Abstract The Oil and Gas (O&G) sector is facing unprecedented challenges regarding greenhouse gas (GHG) emissions, urging rapid decarbonization actions in line with global imperatives. This comprehensive review article delves into the crucial role of industry standards in spearheading transformative efforts. It synthesizes findings from a literature review, offering insights into real-world implementation cases within the O&G industry, and integrates perspectives from specialists through qualitative research. Key standards from the International Organization for Standardization (ISO), notably TC 301 and ISO 50001, are highlighted for their pivotal role in promoting energy management systems as essential tools for GHG mitigation. These standards not only advocate for energy-saving practices but also emphasize structured energy management to effectively reduce greenhouse gas (GHG) emissions. Additionally, the influential ISO/TC 67 orchestrates a comprehensive suite of standards tailored for the O&G industry, facilitating its adaptation to evolving technological and environmental landscapes. Complementary collaborative initiatives such as IPIECA, OGCI, and IOGP emerge as vital forces in promoting operational and strategic solutions. Through this review study, the intertwined relationship between energy management and GHG emission reductions is elucidated, underscoring how industry standards and collective efforts can drive the O&G sector towards a more sustainable future in alignment with global environmental ambitions.

This paper made a systematic literature review about Nature-based Solutions and public policies worldwide, considering the Web of Science database. The study proposal is to enable others NbS public policies for climate change. Based on PRISMA and PICO methodology, 55 final documents were analyzed. The papers mostly addressed locations in the northern hemisphere, adopted different methodologies and were mainly related to the Sustainable Development Goal 11 and 13. The NbS approach object of those papers were commonly infrastructure-related or ecosystem-based, representing 63,7 % of the papers. The present study found that there is no preferred NbS public policy. The public policy must be performed considering the specificities, the adaptation intended, and the climate change effects addressed. This study proved that NbS gives a wide range of opportunities to face climate challenges, with affordable solutions.

4. Assessing the research performance of Petrobras’ programs on research, development, and innovation (RD&I)

This paper assesses the existence of a relationship between recent research on the Research, Development, and Innovation (RD&I or R&D) sector of Petrobras with the quantitative data available in the company's reports and the Brazilian regulatory agencies. For this, 44 articles were selected using two main criteria: addressing the RD&I subject and being published in indexed peer-reviewed journals between 2000 and 2022. There are three perspectives from which the company RD&I (state development, human resources, and innovation clusters), increase in patents and production, and cost reduction are directly related to the qualitative and quantitative variation of innovation networks, state policies, and the improvement of internal human resource policies. Additionally, it was discovered that short-term outcomes could not be correlated with the level of training or R&D spending. However, a long-term drop in investment could lead to hazards such a decline in researchers, technical advancement, oil reserves, and the rate of output growth.

The objective of this paper is to identify the impact of the public policies on vehicular greenhouse gas emissions (GHG) reduction in the state of São Paulo (Brazil), from 2009, the year of Climate Changes State Policy creation, until 2018, decrease emissions due to increased use of ethanol. The methodology used is organized in three steps: a comprehensive literature review, data collection and analysis. To measure the correlation between the analyses data, it used the Pearson’s coefficient to calculate the correlation between the data found. Thus, the study demonstrated the vehicular GHG progress and its relationship with the fleet history, average fuel prices, and São Paulo state’s Gross Domestic Product. It was observed that main responsible for the GHG vehicle emissions in São Paulo’s state were diesel vehicles, the main fuel used by trucks. In the individual passenger follow-up, ethanol played a substantial role in reducing emissions, however, there has not yet been a significant decrease in their volume, and the achievement of the vehicle emissions target set by PEMC for the year 2020 is uncertain. Therefore, it is necessary to implement sustainable public policies and designed in the short, medium, and long terms, and that contribute more effectively to the road modal.

The aim of this article is to evaluate the viability of transporting Liquified Natural Gas (LNG) by truck in the Mato Grosso (MT) state, Brazil, comparing the costs of substituting other energy sources for the Bolivian Natural Gas (NG) and estimating the potential available market in the five mesoregions of the state. The simulation results show a potential NG market of 2.1 MMm3/day at a competitive cost compared to the assessed fuels in the economic sectors evaluated in the MT state. LNG transported by road has shown to be more advantageous than electric energy and diesel oil. On the other hand, fuel oil costs were slightly lower than NG costs. This simulation can serve as inspiration to extend the use of small-scale LNG by road in states or countries with similar characteristics, especially those with the possibility of the constant supply of NG and limited pipeline network.

