Türkiye with its multifaceted soft power, it aspires to strengthen its influence throughout the surrounding countries of the Arabian Gulf. Türkiye is applying the maximum prominent cultural and educational diplomatic strategies for boosting knowledge and cooperation to preserve its impact inside the Gulf location. By establishing the Yunus Emre Institutes (YEE), the implementation of cultural and educational activities, the ties between Türkiye and the member states of the Gulf Cooperation Council (GCC) has been reinforced. As a result of the world's rapid change soft power has become essential in the international arena. This article significantly assesses Türkiye's soft power tasks in the GCC area and its implication on the Arabian Gulf regional dynamics. It examines Türkiye's public diplomacy initiatives in the GCC through cultural and educational diplomacies on domestic and regional attitudes.

Since the mid-twentieth century, higher education systems worldwide went through huge transformations as a consequence of massification and the recognition of knowledge as key for economic development. The emergence of new teaching modes, the intensity of research, and performativity and accountability pressures impacted directly on academic work and, as a result, on academic working conditions. In this article, we examine the changes that the Argentine professoriate has experienced in recent decades. We argue that the process of fragmentation of the academic profession presents particularities in regard to global trends. We analyze the current state and evolution of the academic workforce in public universities by focusing on different aspects related to its academic profile: gender, training, working conditions, employers, positions, types of contracts, academic practice, perceptions about the career, preferences, and job stress/satisfaction. To achieve this, we have relied on data from the Academic Profession in the Knowledge-Based Society (APIKS) survey.

Public colleges and universities are a key driver of social and economic mobility, yet they also face increasingly challenging financial and political environments. In this essay, I discuss four key areas in which state higher education policy can influence student success and equity: the amount of funding provided, funding allocation mechanisms, tuition policies, and policies related to admissions and enrollment. I then conclude with some key policy questions going forward.

Digital transformation has profoundly impacted social and economic life by enhancing workforce competences, fostering innovation, and creating competitive advantages. Given that the driving force of digital transformation is technology, this study aimed to determine whether education and workforce competences are perceived as essential factors in the digital transformation narrative across diverse fields of socioeconomic development at both macro and micro levels. To achieve this, 528 abstracts from various scientific fields focused on digital transformation were analyzed using both manifest and latent content analyses, the latter ensuring a more objective interpretation of the outcomes derived from manifest content analysis. Frequency, word linkage, and concordance analyses of key concepts were used. The results indicated that education and workforce competences are viewed as vital for the digitalization of various sectors of the economy at both macro- and micro-level development. The findings suggest that technology drives digital transformation by delivering different types of value, including innovation and sustainability, while relying on education and technology-related competences. The results also revealed concerns about barriers to technology implementation, which could be overcome through education and competences. The originality of this research lies in its application of both manifest and latent analyses to identify the roles of education and technology in driving economic digital transformation.

This study aims to explain how language plays a significant role in improving the performance of regional development banks in Indonesia. The method used was qualitative with a questionnaire instrument involving 6 regional development banks in Indonesia. Some of the main findings are 24 statements were found, 19 of which fall into 5 categories, namely assertive illocutionary speech acts, directive illocutionary speech acts, expressive illocutionary speech acts, commissive illocutionary speech acts, and declarative illocutionary speech acts. In its implementation, the process emphasizing the humanistic approach scored over 90%. By prioritizing language training initiatives that emphasize the mastery of illocutionary speech acts, regional banks in Indonesia can expect improved operational efficiency, strengthened customer relationships and a more strategic approach to communication, contributing to the overall development and success of the banking sector. This study is limited to the context of only one type of bank, the regional development bank. It is further suggested that there is a strong need to provide adequate and timely capacity building for the employees of regional development banks, particularly in language training as part of public service and satisfaction development.

The deficiency in providing quality education is a significant challenge across many developing nations. This study examines the connection between the education system and the level of socioeconomic issues in the context of Nepal. The main argument is that Nepal's gender-related issues, the training gap among its populace concerning pro-environmental behavior, lateness habits, skill deficiency among the young generation, and unstable economic growth are directly or indirectly connected to the country's education system. Nepal's school-level educational programs and teaching methods are less practical for fostering human capital and economic progress than Japanese educational programs. Based on the context of Nepal, human capital theory, and research literature pertaining to educational programs, we propose a comprehensive intervention model composed of several non-academic programs, including physical education, community cleaning, and school textiles, designed to augment Nepal's social and economic development.

