A rigorous defense of free markets and open enterprise in the tradition of Adam Smith.During the 20th century, Vietnam and Poland were both victims not only of devastating wars, but also of socialist planned economies that destroyed whatever war hadn't already. In 1990, Vietnam was still one of the poorest countries in the world, while Poland was one of the poorest in Europe. But in the three decades since then, both countries have drastically improved their citizens'standards of living and escaped the vicious cycle of national poverty.In this book, Rainer Zitelmann identifies the reasons behind the sensational growth of both nations'economies, drawing out the lessons that other countries can learn from these two success stories. Unequal development has been a defining characteristic of capitalism. Throughout history, countries and regions have exhibited differences in labor productivity growth – a key determinant in poverty reduction and development – and although some nations may catch up with the productivity levels or well-being of developed economies at times, others fall behind. This book explains how and why insolvency law in emerging economies needs to be reinvented. This open access book studies how foreign models of economic development can be effectively learned by and applied to today's latecomer countries. Policy capacity and societal learning are increasingly stressed as pre-conditions for successful catch-up. However, how such learning should be initiated by individual societies with different features needs to be explained. The book answers this pragmatic question from the perspective of Japan's past experience and its extensive development cooperation in Asia, Africa, and Latin America. Since the late nineteenth century, Japan has developed a unique philosophy and method for adopting advanced technologies and systems from the West; the same philosophy and method govern its current cooperation with the developing world.The key concepts are local learning and translative adaptation. Local learning says that development requires the learner to adopt a proactive mindset and the goal of graduating from receiving aid. Meanwhile, translative adaptation requires foreign models be modified to fit local realities given the different structures of the home and foreign society. The development process must be wholly owned by the domestic society in rejection of copy-and-paste acceptance. These ideas not only informed Japan but are key to successful development for all. The book also asks how this learning method should—or should not—be revised in the age of SDGs and digitalization. Following the overview section that lays out the general principles, the book offers many real cases from Japan and other countries. The concrete actions outlined in these cases, with close attention to individual growth “ingredients” as opposed to general theories, are crucial to successful policy making. In 2020, the G20 proposed a solution for the debt-related issues affecting the world's poorest countries due to the COVID-19 pandemic. However, their initiatives have failed to meet their objectives. The author argues that the reason for this failure is the inability to bring sovereign countries to the table to re-negotiate their debt agreements with private creditors as they fear credit rating agencies and the prospect of a downgrade. The author refers to this as the ‘credit rating impasse'.This book proposes a novel solution. The author asserts that there is a need in the literature to unpick the dynamic that exists and creates that impasse, namely the pressures that exist between sovereign states, private creditors, credit rating agencies, and the geo-political backdrop that is massively influential in the dynamic, that is, the adversarial relationship between China and the US.This book addresses the recent history of debt treatment for poorer countries and related successes and failures: COVID-19-related issues and the development of the Debt Service Suspension Initiative and the Common Framework for Debt Treatment. Climate change (CC) is currently an unquestionable phenomenon. If not stopped, it will be catastrophic for life on earth. Scientific evidence shows that human activities are the primary driver of CC tendencies since the industrial times. In this book, we present the relationship between development and CC, with special reference to agriculture, the rural sector, and policies aimed to promote sustainable development. We also give special attention to the situation in low- and medium-income countries particularly rural households and small farmers in these countries.The study of agriculture, CC, and sustainability requires consideration of natural resources and their uses (land, freshwater, forests, etc.), as well as the rural sector since land for agricultural production often expands at the expense of forests. In addition, the use of water for agricultural production affects the availability of this resource for other uses in the urban, industrial, and service sectors. Consequently, sustainable agricultural development under CC requires an interdisciplinary or at least a multidisciplinary approach. In this book, we do our best to deal with this challenge by focusing on issues and topics related to agriculture and its use of natural resources in the context of CC, but without ignoring the interrelations of these phenomena with further aspects of sustainability beyond agriculture.