Desde a Cúpula da Terra do Rio de Janeiro (Cúpula do Rio, Conferência do Rio ou Cúpula da Terra - Português: ECO92), o termo sustentabilidade passou a ser utilizado em praticamente todas as reuniões internacionais e adentrou definitivamente na agenda de compromisso de diversas entidades e empresas. Contudo, aparentemente, o conceito de sustentabilidade permanece uma incógnita em termos de limites e abrangência. O objetivo do presente artigo científico é introduzir uma discussão sobre o conceito de sustentabilidade. Dessa forma, a partir de um resgate de seu significado e da verificação da fluidez de seu conteúdo, apontou-se a ausência de uma clara sistematização conceitual. Se por um lado esse cenário permite uma contínua expansão de seu conteúdo e o não engessamento de seu conceito, por outro lado, esse discurso figurado pode acobertar problemas que a sociedade e seus agentes não querem tratar, mas apaziguar. Portanto, o presente artigo adota o conceito de sustentabilidade enquanto o despertar do ser humano para o seu potencial e para expansão do seu “eu interior”. É a assunção da responsabilidade individual, a partir da percepção do agir localmente, até o comprometimento social que se expande para atitude perante o outro, o entorno e o planeta Terra.

In Brazil, electricity is the prime energy carrier for bath shower heating purposes. However, since analyses indicate that expansion of the country´s electricity generation capacity shall spruce from an increased non-renewable sources’ stake in detriment to that of hydroelectricity, high electricity consumption rates that spring from home end uses of the kind have drawn the attention of those who are involved with local energy planning. Furthermore, massive use of electric showers in a short timeframe largely drive electricity demands to culminate in peak loads. For water heating purposes, this context has favoured an alternative to electricity, deemed feasible from both an efficiency and energy infrastructure standpoint: promote fuel gas consumption (liquefied petroleum gas and natural gas in particular). A scenario methodology is herein employed to map electric shower use related variables and players and assess the future behaviour of the core elements that condition resorting to this technology. Thereafter, strategies and opportunities to promote the rational consumption of the country´s power sources ground on the increased use of fuel gases for residential water heating purposes are discussed.

O presente artigo objetiva a construção do princípio da justiça intra e intergeracional ao propor a abordagem unitária das sucessivas gerações humanas para fins da normatização da destinação de participações governamentais decorrentes da produção de hidrocarbonetos. Assume-se como objetivo básico das políticas públicas a sustentabilidade da vida com qualidade no globo terrestre. Assim, defende-se que a destinação das rendas de hidrocarbonetos em políticas públicas deve refletir as necessidades de cada localidade beneficiária, considerando a vocação de seu desenvolvimento territorial, bem como a sustentabilidade integral e a efetivação dos direitos fundamentais da sua população.This paper aims to define the principle of justice intrageneration and intergeneration by creating the idea of the humankind as one. It proposes the principle as a standard of the allocation of the government takes from the production of hydrocarbons. It assumes as a basic purpose of the public policies the sustainability of quality of life on the Earth. Thus, it argues that the allocation of the government take on public policies should reflect the needs of each place, considering the vocation of its territorial development, as well as the integral sustainability and the enforcement of fundamental rights of its population.

Este trabalho discute o papel do gás natural no Brasil e no mundo, sugerindo que a humanidade está no caminho de construir o que se pode chamar de "Civilização do gás". Parte-se de um breve panorama da realidade energética internacional, comparando-se vários cenários, de instituições de reconhecida competência, que procuram descrever possibilidades para o futuro energético do planeta. Uma análise comparada desses cenários permite identificar o consumo crescente do gás natural como uma das tendências fortes para os próximos vinte a cinqüenta anos. Em seguida, introduz-se o conceito de "Civilização do gás", apresentando alguns elementos que o justificam. Oferece-se, então, uma perspectiva brasileira do problema. A partir de antecedentes históricos da indústria do gás no Brasil, apresenta-se uma visão crítica sobre o futuro dos gases combustíveis na matriz energética nacional.This work discusses the role of natural gas in Brazil and in the world, suggesting that the humanity is building up a kind of Gas Civilization. The text starts with a brief panorama of the international energy reality comparing several scenarios proposed by recognized institutions, and which try to describe possibilities for the future of energy in the planet. Such comparative analysis allows identifying the growing consumption of natural gas as a strong energy trend for the next 20 to 50 years. Then, the concept of Gas Civilization is introduced, presenting some elements justifying it. Following, the article offers a Brazilian perspective of the problem, starting from the historical antecedents of the gas industry in Brazil, and developing a critical vision regarding the future role of the combustible gases in the Brazilian energy mix.

Este artigo pretende discutir o posicionamento brasileiro diante da crise da nacionalização das reservas bolivianas, tendo em vista o cenário global de preocupação com a segurança energética e também as relações comerciais entre o Brasil e seus vizinhos. Pretende-se sugerir que a busca da autosuficiência gasífera pode não ser a melhor alternativa para o Brasil lidar com a nacionalização boliviana. Ainda que se reconheça que o momento político não é favorável e que os dois países necessitam restabelecer um novo equilíbrio em suas relações, o comércio gasífero entre Brasil e Bolívia deveria ser entendido como uma possibilidade de ampliação da integração econômica e política das duas nações. Além disso, o gás natural importado é um elemento da segurança energética de longo prazo ao qual o Brasil não deve renunciar.