The Leeds Anchor Network (or system) was established in 2017 with eight founder organizations. In 2024, membership was 14 and represented 1 in 7 of the Leeds city workforce. Leeds Beckett University is a founding member. This paper explains how the system originated and developed, the role Leeds Beckett University has played in that process, and how it has learned to frame and maximize its contribution to the city's prosperity, particularly through rearticulating its model of service learning.

This study investigates the development and efficacy of a multilingual tourism application designed to enhance tourism development in Mahasarakham Province, Thailand, focusing particularly on its utility for foreign students due to the region's educational allure and cultural heritage. The application features a comprehensive suite of services, including weather information, personalized travel recommendations, navigational assistance, and detailed local guides covering dining, healthcare, lodging, cultural practices, and historical insights, thereby distinguishing it from conventional tourism apps. The results of the study reveal significant outcomes. Expert evaluations yielded a Content Validity ratio (Content validity) of 0.86, indicating high relevance and accuracy of the app's content. The application's Reliability stood at 0.91, reflecting its consistency and dependability. Additionally, the Objectivity score was 0.80, suggesting the app's impartiality and fairness in presenting information. These results affirm the application's effectiveness in providing a reliable, accurate, and user-friendly resource for enhancing tourists' experiences while promoting cultural understanding and economic development within Mahasarakham Province.

A political discourse would comprise terminology related to economic development, social welfare, national identity, international relations, and security. The purpose of this study was to determine the function of political discourse and study its role as a mass media that shapes public opinion, and to prove through discourse that political terminology plays a key role in shaping the country's image. Through a qualitative analysis of speeches, official documents, media coverage, and public statements, a dialectical approach was adopted to enhance understanding of the role of language in shaping perceptions of nations in the contemporary global context. The data mainly comprised secondary data, speeches of political leaders, official documents and media reports. Political archives, media reports and newspaper editorials also supplemented the data about Kazakhstan and its historical evolution. The research findings identified patterns, trends, and differences in the portrayal of a country's image and the strategies used to promote or defend it. It also found the nuanced interplay between political terminology, discourse, and the construction of a country's image. The findings would contribute to a deeper understanding of the role of language in shaping perceptions of nations in the contemporary global context.

Knowledge applied to innovation is increasingly recognized as an explanatory factor of economic growth. Innovation derives from applying knowledge to generate new products or processes. National Innovation Systems (NIS) performs as the formal or informal network of people within institutions interacting to produce and apply knowledge to innovation. NIS can be understood as two subsystems: one based on scientific and technological work, producing codified products (publications and patents), and the other centered on practical actions to diffuse, apply, and use knowledge. Our objective is to assess cost efficiency in the production of codified knowledge outputs (CKO), being our unit of analysis NIS (countries). To attain our goal, we apply a Stochastic Frontier Analysis (SFA) to estimate a cost frontier of CKO. The panel sample includes 1189 observations for 23 years (1996-2019) and 82 countries. Our main results identify determinants and patterns of efficiency and productivity, tendencies, and specifics of countries and groups of them.

Education plays a pivotal role in fostering human capital across various domains such as science, politics, and the economy, thereby significantly affecting economic growth. Turkey (Türkiye) stands as a prominent destination for international students seeking continued higher education, yet it faces challenges and opportunities, according to prior research. Responding to these dynamics, this study constructs a research model by integrating social identity theory and contingency theory. With a deductive approach and quantitative techniques for data analysis, our research aims to explore the antecedents of institutional reputation in the Turkish higher education landscape. The population of the study is international students (N = 200,000 and n = 250) who are studying at different public higher education institutions in Türkiye. The data have been analyzed using the Smart PLS 4 program. This investigation hypothesizes that informational influence, online learning quality, perceived value, perceived service quality, and an institution's image exert positive and significant effects on institution reputation. However, our empirical findings challenge one of these assumptions, revealing insufficient evidence to support the assertion that online learning quality significantly influences institution image. Consequently, our study adds to the scholarly discourse by contributing empirical insights into the phenomenon within the context of Turkish higher education institutions.