Vive les crises migratoires… car rien ne vaut le détour par les pays en voie de peuplement pour prendre conscience de l'extrême pauvreté conceptuelle de la théorie économique dite orthodoxe, qui est à la fois désincarnée, u-topique, uchronique et démostatique. C'était folie de construire sur cette base une économie du développement destinée à ces pays dont la population double en une génération et qui doivent aménager leurs territoires en conséquence. Seule une refonte de l'Aide sur un tout autre paradigme permettra de mettre un terme aux erreurs de stratégie qui jalonnent son histoire depuis les années 1950, de la lutte contre les migrations et l'exode rural à la modernisation par effraction. Mais ce changement de paradigme ne pourra s'imposer que lorsque ces crises migratoires qui déstabilisent tous les pays du monde seront devenues insupportables. On the one hand, sustainable development is promoted as a multi-dimensional concept for achieving environmentally and socially responsible change. On the other hand, structural transformation refers to a sustained period of growth in living standards and incomes that brings sectoral change. For some, these two objectives seem at odds with each other, but this book argues that incorporating environmental initiatives into structural transformation goals in lower-income countries actually results in better results than strategies prioritising economic growth. Drawing on extensive structural equation modelling and original analysis, the book presents an innovative inclusive sustainable development framework to demonstrate the benefits of a more integrated approach to development planning, aiming for structural transformation in line with inclusive sustainable development principles. This book presents a new approach to recurrent property taxation based on occupancy, size, and location, that will strengthen local governments. Reflecting on the concept of “beneficial property taxation” first proposed by Alfred Marshall, the political economy constraints faced by traditional property taxation are examined and compared with evidence for beneficial property tax seen in China, Mexico, and sub-Saharan Africa. In the last thirty years, the developing world has undergone tremendous changes. Overall, poverty has fallen, people live longer and healthier lives, and economies have been transformed. And yet many countries have simply missed the boat. Why have some countries prospered, while others have failed? Despite the unprecedented gravity of the challenges posed by global warming, most political systems have not given them the required priority. The oil industry has resisted, and many countries have taken only token measures to reduce emissions and mitigate the worst effects. In this context, this book examines the progressive options available to today's developing countries as they face the limitations of neoliberalism and the existential challenge of global warming. Examining the cases of both low-income fossil fuel-dependent economies and large middle-income economies, this book argues that for all developing economies the best way forward includes ‘green'macroeconomic policies articulated with progressive industrial and social policies, thus allowing these countries to achieve economic diversification, build alternative drivers of growth, and deliver improvements in the distribution of income, wealth and power. There is urgent need for this progressive policy agenda - grounded on heterodox economics, committed to social integration and the reduction of multiple inequalities - to improve the economic outcomes for these countries, improve the lives of citizens and meet global climate targets. The book argues that capitalism challenges the possibility of free and dignified existence while climate change challenges the possibility of life itself, and that these challenges must be confronted together. Social mobility is the hope of economic development and the mantra of a good society. There are disagreements about what constitutes social mobility, but there is broad agreement that people should have roughly equal chances of success regardless of their economic status at birth. Concerns about rising inequality have engendered a renewed interest in social mobility--especially in the developing world. However, efforts to construct the databases and meet the standards required for conventional analyses of social mobility are at a preliminary stage and need to be complemented by innovative, conceptual, and methodological advances. If forms of mobility have slowed in the West, then we might be entering an age of rigid stratification with defined boundaries between the always-haves and the never-haves-which does not augur well for social stability. Social mobility research is ongoing, with substantive findings in different disciplines--typically with researchers in isolation from each other. A key contribution of this book is the pulling together of the emerging streams of knowledge. Generating policy-relevant knowledge is a principal concern. Three basic questions frame the study of diverse aspects of social mobility in the book. How to assess the extent of social mobility in a given development context when the datasets by conventional measurement techniques are unavailable? How to identify drivers and inhibitors of social mobility in particular developing country contexts? How to acquire the knowledge required to design interventions to raise social mobility, either by increasing upward mobility or by lowering downward mobility?

This book is a treatise against neoliberalism illuminated by the path of China. China is a model to be mimicked, but more so theoretically than by replication. If anything, nations of the global South must rid themselves of neoliberally imposed ‘one-size-fits all'models, instrumentalised to shift value to US empire. Neoliberal models, robbing nations of their histories and resources, are negative ‘best practice'serving the interests of the hegemon. Developing nations need to search for the theory that corresponds to their own conditions and development strategies. China's experience, anchored in labour as the historical agent, offers numerous theoretical cues as to how to build comparable home-grown paths. Thinking development with a subject voids reductionist politics in favour of sober class analysis. The study concludes by restating the age-old wisdom that there is no development without the rule of labour.

Microlending programs for low-income microentrepreneurs have become a global priority since the development of the Grameen Bank in 1976 and the Sustainable Development Goals of the United Nations in 2015. Inspired to create their own microlending program, the deans of the schools of social welfare and business at the University at Albany were aided by the university's Small Business Development Center and the State Employees Federal Credit Union. This led to the creation of the Small Enterprise Economic Development (SEED) program. Following this, new faculty were hired in the School of Social Welfare and the School of Business to address social entrepreneurship and lead these initiatives. The impetus for this book emerged from these developments including three forums in which national and international contributors participated in workshops, panels, and chapters for this book. These forums were co-organized by the School of Social Welfare, the School of Business, and a new Center for the Advancement & Understanding of Social Enterprises (CAUSE) at UAlbany. Building on the example set by UAlbany, Social Entrepreneurship and Enterprises in Economic and Social Development explains how and why we should integrate social entrepreneurship and social enterprises with economic and social development. While this global movement varies in pace and scope, the volume features snapshots from countries and regions representing nearly all continents, including Albania, Argentina, Cuba, India, Kenya, Kyrgyzstan, Russian Federation, Taiwan, Tajikistan, and Tanzania. One of the lessons is that social policies are critical for supporting social entrepreneurs since environmental, economic, and social sustainability are core goals of these initiatives. The chapters in this volume offer different contextual frames ranging from social enterprise business plans and measured entrepreneurial orientation to displacement dynamics (and how to avoid them) and the pitfalls of non-market economies. Technological capability deepens and diversifies industrial activity, which fundamentally enhances growth potential. Consequently, failure to build effective technological capability can lead to slow long-term economic growth. This book synthesizes and interprets existing knowledge on technology upgrading failures in order to better understand the challenges of technology upgrading in emerging economies. The objective is to bring together diverse evidence on three major dimensions of technology upgrading: paths of technology upgrading, structural changes in the nature of technology upgrading, and the issues of technology transfer and technology upgrading. Knowledge on these three dimensions is synthesized at the firm, sector, and macro levels across different countries and world macroregions. Compared to the challenges and uncertainties facing emerging economies, our understanding of technology upgrading is sparse, unsystematic, and scattered. The recent growth slowdown in many emerging economies, often known as the middle-income trap, has reinforced the importance of understanding the technology upgrading challenges they experience. While our understanding of these issues from the 1980s and 1990s is relatively more systematised, the more recent changes that took place during the globalization and proliferation of global value chains, and the effects of the 2008 financial crisis, have not been explored and compared synthetically. The current effects of COVID-19, geopolitical struggles, and the growing concern around environmental sustainability add significant complexity to an already problematic situation. The time is ripe to take stock of our existing knowledge on processes of technology upgrading in emerging economies and make further inroads in research on this crucial issue.
