Motivation: India has seen severe economic and social impacts from COVID-19, with the most vulnerable people having suffered most. Mumbai's response has been multi-faceted, drawing on numerous actors such as local and state government, but also businesses and citizens. Disaster management is increasingly necessary and Mumbai's policy response during wave two of COVID-19 provides relevant lessons. Purpose: We explain Mumbai's policy response to wave two of COVID-19, termed the Mumbai model, applying a systems-thinking approach. Methods and approach: We adopt a systems-thinking approach, applying a framework developed in Duvendack and Sonne (2021) to analyse a case study based on secondary data and information on the policy response to COVID-19 in Mumbai. Findings: The Mumbai model emerged as a pragmatic policy response. Key actors changed between waves one and two, from a broad set of actors to a narrower set focused on the unfolding healthcare crisis. This resulted in a reconfiguration of networks and partnerships. Decentralized decision-making further changed the structure of the networks to a hub-and-spoke model. Communication and feedback loops shifted from primarily top-down to two-way information flows to support decision-making and resource allocation driven by data. This was enabled by clear leadership and political support. Policy implications: To tackle a crisis of this magnitude, having diverse actors collaborating effectively through networks that enable knowledge and information flows is crucial. Governments can use the systems approach for crisis management in large cities which require swift action and efficient flow of information to assess a situation and to prioritize response efforts. Further research is required to better understand how governments can build capacity and policy structures to enable systemic approaches to crisis management in varied contexts. For decades, India has led the drive for financial inclusion of poor rural women to facilitate attainment of development objectives like poverty alleviation and women's empowerment. More recently, it has promoted digital financial inclusion to further its fight against poverty and gender inequality and support the attainment of UN's Sustainable Development Goals (SDGs). In this paper we take stock of how India's digital financial revolution has affected financial transactions and services with a focus on gender inclusivity for the attainment of the SDGs. We propose a framework to understand the gender inclusivity of digital financial inclusion initiatives that connects the macro developments in the sector with the micro-level experiences of improving women's access and use of these services. We draw on India's nationwide developments and present a case study of an initiative that specifically promotes gender inclusive finance. Our findings suggest that India has made great advances in promoting digital financial inclusion but at the same time, the country has struggled to achieve gender parity even within specific finance-focused programmes designed to improve gender inclusivity. Kenya has seen unprecedented declines in fertility from the late 1970s, which stalled during the decade from the mid-1990s, only to resume in the early 2000s when Kenya experienced rapid growth in financial inclusion. In this paper, we do not intend to make causal explanations of these phenomena; instead, we explore what may be sensible to adduce from relationships between fertility and financial inclusion. The Kenyan context presents some unique challenges to establish such connections; regional geographic and ethnic differences, spatial and temporal uneven economic growth, diverse legacies of colonialism, all of which may have affected how fertility trends and financial inclusion activities played out. We find that while modernisation variables such as urbanisation, education, wealth and employment are convincingly related to lower fertility levels, there is little plausible evidence of a role for financial inclusion. COVID-19 has severely impacted the society not only in terms of health but also in terms of economic survival of individuals. Unless adequate support is provided, the pandemic will have long-lasting effects, especially on the lives of the most vulnerable, often working in the informal sector. In this article, we present a case study drawing on systems thinking and complexity theory, outlining how the city of Mumbai has responded to COVID-19. We find a multifaceted scenario where non-profit organizations, businesses and citizen volunteers operate alongside government bodies to support Mumbai's population to overcome this pandemic. We provide broader policy lessons, as well as more specific lessons in relation to particular actors, from the first wave of the pandemic stressing the importance of becoming 'systems thinkers' and highlighting the importance of forming new partnerships and exploring new modes of knowledge sharing to effectively respond to crises. The article discusses the future of Progress in Development Studies (PIDS) and the challenges faced by the field of Development Studies. The outgoing Editor-in-chief, Dr. Catherine Locke, is praised for her dedication to the journal and her commitment to building an inclusive platform. The editorial team, taking over from Dr. Locke, acknowledges the distressing state of the world, with only 12% of progress on the Sustainable Development Goals (SDGs) on track. The article highlights the interconnectedness of global crises and the need for more equal political relations. It also emphasizes the importance of reflexive and critical scholarship in Development Studies, which should reassess contemporary socio-economic and politico-ecological trends. The article calls for decolonizing the academy and addressing power imbalances in research partnerships. It argues for the inclusion of historically non-dominant narratives and voices in academic journals and challenges the Eurocentric practices of peer-reviewing. As