Through a multistakeholder partnership, this research aims to catalyze the development of a blue economy corridor (BEC) through community-based asset mapping in the eastern portion of the Tar-Pamlico River Basin in North Carolina, a geographic area predominated by physically and culturally rural landscapes. Underpinned by appreciative inquiry, this project aims to counter a deficit model of community development in this portion of eastern North Carolina by increasing awareness of quality of life assets that communities currently possess and may leverage for sustainable economic, environmental, and social development through their inclusion in a digital interactive map freely available to the public.

Anchor movements rest on the premise that people- and place-based initiatives can be mutually reinforcing. The community development movement, however, has been haunted for years by the people-place dilemma -- the idea that efforts to help people harm efforts to uplift places and vice versa. Most of the literature on the anchor strategy has focused on one horn of the dilemma, namely, the problem that revitalizing a place may lead to rising housing costs that burden and ultimately displace longtime lower-income residents of the neighborhood. In this article, we examine the other horn of the people-place dilemma -- that helping people in disinvested communities may enable them to move elsewhere, leaving behind poorer communities. We examine this issue through a case study of the St. Louis Anchor Action Network (STLAAN), a collaboration of 16 anchor institutions. St. Louis is a classic legacy city that once enjoyed rapid growth but is now characterized by a falling population and high poverty. We document longstanding trends that have drained STLAAN's focus geography of people and resources, as well as more recent growth of an "eds and meds" economy that presents an opportunity to address decades of disinvestment and decline. We document STLAAN's efforts to invest in its focus geography and the people who live there and conclude with research proposals that could help guide anchor initiatives facing similar challenges.

There is an increasing trend toward regionalization as higher education adapts to openness and globalization. In response, East African countries formed networks and partnerships that strengthened business, higher education, student and staff mobility, and research. This is because regionalization is embedded in East Africa's economy, politics, culture, and social norms. In addition, regionalization is influenced by internationalization and globalization. It promises development opportunities, although challenges are inevitable. This paper examines the contributions of regional student mobility to East Africa's development. We use neoliberal and world systems theories to illuminate the advantages and disadvantages of regionalizing higher education and explain how partner states can maximize opportunities and minimize challenges. Data was collected through convenience sampling of two hundred international students and two staff members in international students' offices. Data analysis revealed that the regionalization of East African higher education reflects historical power relations; it has benefits though founded on inequalities.

This article aims to identify the mutual relationship between the awareness of the importance of mathematical competencies for the acquisition of work-related skills and the perceived importance of the latter for performance in future work and successful participation in the labor market. How these issues relate to math anxiety is also explored. The above is examined on a sample of university students in the selected education institution (HEI) N =297 in the Czech Republic in 2022. Subsequently, a series of semi-structured interviews were conducted with the students in 2023. It was found that by improving work-related skills for a future career, math anxiety increases. A crucial finding is up to 47 % of the perceived importance of competencies for future job performance can be explained by understanding the importance of mathematics for their acquisition. The findings of this study have the potential to contribute to the improvement of mathematics education and the development of a more skilled and capable workforce, which can ultimately lead to greater economic growth and social progress. In addition, this article contains practical recommendations on how to use these findings in the practice of mathematics education not only in the selected higher education institution.

