The purpose of this paper is to trace community and regional responses to the economic downturn of 2008/2009 in Northern British Columbia, Canada. Our research during this period (2009–2011), the Northern Economic Vision II (NEV II) project, sought to investigate whether communities in the region were incorporating some of the core findings, lessons from an earlier project, the NEV I project (conducted in 2002–2005), in terms of preparing for both economic uncertainty and opportunity through place-oriented community planning and enhanced regional collaboration. Findings suggest that in the face of economic hardship, many communities continued to pursue community and regionally-oriented strategies in an attempt to preserve services and quality of life for local residents, and did not engage in reactive budget cuts in the face of economic decline, as experienced in previous bust periods.

QinetiQ, in association with Frazer-Nash Consultancy and Dstl, have developed a new numerical model of optical communications where part of the transmission is through water. The model (called Optical Communications Underwater Model or OCUM) finds the signal from air platform to sea platform (and vice versa) or between underwater platforms including the effects of scattering within the water, the refraction at the sea surface and transmission through cloud. The effects of scattering are found through Monte Carlo simulation before parameterizing the results to be used in subsequent calculations. The background light is also included from the sun to obtain the signal to noise ratio which is then used to find the analytical and numerical (via a message transmission simulation) bit error rate. This paper shows some of the details of the model and the approaches taken to obtain the transmission efficiency and performance. Some basic results will be presented to demonstrate the utility of the model.

In current policy discourse, rural decline is often described as an inevitable process associated with such broader structural trends as globalization and urbanization. The purpose of this paper is to challenge the supposed inevitability of rural decline in northern British Columbia (BC), Canada. We argue that rural decline in northern BC has been facilitated through an intentional policy program that views hinterland areas as a ‘resource bank’ from which to fund provincial infrastructure and services, without adequate attention to rural reinvestment. We highlight the potential discrepancies of this approach through a comparative study of two development eras in the province. In the first era, we examine the policies and development approach adopted by the W.A.C. Bennett provincial government, which governed from 1952 to 1972. We argue that the Bennett regime confronted the complexity of the post-war era with a comprehensive vision and coordinated policy program for ‘province building’ through intensive investments in industrial expansion and community infrastructure throughout the BC hinterland. By comparison, the post-1980s era in BC has witnessed a continuation of the resource bank approach, minus a concomitant commitment to hinterland investment. Reversing the inevitability of rural decline requires a renovation of the investment orientation witnessed during the Bennett era through an appreciation of the role of place in economic development. Our recommendations for renewed rural development in northern BC are drawn from a synthesis of the Bennett lessons with those emerging within place-based development literature.

Since the early 1980s, rural and small-town Canada has experienced considerable transformation from social, economic, and political restructuring. These changes put pressure on communities and regions to assume increasing levels of responsibility for economic planning and development. The record to date, however, reveals implementation gaps between plans and the results on the ground. This paper explores this implementation gap using a case study from northwestern British Columbia, Canada. The findings indicate that a failure to incorporate the context of place in the analysis of economic strategy reports results in flawed local and regional development processes and misdirected action plans. This research is set within a broader revival in the regional development literature, where an interest in regions is accompanied by enquiry into the ability of local action to influence economic development planning and longer-term community sustainability.

Northern British Columbia, Canada, has undergone a considerable economic, social, and cultural transformation over recent decades. Specifically, economic and political restructuring processes have destabilized commitments to community infrastructure and exacerbated the variability of boom and bust patterns across the north. This paper, drawn from ongoing regional research, provides a critique of emerging arguments that advocate for greater levels of local control over northern development to address these development challenges. Our research reveals strong sentiments from northern people and agencies to construct ‘made in the north’ solutions. Findings illustrate, however, that the assumptions inherent within such calls for local and regional development require critical review.

The social, economic, and political landscape of northern British Columbia (BC), Canada, has undergone considerable transformation since a recession in the early 1980s. From this, there is an emerging recognition of the need to move from an economy based upon comparative advantage to one embracing competitive advantage. The purpose of this paper, drawn from ongoing regional research, is twofold. First, we apply a rural lens to the regional planning and development literature, which highlights the significance of competitive advantage as a tool for regional rejuvenation. Second, we add to this dialogue by exploring the relevance and meaning of competitive advantage in the non-metropolitan setting of northern BC.

Rural and small town places around the world are experiencing dramatic change. These changes are driven by the increasing pace and complexity of the global economy. With a focus upon examples from northern British Columbia, Canada, this chapter reviews issues of rural change and the transition towards a more place-based approach to local and regional development as rural and small town places reposition themselves in the global economy.

Data on the financial performance of multifamily rental housing has not been available nearly as long as such information for single-family housing. It is believed that this lack of information has increased the cost of debt and equity capital to apartment housing and thus has increased the rents paid by apartment residents. Data on apartments, which is now becoming available through an industry-sponsored initiative, has the potential of narrowing this information gap. This article has several objectives: to describe this new database, AptDataTM, to housing researchers to assess the strengths and weaknesses of AptDataTM for housing market and policy research, to compare estimates from AptDataTM with those from other sources, and to offer several potential research applications of this new data resource.

A Naval Infrared Search and Track (IRST) demonstrator has been developed for the UK Ministry of Defence. The system uses two staring infrared cameras and split field of view optics to provide panoramic surveillance of the horizon and has real time processing for detection and tracking. The fusion of IRST and radar sensors offers an improvement in tracking due to their complementary nature. The benefit of integrating an IRST with other sensors has been assessed with simulated and real trials data. The high fidelity simulation begins with infrared scene rendering, followed by addition of targets, atmospheric effects, sensor characteristics and ends with plot extraction. This paper describes the simulation and compares the results with real data gathered with the IRST demonstrator.

A Naval Infrared Search and Track (IRST) demonstrator has been developed for the UK Ministry of Defence. Use of staring detectors provides improved sensitivity and faster update rate than current scanning IRST systems. The demonstrator is fitted with commercial 640x512 pixel medium waveband detectors but is designed to accommodate 1024x768 pixel detectors in the future. The system features switchable spectral filters to allow choice of the optimum waveband for the prevailing environmental conditions and beam steering optics for non uniformity correction and image stabilisation. Real time processing has been implemented using a combination of Field Programmable Gate Array and PowerPC hardware for detection and tracking. The paper describes the system and presents some examples of its output.
