Abstract

The Dark Energy Spectroscopic Instrument (DESI) is a Stage IV ground-based dark energy experiment that will measure the expansion history of the Universe using the Baryon Acoustic Oscillation technique. The spectra of 35 million galaxies and quasars over 14000 square degrees will be measured during the life of the experiment. We describe the installation of the major elements of the instrument at the Mayall 4m telescope, completed in late 2019. The previous prime focus corrector, spider vanes, and upper rings were removed from the Mayall's Serrurier truss and replaced with the newly-constructed DESI ring, vanes, cage, hexapod, and optical corrector. The new corrector was optically aligned with the primary mirror using a laser tracker system. The DESI focal plane system was integrated to the corrector, with each of its ten 500-fiber-positioner petal segments installed using custom installation hardware and the laser tracker. Ten DESI spectrographs with 30 cryostats were installed in a newly assembled clean room in the Large Coude Room. The ten cables carrying 5000 optical fibers from the positioners in the focal plane were routed down the telescope through cable wraps at the declination and hour angle axes, and their integral slitheads were integrated with the ten spectrographs. The fiber view camera assembly was installed to the Mayall's primary mirror cell. Servers for the instrument control system replaced existing computer equipment. The fully integrated instrument has been commissioned and is ready to start its operations phase.

Abstract

The DESI Legacy Imaging Surveys are a combination of three public projects (the Dark Energy Camera Legacy Survey, the Beijing-Arizona Sky Survey, and the Mayall z-band Legacy Survey) that will jointly image approximately 14,000 deg^2 of the extragalactic sky visible from the northern hemisphere in three optical bands (g, r, and z) using telescopes at the Kitt Peak National Observatory and the Cerro Tololo Inter-American Observatory. The combined survey footprint is split into two contiguous areas by the Galactic plane. The optical imaging is conducted using a unique strategy of dynamically adjusting the exposure times and pointing selection during observing that results in a survey of nearly uniform depth. In addition to calibrated images, the project is delivering a catalog, constructed by using a probabilistic inference-based approach to estimate source shapes and brightnesses. The catalog includes photometry from the grz optical bands and from four mid-infrared bands (at 3.4, 4.6, 12 and 22 micorons) observed by the Wide-field Infrared Survey Explorer (WISE) satellite during its full operational lifetime. The project plans two public data releases each year. All the software used to generate the catalogs is also released with the data. Abstract

I examine the debate between reductive and non-reductive physicalists, and conclude that if we are to be physicalists, then we should be reductive physicalists. I assess how both reductionists and non-reductionists try to solve the mind-body problem and the problem of mental causation. I focus on the problem of mental causation as it is supposed to be faced by non-reductionism: the so-called overdetermination problem. I argue that the traditional articulation of that problem is significantly flawed, and I show how to articulate it properly: what I call the ‘super-overdetermination problem’. In doing so, I demonstrate that the problem of mental causation faced by non-reductionism is in fact a special case of the mind-body problem, as faced by non-reductionism, and that the former can’t be solved independently of the latter. I then assess the prospects for a particular family of non-reductive views that I call immanentism, and show that they fail to solve the super-overdetermination problem. Finally, I put forward two arguments to support the conclusion that physicalism entails reductionism. Both arguments establish, via distinct reasoning, the proposition that mental property instances are identical to physical property instances; and then each argument employs the inference, which I also defend, that if mental instances are physical instances, then mental properties are physical properties; hence, reductionism follows.

20. Marking territory : demarcation of the DRC-Zambia boundary from 1894 to the present day

Abstract

From 1911 to 1914 an Anglo-Belgian boundary commission demarcated some 800 km of the boundary between the Congo Free State and Northern Rhodesia with 46 boundary markers. As was common practice across most British colonial boundaries in Africa prior to 1914, the process of demarcation was an exercise focused more on mapping and exploration than on clearly defining boundaries at the local scale. The division of territorial sovereignty through boundaries was known only at a small geographic scale. However, in 1927 a second Anglo-Belgian boundary commission was sent to demarcate what was by that time the Belgian Congo-Northern Rhodesia boundary. Working for six years at a cost that exceeded preceding boundary commissions throughout colonial Africa, the 1927-33 boundary commission erected boundary marks every 500 metres and literally carved the boundary line onto the local landscape. This research is framed by a ‘traditional’ understanding of a boundary as a fixed, bilateral and linear entity, taking an approach from international law. It is shown how boundaries developed as an essential component of the modern state territorial sovereignty that was imposed on the African continent through European imperialism. In making a boundary ‘known,’ demarcation is then isolated as a distinct process and recovered as a narrative in the study of the DRC-Zambia boundary from the colonial through the post-independence periods. Examining the disparity in demarcation methodology within in this narrative provides a unique lens through which to examine the relationship between state and territory throughout this narrative. It will be shown how economic aspects of land continue to affect demarcation methodology, reflecting some of the very foundational tenets of territorial sovereignty.

Abstract

In The Theory of Peasant Cooperatives, Chayanov develops the theories of differential optima and vertical integration, which stress the vulnerability of peasant farming in capitalist markets, and argues that cooperatives can support smallholders only if they operate as 'a cooperative movement', are buttressed by a strong 'cooperative culture', and achieve 'vertical integration'. Based on extensive fieldwork in China, we identify six major obstacles that explain the failure of most cooperatives. Chayanov's arguments caution us to not only the vital importance of cooperatives to the resilience of peasant farming, but also the apparently insurmountable obstacles that cooperatives face in market economies.