The objectives of this research were 1) to study creative economy learning approaches to promote sustainable citizenship for secondary school students in the Upper Northern Special Economic Development Zones, Thailand, and 2) to design guidelines for creative economy learning management to promote sustainable citizenship. for secondary school students in the Upper Northern Special Economic Development Zones, Thailand, and 3) to study the results of using creative economy learning management approaches to promote sustainable citizenship for secondary school students in the Upper Northern Special Economic Development Zones, Thailand. The research was action research. Samples in this research included 1) a group of 15 people who provided information on creative economy learning with the selection based on purposive sampling, 2) a group of 7 people who evaluate learning innovations with selection based on purposive sampling and 3) learning innovation trial group including 299 secondary school students with selection based on simple random sampling, coming up with a total of 321 students. The research tools included 1) a semi-unstructured interview form, 2) a form to evaluate the effectiveness of learning management approaches, and 3) a sustainable citizenship assessment form. The research results revealed that: (1) The study on creative economy learning approaches to promote sustainable citizenship for secondary school students in the Upper Northern Special Economic Development Zones, Thailand revealed that creative economy learning management is an integration of creative economy concepts and a basis for learning for students to focus on skills, knowledge and understanding of the economic system with a production system of products and services that rely on the existing experiences and knowledge base. This can be done by making use of cultural resources, including economy, traditions, ways of life, and ways of living, combined with knowledge. creativity and technology level to lead to the appropriate upgrading of one's own economic system. The creative economy learning management to promote sustainable citizenship for secondary school students in the Upper Northern Special Economic Development Zones, Thailand will require promotion to bring about learning competency in 4 areas, consisting of 1) Competency regarding Community Engaged Learning 2) Economic Literacy Competency 3) Competency regarding Environmental Awareness and Green Citizenship and 4) Competency regarding Creative Economy Innovation Development; (2) Designing creative economy learning guidelines to promote sustainable citizenship for secondary school students in the Upper Northern Special Economic Development Zones, Thailand, it was found that the researcher had designed a learning plan that integrated creative economy learning methods. It is designed as a lesson plan for the creative economy by using the area-based learning cycle teaching strategy (AAAR Teaching Approach) of Mangkhang (2023) together with creative community economics learning activities for 12 class periods, with evaluation results for the overall quality at the most appropriate level; and (3) The study on the results of using creative economics learning management approaches to promote sustainable citizenship for secondary school students in the Upper Northern Special Economic Development Zones, Thailand revealed that the level of students' sustainable citizenship in an overall picture was at the highest level.

There is a prevailing consensus within literature that higher education plays a pivotal role in national reconstruction and development. As the primary custodians of knowledge, Higher Education Institutions (HEIs) assume a critical responsibility in producing highly skilled graduates, generating knowledge that is pertinent to economic growth and societal progress, comprehending the major challenges confronting our communities, and proposing viable solutions. However, HEIs in post-conflict Somalia face limited resources, infrastructure, and competency challenges. Thus, there is a growing demand for change within the higher education sector. This research investigates the internal factors affecting the readiness of HEIs in Somalia for Public--Private Partnership (PPP) in implementing a national strategy using the Theory of Organizational Readiness for Change. The research utilizes a questionnaire survey to gather data from high-level administrators of HEIs in Somalia. Additionally, correlation analysis and regression analysis were used to examine the factors affecting readiness to implement national strategies through PPP. All statistical analyses were performed using Jamovi (version 2.3.28). The findings showed a consensus among respondents on the necessity of PPPs and government recognition of HEIs' importance. The findings from a survey reveals that institutional capacity, human resources, and capacity infrastructure are significantly correlated with successful PPP implementation. However, institutional barriers such as unreliable risk-sharing mechanisms, differing organizational cultures, and a lack of supportive institutional environments hinder progress. The research highlights a strong consensus among stakeholders regarding the vital role of PPPs for HEIs in securing government support and fostering a knowledge-based economy. This research contributes to the understanding of PPPs in HEIs within post-conflict contexts and offers valuable insights for policymakers and stakeholders aiming to leverage PPPs for educational development and economic growth.

The slowdown in economic development caused by traffic accidents in Spain, together with the disparity in the risk of death or injury due to traffic accidents in its provinces, makes it necessary to evaluate their road safety performance. Therefore, the objectives of the present research are, on the one hand, to find out the level of road safety efficiency of Spanish provinces in the period 2014-2018. On the other hand, it is also aimed to determine to what extent the annual efficiency change is originated by pure changes in efficiency or by technological changes. To achieve both objectives, the nonparametric technique of Data Envelopment Analysis and the Malmquist Index have been used based on the consideration of the Safety Performance Indicators (SPI) as the inputs of the process. The research findings show changes in the level of road safety efficiency in each of the years of the study period. Thus, it is possible to identify a geographical delimitation of the causes that generate changes in efficiency in recent years. A contraction in efficiency and technological progress is identified in part of the Spanish provinces in the north, northeast, and south of Spain.