Nobel Prize winner Amartya Sen has argued “[Bangladesh’s development achievements have] important lessons for other countries across the globe, [in particular a focus on] reducing gender inequality”. A major avenue through which this emphasis has been manifest lies, according to this narrative, in enhancements to women’s agency for instrumental and intrinsic reasons particularly through innovations in family planning and microfinance. The “Bangladesh paradox” of improved wellbeing despite low economic growth over the last four decades is claimed as a paradigmatic case of the spread of both modern family planning programmes and microfinance leading to women’s empowerment and fertility reduction. In this paper we show that the links between microfinance, empowerment and fertility reduction, are fraught with problems, and far from robust; hence the claimed causal links between microfinance and family planning via women’s empowerment needs to be further reconsidered. The thrust for evidence-based policymaking has paid little attention to problems of bias. Statistical evidence is more fragile than generally understood, and false positives are all too likely given the incentives of policymakers and academic and professional evaluators. Well-known cognitive biases make bias likely for not dissimilar reasons in qualitative and mixed methods evaluations. What we term delinquent organisational isomorphism promotes purportedly scientific evaluations in inappropriate institutional contexts, intensifying motivated reasoning and avoidance of cognitive dissonance. This leads to states of denial with regard to the validity of much evaluation activity. Independent replications, revisits and restudies, together with codes of ethics that relate to professional integrity, may mitigate these problems. [ABSTRACT FROM AUTHOR]

An introduction is presented in which the editor discusses various reports within the issue on topics including the different methods used within impact evaluation of aid projects and programs of non-governmental organizations, the doubt whether impact evaluation is surely or not evaluation, and strategies that can be used within quantitative and qualitative evaluation to improve its quality.

There is a growing demand for replications of authoritative works in development studies, which reflects recent trends in other social sciences as well as challenges to important quantitative works in development studies where replications have made contested contributions to understanding. At the same time, there is a strong trend within development towards adoption of medical models of evidence-based policy to find out what policies and interventions work. Replication is a key practice of medical (and natural science) research and was advocated frequently over several decades without success. This article addresses the incentives for replication going beyond a narrow focus on extrinsic rewards, reviews some significant examples, discusses behaviour during replication and draws lessons for replicators and replicatees. We reply to the discussion and criticisms of Matthieu Chemin (MC) and Mark Pitt (MP) to our paper ((Duvendack and Palmer-Jones (DPJ)) (all this issue). MC clarifies many issues which now make replication pure probable (but not yet achieved), and MP identifies a number of problems with DPJ (some of which are shared with Chemin, 2008). Chemin (2008) made at least one crucial undocumented and unrealistic assumption, and did not document many of his variable constructions. MP correctly identifies inappropriate members of control groups, and other problems, but his claim that his propensity score matching (PSM) results provide support for Pitt and Khandker's (1998 – PnK) most important claim is misleading as it is not robust. We see no reason to change our conclusion that PnK is limited as an evaluation of microfinance by a weak research design which cannot be convincingly mitigated by the sophisticated methods used in PnK, or by PSM. Recently, microfinance has come under increasing criticism raising questions of the validity of iconic studies which have justified it, such as Pitt and Khandker. Chemin applied propensity score matching to the Pitt and Khandker data, finding different impacts, but does not disaggregate by gender of borrower. We first replicate Chemin and extend his analysis in two ways. We test the robustness of propensity score matching results to selection on unobservables using sensitivity analysis, and we investigate propensity score matching estimates of impacts by gender of borrowers. The mainly insignificant impacts of microfinance differ greatly by gender of borrower, but are all vulnerable to selection on unobservables. Summary This paper presents the results of a meta-regression analysis of the relationship between government spending and income poverty, with a focus on low- and middle-income countries. Through a comprehensive search and screening process, we identify a total of 19 cross-country econometric studies containing 169 estimates of this relationship. We find that the size and direction of the estimated relationship are affected by a range of factors, most notably the composition of the sample used for estimation, the control variables included in the regression model, and the type of government spending. Overall, we find no clear evidence that higher government spending has played a significant role in reducing income poverty in low- and middle-income countries. This is consistent with the view that fiscal policy plays a much more limited redistributive role in developing countries, in comparison with OECD countries. In addition, we find that the relationship between government spending and poverty is on average less negative for countries in Sub-Saharan Africa, and more negative for countries in Eastern Europe and Central Asia, compared to other regions. We also find that the relationship is less negative for government consumption spending, in comparison with other sectors.
