Abstract

The objectives research to examine the influence of transparency, accountability, and society participation in the financial management of Rural Development. This research uses Survey method with questionnaire as the instrument. The population of the study was the entire apparatus and the Minister of Village fund managers. Based on the Purposive sampling method, the number of samples obtained is 75 respondents. The research used in this study is quantitative research with the aim of the study of the research in this literature with multiple regression tests and the validity and reliability test to determine Quality questionnaire used with SPSS software. The results of this study show that partials, accountability and society participation had positive significant influence on rural development. While the transparency variable had negative significant influence on rural development. Simultaneous transparency, accountability and society participation had positive influence on rural development. Kata Kunci: Transparansi, Akuntabilitas, Partisipasi Masyarakat dan Pembangunan Desa.

We propose a new, simple, one-pot, O. vulgare extract (OVE) mediated green synthesis method of biocompatible gold nanoparticles (AuNPs) possessing improved antioxidant, antimicrobial and plasmonic properties.Materials and methods: Different concentrations of OVEs were used to reduce gold ions and to synthetize biocompatible spherical AuNPs. Their morphology and physical properties have been investigated by means of transmission electron microscopy, ultraviolet–visible absorption spectroscopy, photon correlation spectroscopy and Fourier transform infrared spectroscopy, whereas their plasmonic properties have been tested using surface-enhanced Raman spectroscopy (SERS). The antioxidant properties of nanoparticles (NPs) have been evaluated by 2,2-diphenyl-1-picrylhydrazyl radical scavenging assay, and the antimicrobial tests were performed using the disk diffusion assay. Their cytotoxicity has been assessed by means of 3-(4,5-dimethylthiazol-2-yl)-2,5-diphenyltetrazolium bromide assay.Results: The experimental results confirmed the successful synthesis of biocompatible, spherical, plasmonic NPs having a mean diameter of ~40 nm and an outstanding aqueous stability. This new class of NPs exhibits a very good antioxidant activity and presents interesting inhibitory effects against Staphylococcus aureus and Candida albicans. Due to their plasmonic properties, AuNPs are used as SERS substrates for the detection of a test molecule (methylene blue) up to a concentration of 10-7 M and a pharmaceutical compound (propranolol) in solution. Cytotoxicity assays revealed that AuNPs are better tolerated by normal human dermal fibroblast cells, while the melanoma cancer cells are more sensitive.Conclusion: The biocompatible AuNPs synthetized using OVEs showed significant bactericidal and antimycotic activities, the most sensitive microorganisms being S. aureus and C. albicans, both commonly involved in various dermatological infections. Moreover, the significant antioxidant effect might recommend their use for protective and/or preventive effect in various skin inflammatory conditions, including the reduction in side effects in dermatological infections. Meanwhile, the as-synthesized biocompatible AuNPs can be successfully used as SERS substrates for the detection of pharmaceutical compounds in aqueous solutions. 5. Assessing the Utilization Level of E-Learning Resources among ODL Based Pre-Service Teacher Trainees

Abstract

Electronic resources have become a dominant feature of higher education, both traditional and distance learning based. Unlike in the past when universities relied majorly on the physical library and hard copy of books, e-books accessible through e-libraries are the dominant features of this century's institutions of higher learning. This study investigated pre-service teacher trainees by distance and the utilization of e-learning resources. A survey research design was used to carry out the study. One hundred and forty-four (144) pre-service teachers by distance from three institutions offering teacher training programmes by distance in South Africa completed the anonymous web based survey designed to gather data which provide answers to the five (5) research questions in the study. The results revealed a high utilization of e-resources to learn but a low utilization of e-resources to teach among the respondents. The study recommends institutional based training on the techniques of accessing and utilizing e-learning resources for pre-service teacher trainees in ODL institutions.

Abstract

The results of a search for hydrogen-like atoms consisting of $\pi^{\mp}K^{\pm}$ mesons are presented. Evidence for $\pi K$ atom production by 24 GeV/c protons from CERN PS interacting with a nickel target has been seen in terms of characteristic $\pi K$ pairs from their breakup in the same target ($178 \pm 49$) and from Coulomb final state interaction ($653 \pm 42$). Using these results the analysis yields a first value for the $\pi K$ atom lifetime of $\tau=(2.5_{-1.8}^{+3.0})$ fs and a first model-independent measurement of the S-wave isospin-odd $\pi K$ scattering length $\left|a_0^-\right|=\frac{1}{3}\left|a_{1/2}-a_{3/2}\right|= \left(0.11_{-0.04}^{+0.09} \right)M_{\pi}^{-1}$ ($a_I$ for isospin $I$)., Comment: 14 pages, 8 figures