The digital economy, which boasts general technology, intense penetration, platform ecology, and low marginal cost, is a product of advanced digital technology. This new engine has become a driving force for high-quality economic development. From the three aspects of development momentum, efficiency, and structure, this paper profoundly explores internal mechanisms to lead the high-quality growth of the regional economy. By constructing an econometric model, the influence effect and means of the digital economy on the high-quality development of the regional economy are empirically tested. The digital economy and its three sub-dimensions can significantly promote the high-quality development of the regional economy. However, industrial digitalization has the most vital role in promoting it. The digital economy has shown a more vital promotion role in the central and western regions and provinces with low total factor productivity, and it can indirectly impact high-quality economic development by promoting dynamic, efficient, and structural changes.

Following substantial investments in battery production and fossil-free steel, a few select places in northern Sweden are currently undergoing rapid economic and cultural changes. The aim of this article is to explore the role language education plays for three different groups of (im)mobile subjects - refugees, labor migrants, and cosmopolitan elites - in the ongoing social transformations. By using the time-consuming and ideologically charged social practice of teaching and learning languages as a lens, it is argued that although framed as a sustainability project, the pace of the transformation is set by the accelerating logic of capitalism, posing a challenge to the democratic planning of inclusive local communities, as well as to societal subsystems characterized by much slower temporal regimes. Hence, although Sweden is committed to a "just transition" as part of the Paris Agreement, some are obviously benefiting much more than others from this transition. This paper further highlights the potentially high costs for the local communities that "win" the bids for the new green industries. Apart from considerable economic costs in the present, another result might also be increased social stratification and weakening social cohesion in the long term.

Academic freedom is under threat across the globe and a wave of substantial academic freedom declines affects not only autocracies but also (liberal) democracies. However, although the development of academic freedom has generated scholarly attention, this article presents the first systematic conceptualization and measurement of academic freedom growth and decline episodes. In particular, this article systematically analyzes the development of academic freedom across the globe and shows that global development follows waves of growth and decline. The first growth wave started in the mid-1940s and was succeeded by a second growth wave that started around 1977 and lasted for more than 30 years resulting in the greatest improvement in academic freedom that has been recorded since 1900. However, since 2013, we see an ongoing decline wave in academic freedom. Overall, this article highlights how academic freedom developed over time and across the globe in waves of growth and decline.

The economic impact of resource investments into higher education has been the focus of considerable research in recent years. Many contributions analyse the strength of the connection between economic development and higher education at the local level and the conditions which make certain systems more effective and efficient than others. In this paper, we provide a systematic bibliometric review of the available literature on the subject, various dimensions of this complex issue, constructing and analysing a map of variables used by selected researchers in the field. A summary of knowledge gaps, research limitations, topics explored and applied methods is provided to envisage future research in this field.

The authoritative ideas of what education should be like under the fourth Sustainable Development Goal (SDG 4) are constructed through discourse among key actors of the "international education community" at large. This article presents the evolution of international education discourse, comparing the periods before and after September 2015. The analysis is presented in two parts. The first part discusses the period before the adoption of SDGs in 2015, during which the agenda was formulated through discourse. The author identifies themes such as cognitive and noncognitive skills, learning outcomes, measurement and indicators. Actors shaping the discourse included mission-driven civil society organisations (CSOs), constituency-based CSOs, technical specialist groups, UN Member States and philanthropic organisations. The second part is based on a large sample text mining using 832 web-downloaded texts published between 2015 and 2022. The list of key themes largely mirrors those identified in the first part, although the relative weight among them has changed over time. The emphasis has shifted from global, structural topics to more local, specific ones, with increased attention on individual learners and their skills and knowledge. It suggests the uprooted nature of global governance, particularly at the time of SDG adoption. The fact that the term "SDGs" has permeated to the household level reflects widening participation in the global discourse on education. The author observes two contrasting perspectives: one discusses education's contributions to noneducational goals, such as employment, economic growth, achieving sustainability or guaranteeing basic human rights; while another represents traditional educationalism, which tends to equate schooling with the traditional classifications of primary, secondary and higher education.