RESUMO O presente trabalho tem por objeto abordar os aspectos de regulação internacional do petróleo, mais precisamente aqueles previstos na Convenção das Nações Unidas sobre o direito do mar de 1982, que definem a obrigatoriedade do pagamento de royalties às Nações Unidas advindos da exploração dos hidrocarbonetos nas plataformas estendidas. Utiliza o método dedutivo e o tipo de pesquisa exploratório e comparativo, o artigo dividiu-se em três capítulos. Após introduzir o leitor ao tema, abordando-se as particularidades do direito do mar e seu viés de exploração econômica, os autores discorrem sobre a questão com uma dimensão da regulação quase sempre ausente da formulação de políticas energéticas. Essa discussão é apresentada a partir do estudo de caso do Brasil. Para tanto, cuida de apresentar a importância do setor petrolífero e o histórico da exploração offshore no Brasil. Adentra-se em seguida a temática da distribuição dos royalties entre o estado nacional e as nações unidas. No desenvolvimento da questão são trazidos à tona o possíveis cenários entre o futuro da exploração petrolífera no Brasil e os resultados da aplicação da regulação internacional pela Convenção das Nações Unidas sobre o Direito do Mar de 1982. Por fim, chegou-se à conclusão de que algumas plataformas de petróleo já estão localizadas próximas do limite das 200 milhas marítimas e o polígono do pré-sal também encontra-se adentrando as 200 milhas marítimas, o que demonstra uma necessidade de uma abordagem imparcial sobre os prós e contras do posicionamento brasileiro, analisando os possíveis cenários futuros.

resumo A utilização de gás natural tem ganhado grande espaço na matriz energética brasileira, principalmente dentro do setor industrial. Para um conjunto de segmentos e processos industriais, a utilização de gás natural como energético ou matéria-prima envolve significativos ganhos dos pontos de vista ambiental, técnico e econômico. A hipótese motivadora deste trabalho está relacionada ao potencial papel de indutor do desenvolvimento regional que a disponibilidade de energia possui. Foram definidas duas principais vias de análise: (i) a avaliação do nível de concentração geográfica (ou espacial) da indústria, verificando-se a existência de padrões distintos para a média da indústria e um grupo de setores definidos como heavy users de gás natural (cerâmica, têxtil e química), e (ii) a avaliação e mapeamento das correlações espaciais entre o emprego industrial (proxy da atividade industrial) e a presença de gasodutos. Para o estado de São Paulo verificou-se que existe uma forte correlação positiva entre a presença de gasodutos de distribuição de gás natural e o nível de emprego para os segmentos heavy users, mesmo quando se consideram os efeitos de outras variáveis relevantes, tais como custos de transporte, qualificação da mão de obra e ganhos com a especialização.

A explotação de recursos não convencionais utilizando da técnica do fraturamento hidráulico foi determinante para o significativo aumento da produção de hidrocarbonetos na Argentina e Estados Unidos, com a consequente redução de sua dependência energética externa. Contudo, a produção não convencional continua sendo um tema muito debatido, em função da percepção, por uma parte da sociedade civil, de que os riscos oferecidos por esta atividade ultrapassam seus benefícios. Este trabalho visa analisar o impacto do fraturamento no meio ambiente, em especial com relação aos recursos hídricos. De forma a melhor alcançar este objetivo, e ao mesmo tempo estabelecer uma fonte compreensiva para consultas futuras que, certamente, irão auxiliar no aprimoramento do conhecimento acerca desta atividade, este trabalho se dedica a descrever e avaliar os seguintes aspectos: fundamentos técnicos das operações de fraturamento hidráulico; levantamento das áreas ambientalmente sensíveis na Bacia do Paraná, em especial nos estados do Paraná e de São Paulo, segundo o Sistema Nacional de Unidades de Conservação; descrição de bacias hidrográficas, águas subterrâneas e relações oferta e demanda hídrica para os estados de interesse. Pode-se concluir que o impacto das atividades de “fracking” nos recursos hídricos é quantitativamente reduzido em geral e qualitativamente bem conhecido, sendo possível o estabelecimento de regras claras, objetivas e de fácil seguimento pelas autoridades para assegurar seu desenvolvimento em regiões adequadas, limitando a ocorrência e alcance de eventuais eventos negativos até limites compatíveis com os benefícios gerados pela atividade.

Este trabalho tem por objetivo verificar a relação entre a taxa básica de juros brasileira e os custos de capital de terceiros definidos pela ANEEL para os leilões para implantação, operação e manutenção de infraestruturas de transmissão de energia elétrica. A metodologia de pesquisa consiste no levantamento dos custos de capital de terceiros dos leilões de transmissão realizados no horizonte de 2006 a 2020 e comparação destes à taxa SELIC. Os resultados apontam que em boa parte do período analisado o custo de capital de terceiros foi inferior a taxa SELIC em função de estar atrelado a juros subsidiados pelo Banco Nacional de Desenvolvimento Econômico e Social- BNDES. A referida situação se inverteu a partir de meados de 2015.

