This book examines how some growing countries are experiencing economic development, while others are falling behind. It addresses the fundamental issues of development strategies by examining country-specific policies that have resulted in success or failure. The author focuses on Peru and makes comparisons with Chile and South Korea, exploring the question of why the latter two countries have been more successful, while Peru has lagged behind, despite bountiful natural resources and the potential to develop into a robust economy. The central question is to understand why some countries achieve economic development, while others face enormous challenges, and fail to do so.

This book provides a political economy perspective on Chile's contemporary economic development, explaining the different stages of Chile's neoliberal pattern of economic integration into the global economy from 1973 to 2015. Three key explanatory variables are considered: the evolution of business-state relations, US geopolitical interest in the region through the waves of trade agreements, and the political impact of the dynamics of inflows and outflows of financial capital. Although Chile is typically considered to be a successful case of a free market economy, this book presents an alternative narrative of Chile's growth through using a Latin American Structuralist political economy perspective. While it recognises the positive results in terms of growth, it also emphasises the lack of dynamic sources for long-term development, which embeds the economy into short-term booms followed by periods of stagnation.

Using a multivariate filter, we estimate potential growth rates in Chile's mining and non-mining sectors. Estimates for the mining sector incorporate information on copper prices, whereas estimates for non-mining reflect information on inflation and unemployment rates. To better understand the drivers of potential growth, we decompose estimates into capital, labor (adjusted for human-capital and hours worked), and total-factor productivity using a production-function. Our estimates of potential output in Chile suggest that an important part of the recent growth slowdown has been structural, with potential-output growth slowing to 2½ percent in recent years, although it plausibly could be higher in the medium-term.

This paper estimates the effect of copper prices on Chile's growth at various time horizons. We find that a price decline is likely to have a durable (although not permanent) effect on GDP growth: while the impact is the strongest in the first 3 years after the shock, the transition towards the new lower steady-state GDP level generally takes 5–10 years. From a production function perspective, the GDP growth slowdown is mainly driven by lower capital accumulation.

Explores the relationship between indigenous people, the management of natural resources, and the development process in a modernizing region of Chile Aymara Indians are a geographically isolated, indigenous people living in the Andes Mountains near Chile's Atacama Desert, one of the most arid regions of the world. As rapid economic growth in the area has begun to divert scarce water to hydroelectric and agricultural projects, the Aymara struggle to maintain their sustainable and traditional systems of water use, agriculture, and pastoralism. In Aymara Indian Perspectives on Development in the Andes, Amy Eisenberg provides a detailed exploration of the ethnoecological dimensions of the tension between the Aymara, whose economic, spiritual, and social life are inextricably tied to land and water, and three major challenges: the paving of Chile Highway 11, the diversion of the Altiplano waters of the Río Lauca for irrigation and power-generation, and Chilean national park policies regarding Aymara communities, their natural resources, and cultural properties within Parque Nacional Lauca, the International Biosphere Reserve. Pursuing collaborative research, Eisenberg performed ethnographic interviews with Aymara people in more than sixteen Andean villages, some at altitudes of 4,600 meters. Drawing upon botany, agriculture, natural history, physical and cultural geography, history, archaeology, and social and environmental impact assessment, she presents deep, multifaceted insights from the Aymara's point of view. A new framework for assessing the role of information and communication technologies in development that draws on Amartya Sen's capabilities approach. Information and communication technologies (ICTs)—especially the Internet and the mobile phone—have changed the lives of people all over the world. These changes affect not just the affluent populations of income-rich countries but also disadvantaged people in both global North and South, who may use free Internet access in telecenters and public libraries, chat in cybercafes with distant family members, and receive information by text message or email on their mobile phones. Drawing on Amartya Sen's capabilities approach to development—which shifts the focus from economic growth to a more holistic, freedom-based idea of human development—Dorothea Kleine in Technologies of Choice? examines the relationship between ICTs, choice, and development. Kleine proposes a conceptual framework, the Choice Framework, that can be used to analyze the role of technologies in development processes. She applies the Choice Framework to a case study of microentrepreneurs in a rural community in Chile. Kleine combines ethnographic research at the local level with interviews with national policy makers, to contrast the high ambitions of Chile's pioneering ICT policies with the country's complex social and economic realities. She examines three key policies of Chile's groundbreaking Agenda Digital: public access, digital literacy, and an online procurement system. The policy lesson we can learn from Chile's experience, Kleine concludes, is the necessity of measuring ICT policies against a people-centered understanding of development that has individual and collective choice at its heart.