Entrepreneurs play a crucial role in fostering innovation and fuelling economic growth. China has recently sought to increase entrepreneurial intention in university students by providing entrepreneurship education based on the model deployed by universities in Western cultures. Additionally, a longstanding challenge for universities has been the wellbeing of their students. The COVID-19 pandemic exacerbated this issue, leading to enhancing the wellbeing of university students being declared a global priority. Consequently, by drawing on a framework of conservation of resources theory, the purpose of this paper is to conceptually develop and empirically validate a model for enhancing entrepreneurial intention and wellbeing in university students. The data were collected in December 2022 and January 2023. A total of 952 undergraduate students completed the questionnaire, with 476 responses from China and 476 from the UK. Findings indicate (i) positive associations between self-perceived academic performance and individual entrepreneurial intention, whereby self-perceived employability mediates the relationship, (ii) positive associations between serious leisure and wellbeing, whereby self-perceived employability mediates the relationship, and (iii) the country moderates the association between (a) serious leisure and wellbeing, and (b) serious leisure and self-perceived employability, whereby the association is stronger for China than for the UK. The theoretical contribution comes from constructing and empirically validating a model, evidencing alignment and divergence by country concerning acquiring specific personal resources via self-perceived academic performance, serious leisure, and self-perceived employability. Practical and policy implications arise from suggesting how higher education institutions can support their students to enhance individual entrepreneurial intention and wellbeing.

This paper used graduation statistics of the Namibian secondary higher education over two decades to determine linkages to human capital of the youth and its multiplication into economic development. The paper assessed the effect of regional differences to show historic educational discrimination and why the education reform was required to correct the skewed past. It was hypothesized that the educational reform would result into improvements of the academic levels within the disadvantaged regions and anticipated that the correction will partly have negative effects on the previously advantaged regions. By applying panel data, the paper attempts to simultaneously address the complex relationships of development, education, and the underlying causalities within the economic system of Namibia. Concepts in the testing of socio-economic components are done by looking at confounding logics, stochastics, and the use of latent variables to determine linkages by using the canonical correlation method. This approach could be extended in future as guide for decisions on education. Our study shows that the implementation of the Namibian education reform resulted into increased enrolment numbers, but unfortunately also into the declining of academic levels, combined with the narrowing of learners' outputs. The reform response in the previously disadvantaged regions was slower than expected. Findings of the longitudinal data show that education levels in Namibia partly contributed towards human capital formation to multiply into economic development. The study shows that the method of analyzing linkages between cause and effect by means of causality provides advantages for analysis. The results confirm findings that human capital formation has a positive effect on the country's economic status, but for efficacy analysis of policy, we need regional information.

Through higher education-migration ('edugration') systems, many immigrant-dependent countries have become structurally reliant on the retention of post-secondary international students as a source of the so-called global talent. This emerging area of research focuses primarily on the "potential" economic contributions international students may perform post-graduation. However, the labour international students perform "during" their studies--both within the broader labour market and, more specifically, the higher education sector--is relatively absent in the academic and public discourse, despite its growing significance. Drawing on the theoretical underpinnings of the modern/colonial global imaginary and the ways in which this imaginary frames international students as 'cash, competition, or charity' in the Global North (Stein & Andreotti, "Higher Education," 72, 225 239, 2016), we call for a renewed understanding of governments' engagement with--and higher education's complicity in--the framing of international students as workers. Utilizing collaborative autoethnography (CAE) as a method of inquiry, we explore ways the 'cash, competition, or charity' framing impacts international graduate students' experiences in the Canadian post-secondary context. We suggest an update to Stein and Andreotti's framing by adding 'labour' as a fourth dominant trope framing international students in Canada and, increasingly, across the Global North.