Este trabalho visa destacar o potencial atual de exploração de gás não convencional no Brasil. Em termos de mercado, aumentar a oferta de gás natural pode ser essencial para reduzir a dependência do gás natural importado e pressionar os preços internamente e, assim, reduzir os custos em toda a cadeia. No entanto, a ausência de um ambiente regulatório com regulamentação específica para o gás não convencional traz insegurança jurídica no contexto de exploração de potenciais entrantes e empresas neste mercado. O crescimento da exploração exclusiva de gás nos Estados Unidos tem sido incentivado por um ambiente regulatório e econômico favorável, influenciado pelo uso de ferramentas regulatórias que tornaram o ambiente mais transparente. O objetivo geral deste artigo é analisar os riscos nas áreas jurídica, econômica e comercial que criaram obstáculos ao crescimento da atividade de exploração de gás não convencional no país, tendo como modelo comparativo o mercado dos Estados Unidos. Os resultados sugerem que a transparência das informações e um ambiente regulatório bem definido podem reduzir os riscos enfrentados pelos potenciais participantes.

The transition from fossil fuels to more sustainable sources of energy has become a topical issue that is likely to remain in the front burner of stakeholders as governments and businesses gradually move towards low-carbon economies. This move has been partly accelerated by the need to combat climate change and greenhouse gases (GHG). The move towards more sustainable energy sources has led to an upsurge in the number of international mechanisms such as the 2015 Paris Agreement on Climate Change (COP 15) (and a plethora of regional and domestic initiatives). Regulations and standardisation have been identified as strategic tools that can play critical roles in the drive towards energy transition. Regulation in this context refers to laws or other form of instruments with legal backing and having cohesiveness, while Standardisation entails the voluntary process of developing technical specifications based on consensus among stakeholders. The focus of this paper is how these two strategic tools interact and how they can be used to, enhance creativity, and further accelerate the drive towards energy transition and therefore more sustainable sources of energy.

According to the international agencies U.S. Energy Information Administration (EIA) and World Energy Council (WEC), Brazil is the 10th country in the world ranking of the largest holders of shale gas reserves, with 245 Tcf (trillion cubic feet) (6.9 Tcm – trillion cubic meters) of natural gas. Due to the low permeability of these formations, the so-called unconventional reservoirs, only become viable if stimulated through horizontal drilling and hydraulic fracturing techniques. These techniques, like any other ones, have associated risks that should be very well managed and mitigated. This article aims to show that the benefits, in terms of fostering the local economy, job creation and energy security, outweigh the risks since they are known and well managed. In addition, suppliers present in country, able to provide these services properly, with numerous successful cases around the world, are identified in the article as well.

As a riveting example of social housing in Brazil, the Minha Casa Minha Vida program was set in 2009 to diminish the 6-million-home housing deficit by offering affordable dwellings for low-income families. However, recurrent thermal discomfort complaints occur among dwellers, especially in the Baltimore Residential sample in Uberlândia City. To avoid negative effects of energy poverty, such as family budget constraints from the purchase of electric appliances and extra costs from power consumption, a simulation based on system dynamics modeling shows a natural ventilation strategy with a mixed combination of sustainable and energy-efficient materials (tilting window with up to 100% opening, green tempered glass, and expanded polystyrene wall) to observe the internal room temperature variation over time. With a 50% window opening ratio combined with a 3 mm regular glass window and a 12.5 cm rectangular 8-hole brick wall, this scenario presents the highest internal room temperature value held during the entire period. From the worst to the best-case scenario, a substantial reduction in the peak temperature was observed from window size variation, demonstrating that natural ventilation and constructive elements of low complexity and wide availability in the market contribute to the thermal comfort of residential rooms.

A partir do conceito de captura, utilização e armazenamento de carbono (CCUS, na sigla em inglês), é possível contribuir diretamente para uma solução a nível global, visando a mitigação direta de um poluente extremamente nocivo ao meio ambiente e, além disso, destinar sua utilização para fins técnicos e agregar valor econômico nas operações. Além da mitigação das emissões de CO2 em operações de produção de petróleo e gás natural, cabe ainda destaque às medidas compensatórias para níveis que ainda persistirem. No caso, o mercado de créditos de carbono funciona como um mecanismo de comercialização, visando compensar, de forma econômica e sustentável, a emissão do poluente através de alternativas e projetos ambientalmente favoráveis.

