1 led to a decrease in the number of organized lung granulomas and the expression of sarcoidosis-associated genes. Conclusion: In summary, CHIT1 activity was increased in sarcoidosis patients and OATD-01, a first-in-class CHIT1 inhibitor, demonstrated efficacy in murine models of granulomatous inflammation providing a proof-of-concept for its clinical evaluation in sarcoidosis.

Abstract

The aim of the article is to analyse The Comprehensive Progressive Agreement on Trans- Pacific Partnership (CPTPP), which is the mega- regional trade agreement signed by eleven countries of the Asia-Pacific region in 2018. CPTPP uprising was a direct consequence of US President Donald Trump's decision to leave the Trans-Pacific Partnership (TPP). The paper indicates the circumstances of the CPTPP creation, main changes in relation to the original TPP format, as well as the prospects for further expansion of the discussed trade framework. The conducted analysis showed a limited scale of changes in the original TPP agreement, which largely comes down to suspend controversial legislation and concessions dedicated to the American side.

Abstract

The papers published in this monograph present best papers presented at the first conference of the Faculty of Economics and Bussiness of University of Rijeka organized on the topic of “Economics of digital transformation” from 2nd to 4th of May, 2018 in Opatija, Croatia (www.edt- conference.com). During the three days of the conference more than 50 researchers from European region contributed with their presentations. We are particularly proud on the results of our doctoral workshop where nine young researchers presented their research while five papers were published in the monograph. In this way we are building our future research capacities and expose young researchers to rigorous scientific challenge.

Abstract

The aim of this study is to determine whether funds spent on research and development are used efficiently in Association of Southeast Asian Nations (ASEAN) countries. Fifteen countries in the 2000-2016 period have been examined. Measuring the efficiency of research and development spending was performed using the non-parametric Data Envelopment Analysis (DEA) methodology, which allows for the assessment of input&ndash, output efficiency. The research includes the following input and output variables: annual public and private spending on innovation, high-technology exports as a percentage of manufactured exports, patent applications to the World Intellectual Property Organisation (WIPO) by priority year for million inhabitants, trademark applications (TA) for million inhabitants and information and communications technology (ICT) exports as a percentage of manufactured exports. Hong Kong and the Philippines are perhaps the most efficient with respect to research and development (R&amp, D) when analysed using the constant return to scale (CRS) approach. However, according to the variable return to scale (VRS) approach, the most efficient ASEAN countries are Hong Kong, Indonesia, Singapore and the Philippines. The study also confirms that increased spending on innovation is resulting in non-proportional effects.

Abstract

The main goal of this paper is to determine whether R&D funds are used efficiently in African countries. The innovativeness of a country's economy is nowadays one of the key factors stimulating the economic growth and competitiveness. Becoming more innovative is important in particular for developing countries, whose governments are developing national innovation strategies (NIS) and assuming a steady increase in research and development spending. Efficient innovation policies are creating conditions for enterprise development and the increase of competitiveness of the country. A calculation of R&D spending efficiency for selected African economies for the years 2009-2017 was carried out using Data Envelopment Analysis methodology, which allows the evaluation of input-output efficiency. Public and private spending on R&D as % of GDP was the selected inputs indicator. The model examines three output indicators: the number of patent applications (per million inhabitants), high-technology exports (% of export), and number of technical and scientific journal articles (per million inhabitants). Among the analyzed countries, those on the efficiency frontier regarding the use of CRS methodology are South Africa and Tunisia. According to VRS methodology, the most efficient nations are South Africa, Tunisia, and Madagascar. The performed analysis has not confirmed our hypothesis regarding the non-proportional relation between higher R&D spending and innovation outputs. Considering limited innovation capacities across African countries, it appears to be reasonable to increase R&D expenditures gradually to achieve better results on the path toward innovationdriven growth and development. Abstract

In 1990, Poland and later other Eastern European countries moved away from the centrally planned economy system by implementing a package of stabilization and structural reforms IMF and WB (SAPs). Poland with strong political support from the Solidarity Movement has decided for a radical break with the old system. The first half of the 90’s was marked by economic stabilization policies. High inflation, inefficient public enterprises sector, external debt threatened social explosion and chaos difficult to control. The political determination of the Solidarity movement and the strong desire of the society to break communism have contributed to the application of shock therapy to change the system. In our paper we present analysis of systemic changes in the first period of implementation of the principles of the Washington Consensus. We focus on structural policy aimed at modernizing the economic structure and creating competitive capacity on international markets in the ongoing globalization process. We consider changes taking place in the structures of economy in the period 1992-2008. Transition period can be divided into three periods. This first period till 1995 was stabilization phase. In the second period form 1996 till 2003 the elements of aqui communautaire set in the EU accession were consistently implemented. The third period contains years after accession 2004-2008. The aim of our analysis is to answer the question: what effects resulted from the implementation of a shock therapy in the sphere of productivity. The paper presents changes in labour productivity caused by structural changes and those that were the result of modernization of production technology. Authors used Shift-Share Analysis and decomposition equation for labour productivity growth. Labour productivity growth in an economy can be achieved by technological change, improvement of production process etc. (pure labour productivity growth) or by moving labour from low-productivity sectors to high-productivity sectors (structural labour productivity growth). The analysis shows that Poland improved both pure labour and structural productivity growth thanks to the changes and modernization of economic structures. In analysed period productivity increased in all sectors, however the most significant rise was noted in financial intermediation; real estate, renting and business activities. Simultaneously employment decreased the most in agriculture, hunting and forestry; fishing – the sector with the lowest productivity. In all analysed years pure productivity indicator was positive. However, structural productivity indicator was negative after first years after transition, that obtain the highest value after accession to EU. 45. INCOME DISPROPORTION BETWEEN CENTRAL AND EASTERN EUROPE REGIONS.

