It is described results and outputs of the investigation turned into consultry service of analysis of the information to a professional scientific community. It is also made explicit the base of socio-cognitive and cultural dominant episteme and their revelation in the information product named Knowledge Contents Repository. The hermeneutic paradigm is referred in the Sciences of the Information and its reflection in the final design of the product. It is contributed to the approach of professional scientific community and the use of the tool business intelligence from the socio-cognitive paradigm. Folksonomics and ecological informational presuppositions are revealed and demonstrated. Before the introduction of the folksonomic outlook, users were not involved in systems for representing information and knowledge. These were the technical and epistemological responsibility of indexers and of classification systems, which should be evaluated by virtue of a series of requirements, which many times were far from their own knowledge systems. Web 1.0 depends on these guidelines, but the next Web 2.0 and others that may arise in the future should be committed to certain prescriptions of the sociocognitive paradigm, especially those supporting the representation of particular knowledge of specific domains, so a cultural diversity in representation systems is demanded to guarantee that digital objects can really meet needs, help connect the resources and do not succumb due to the high levels of noise and silence the web of webs is currently suffering from. Turning hypermedia services into ecological services poses the challenge of providing contents that can meet the sociocognitive and cultural needs of users, so strategies for organization and representation should continue to be formulated from the regeneration of wisdom of users and creators. A lo largo de este texto desarrollaremos una idea básica desde la que comprender no sólo los procesos de comunicación humana, sino cualquier fenómeno social: la perspectiva sistémica, que equivaldría a tener una forma de pensamiento de interrelación de los elementos en relación a un todo. La ambición de una teoría sistémica, consiste en atender a la globalidad, a las interacciones entre los elementos más que a las causalidades, a lo que tenemos que adjuntar la complejidad de esa globalidad, es decir observar la complejidad de los sistemas como conjuntos dinámicos con relaciones múltiples y cambiantes. Acción esta última que el observador debe de llevar a cabo desde un pensamiento reflexivo.