Natural gas is the primary fuel for Brazil's current expansion of thermoelectric generation. Imported LNG is considered a relevant energy source for developing new energy sources intermittently in the short and medium-term through plants that operate in the GW (gas-to-wire) and RTW (reservoir-to-wire) model. Given potentialities and restrictions, this study aimed to evaluate the prospects of using LNG as an alternative energy source. This article will use bibliographic, analytical, and qualitative methods and the SWOT tool. With this in mind, the expected results for analyzing strengths, opportunities, weaknesses, and changes in the expansion of LNG consumption refer to Eneva's Azulão Jaguatirica project. This research contributes to the debate on construction decision-making, the beginning of the operation of LNG terminals with a focus on thermoelectric generation, using the objective of the SWOT matrix El gas natural es el principal combustible para la actual expansión de la generación termoeléctrica en Brasil. El GNL importado se considera una fuente de energía relevante para el desarrollo intermitente de nuevas fuentes de energía en el corto y mediano plazo a través de plantas que operan en el modelo GW (gas-to-wire) y RTW (reservoir-to-wire). Dadas las potencialidades y restricciones, este estudio tuvo como objetivo evaluar las perspectivas del uso de GNL como fuente de energía alternativa. Para ello se utilizarán métodos bibliográficos, analíticos, cualitativos y la herramienta DAFO. Teniendo esto en cuenta, los resultados esperados para el análisis de fortalezas, oportunidades, debilidades y cambios en la expansión del consumo de GNL se refieren al proyecto Azulão Jaguatirica de Eneva. Esta investigación contribuye al debate sobre la toma de decisiones de construcción, el inicio de la operación de terminales de GNL con enfoque en la generación termoeléctrica, utilizando el objetivo de la matriz DAFO ya construida por otros autores, y considerando posibilidades de expansión del mercado de gas natural. en el país. O gás natural é o principal combustível para a atual expansão da geração termelétrica no Brasil. O GNL importado é considerado uma fonte de energia relevante para o desenvolvimento de novas fontes de energia de forma intermitente no curto e médio prazo por meio de usinas que operam no modelo GW (gas-to-wire) e RTW (reservoir-to-wire). Dadas as potencialidades e restrições, este estudo teve como objetivo avaliar as perspectivas de utilização do GNL como fonte alternativa de energia. Para isso, serão utilizados métodos bibliográficos, analíticos, qualitativos e a ferramenta SWOT. The southern region of Brazil is diverse when it comes to unconventional gaseous energy sources with high methane concentrations. Located above the Paraná Sedimentary Basin, the region has great potential to produce shale gas and coalbed methane, situated in the Ponta Grossa and Rio Bonito Formation, respectively. In addition, the generation of biomethane from pig farming effluents in the state of Paraná has been gaining national prominence. In this sense, this work aimed to carry out a comparative SWOT analysis of three potential methane sources in the southern region of Brazil: (1) shale gas, (2) coalbed methane, and (3) biogas from swine effluents. This qualitative study debated each option regarding its regional impacts, developed gas distribution infrastructure, and investments in R&D for risk mitigation. A clearer consolidation of the federal government’s competence and states would bring more confidence and predictability to the market and promote better policy and legal security for investors.

35. Energy Efficiency and Mitigation of Greenhouse Gases in FPSOs Ships

- Abstract
Among the main opportunities reviewed and highlighted within the industry’s value chain, the upstream sector stands out and includes exploration and production activities for oil and natural gas, subdividing into key areas that concentrate a high demand for energy and, consequently, a relevant portion of emissions. A review and discussion about the FPSOs ships can be justified by market factors since ships currently comprise the main global offshore oil production systems. Among the highlights in the scope of emissions, the activity indexes are mainly composed of carbon dioxide (CO2) and methane (CH4), in addition to containing minimum levels of nitrous oxide (N2O). Whereas for emissions — which can occur either by combustion or by leakage or treatment processes — are divided and presented into four groups: Power generation (68% CO2 and 7% CH4), flaring (26% CO2 and 18% CH4), unintentional fugitives sources (0.02% CO2 and 22% CH4) and chemical ventilation (6% CO2 and 53% CH4). Although it still presents difficulties in operational implementation, the promotion of research and policies on the emission of greenhouse gases in the oil industry can help and enable the construction of a more secure, sustainable, and integrated energy future.

The present study analyzed the potential of coalbed methane (CBM) generation as a viable alternative energy source of production in the Mozambican coal basins considering the geology, the properties of the coal and the respective potentialities. It should be noted that one of the most important coal bearing sedimentary successions in the world occurs in the Moatize-Minjova coal basin, Mozambique. In the analysis of the rank of the types of coal suitable for the production of CBM, the most recommended are the coal or bituminous type that has high levels of CO2, high calorific value and higher concentration of gas, however, this quality is found in the Moatize-Minjova coal basin. Exploration well drilling data collected by the company ETA STAR Mozambique and analyzed by specific laboratory tests, such as: physical-chemical, mineralogical, geochemical and petrography analyzes, facilitated the knowledge of the geology and the economic viability of the reservoir with a view to determination of the quality and volume of gas contained in the layers of coal as a viable source of energy in the country. Thus, it is anticipated that the result of the pioneer study carried out by the Company ETA STAR Mozambique indicates that this coal basin of Moatize has qualities to generate the coalbed methane. It is also emphasized that the other five coal basins present in the region due to the presented geological characteristics probably have an economically feasible potential for production. In this way, the exploration of the CBM would be a preponderant solution to answer the problematic of the energy demand for the national consumption. However, in order to exploit the CBM's potential in the country, the Government of Mozambique could introduce a specific CBM policy to legally guide the research, exploration, production and consumption of methane gas contained in the coal layers Mozambican.