Abstract

The aim of this article is to investigate the rural educators' understanding of the legislations that impact on school practice. An argument is presented that the understanding of the legal frameworks that govern school practice begins with the educators' understanding of the Bill of Rights and the South African Schools Act. The article reports on a study in which quantitative methodology was used to obtain information from rural educators who are members of the school management team , about their understanding of certain sections of the Bill of Rights and the South African Schools Act that have a founding impact on the school practice. The study is concluded by the submission that it is essential for rural educators to be given necessary training so that they can have a working knowledge of the legislations that impact on their school practice to understand the legal processes and principles and determine the legality of their decisions.

Abstract

The WILLI detector, built in IFIN-HH Bucharest, in collaboration with KIT Karlsruhe, is a rotatable modular detector for measuring charge ratio for cosmic muons with energy $<$ 1 GeV. It is under construction a mini-array for measuring the muon charge ratio in Extensive Air Showers. The EAS simulations have been performed with CORSIKA code. The values of the muon flux, calculated with semi-analytical formula, and simulated with CORSIKA code, based on DPMJET and QGSJET models for the hadronic interactions, are compared with the experimental data determined with WILLI detector. No significant differences between the two models and experimental data are observed. The measurements of the muon charge ratio for different angles-of-incidence, (performed with WILLI detector) shows an asymmetry due to the influence of magnetic field on muons trajectory; the values are in agreement with the simulations based on DPMJET hadronic interaction model. The simulations of muon charge ratio in EAS performed with CORSIKA code based on three hadronic interaction models (QGSJET2, EPOS and SYBILL) show relative small difference between models for H and for the Fe showers; the effect is more pronounced at higher inclination of WILLI detector. Abstract

We present evidence for the first observation of electromagnetically bound $\pi^\pm K^\mp$-pairs ($\pi K$-atoms) with the DIRAC experiment at the CERN-PS. The $\pi K$-atoms are produced by the 24 GeV/c proton beam in a thin Pt-target and the $\pi^\pm$ and $K^\mp$-mesons from the atom dissociation are analyzed in a two-arm magnetic spectrometer. The observed enhancement at low relative momentum corresponds to the production of 173 $\pm$ 54 $\pi K$-atoms. The mean life of $\pi K$-atoms is related to the s-wave $\pi K$-scattering lengths, the measurement of which is the goal of the experiment. From these first data we derive a lower limit for the mean life of 0.8 fs at 90% confidence level., Comment: 15 pages, 9 figures

Abstract

The excitation functions for different fragments produced in the 27Al + 27Al dissipative collisions have been measured in steps of 250 keV in the energy range 122 - 132 MeV. Deep inelastic processes have been selected by integrating events over a total kinetic energy loss window of 12 MeV between 20 and 32 MeV. Large fluctuations have been observed in all the studied excitation functions. Non-satistical origin of these fluctuations is confirmed by large channel cross correlations coefficients. Energy autocorrelation function of cross section excitation function presents damped oscillation structure as predicted for the case when a di-nuclear system with a lifetime similar with its revolution period is formed. The periodicity of the energy autocorrelation function is used to obtain information on the deformation of the 27Al + 27 Al di-nucleus., Comment: 6 pages, 4 figures, 2 tables

Abstract

In view of the current efforts to extend the KASCADE experiment (KASCADE-Grande) for observations of Extensive Air Showers (EAS) of primary energies up to 1 EeV, the features of muon arrival time distributions and their correlations with other observable EAS quantities have been scrutinised on basis of high-energy EAS, simulated with the Monte Carlo code CORSIKA and using in general the QGSJET model as generator. Methodically various correlations of adequately defined arrival time parameters with other EAS parameters have been investigated by invoking non-parametric methods for the analysis of multivariate distributions, studying the classification and misclassification probabilities of various observable sets. It turns out that adding the arrival time information and the multiplicity of muons spanning the observed time distributions has distinct effects improving the mass discrimination. A further outcome of the studies is the feature that for the considered ranges of primary energies and of distances from the shower axis the discrimination power of global arrival time distributions referring to the arrival time of the shower core is only marginally enhanced as compared to local distributions referring to the arrival of the locally first muon., Comment: 24 pages, Journal Physics G accepted

