Nicola Sturgeon's resignation as First Minister and leader of the SNP has thrown Scottish politics into flux. But beneath the superficial media coverage and frenetic party politics that followed her resignation, the fundamentals of the constitutional debate remain unaltered. One of these fundamentals, the extent to which Scotland is better or worse off being part of the UK political economy, is rarely debated in the depth it deserves. The parlous state of the UK economy and, in particular, the deeply entrenched territorial inequality that results from its extreme core‐periphery structure that safeguards the economic dominance of London and South East England, holds the potential for a surprise shift in the debate over independence to emerge. There has been widespread interest in the potential for the significant behavioural and policy adaptations rendered necessary by Coronavirus to act as a catalyst for radical longer term policy change in transport. However, this body of work to date has been limited in its consideration of how such policy change might be brought about. Translating the lessons from the Coronavirus response to other ongoing strategic challenges such as decarbonisation requires analysis of what the pandemic has revealed about processes of policy formulation and how institutions responsible for policy implementation actually work. This paper explores the extent to which rapid policy change has actually been possible in the transport sector in England and Scotland during the pandemic, and key examples of how such change has been both achieved and blocked. Two rounds of interviews with senior stakeholders from across the transport sector were undertaken in June and November 2020 to inform the analysis. We find that the pandemic has accelerated some policy commitments that were already planned, but at a time of huge stress on the whole of government and its partner delivery organisations, the potential to deliver radical policy adaptation was limited. However, Coronavirus is recognised as being a potentially path-changing disruption to existing trajectories in terms of the adaptations to business practices, industry structures, ways of working and the public finances. Paradoxically, whilst recognising these uncertainties, decision-makers are yet to deviate from pre-pandemic planning assumptions and policy plans and this risks missing the opportunities to steer how those changes unfold. • Addresses research gap in the study of governance responses during disruptions. • Identifies transport as a distant policy sub-sector in a crisis that affected all parts of government. • Finds that the response to the pandemic has accelerated already planned policies but generated few new policies. • Long-term impacts on the future structure of cities, use of public transport and uptake of active travel could still emerge. • The leading strategic thinkers on transport policy are still unsure what kinds of future demand to plan for. There is an active contemporary debate about how emerging technologies such as automated vehicles, peer-to-peer sharing applications and the ‘internet of things’ will revolutionise individual and collective mobility. Indeed, it is argued that the so-called ‘Smart Mobility’ transition, in which these technologies combine to transform how the mobility system is organised and operates, has already begun. As with any socio-technical transition there are critical questions to be posed in terms of how the transition is managed, and how both the benefits and any negative externalities of change will be governed. This paper deploys the notion of ensuring and enhancing public value as a key governance aim for the transition. It sets out modes and methods of governance that could be deployed to steer the transition and, through four thematic cases explores how current mobility governance challenges will change. In particular, changing networks of actors, resources and power, new logics of consumption, and shifts in how mobility is regulated, priced and taxed – will require to be successfully negotiated if public value is to be captured from the transition. This is a critical time for such questions to be raised because technological change is clearly outpacing the capacity of systems and structures of governance to respond to the challenges already apparent. A failure to address both the short and longer-term governance issues risks locking the mobility system into transition paths which exacerbate rather than ameliorate the wider social and environmental problems that have challenged planners throughout the automobility transition. This paper highlights the extent to which a future mobility system dominated by Connected and Autonomous Vehicles (CAVs) poses profound challenges to the 'publicness' of the transport and mobility systems of many cities. This is evident at different policy levels: the regulatory posture of governments, changing notions of the contributions of mobility to wider 'public value', and the underpinning shared experiences of urban life and citizenship or civitas. There is relatively little discussion of how widespread automation might reduce the 'publicness' of transport systems in terms of the range of mobility opportunities they offer, how changing patterns of mobility across neighbourhoods and social groups will contribute to urban restructuring, and the implications of this for public value and the character or civitas of cities. In particular, we note how the huge expansion in mobility choices made possible by CAVs might lead to circumstances in which the outcome of individuals exercising that