The high spin states in 61 Ni have been studied using the fusion evaporation reaction, Ti( $^{14}$C,3n) $^{61}$Ni at an incident beam energy of 40 MeV. A Compton suppressed multi-HPGe detector setup, consisting of six Clover detectors and three single crystal HPGe detectors was used to detect the de-exciting $\gamma$ rays from the excited states. The level scheme has been extended up to an excitation energy of 12.8 MeV and a tentative J$_{\pi}$ = 35/2$^+$ . The low-lying negative parity levels are found to be generated by single particle excitation within the f p shell and also excitations to the g$_{9/2}$ orbitals as explained well with shell model calculations using the GXPF1Br+V M U (modified) interaction. Two rotational structure of regular E2 sequences with small to moderate axial deformation have been established at higher excitation energy. Most interestingly, two sequences of M1 transitions are reported for the first time and described as magnetic rotational bands. The shears mechanism for both the bands can be described satisfactorily by the geometrical model. The shell model calculation involving the cross shell excitation beyond the fp shell well reproduce the M1 and E2 sequences. The shell model predicted B(M1) values for the magnetic rotational band B1 show the decreasing trend with spin as expected with closing of the shears., Comment: 18 pages, 17 Fig

We introduce a scattering-type scanning near-field infrared microscope (s-SNIM) for the local scale near- field sample analysis and spectroscopy from room (RT) down to liquid helium (LHe) temperatures. The extension of s-SNIM down to T = 5K is in particular crucial for low-temperature phase transitions, e.g. for the examination of superconductors, as well as low energy excitations. The LT s-SNIM performance is tested with CO2-IR excitation at T = 7K using a bare Au reference and a structured Si/SiO$_2$-sample. Furthermore, we quantify the impact of local laser heating under the s-SNIM tip apex by monitoring the light-induced ferroelectric-to-paraelectric phase transition of the skyrmion-hosting multiferroic material GaV4S8 at T$_c$ = 42K. We apply LT s-SNIM to study the spectral response of GaV$_4$S$_8$ and its lateral domain structure in the ferroelectric phase by the mid-IR to THz free-electron laser-light source FELBE at the Helmholtz-Zentrum Dresden-Rossendorf, Germany. Notably, our s-SNIM is based on a non-contact atomic force microscope(AFM), and thus can be complemented in-situ by various other AFM techniques, such as topography profiling, piezo-response force microscopy (PFM) and/or Kelvin-probe force microscopy (KPFM). The combination of these methods support the comprehensive study of the mutual interplay in the topographic, electronic and optical properties of surfaces from room temperature down to 5K.

Multisatellite particle and magnetic field data for the substorms of July 29, 1977, show auroral-like activity above 80 deg invariant latitude during the recovery period. The movement of auroral zone activity to high latitudes followed the substorm sequence, at which time the inferred interplanetary magnetic field (IMF) was strongly northward. Electron energy spectra indicative of a field-aligned potential drop, and the absence of supporting precipitating ions, are found at latitudes greater than 80 deg. The north-south symmetry of these observations suggests that the events are on closed field lines. It is noted the very strong northward IMF connected to the sunward tilted geomagnetic dipole field plays a role in the driving of strong Birkeland and ionospheric current systems in the northern polar regions, while eliminating them from the southern polar regions.

Observations of low-energy electron fluxes made over a 6 year period with the photoelectron spectrometer on the AE-C and AE-D satellite are used to investigate electron pitch angles in the low altitude cusp. A 16 point energy spectrum from 2 to 500 eV was obtained at every .25 s, and the location of the cusp was verified by the presence of protons detected by the low-energy electron instrument. Isotropic fluxes of precipitating electrons with Maxwellian energy spectra were observed in the low-altitude cusp, and the presence of low-energy electrons with pitch angles less than 15 deg was determined streaming into the cusp ionosphere. The energies of the streaming electrons sometimes appeared as a peak superimposed on the normal cusp Maxwellian background of isotropic electrons, and it is concluded that the energies and pitch angle distributions of the precipitating electrons may explain the enhancements of auroral emissions and discrete arcs.

