Abstract

This study examines (a) the rural household participation in the Vietnamese rural credit market, (b) the behavior of a formal lender in response to the credit needs of households, and (c) the impact of credit. The rural credit market in Vietnam is quite segmented. The formal sector specializes in lending for production purposes whereas the informal sector's lending is quite diverse. We show that rural households are rational in deciding which sources to ask for a particular kind of loan. Reputation, the dependency ratio of households, and the amount of credit applied for by the household are identified as the determinants of credit rationing by the bank. Abstract

Vietnam's forests have experienced a notable transformation over the past 20 years from net deforestation to reforestation and expanding forests. Continued reforestation that aims to achieve further economic and environmental benefits remains a national priority and strategy. We explore the current status of plantation forests and highlight possible means to facilitate their expansion in the uplands of Vietnam. We employ mixed method triangulation to empirically explore plantation forests and their economic role in household livelihood, to quantify trade-offs between plantation forests and shifting cultivation, and to assess the constraints on plantation forest expansion in Nghe An province, north-central Vietnam. Results show that forest in the study area expanded by 406,000 ha (71.1%) between 1990 and 2016. Plantation forests increased by nearly 500% (from 32,000 ha to 190,000 ha), while natural forests expanded by 48.1% (from 538,000 ha to 797,000 ha). Plantation forests contributed an average of 35.1 percent of total household income in wealthier households and 27.9 percent of income in poor households. Switching from shifting cultivation to plantation forests would increase total household income and average carbon stock but decrease food provision. Total Economic Value would be higher for plantation forest scenarios if increased carbon stocks in plantations can be monetized. This carbon income might drive conversion of shifting cultivation to plantation forests. Constraints on further expansion of plantation forest are low external cooperation, education, market stability, and agroforestry extension services. Our empirical results inform national plantation forest development, sustainable upland livelihood development, and climate change mitigation programs to ultimately facilitate forest transition and improve the resilience and sustainability of socio-ecological systems.

13. Impacts of off‐farm employment on welfare, food security and poverty: Evidence from rural Vietnam.

Abstract

How off‐farm employment can enhance welfare in terms of food consumption and poverty alleviation is a critical question facing many developing countries. This study addressed that question by pursuing two objectives: (i) to quantify the impact of off‐farm employment on rural households' welfare, food security and poverty; and (ii) to examine the factors that affect their decision to work off‐farm. Using panel data, we estimated a difference‐in‐difference combined with a propensity score matching model. The findings show that off‐farm employment improves income, ensures food security and contributes to poverty alleviation. The results also show that age, marital status, education, labour, financial capital, land, location, market access and losses from natural disasters are significant contributing factors to the decision to participate in off‐farm employment. The findings suggest that to improve the welfare of rural households, the Vietnamese government should proceed with policies that enhance their opportunities for participation in off‐farm employment. 14. Reviewing the Development of Rural Finance in Vietnam

Abstract

The objective of this article is to review the development of the rural financial system in Vietnam in recent years, especially, after Doi moi. There are two opposite schools of thought in the literature on rural credit policies in developing countries. One is the conventional supply-side (government-led) approach while the other is called “a new paradigm” that emphasizes the importance of the viability of financial providers and the well functioning of rural credit markets. Conventional theories of rural finance contend that rural finance in low-income countries is generally accompanied by many failures. Contrary to these theories, rural finance in Vietnam does not encounter the above-mentioned failures so far. Up to the present time, it is progressing well. Using a supply-side approach, methodologically, this study reviews the development of the rural financial system in Vietnam. The significance of this study is to challenge the extreme view of dichotomizing between the old and the new credit paradigms. Analysis in this study contends that a rural financial market that, (1) is initiated and spurred by government; (2) operates principally under market mechanisms; and (3) is strongly supported by rural organizations (semi-formal/informal institutions) can progress stably and well. Therefore, the extremely dichotomizing approach must be avoided.

16. The Transformation of Agricultural Producer Cooperatives: The Case of Vietnam

Abstract

During the mid-1980s Vietnam experienced widespread hunger and malnutrition. This led to an economic reform process already before the transition in Central and Eastern Europe (CEE) and the former Soviet Union (CIS). Vietnam embarked on a unique way of decollectivization which followed neither the Chinese model nor the direction of agricultural transition among CEE and CIS countries. The collective farms had to be either transformed into service cooperatives based on share capital and voluntary membership or liquidated. Vietnamese farmers had to meet two challenges. They again had to manage their private farms as entrepreneurs. In addition, they had to create new supporting organizations. After a slow start many farmers were successful in transforming or establishing agricultural cooperatives for their support during the last decade. Three phases of institutional development can be distinguished. The main features of agricultural cooperatives are analyzed.