37. Regulation for Hydraulic Fracturing in Unconventional Resources Exploration in Brazil

In Brazil, it is not yet possible to use hydraulic fracturing (fracking) to explore unconventional resources. Given (i) the attempt to bid unconventional areas in 2014; and (ii) the regulation of this exploration technique in the same period, discussions about the feasibility of this economic activity in the country emerged. National Agency of Petroleum, Natural Gas, and Biofuel promoted discussions with society on the subject. This article analyzed the regulatory processes of hydraulic fracturing in unconventional resources in Brazil to understand sensitive points to implement this practice in the country. By analyzing the processes and procedures adopted by the competent entities, especially the ANP, it was possible to understand how the regulatory process happened to glimpse improvements that may enable this activity in the future. The study result demonstrated that the first national implementation attempt preceded a specific norm to regulate the activity. However, the administrative processes that led to the 12th ANP Bidding Round and the preparation of ANP Resolution No. 21/2014 show that this was not even a sensitive point in employing these operations. The study concluded that, although there is room for regulatory improvement, the main obstacle to exploring this activity stems from the incipient geological data at the time of the 2014 bidding round. En Brasil aún no es posible utilizar la fracturación hidráulica como técnica para explotar hidrocarburos no convencionales. Ante el intento de licitación de bloques en áreas no convencionales en 2013, y la regulación de esta técnica de exploración en 2013-2014, salieron a la luz discusiones sobre la factibilidad de este tipo de actividad económica en el país, con la Agencia Nacional del Petróleo, Gas Natural y Biocombustibles (ANP) para promover discusiones con la sociedad sobre el tema. Este artículo propuso el análisis de los procesos regulatorios de la fracturación hidráulica en hidrocarburos no convencionales en Brasil para comprender puntos sensibles al ejercicio de esta práctica ahí. A través del análisis de los procesos y procedimientos adoptados por las entidades competentes, en particular la ANP, fue posible comprender cómo se desarrolló el proceso regulatorio para vislumbrar mejoras que viabilicen esta actividad en el futuro. En el análisis, se observó que el primer intento nacional precedió a la estructuración de una norma específica para regular la actividad. Sin embargo, los análisis de los procesos administrativos que condujeron a la 12ª licitación de la ANP y la elaboración de la Resolución ANP N° 21/2014 muestran que ese ni siquiera fue un punto sensible en la implementación de estas operaciones. El estudio concluyó que, si bien hay espacio para la mejora regulatoria, el principal obstáculo para la exploración de esta actividad proviene de los incipientes datos geológicos al momento del evento de 2014. No Brasil, ainda não é possível utilizar o fraturamento hidráulico como técnica para exploração de recursos não convencionais. Ante a tentativa de licitação de blocos em áreas não convencionais em 2013, e a regulamentação dessa técnica de exploração em 2013-2014, vieram à tona discussões sobre a viabilidade desse tipo de atividade econômica no país, tendo a Agência Nacional de Petróleo, Gás Natural e Biocombustíveis (ANP) atuado de forma a promover discussões com a sociedade sobre o tema. Esse artigo propôs a análise dos processos de regulamentação do fraturamento hidráulico em recursos não convencionais no Brasil para compreender pontos sensíveis ao exercício dessa prática no país. Por meio da análise dos processos e procedimentos adotados pelos entes competentes, notadamente da ANP, foi possível compreender como se deu o processo de regulamentação de forma a vislumbrar aprimoramentos que possam viabilizar essa atividade no futuro. Na análise, observou-se que o primeiro intento nacional precedeu à estruturação de uma norma própria para regular a atividade. Contudo, análises dos processos administrativos que conduziram a 12ª Rodada de Licitações da ANP e da elaboração da Resolução ANP nº 21/2014 evidenciam que este sequer foi um ponto sensível à implementação dessas operações. O Estudo concluiu que, em que pese haver espaço para aprimoramento regulatório, o principal óbice à exploração dessa atividade decorre da incipiência dos dados geológicos à época do certame de 2014.

