Three years after the adoption of legislation regarding strategical planning we are able to see the first statistical results, reflecting actual conditions of regulated objects. The subject of this article is to examine the system of indicators of state economic policy, targeting to stimulate the development of economic potential with the aim to improve national economic competitiveness. The objective is the competitiveness of domestic economy as the subject of regulation. The aim is the analysis of the system of indicators on the basis of comparison of actual and planned data, detecting weakly correlated indicators and to make recommendations to correct the system of indicators. The article analyses the indicators that are being used in normative and legal documents. The authors consider long-term and medium-term targets for economic frontier development, as well as main factors that should be accounted while formulating the system of indicators for the economic potential in long- and medium-term. As the list of indicators of economic development in the strategic documents is vast, the chosen direction considers the production with high added value. The indicators considered reflect the indicative aim of scientific development, national innovation system and technology as the most important foundations for improvement of national economic competitiveness. Multidirectional trend of economic development and administration indicators has been detected. In the modern regional management system, new principles, methods and tools should be used. The purpose of this paper is to substantiate theoretical and methodological approaches to the application of foresight technologies as a modern tool for optimizing the system of regional management in the formation of a strategy for sustainable development. The paper analyzes the Russian and international experience of foresight formation and identifies the features of foresight introduction at the meso level; a roadmap for the sustainable development of a region, developed based on an analysis of long-term forecast and program regional documents, as well as a SWOT analysis of the socio-ecological and economic system of the Republic of Tatarstan. The study determines the significance of foresight technologies in the context of the formation of sustainable development strategies for regional and municipal administrations. Recommendations on the developed "Roadmap for the Sustainable Development of the Republic of Tatarstan" were studied and used in implementing measures to ensure the sustainable development of the urban economy., peer-reviewed

Currently, the need for the real-time evaluation of the functioning effectiveness of the subjects of the Russian Federation is observed. To achieve this goal, the situation centers,able to perform the monitoring of the socio-economic indicators both at the federal and regional levels, are created in Russia.At the same time, it is necessary to implement the information-analytical system to make forecasts for the following periods, as well as to conduct a plan-fact analysis based on the available data, using various methods. In the framework of this study, the situation center of federal State Budgetary Educational Institution of Higher Education “Plekhanov Russian University of Economics” (FSBEI HE "Plekhanov RUE") is considered.The development of the information-analytical system based on a hybrid forecasting model,integrated with the software of the center under consideration, is proposed by the authors.The examples of the calculations and the estimation of their accuracy and quality, obtained with the prototype of the system under development, are presented., peer-reviewed