Higher Education Institutions are expected to stimulate the innovation system and to contribute to the development of societies in a global perspective. Within this context, there is an increasing focus on internationalization. HEIs are developing institutional mechanisms to support internationalization while academics are expected to carry specific practices that allow them to improve the internationalization of knowledge production. At the same time, they are encouraged to engage with non-academic partners to co-produce and transfer knowledge, contributing, in this way, to economic and social development. Although there is some research on the impact of internationalization on academic entrepreneurship, studies on the effects in other dimensions of academic engagement with society are almost absent. This paper aims to fill this gap by analyzing the relationship between academics' internationalization practices and perceptions and the development of different types of academic engagement. Our analysis draws on quantitative analysis with data provided by an international survey (APIKS) and explores the Portuguese context. Findings show that the different practices and perspectives on internationalization impact differently on the way scientists engage. While there are positive effects of internationalization of research on engagement, the time academics stay abroad and the high focus on publishing in internationally high-rated journals may negatively affect academics' orientation towards the local community. This paper contributes to the debate on the role of the internationalization in the context of a knowledge-based society, considering different dimensions and a broad spectrum of knowledge-based engagement activities.

This study aims to analyze the research performance of 38 OECD countries in the last 10 years. For this purpose, the research performance of these countries was analyzed using multi-criteria decision-making (MCDM) methods with the productivity and publication impact data of 38 countries. The analyses were conducted both normal data and also with adjusted data based on the population and income level of the countries. Firstly, the importance level of research performance criteria was determined by three different MCDM methods. Using the weight values obtained from these methods, countries were ranked by three different MCDM methods used for ranking purposes. According to the results of the study, the publications in the highest cited 1% were determined as the most important and distinctive criterion. Secondly, the criterion expressing the relative impact of publications on the world was determined as the second most important criterion. In the analyses conducted without normalizing the data, USA showed the highest research performance. In the analyses conducted by considering the population of the countries, Switzerland showed the highest research performance. In the analyses conducted by taking into account the income level of the countries, Estonia has the highest research performance. As R&D expenditures, development level of countries and international collaboration increased, research performance of countries increased. However, with the increase in domestic collaboration, there has been a decrease in research performance. In addition, this research has shown how to use MCDM in the measurement of research performance by using objective methods with different backgrounds.

Research has shown a mixed relationship between education and vaccination rates. In the current analysis, we aimed to determine the relationship between educational level and coronavirus disease 2019 (COVID-19) vaccination rates. We performed a cross-country analysis on data from 133 countries. Correlation analyses showed that higher and better education was associated with higher COVID-19 vaccination rates. When we performed the regression analysis including the education, health system, and economic development variables, education-COVID-19 vaccination relationships were mostly reversed. In particular, in wealthy countries, as the mean years of schooling decreased and the pupil-teacher ratio increased, COVID-19 vaccination rates increased. In less affluent countries, with greater education expenditures, COVID-19 vaccination rates decreased. We explain these contradictions by describing links between vaccination rates, life expectancy, and education-related variables. Our findings may aid in promoting more effective uptake of COVID-19 vaccination.

This study examines the perspectives of Cambodian provincial university students about Cambodia's vision to transform itself into a knowledge-based society. The study employed a qualitative approach to gather data to answer three research questions. Based on in-depth interviews with 21 university students from three provinces, including Battambang, Siem Reap, and Svay Rieng, it was found that Cambodian university students had a superficial understanding of the term knowledge-based society. They were ambivalent, expressing both optimism and pessimism, when it came to Cambodian universities' contributions to supporting Cambodia's development into a knowledge society. The study also revealed a number of challenges facing university students in provincial Cambodia, such as limited access to educational resources and opportunities, inadequate opportunities for gaining practical knowledge and skills needed for the job market, and other issues of various nature. The study sheds light on how Cambodian university students perceive Cambodia's aspirations for becoming a knowledge-based society and has implications for policy, practice, and future research.