O Gasoduto Bolívia-Brasil (GASBOL) completou 20 anos de operação em 2019, tendo impactado em diversos aspectos os dois países envolvidos. Um empreendimento deste porte, no setor energético, tende a gerar uma produção de conhecimento em diversas áreas impactadas por ele. Dessa forma, o objetivo deste artigo é analisar a produção científica relacionada ao GASBOL, avaliando o impacto deste gasoduto nas diversas áreas do conhecimento. Para tanto, foi realizada uma análise bibliométrica e qualitativa das publicações sobre o tema, entre 1999 e 2020. A análise bibliométrica demonstrou, dentre outros, a importância das conferências para a produção científica, a publicação da maioria dos artigos de periódicos em revistas bem avaliadas pela Capes e uma grande quantidade de autores filiados às empresas que administram o gasoduto. Na análise qualitativa, as publicações mais relevantes foram classificadas em cinco categorias, as quais foram descritas para a compreensão dos impactos do gasoduto em ambos os países.

This paper examines the agribusiness influence on Brazilian politics and how it has affected the country’s foreign policy agenda. The method used is discourse analysis. More specifically, we rely on Maarten Hajer’s concept of storylines, developed in his influential book The Politics of Environmental Discourse (1995). The purpose is to analyze how ruralist storylines, reshaped by the agribusiness lobby, has portrayed the Brazilian reality and how they were able to forge consensus about its controversial practices and questionable results. By uncovering how their discursive strategy was produced, we aim to verify which facts and arguments have selectively been exposed, and which ones have been excluded, or even shown in a distorted way. The main results show how these entrenched storylines have molded Brazil’s foreign policy.

Yellow fever virus (YFV) exhibits a sylvatic cycle of transmission involving wild mosquitoes and non-human primates (NHP). In Brazil, YFV is endemic in the Amazon region, from where waves of epidemic expansion towards other Brazilian states eventually occur. During such waves, the virus usually follows the route from North to the Central-West and Southeast Brazilian regions. Amidst these journeys, outbreaks of Yellow Fever (YF) in NHPs, with spillovers to humans have been observed. In the present work, we describe a surveillance effort encompassing the technology of smartphone applications and the coordinated action of several research institutions and health services that succeeded in the first confirmation of YFV in NHPs in the state of Minas Gerais (MG), Southeast region, in 2021, followed by genome sequencing in an interval of only ten days. Samples from two NHPs (one of the species Alouatta caraya in the municipality of Icaraí de Minas and the other of the species Callithrix penicillata in the municipality of Ubaí) were collected and the presence of YFV was confirmed by RT-qPCR. We generated three near-complete by Nanopore sequencer MinION. Phylogenetic analysis revealed that all viral genomes recovered are equal and related to lineage South America 1, clustering with a genome detected in the Amazon region (Pará state) in 2017. These findings reveal the occurrence of a new wave of viral expansion in MG, six years after the beginning of the major outbreak in the state, between 2015-2018. No human cases were reported to date, showing the importance of coordinated work between local surveillance based on available technologies and support laboratories to ensure a quick response and implementation of contingency measures towards avoiding the occurrence of YF cases in humans.

The 2021 re-emergence of yellow fever in non-human primates in the state of Rio Grande do Sul (RS), southernmost Brazil, resulted in the death of many howler monkeys (genus Alouatta) and led the state to declare a Public Health Emergency of State Importance, despite no human cases reported. In this study, near-complete genomes of yellow fever virus (YFV) recovered from the outbreak were sequenced and examined aiming at a better understanding of the phylogenetic relationships and the spatio-temporal dynamics of the virus distribution. Our results suggest that the most likely sequence of events involved the reintroduction of YFV from the state of São Paulo to RS through the states of Paraná and Santa Catarina, by the end of 2020. These findings reinforce the role of genomic surveillance in determining the pathways of distribution of the virus and in providing references for the implementation of preventive measures for populations in high risk areas.

O gás natural é um recurso energético que tem sido cada vez mais utilizado ao longo dos anos, devido principalmente à sua versatilidade, ampla disponibilidade e menor nível de emissão de poluentes entre os hidrocarbonetos. Devido a estas e outras características, o gás natural tem grande importância para o processo de transição energética e para a construção de uma economia mais limpa. Entretanto, seu uso no Brasil enfrenta alguns entraves, dentre os quais podemos destacar o ambiente regulatório não consolidado em relação as atividades gasíferas. Nesse sentido, o artigo analisou a relação do gás natural na transição energética do país e suas influências nas mudanças do modelo regulatório referente ao insumo. Além disso, foi abordado sobre a inciativa Gás para Crescer e o Programa Novo Mercado de Gás e as transformações legais ocasionadas por eles.