choice is to change the nature of urban mobility profoundly. We examine the application of scenario-planning techniques to the detailed and daunting challenge of city repositioning when policy makers are faced with a heavy history and a complex future context. We review a process of scenario planning undertaken in the Edinburgh city region, exploring the scenario process and its contribution to strategies and policies for city repositioning. Strongly rooted in the recent literature on urban and regional economic development, the text outlines how key individuals and organisations involved in the process participated in far-reaching analyses of the possible future worlds in which the Edinburgh city region might find itself. Tensions between individual liberty and collective social justice characterise many advanced liberal societies. These tensions are reflected in the challenges posed for representative democracy both by participatory democratic practices and by the current emphasis on (so-called) responsible participation. Based on the example of 'community' housing associations in Scotland, this paper explores these tensions. It is argued that the critique of responsibility may have been over-stated, that, in particular, 'community' housing associations offer the basis for relatively more inclusive and effective processes of decision making than council housing, which relies on the traditional processes and institutions of representative local government for its legitimacy. For over 30years the context for transport policy in much of the developed world has been framed by neo-liberal economic values, which seek to maximise the role of market mechanisms in public policy and service provision. Although the pace of deregulation, privatisation and other reforms has varied between countries, neo-liberal ideas and practices have become increasingly important in the planning and delivery of transport across all modes. In recent years, however, there has been something of a retreat from this position as governments have sought to re-engage in the delivery of many areas of policy, including transportation, in response to a range of economic, social and political trends. This paper reviews the reasons for this re-engagement, applying inter alia the conceptualisations and theoretical approaches of the ‘new economic geography’ to explore the changing role of the state in 21st century transport. As such, the paper also serves to establish a background for the six following contributions to this special issue of the Journal of Transport Geography. [Copyright &y& Elsevier]

This paper uses survey and qualitative evidence from four neighbourhoods in two cities to explore the hypothesis that citizen participation in urban governance is fostered by political structures and public policy as well as by a civic culture supportive of citizen involvement. The analysis shows that although the prospects for citizen participation are likely to be least propitious in poor neighbourhoods demonstrating lower educational attainment levels, for example, such factors may be mitigated by political mobilisation and the approaches to urban governance, including citizen participation, adopted by local institutions. Citizen participation may be fostered as much by the creation of opportunity structures that build confidence in the efficacy of participation as by the intrinsic levels of civic culture. Urban regime theory has become a favoured tool of analysis for students of city politics. It provides a consistent evaluative framework with which to analyse the operation of local politics in contrasting cities. Recent applications have sought to extend the reach of regime analysis beyond the US, and to integrate the theory with other urban political and geographical analyses. This paper reflects both of these concerns by applying the insights into power structures and coalition formation in city politics provided by regime theory, and particularly Stoker and Mossberger's (1994) typology of regime characteristics. This is valuable in informing the (re)emerging debates over the preferred spatial and functional structure of urban local governance in the UK. By comparing the development of policy in a particular field, urban rail transportation, the characteristics of two different local institutional mixes, the 'city-regional' and the 'public choice', are demonstrated to exert profound influences on the composition, operation and aspirations of local regimes. The differences in decision-making strategies and policy outcomes that arise are suggested to have significant implications for the preferred spatial structure of local authorities, and the level of public accountability they achieve. This is a composite paper bringing together six personal reflections on being supervised as doctoral students by Ronan Paddison. It contributes insightful and poignant voices of experience to a special issue commemorating the academic contributions – here with wider implications beyond the immediately 'academic' – of Ronan Paddison (1945–2019), the founder and for many years Editor-in-Chief of this journal, Space and Polity. The six sets of reflections have been authored independently of one another, but their cumulative effect is to demonstrate the depth of 'hidden' academic (and related) contribution made by Ronan to nurturing early career academics formally (through the doctoral supervision process) and more informally (in numerous ways and sometimes continuing well beyond the submission and award of a thesis). Real estate development is an intensely social process dependent on rich networks