The development priorities of individuals living in 11 communities in the arid and semi-arid rangelands of southern Ethiopia and northern Kenya are examined. The econometric analysis of their responses has shown that variation in ranking of future priorities is mainly pushed by variation across communities. The result has given support to community-based method to priority setting.

DOSS ([dagger][dagger]) Abstract: We present a simple two-period, dual-economy model in which migration options may affect the informal financing of educational investments. When credit contracts are universally available and perfectly enforceable, spatially varied returns to human capital have no effect on educational investment patterns. But when financial markets are incomplete and informal mechanisms with imperfect contract enforcement must fill the breach, attributes that affect the returns to education will affect educational lending and, consequently, educational attainment. Migration options can increase the returns to education, but can also choke off the informal finance on which poorer rural households may depend for long-term, lumpy investments like children's education. African women farmers are less likely than men to adopt improved crop varieties and management systems. This paper addresses two issues: How does gender affect technology adoption among African farmers? How does the introduction of new technologies affect women's well-being? Three conclusions come out of an extensive and critical review of the literature. First, African households are complex and heterogeneous. Second, gender roles within African households and communities cannot be simply summarized. Third, gender roles and responsibilities are dynamic; they respond to changing economic circumstances. Advancing women's land rights is a priority for the international development agenda. Little consensus exists, however, on which rights should be monitored and reported, especially in Sub-Saharan Africa where individual property rights and customary tenure regimes coexist and where much agricultural land remains unregistered. In such contexts, land ownership statistics may provide only a limited picture of women's and men's land rights. While some surveys collect information on women's land ownership, others collect information on women's management of land or control over the output produced. Using recent waves of the Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) for six African countries, we examine who holds the different rights on each plot of agricultural land and the extent to which these rights are held by the same person. We focus on (a) reported ownership, (b) who decides and manages the agricultural activities, and (c) who controls the output of land. We find that these rights over land do not always overlap, indicating that concepts of ownership, management and economic rights should not be used interchangeably. Consistent measures of women's and men's land rights are fundamental for the development of policies to empower rural women and to contribute to poverty reduction. [ABSTRACT FROM AUTHOR]

New data and new methods have provided many new insights into rural households in the past 50 years. We analyze what we have learned from household models since Boserup and Becker, using this to frame more recent findings about household behavior from three types of studies: observational studies, experimental games, and impact evaluations. More sex‐disaggregated data, as well as data that are collected at smaller units, such as agricultural plots, have allowed us to better understand agricultural productivity, risk sharing, and spousal cooperation. However, the focus on bargaining within households has often led us to ignore the cooperation that occurs within households. Many resources are owned and managed jointly by household members and many decisions are made jointly, although not all parties necessarily have equal voice in these decisions. Research demonstrating that households often do not reach efficient outcomes suggests that we still have much to learn about rural household behavior. Understanding both individual roles within households and the levels of cooperation, including joint decision making and ownership of resources, is essential to analysis of households, especially in rural areas where households engage in both production and consumption. Should agricultural development programmes target women in order to increase productivity? This article analyzes the challenges in distinguishing women's agricultural productivity from that of men. Most of the literature compares productivity on plots managed by women with those managed by men, ignoring the majority of agricultural households in which men and women are both involved in management and production. The empirical studies which have been carried out provide scant evidence for where the returns to projects may be highest, in terms of who to target. Yet, programmes that do not consider gendered responsibilities, resources and constraints, are unlikely to succeed, either in terms of increasing productivity or benefitting men and women smallholder farmers.