Technical, economic, social and environmental conditions are turning natural gas into a feasible solution for sustainable transportation systems in the State of Sao Paulo (Brazil). Blue Corridors are routes that aim to enable the use of liquefied natural gas (LNG) for heavy vehicles as a substitute to Diesel oil. Therefore, this work proposes four scenarios for a Blue Corridor in the State of Sao Paulo and analyzes its environmental and economic impacts. The results are presented in cartographical figures and show that LNG costs up to 40% less than diesel, while reducing CO2 equivalent emissions by up to 5.2%. Particulate matter (PM) emissions are reduced by 88%, nitrogen oxides (NOx) by 75% and hydrocarbon emissions are eliminated. However, despite the economic and environmental advantages presented in the results of this study, LNG still faces regulatory barriers that must be addressed in order to allow its widespread use in the transportation sector.

Free-ranging non-human primates (NHPs) can host a variety of pathogenic microorganisms, such as arboviruses, which include the yellow fever virus (YFV). This study aimed to detect the circulation of YF and other arboviruses in three wild Alouatta caraya populations in forests in southern Brazil.We collected 40 blood and serum samples from 26 monkeys captured/recaptured up to four times from 2014 to 2016, searching for evidence of arboviruses by virus isolation, PCR, and neutralization tests.Viral isolation and genome detection were negative; however, we detected neutralizing antibodies against the Saint Louis, Ilhéus, and Icoaraci viruses in three NHPs.Saint Louis Encephalitis, Ilhéus, and Icoaraci viruses circulated recently in the region. Future studies should investigate the role of NHPs, other vertebrate hosts and wild vectors in the region's arbovirus circulation and the potential risks of the arboviruses to wildlife, domestic animals, and humans.

In 2019, a new coronavirus disease (COVID-19) was detected in China. Severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) was capable to infect domestic and captive mammals like cats, tigers and minks. Due to genetic similarities, concern about the infection of non-human primates (NHPs) and the establishment of a sylvatic cycle has grown in the Americas. In this study, neotropical primates (NP) were sampled in different areas from Brazil to investigate whether they were infected by SARS-CoV-2. A total of 89 samples from 51 NP of four species were examined. No positive samples were detected via RT-qPCR, regardless of the NHP species, tissue or habitat tested. This work provides the first report on the lack of evidence of the circulation of SARS-CoV-2 in NP. The expansion of wild animals sampling is necessary to understand their role in the epidemiology of SARS-CoV-2 and other potentially zoonotic pathogens in natural environments shared by humans.

The Brazilian electricity sector is predominantly supplied by clean and intermittent sources of electricity. Intermittency and complementation must be done by other energy sources to further add to the supply of clean energy for Brazil. Natural gas can be one of these sources since it exists in abundance and pollutes less than other fossil fuels such as coal and diesel oil. However, the integration between the electric sector and natural gas must be planned for the development of both and for the benefit of the consumer. Law 14.182/21, authorizes the privatization of Eletrobras (Brazilian Energy Company). The law makes provision for the contracting of 8 GW of thermal energy generation, moved by natural gas, by means of capacity auctions. It further defines in which regions of Brazil that the thermal plants should be installed. In this sense the objective of this article is to make some reflections on the provisions of Law 14.182/21 with respect to the Brazilian electricity sector and the increased participation of natural gas in the national electricity matrix. El sector eléctrico brasileño es alimentado de manera predominante por fuentes limpias e intermitentes, por lo que la complementación debe ser hecha por otras fuentes de energía. El gas natural podría ser una de ellas, pues existe en abundancia y es menos contaminante que otros combustibles fósiles como carbón o diésel. Sin embargo, la integración entre los sectores de energía eléctrica y de gas natural debe ser planeado para el desarrollo de ambos en beneficio del consumidor. La ley 14.182/21, que autoriza la privatización de Eletrobras, determina la contratación de 8 GW de generación térmica alimentada por gas natural por medio de la modalidad subasta de capacidad y define, también, en cuales regiones del Brazil estas usinas térmicas deben ser instaladas. En ese sentido, el objetivo de este artículo es realizar algunas reflexiones sobre las disposiciones de la Ley 14.182/21 con relación al sector eléctrico brazileño e el aumento de la participación del gas natural en la matriz eléctrica nacional. O setor elétrico brasileiro é suprido predominantemente por fontes limpas e intermitentes, de forma que a intermitência e a complementação devem ser feitas por outras fontes de energia. O gás natural pode ser uma delas, dado que existe em abundância e polui menos que os outros combustíveis fósseis tais como carvão e óleo diesel. No entanto a integração entre o setor elétrico e o de gás natural deve ser planejado para o desenvolvimento de ambos e benefício do consumidor. A Lei nº 14.182/21, que autoriza a privatização da Eletrobras, define a contratação de 8 GW de geração térmica movida a gás natural por meio de leilão de capacidade e define, ainda, em que regiões do Brasil as usinas térmicas devem ser instaladas. Nesse sentido o objetivo deste artigo é fazer algumas reflexões quanto ao disposto na Lei nº14.182/21 no que diz respeito a setor elétrico brasileiro e ao aumento da participação do gás natural na matriz elétrica nacional.