A study is presented of the ambient photoelectron spectrum below 300 km which includes 500 AE-E orbits observed from Dec. 13, 1975 to Feb. 24, 1976. The daytime photoelectron spectrum from 1 to 100 eV was illustrated by several spectra; high resolution 10-32 eV spectra show the widths of the photoelectron lines and the variation of the linewidth and intensity with altitude. The photoelectron flux below 300 km is constant over a period of several months; the photoelectron lines between 20 and 30 eV are very sharp when the total plasma density is low, but broaden at high altitudes as the plasma density builds up during the day. The photo-electron flux above 300 km had an intensity and energy spectrum characteristic of the 250-300 km region only in the presence of low plasma density at the satellite altitude. The flux at high altitudes was extremely variable 3 h after sunrise as a result of attenuation and energy loss to thermal plasma along the path of escaping electrons.

Simultaneous measurements of ion and electron energy spectra recorded during the October 28, 1977 geomagnetic storm by the AE-C and ATS 6 spacecraft when both were nearly on the same L shell are evaluated and compared. The orbit of the AE-C generates wide longitudinal coverage of the auroral oval, whereas the ATS 6, which is located at geosynchronous orbit, samples the equatorial particle population. It is shown that the coincident electron energy spectra obtained by the two satellites agree well above 5 keV and the spectra of electrons peak near 1 keV at ionospheric altitudes, while no peaks in energy appear at synchronous altitude.

The daytime photoelectron energy spectrum has been measured at altitudes above 154 km by the photoelectron-spectrometer experiment on the Atmosphere Explorer-E satellite. Below 200 km, well-resolved peaks are observed in the spectrum corresponding to production of O(+) and N2(+) in various electronic states from photoionization of N2 and O by solar He II (304A) radiation. Vibration-rotation excitation of N2 by inelastic electron scattering is observed at 2.5 eV. The features due to nitrogen disappear from the spectrum at altitudes above 200 km.

Simultaneous rocket measurements of the auroral electron flux and the optical emissions of N2 give a consistent picture of electron impact excitation in an aurora. The electron data show that the incident auroral electrons are nearly monoenergetic with energy about 25 keV. The overall shape of the observed low-energy electron spectrum is in good agreement with other recent observations and also with recent theoretical models, although there is some disagreement with the models in the value of the power law slope above 20 eV. A discussion of the secondary electron spectrum obtained near apogee shows that a single power law cannot accurately describe the secondary electron spectrum in the energy range from 3 to 85 eV. About 40% of the N2(+) 1NG (0,0) band emission at 3914 A is excited by electrons with energy below 85 eV.

The present paper deals with the characteristics of low-energy electrons measured onboard the Atmosphere Explorer C (AE-C) satellite above the south polar cusp during the intense geomagnetic storm of September 21, 1977. The low-energy electron fluxes measured with the Photoelectron Spectrometer experiment indicate that the dayside polar cusp was displaced down to 69-72 deg invariant latitude during the storm. A region of intense fluxes of precipitating electrons was observed in the region near 1700 MLT between 66 and 69 deg invariant latitude, which statistically coincides with that of ascending field-alignment currents in the disturbed afternoon auroral region.

Particle observations at 283 km acquired with the AE-C spacecraft during the large geomagnetic storm of May 16, 1975 indicate that the polar cusp was displaced to 71 deg invariant latitude between 1020 and 1244 MLT. Three regions of low-energy particle fluxes were determined which may be indentified with regions of field-aligned current flow in the dayside auroral zone and cusp. It is suggested that the low-energy electrons are scattered and that their pitch angles are isotropized by magnetic fluctuations associated with the Kelvin-Helmholtz instability caused by shear in the proton flow into the cusp.

A substantial improvement in energy resolution for photoelectron energy spectra in the 150-320 km altitude range is reported. The spectra were obtained with the AE-E satellite. The improvement is based on a data analysis technique which makes use of spectra obtained from the spinning spacecraft when the potential of the sensor varies slightly with respect to the ionospheric plasma as a consequence of the v x B induced voltage in the spacecraft body. The results permit determination of the line shape and area of the O and N2 304A solar radiation-produced photoelectron lines as a function of altitude. The photoelectron lines are found to be essentially unbroadened by coulomb scattering below 200 km, but substantial broadening occurs by 250 km. At 300 km, the characteristic line shape due to coulomb scattering with a degradation to low energy and a sharp high energy side can be observed readily.