Abstract

In 2004 the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland and Slovakia joined EU. Those seven Central and Eastern Europe economies were far behind “old” EU countries in terms of economic development. Considerable differences were also inside countries, where the regions with capitals were significantly distinguished in terms of income and development over the remaining regions. In the same time idea of regional cohesion gain in importance in EU. Nowadays, one of the main EU's priorities is to reduce disparities between regions and improve economic well-being of delayed areas through actions under cohesion policy. The purpose of the research is to verify whether accession to EU helped to reduce income disproportions between CEE regions and also the effectiveness of EU fund usage by CEE regions. In the first part of the article, Author will present literature review about income inequity issue at the regional level. In the second part, EU regional policy will be discussed and actions that aim to reduce disproportions between EU regions. Then paper highlights the key statistics about income from Eurostat by NUTS2. The research period covers years from 2004 to 2015 due to availability of data for EU funds “real” expenditure. The main method is comparative analysis, which will be supplemented with descriptive statistics methods (in particular, time series analysis, including structure and dynamics analysis, distribution measures, including average measures). Moreover, to assess efficiency of funds usage the method of development pattern was used, which defines a linear hierarchy of objects based on their distance from the so-called development pattern. In the last part of the article, Author will analyse income gap between CEE regions. Research confirmed that income inequity was changing with different speed and directions over CEE counties. Huge disproportions can be also noticed inside individual countries, where capital regions were always the most developed regions with the highest income. Gross Domestic Product by PPS compared to EU average increased in all regions in analysed period. Only four regions with capital cities achieved GDP exciding EU average: Praha, Közép-Magyarország, Mazowieckie and Bratislavský kraj. Moreover, hypothesis about spatial autocorrelation was not confirmed. Regions near strong capital regions did not achieve high level of GDP. The highest growth in disposable income was noticed in Slovakia, Latvia, Lithuania and Estonia, where income doubled in analysed period. However, all three Baltic countries are still behind EU average. The most efficient in transforming EU funds into GDP growth are capital regions: Praha, Közép- Magyarország, Bratislavský kraj and Mazowieckie. Regions, despite diminishing EU aid, are able to maintain a high level of GDP per capita. However, high EU expenditures are not causing proportional increase in GPD per capita level. Result of this research confirmed that cohesion policy actions are no fully effective in CEE regions. There are still huge income inequalities and this trend seems to continue. Abstract

Automotive sector plays a key role in the EU, that provides around 12,6 million jobs and creates 4% of the EU's GDP. The EU accounts 20% of global vehicles production, the EU's automotive sector is the largest private investor in R&D. EU policy aim to strengthen the competitiveness of the EU automotive industry. In 2014 European Automobile Manufacturers' Association (ACEA) presented policy manifesto, which pointed out three main pillars necessary to improve competitiveness of automotive industry. Those pillars are: driving innovation, fostering growth through international trade and building a supportive regulatory framework. The main goal of the article is to analyse competitiveness of the EU automotive sector. The economic performance of the EU automotive sector is evaluated. In the first part of the paper main indicators for automotive sector will be presented, for instance production, employment, trade. Authors will focus on innovation, as a key factor for economic growth. In second part of the article major challenges for automotive sector will be presented. The article is based on critical review of the literature of the subject and international reports and analysis. The statistical data is sourced from the main international statistics. Main research method employed are comparative studies. In conclusion authors emphasized that the main challenge for EU automotive industry is raising world share of Chinese automotive sector. In addition huge challenge will be adaptation new technologies - electric, hybrid and e-gas (CNG and NGV) cars, as this will require huge R&D investments. However this may gain the leadership position for EU in the global chain in automotive industry. Abstract

After 2004, many post transitions economies joined EU, which significantly differed in the level of development from the "old" EU countries. In literature, the concept of a two-speed Europe has become popular. Simultaneously in the global economy the gap between rich and poor countries keeps widening. Many scientific studies indicate that in the long-run increase in income inequality cause social, political and economic problems. One of the EU's priorities is to reduce disparities, for this purpose, cohesion policy is conducted. The purpose of the research is to answer the question whether income differences between old and new Members are increasing or diminishing over the last years. In the first part of the article Author will focus on income inequity problem described in literature. In the second part EU policy that aim to reduce inequality will be presented. Then paper highlights the key statistics about income inequality from Eurostat. The research period is from 2005 to 2015. In the last part of the article Author will analyze inequality gap between EU countries using various statistical methods. To show differences in income inequalities between countries the quintile analysis will be present. Author will focus also on GINI Index. Both disproportion between EU countries and intra countries will be examined. Research confirmed that inequity was changing with different speed and directions over all EU counties. Inequality was rising the most in Bulgaria and Cyprus. The Gini index also increased in Germany, Denmark, Sweden and Spain. On the other hand, it was decreasing in Poland, Romania, UK and Portugal. The highest growth in disposable income was noticed in Bulgaria and Romania, but those countries are still behind EU average. Moreover, difference between the country with the highest and the lowest income per capita is decreasing during research period.