of relations between public and private sector actors. Previous work has explored how far such relations are formalised in large cities through shared coalitions of interest intended to promote urban growth. Relatively little attention has been given to networks in smaller cities, which is the concern of this paper. Drawing on detailed research in a small Scottish city, the paper explores how its local network was characterised by strong reliance on network construction and reproduction through trust and reputation. Significantly, within such local networks, competition and collaboration can exist side by side, without subsuming normal tensions into consistent agendas or formally defined 'partnerships'. Controlling land for urban expansion provides a particular focus for these tensions, since it can allow certain interests to gain network dominance. These findings raise important concerns around whether small cities should rely on informal networks to promote growth instead of constructing formal coalitions that may attract more externally based actors. Such choices have profound implications for the capacity and transparency of development networks, and thus for the accountability of the urban development process. [ABSTRACT FROM AUTHOR]

Reducing carbon emissions from the transport sector has become a critical imperative for public policy as our understanding of the impacts of the mobility system on the environment has developed. This paper contrasts policy development in three cities (Aberdeen, Bremen and Malmö) that collaborated as part of a European Union knowledge exchange programme designed to share innovative approaches to carbon reduction in the transport sector. We identify a number of critical aspects of governance, including the approach to policy formulation and implementation, and the status of consensus and cohesion, as key determinants of transport outcomes. We conclude that the degree of institutional alignment evident in each city’s governance network is crucial in explaining their appetite for the pursuit of low carbon policies, and in turn the real potential for policy transfer to occur as envisaged by European Union collaboration frameworks. . Devolution has been described as a key 'global trend' over recent decades as governments have decentralised power and responsibilities to subordinate regional institutions. UK devolution is characterised by its asymmetrical nature with different territories granted different institutional arrangements and powers. This paper seeks to examine the role of state personnel in mobilising the new institutional machinery and managing the process of devolution, focusing on transport policy. The research presented shows a clear contrast between London and Northern Ireland, on the one hand, and Scotland and Wales, on the other, in terms of the effectiveness of political leaders in creating clear policy priorities and momentum in transport. We examine the impact of devolution in the United Kingdom on transport policies in the first two terms of devolved government, from 1999/2000 to 2007/08. In particular, we discuss the nature and extent of policy convergence and divergence between the devolved territories (Scotland, Wales, Northern Ireland, and London) and England (wherein responsibility for policy formulation remains with the UK government at Westminster), and between the devolved territories themselves. Our analysis builds on existing work on devolution and public policy not only through its focus on transport policy, but also by distinguishing between `horizontal' and `vertical' dimensions of policy divergence and convergence, referring to relations between territories and to links to previous~policies adopted within the same territory, respectively. Findings point to a convergence of overarching transport strategies and a complex picture of both convergence and divergence in terms of specific policy measures. The continued failure to put transport on a robust low carbon transition pathway calls for new approaches in policy and research. In studies of transport systems and patterns of mobility, established approaches to data collection, analysis and subsequent policy design have focused on capturing 'typical' conditions rather than identifying the potential for substantive change. This focus on the apparent aggregate stability of the transport regime has reproduced a belief in policy circles that our current travel patterns are largely fixed and therefore very difficult to alter, which in turn has resulted in an over reliance on implausible assumptions about the carbon reductions that can be achieved through technological improvements such as low emission vehicles. This paper argues that there is potentially much greater adaptive capacity in the mobility system than currently allowed for. It illustrates this potential through the investigation of actual adaptations made during a set of specific 'disruptive' events. The paper concludes by suggesting that we can go further in reducing the demand for travel if we broaden the scope of intervention to take a wider view of when and how mobility matters to participation in activities across the population. This could enable an acceleration of existing trends which suggest the potential for less mobility and therefore less carbon intensive lives. • Data collected during episodes of transport 'disruption' offer novel insights on behavioural adaptations. • The learnings from responses to 'disruptions' are important for understanding the potential for policy change. • Transport patterns are not as difficult to change as is commonly understood.