The two-stream method has been used to calculate photoelectron fluxes. These results have been compared to those obtained by the photoelectron spectrometer on Atmosphere Explorers C and E. At both low altitudes, and higher altitudes (where transport effects are significant) the calculated and measured photoelectron fluxes yield good agreement. It is suggested that (1) better photoionization and scattering cross-section data will yield improved flux calculations, and (2) measurements of the pitch angle distribution are necessary for better high-altitude comparisons.

AE-C and AE-D observations at low altitudes in the high-latitude region near magnetic local noon have revealed properties of low energy electrons and protons that are similar to those determined from earlier particle and field-aligned current observations. The principal feature determined in the present study is a well-defined boundary (less than a few km or 0.01 deg in invariant latitude) which appears only in the postnoon high-latitude region. Energy spectra of low energy electrons and protons show a distinctive softening at latitudes above this boundary. The region of soft particle precipitation above this boundary (located near 78 deg invariant latitude during moderately disturbed to quiet geomagnetic conditions) is identified as the dayside cusp.

Simultaneous high-resolution observations of a distinctive feature in the energy spectrum of conjugate photoelectrons and spacecraft potential relative to the local ionosphere have allowed the net potential difference between magnetic conjugate points at latitudes below the region of low-energy (i.e., lower than 100 eV) auroral electron precipitation to be determined. Measurements made at 300 km from Atmosphere Explorer C show that there is normally no net potential difference between hemispheres in this region, which extended up to invariant latitudes as high as 74 deg. Two types of apparently related anomalous behavior were infrequently observed at high latitudes. During these periods the incident flux of conjugate photoelectrons was either decelerated by about 3 eV or was not detected.

Results of a coordinated auroral experiment involving the Atmosphere Explorer C satellite and a sounding rocket are reported. Auroral primary electron fluxes and neutral gas densities measured by instruments on the satellite are used in a model calculation of the thermospheric manifestation of the aurora. There is encouraging agreement between the calculated and measured electron density, electron temperature, secondary electron flux, and O I emissions at 5577 and 6300 A. A discrepancy between the calculated and the rocket-measured 3914-A emission profile is discussed in terms of experiment geometry and auroral physics. The coordinated measurements are used to infer vertical fluxes of ionization and of electron thermal energy at high altitudes

The results are presented of a number of observations made with the aid of the Atmosphere Explorer C spacecraft under conditions which provided an unambiguous opportunity to study photoelectrons entering the atmosphere after flowing along the geomagnetic field from the magnetic conjugate point. A graph is presented with energy spectra of electrons observed precipitating into the atmosphere when the magnetic conjugate point was illuminated. Another graph shows the average energy spectra of electrons observed at 263 km for a range of solar zenith angles when the zenith angles at the magnetic conjugate point varied from 100 to 81 deg.

Electron energy spectra from 10 eV to 25 keV have been obtained from steady diffuse auroral forms at altitudes above 150 km by the Atmosphere Explorer C and D spacecraft. Overlapping coverage of the energy range was provided by the photoelectron spectrometer experiment (10-500 eV) and the low-energy electron experiment (0.2-25 keV). The spectral shape between 10 and 20 eV is independent of altitude between 150 and 270 km, has variable energy dependence between about 20 and 150 eV, and above approximately 150 eV has energy dependence determined primarily by the details of the energy spectrum of electrons incident on the atmosphere. The observed results are in satisfactory agreement with two recently published model calculations.

An inelastic scattering technique was used to measure the electron impact excitation cross section for the X 1Sigma (+)-g yields a 1Pi-g transition in N2 in the energy range 13 to 100 eV. The relative excitation cross section was calculated by integration of the relative differential scattering cross sections at various energies and the relative values of the excitation cross section were put on an absolute scale by comparing the relative cross sections to those for excitation of the X 1Sigma (+)-g yields C 3Pi-u transition and those of the electron impact optical emission cross section for the C 3Pi-u yields B 3Pi-g transition as a secondary standard. The excitation cross section was found to vary from a maximum value of 3.6 x 10 to the -17 cu cm between 15 and 18 eV to 5.2 x 10 to the -18 cu cm at 100 eV.

Measurement results are presented for the forward-scattered component of the absolute cross sections pertaining to proton- and deuteron-impact excitation of the first four vibrational levels of the electronic ground state of H2. The significance and implications of these results are discussed.