Abstract

PURPOSE The aim of this study was to evaluate interobserver agreement (IOA) on target volume definition for pancreatic cancer (PACA) within the Radiosurgery and Stereotactic Radiotherapy Working Group of the German Society of Radiation Oncology (DEGRO) and to identify the influence of imaging modalities on the definition of the target volumes. METHODS Two cases of locally advanced PACA and one local recurrence were selected from a large SBRT database. Delineation was based on either a planning 4D CT with or without (w/wo) IV contrast, w/wo PET/CT, and w/wo diagnostic MRI. Novel compared to other studies, a combination of four metrics was used to integrate several aspects of target volume segmentation: the Dice coefficient (DSC), the Hausdorff distance (HD), the probabilistic distance (PBD), and the volumetric similarity (VS). RESULTS For all three GTVs, the median DSC was 0.75 (range 0.17-0.95), the median HD 15 (range 3.22-67.11) mm, the median PBD 0.33 (range 0.06-4.86), and the median VS was 0.88 (range 0.31-1). For ITVs and PTVs the results were similar. When comparing the imaging modalities for delineation, the best agreement for the GTV was achieved using PET/CT, and for the ITV and PTV using 4D PET/CT, in treatment position with abdominal compression. CONCLUSION Overall, there was good GTV agreement (DSC). Combined metrics appeared to allow a more valid detection of interobserver variation. For SBRT, either 4D PET/CT or 3D PET/CT in treatment position with abdominal compression leads to better agreement and should be considered as a very useful imaging modality for the definition of treatment volumes in pancreatic SBRT. Contouring does not appear to be the weakest link in the treatment planning chain of SBRT for PACA.

Abstract

Background: Studies indicate that all left-sided breast cancer patients benefit from the deep inspiration breath hold technique (DIBH), however, not all patients experience the same benefit. A meta-analysis performed by Latty et al. reviewed 18 studies evaluating DIBH, which demonstrated a relative reduction of mean dose (Dmean) to the heart ranging from 26.2% to 75% as compared to irradiation in free breathing. However, as most papers report averages rather than patient-by-patient analyses, outliers remain unidentified. Thus, a lack of data and knowledge exists in determining selection criteria to predict individual patient benefit from DIBH. Methods: We are planning to establish a large retrospective database of breast cancer patients treated with deep inspiration breath hold (DIBH) radiotherapy techniques. Data will be collected anonymized from all participating centres. A detailed analysis of: 1. Differences in OAR sparing by anatomical conditions 2. Differences in OAR sparing by used DIBH techniques (free breathing, RPM, surface scanning with camera or laser systems etc) 3. Differences in OAR sparing by fractionation schedules (normalized to EQD2) 4. Differences in OAR sparing by PTV volumes and CTV definitions but not limited to, will be performed. Discussion: Patient data will be stratified according to different anatomical conditions (such as large breasts vs. small breasts), radiation techniques, fractionation schedules and PTV volumes (for e.g. chest wall after mastectomy vs. breast only vs. breast and lymphatics etc). This multicentre database will allow for the first time an in depth analysis of the impact of DIBH. It will enhance our knowledge on outliers and will provide selection criteria to predict individual patient benefit from DIBH.

Abstract

Article Tomatoes are one of the most popular vegetables due of their wide use as food. Tomatoes are not only tasty fruit, but one of its benefits - high carotenoids content is well-known. Non-destructive analyses methods are used more and more in different industries. It is cheaper, faster and environmentally friendly way of analyse than traditional chemical methods. But these methods need references to the traditional ones. The aim of this study was to find the correlation between lycopene and β-carotene content in tomatoes determined with reflectance spectrometer and extraction of pigments. Content of two carotenoids (lycopene and β-carotene) was determined in 27 varieties of tomatoes. Red, pink, orange, yellow and brown fruits were included in experiment. Reflectance spectrums of tomatoes fruits were obtained with remote sensing portable spectroradiometer RS-3500 (Ltd.Spectral Evolution). Tetrahydrofuran was used for extraction of pigments. Absorption spectra of extract were obtained by spectrophotometer UV-Vis -1800 (Ltd. Shimadzu). Linear regression analyses were performed to correlate spectral data with lycopene and β-carotene concentrations measured by pigment extraction. The best reflectance region for lycopene spectral detection was 570 ± 5 nm, but for β-carotene 487 ± 5 nm. Reflectance indexes for both pigments were worked out. High linear correlation (R2 > 0.9) between spectral parameters and lycopene concentration was detected. Correlation between results obtained with methods used for β-carotene determination was lower and depended of colour of tomatoes fruits.