This critical interpretive paper deploys Walter Mignolo's geopolitics of knowledge concept to examine higher education internationalisation in Kazakhstan. Amidst growing concerns about economic and environmental sustainability, elitism and cognitive justice, among other critical issues, internationalisation remains a vital government policy. By tracing Kazakhstan's development since independence from the Soviet Union and focusing on key higher education development policy frameworks, the paper argues and illustrates that: (1) the internationalisation of higher education in Kazakhstan promotes a specific representation of the world that is considered universal and modern; (2) the internationalisation of higher education in Kazakhstan illustrates the existing hierarchical global higher education system that is dominated by the West as centres of knowledge and learning while allocating other countries peripheral roles; and (3) the geopolitics of knowledge concept enables the reading of higher education internationalisation beyond what is knowledge to who, why and where knowledge is produced. The data for this paper came from a qualitative study that involved 15 semi-structured interviews with graduates who studied abroad at Western universities through the government-sponsored Bolashak Scholarship. Three focus group sessions with 21 graduate students at Nazarbayev University complemented the interviews. The qualitative data suggest that Mignolo's geopolitics of knowledge offers a close-to-perfect description of the internationalisation of higher education in Kazakhstan. The conclusion drawn from this post-Soviet study is the universalisation of Western knowledge as nations utilise it for meaningful development, despite decolonial and cognitive justice concerns.

The teacher is key to reforming K-12 science, technology, engineering, and mathematics (STEM) education for all students (Powell et al., 2018) in the United States, and a catalyst for a competitive workforce and economic development. Reports based on Free or Reduced-Price Lunch (FRPL) and percent schools offering STEM courses, along with FRPL and per pupil expenditure in science adjusted for inflation, show disparity between the highest and lowest quartiles (U.S. Government Accountability Office, 2018; Banilower et al., 2018). Strategies to promote STEM for All and turn STEM education into a dependable human resource pipeline for a competitive workforce and economic development are discussed. The strategies include, promoting diversity and inclusion towards STEM for All, providing adequate STEM teacher training, increasing teacher retention in STEM subjects, and building a supportive environment for STEM teachers and teachers in general. These strategies are essential to connecting K-12 STEM education, a competitive workforce, and economic development.

This study examines hegemonic discourses on English and socioeconomic development from teachers' perspectives. Specifically, it scrutinizes the sorts of positions a group of 36 teachers of English, French, Italian, German, and Portuguese in an undergraduate program of modern languages take towards both the predominant narrative of English as the language of development and the role that the languages they teach may also play. Using postdevelopment as a theoretical framework, teachers' social representations around the languages they teach are analyzed. Findings suggest that, although there is a strong tendency to uncritically accept and accommodate instrumental and Anglo normative views of development, "small hopes" for configuring plural, locally sensitive, less instrumental, and ecological understandings are also emerging.

In order to promote Canadian students' mobility to China, it is essential to understand their motivations to study in Chinese universities because it influences their learning experiences. Through the application of the push-pull model as a conceptual framework (Altbach, 1998; Mazzarol & Soutar, 2002), this study explores the factors that motivate Canadian exchange students to study in China. Semi-structured interviews were conducted with 14 non-Chinese spoken Canadian exchange students from 9 universities. The findings reveal that both push and pull factors affect students' decisions to study in China. The key push factors are learning the Chinese language and culture and personal growth; the primary pull factors are China's potential for economic development, future opportunities, and the availability of exchange programs. This study provides stakeholders with insights into designing exchange programs targeted to students' needs and developing marketing strategies to attract Canadian international students. The efficiency of universities, which have a network structure of production process, is an essential component of performance measurement in education. However, most previous studies use traditional Data Envelopment Analysis (DEA), which disregards the network structure of the production process in universities. This study adopts a two-stage Network Data Envelopment Analysis (NDEA) with shared inputs model to assess the overall, teaching and research efficiencies of Turkish research universities. The findings show that only 6 out of 23 research universities are efficient, and some universities with lower world rankings are more efficient than those with higher rankings. On the other hand, no significant difference was found between the efficiency levels of regions with a high level of socio-economic development and regions with a relatively low level of socio-economic development. The study also evaluates the effects of different priority scenarios on efficiency and the optimal allocation of shared inputs between sub-processes. This study provides guidance for universities seeking to improve their performance and for the Council of Higher Education (CHE) in determining incentives for research universities. It also promotes the use of multi-stage NDEA with shared inputs model over traditional DEA for accurate efficiency assessment in the field of education.
